Abstract

The Indonesian government has developed the Elektronik Siap Nikah dan Hamil (ELSIMIL) application as a digital innovation to prepare prospective brides and grooms (Catin) in facing healthy marriages and pregnancies and preventing the risk of stunting in children. This application is part of the digital transformation effort in supporting the national program, in accordance with the mandate of Presidential Regulation Number 72 of 2021 concerning the Acceleration of Stunting Reduction. However, the implementation of the ELSIMIL application in the community faces various challenges, such as the digital divide, low technological literacy, cultural resistance to reproductive health issues, and concerns about the security of personal data. This study uses a descriptive qualitative method to explore the technical, social, and cultural challenges in using the ELSIMIL application in Kasemen District, Serang Regency. Data were collected through observation, interviews, and documentation from three informants consisting of TPK, PKK, and KB cadres. The results of the study indicate that limited digital infrastructure, low technological literacy, and cultural resistance are the main obstacles to the use of the application. Community-based socialization, direct technical assistance, and transparency in user data management are recommended as solutions to increase the adoption of this application.

Abstract

This study is to describe the optimization of public services in Nagari Sontang Cubadak, Padang Gelugur District, Pasaman Regency. The background of this study is because there are still many people who experience obstacles when accessing services in Nagari Sontang Cubadak. The purpose of this study is to determine the optimization of public services in Nagari Sontang Cubadak and to determine the inhibiting factors for optimizing public services in Nagari Sontang Cubadak. The research method used is a qualitative approach using a descriptive method. Informants in this study were selected using purposive sampling techniques. This study uses data collection techniques in the form of observation, interviews and documentation. This study uses the Hotniar Siringo-ringo theory which focuses on optimization of objectives, alternative decisions, and limited resources. The village government has made three alternative decisions, namely improving the skills and training of officers, providing information boards, and weekly evaluations. However, these three alternative decisions have not been able to overcome the service problems in Nagari Sontang Cubadak as a whole. Factors Inhibiting Service Optimization include limited human resources, limited budget, lack of socialization and information regarding service procedures, lack of training for officers, and low participation in providing input on services.

Abstract

Panampuang Village has been established since the Dutch colonial era, but the exact time of its establishment cannot be ascertained due to the lack of information and literature. In addition, the issue of the division of the village territory consisting of 7 jorong, which was previously divided into 4 villages, is a classic challenge in determining the boundaries of the village territory. To overcome this problem, it is necessary to create clear village regulations related to the anniversary and boundaries of the village territory (rule create), which are then implemented through socialization and are expected to receive recognition from the community (rule application). The approach method used is participatory training, including preparation, planning, and implementation, with techniques such as games, case studies, practice, brainstorming, discussions, and lectures. This program involves the village government and community elements such as Niniak Mamak, Alim Ulama, Cadiak Pandai, youth, and women. This stage is followed by monitoring to ensure implementation according to plan, as well as evaluation to assess the success of implementing the regulations.

Abstract

This study aims to evaluate the archiving system implemented at Sukorejo Village Government and analyze its support to the village apparatus's performance in serving the community, as well as to identify the challenges faced in archiving management. The research employs a qualitative approach with the Discrepancy Evaluation Model to assess the gap between expected standards and actual practices. Data were collected through interviews, observations, documentation, and triangulation with purposive sampling of village officials involved in archiving management. The findings indicate that the archiving system in Sukorejo Village is not yet optimal. Key issues include decentralized and inconsistent document numbering, inadequate storage facilities, lack of centralized archive rooms, limited human resources, insufficient training, and lack of coordination among officials. These deficiencies impact the efficiency and effectiveness of administrative processes and public service delivery. The study concludes that improving archive management requires adherence to regulations, clear procedural manuals, enhanced training, centralized storage, and better leadership support. It is recommended that the village government adopt a systematic and standardized archiving system aligned with current regulations to enhance operational performance and provide better public services.

Abstract

The present study is motivated by the need of village governments to manage assets in a more orderly, transparent, and accountable manner. This study aims to analyze the effectiveness of the Village Asset Management System (SIPADES) implementation in improving the administrative orderliness of village assets in Sumber Village, Kradenan Subdistrict, Blora Regency. The method used is descriptive qualitative research with data collection techniques through interviews, observations, and documentation. The research samples consist of the Village Head, Village Secretary, and SIPADES Operator of Sumber Village. The results show that SIPADES helps in digitally recording and managing village assets, thereby enhancing transparency and accountability. However, challenges such as delays in recording new assets, data inconsistencies, and manual supervision still occur. Inaccurate asset recording has the potential to cause legal issues and disputes in the future. In conclusion, SIPADES plays an important role in supporting more orderly village asset management, but improvements are needed in the data updating process and real-time supervision mechanisms. This study recommends increasing operator training and implementing real-time reporting systems to optimize SIPADES usage.

Abstract

This study analyzes the influence of service quality and interpersonal communication on community satisfaction in the context of public services at the village level. The phenomenon of community satisfaction with public services is a fundamental indicator of the legitimacy of local government. However, the literature cannot integrate technical and relational dimensions in one analytical framework. he study used an associative quantitative approach with an associational design of 305 respondents of the service user community in Nagari Limbanang, Lima Puluh Kota Regency, West Sumatra. Data were collected through a structured questionnaire with a 5-point Likert scale. Data analysis using multiple linear regression with classical assumption testing to ensure model validity. The results showed that service quality positively and significantly affected community satisfaction, as did interpersonal communication. Simultaneously, both variables were able to explain 42.2% of the variability in community satisfaction. The study concluded that a holistic approach that integrates service system improvement with apparatus communication capacity building is optimal for community satisfaction. Practical implications include the need for a comprehensive training policy for nagari officials that emphasizes technical and interpersonal skills in a balanced manner.

Abstract

This study aims to analyze the utilization of village websites in improving public services in Margo Mulyo Village, Central Bengkulu. Using a qualitative case study approach, data were collected through interviews, observations, and documentation, and then analyzed with Miles and Huberman’s content analysis stages. The findings reveal that although the website is available, its use remains low due to limited digital literacy, unstable internet access, and people’s preference for direct services. The technology adoption process is still in the early stages according to the diffusion of innovation theory. Theoretically, this research contributes by enriching the discourse on digital transformation in rural public services and expanding the diffusion of innovation framework with socio-cultural factors. Practically, it provides recommendations for local governments and village officials to strengthen training, socialization, and infrastructure as a strategy for inclusive and sustainable digital governance in villages.

Abstract

This study analyzes the participation of indigenous communities in the implementation of regional autonomy in West Sumatra, particularly through the institutional role of the Nagari Customary Council (KAN). Regional autonomy in Indonesia, since the enactment of Law No. 22 of 1999 to Law No. 23 of 2014, has opened up space for nagari as a customary law community to contribute to regional development. This study uses a qualitative approach through literature review to examine the dimensions of indigenous peoples' participation in the planning, implementation, and supervision of nagari administration. The results of the study show that KAN plays a significant role in drafting nagari regulations, supervising the government, and channeling community aspirations. However, this participation is not yet optimal due to limited access to information, minimal involvement of customary institutions in the public policy process, and the dominance of local governments in the implementation of autonomy. Considering the limitations of literature studies, this research emphasizes the importance of strengthening the capacity of indigenous institutions, increasing the transparency of nagari governance, and multiparty collaboration as strategies to strengthen indigenous peoples' participation in the implementation of democratic and sustainable regional autonomy.

Abstract

This study aims to analyze the influence of HR competency, self-efficacy, work discipline, and non-physical work environment on employee performance, with job satisfaction as a moderating variable at SK Lerik Kupang Regional General Hospital. The study sample consisted of 203 randomly selected employees, with data collected through questionnaires and analyzed using Partial Least Square (PLS), this method is strong in predicting the relationship between latent variables and their indicators. The results showed that competency, self-efficacy, work discipline, and non-physical work environment had a positive and significant effect on employee performance. Meanwhile, job satisfaction was proven to have a direct effect on performance, but did not moderate the relationship between the four variables and employee performance. This finding confirms the importance of improving competency, discipline, self-efficacy, and the quality of the work environment in driving performance, while job satisfaction plays a more independent role.

Abstract

One of the historical and cultural tourism destinations is the Cultural Potential of Penyengat Island. The island is renowned for its heritage, offering cultural uniqueness from the various sites located there. The combination of three types of tourism makes this island an attractive destination to visit. This research was conducted on Penyengat Island and at the Department of Culture and Tourism of Tanjung Pinang City, as well as at historical, cultural, and religious tourism sites on Penyengat Island. The population in this study consists of tourists visiting the Penyengat Island tourist area, the exact number of whom is unknown. To determine the sample size, the researcher used the Lameshow formula, resulting in a research sample of 96 tourists. The contribution of the psychological, cultural, social, and fantasy variables has an influence of 60.4%, while the remaining 39.6% is caused by other variables not examined in this study. Meanwhile, the Department of Culture and Tourism is developing tourist attractions in the Penyengat Island area to be more appealing by revitalising several historical, religious, and cultural tourist sites to make them more attractive to tourists.
