Job training is a community empowerment effort carried out by the government in order to shape people into workers who have competence and are ready to enter the world of work. In carrying out training, there will definitely be several obstacles that hinder the training process from running optimally. So research was conducted to determine the obstacles in community empowerment efforts at the Darul Makmur Sungai Cubadak Islamic Boarding School Community Job Training Center through job training. This research uses a qualitative approach with descriptive methods. The data collection techniques used were interview and documentation methods. The results of the research show that there are obstacles that hinder the community empowerment process at the Darul Makmur Sungai Cubadak Islamic Boarding School Community Work Training Center, consisting of internal obstacles and external obstacles.

This research discusses the obstacles faced in implementing Dukcapil DiGi Mobile in Dukcapil Pariaman City. Effectiveness is a measuring tool to determine whether or not a predetermined target has been achieved. There are many factors that can influence effectiveness, both internal and external constraints. The presence of Dukcapil DiGi Mobile as an online service for population and civil registration services in Pariaman City aims to make it easier for the public to manage population administration effectively and efficiently. However, in its implementation there are still several obstacles in implementing Dukcapil DiGi Mobile. This research aims to determine the obstacles faced in implementing population document services through the DiGi Mobile application using Hansen and Mowen's theory which groups various kinds of obstacles into internal and external obstacles. The results of this research show what obstacles are faced in implementing Dukcapil DiGi Mobile in Dukcapil Pariaman City.

Juvenile delinquency is a criminal phenomenon that often occurs in society, therefore the government has issued several regulations for law violators which will ensnare perpetrators, in this case teenagers, if they violate the following regulations: Drug Abuse, regulated in article 127 paragraph (1) Law Number 35 of 2009 concerning Narcotics, that every abuser of: Category I Narcotics for himself, shall be punished with a maximum imprisonment of 4 (four) years. Class II narcotics are punishable by a maximum imprisonment of 2 (dual) years. Class III narcotics for himself, is punishable by a maximum imprisonment of 1 (one) year. This research discusses the supporting and inhibiting factors for community empowerment in tackling juvenile delinquency. Study: youth organizations in Jorong Pintu Rayo Nagari Tanjung Barulak. The government in Nagari Tanjung Barulak together with youth organizations designed various youth group empowerment programs to engage teenagers in things that are more positive and beneficial for society and themselves. Therefore, this research was carried out to find out how community empowerment is in dealing with juvenile delinquency. Study: youth organizations in Jorong Pintu Rayo Nagari Tanjung Barulak. This research uses a descriptive qualitative approach using data collection techniques in the form of interviews and documentation. The theory of community empowerment used in this research is the theory presented by Jim Ife (1995) "Community Development: Creating Community Alternatives-Vision, Analysis and Practice" in determining supporting and inhibiting factors for community empowerment in tackling juvenile delinquency in Jorong Pintu Rayo.

This research aims to determine the conformity of an individual farmer in a farmer group in Koto Panjang Ikur Koto Village. Conformity is refers to an influence of the social environment that can change individual attitudes and behavior so that they comply with applicable norms or rules. This research a employs a qualitative method with a descriptive approach. Researchers interviewed the parties involved, namely the extension staff of the Padang City Agricultural Service, the staff of the Agricultural Extension Center as companions to farmer groups in Koto Panjang Ikur Koto Subdistrict, Farmer Group Management, and Farmer Group members. The finding shows that the dimensions that most dominantly influence the behavior of farmers in Koto Panjang Ikur Koto Subdistrict to carry out conformity are solidarity and trust. High levels of trust among members and close relationships between individuals (cohesion) and the group contributes to shape positive conformity. On the other hand, equality of opinion and agreement is not fully implemented, because female members tend to follow the opinion of the group leader or male members who are considered dominant, which creates negative conformity. Meanwhile, in the obedience indicator, there are still group members with low participation because they do not attend meetings held by the group.

This research aims to determine the process of Regional Asset Administration at the Rokan Hilir Regency BPKAD office and the obstacles faced in Regional Asset Administration at the Rokan Hilir Regency BPKAD office. The type of research used is qualitative research with a descriptive approach. Based on the research results, Regional Asset Administration at the Rokan Hilir Regency BPKAD office is based on bookkeeping, inventory and reporting indicators. The implementation of bookkeeping has not gone well because when goods are procured they are not immediately registered and recorded in the inventory book which ultimately causes data gaps on the Goods and Room Inventory Card such as goods codes, year of purchase, and important numbers on official vehicles caused by negligence in recording regional assets used by other parties. Then the implementation of the inventory also did not go well, such as data collection which was not optimal because the whereabouts of the goods were not clear, there were still goods which did not have item code labels because they were damaged and had not been refurbished, and there were still rooms which did not have Room Inventory Cards because they had not been renewed. And the implementation of reporting at the Rokan Hilir Regency BPKAD office has gone well because the submission is always on time. Obstacles in administering regional assets at the Rokan Hilir Regency BPKAD office include a lack of human resources and organizational cooperation as well as lack of orderly administration.

The legal basis for the implementation of the marine and fisheries business card program for fishermen in pasie nan tigo is PERMEN KP Number 41 of 2022. This card has many benefits, especially for fishermen, namely one of the requirements for purchasing fuel. However, in the implementation of the KUSUKA card program for fishermen in Pasie Nan Tigo, there are still few fishermen who hold KUSUKA cards. In addition, only fishermen who are members of groups created by the fisheries service get KUSUKA cards, so other small fishermen cannot get them. The purpose of this study is to see how the implementation of the marine and fisheries business actor card program for fishermen in Pasie Nan Tigo Padang City and to find out the obstacles in implementing this program. This research uses a qualitative approach. The results of the study indicate that the implementation of this card program for fishermen in Pasie Nan Tigo Padang City has been implemented but not well implemented and there are still some shortcomings when viewed from the following aspects Communication has been done, but not yet effective. Second, from the aspect of resources, it is quite good but non-human resources are also still lacking, namely the absence of wifi. From the aspect of disposition or the attitude of the implementer here is good. In terms of bureaucratic structure, it has gone well.

The research aims to describe how effectiva the implementation of Mayor's Regulation no. 32 of 2020 is in the Kinantan Wildlife and Cultural Park, Bukittinggi City (TMSBK). It started with problems when implementing non-cash only which was implemented by the Bukittinggi City Government for access to TMSBK so that after an assessment was carried out the Bukittinggi City Government issued Mayor Regulation number 32 of 2020 concerning Procedures for Implementing the Collection, Payment, Deposit and Place of Payment of Recreational Retribution Retributions and Sports in an effort to overcome the problems felt by the people of Bukittinggi City by allowing cash and non-cash payments. This research uses qualitative research with descriptive methods supported by interview results. The data collection techniques used were observation, interviews and documentation studies. The validity test uses triangulation techniques, namely method triangulation and source triangulation. Data analysis techniques are data reduction, data presentation, and drawing conclusions. The research results show that the regulations implemented in TMSBK answer the problems felt by the people of Bukittinggi City, with these regulations people can carry out cash and non-cash transactions and this has an impact on levies which are directly proportional to the increase in the number of visits after this regulation is implemented. This regulation is certainly an effective solution to overcome the problems faced.

This study examines hybrid threats' evolution, national security implications, and defense science's role in countering and strengthening defense capabilities using secondary data analysis. The research aims to identify key trends and strategies for countering hybrid threats effectively, with a focus on the role of defense science in enhancing national defense capabilities. Qualitative research methods are employed to analyze existing literature and case studies on hybrid threats and defense science contributions. Findings suggest that hybrid threats have evolved significantly in the contemporary security landscape, necessitating adaptive and innovative defense strategies. Defense science plays a critical role in developing advanced technologies and methodologies to counter hybrid threats, including cybersecurity measures, information warfare tactics, and strategic communication strategies. Recommendations are provided for policymakers and defense practitioners to strengthen defense capabilities and mitigate the challenges of hybrid warfare, emphasizing the importance of interdisciplinary collaboration, international cooperation, and human capital development. In conclusion, the study underscores the importance of integrating insights from defense science into defense planning and preparedness efforts to effectively counter hybrid threats and safeguard national security.

This research examines the effectiveness of collecting Land and Building Tax (PBB) in Namosain Village, Alak District, Kupang City, to optimize tax contributions in financing national development. Adopting a descriptive qualitative approach, this study investigates the interaction between tax administration and taxpayers and its impact on state revenues. In-depth analysis through interviews and observations reveals the actual dynamics in the field and the factors that influence the success of tax collection. The research results show fluctuation in PBB revenue in Namosain Village from 2019 to 2022, with a decrease due to the COVID-19 pandemic, which has had an impact on the community's economy. It was found that the main factor influencing low tax revenues is a lack of awareness and understanding of taxpayers, coupled with economic constraints that hinder their ability to pay taxes on time. This study confirms the importance of three approaches in improving PBB collection effectiveness: (1) Source Approach, by assessing human resource capacity and infrastructure availability; (2) Process Approach, by evaluating administrative procedures and policies; and (3) Target Approach, by measuring achieving tax revenue targets. Through these approaches, it was identified that although there was compliance in the tax object registration stage, there were obstacles in subsequent procedures that resulted in tax payment arrears.

Law Number 33 of 2014 concerning Halal Product Guarantee aims to provide comfort, security, safety, and availability of halal products for the people of Indonesia in consuming and using products. After the law was enacted, the obligation of halal certification for business actors changed from voluntary to mandatory, but there are still many business actors who do not have halal certificates. This research focuses on analyzing the implementation of the Halal Product Guarantee Policy on Food Products in Tangerang City. This study aims to determine and analyze how the implementation of the Halal Product Guarantee policy on food products in Tangerang City. The problem that occurs and is studied by researchers is that food products in Tangerang City have not been able to fulfill the principles of halal product guarantees, namely they have not been able to fulfill the principles of protection, have not been able to fulfill the principles of effectiveness and efficiency, and have not been able to fulfill the principles of professionalism. This research uses qualitative methods by analyzing the results of observation, interviews, and documentation. The results of the research using Soren C. Winter's policy implementation theory show that the implementation of the Halal Product Guarantee policy on food products in Tangerang City has not been fully implemented. Overall, this policy has not been able to run optimally in providing legal protection for products circulating in Indonesia in accordance with the policy objectives.
