Abstract

The market is a place for socio-economic activities in the regional economic growth. The existence of the main market began to be disrupted since the September 30th, 2009 earthquake, resulting in damage to the buildings of Pasar Raya Padang. Rapid handling was made by the Padang City Government through the construction of emergency stalls in the form of stalls along Jalan Sandang Pangan. The construction of emergency kiosks was opposed by some traders because of declining income and lack of visitors. This condition triggered a prolonged conflict for five years (2009-2014). The length of this conflict process makes it important to be explored further with regard to the involvement of third parties in resolving the post-2009 earthquake market conflict. This study uses a qualitative approach with the type of descriptive research. Informants in this study were determined by intentional (purposive). Informants who contributed to this finding were 14 people with 5 women and 9 men. This research shows that the third party is the Regional Representative Council of the City of Padang and the National Commission on Human Rights (KOMNASHAM) of the Republic of Indonesia. The third party involvement carried out by the Regional House of Representatives (DPRD) was hearing to the traders of Pasar Raya Padang and involving their representatives at hearings, working meetings of DPRD which discussed issues related to commission II. The next role is the role as the guardian of the Rehabilitation and Reconstruction process and striving for the realization of the budgeting in the Regional Revenue and Expenditure Budget (APBD) in accordance with the needs of traders. Whereas the KOMNASHAM has a position and commitment not in line with the conflicting parties, but its role as a human rights guard positions it structurally as a neutral mediator.

Abstract

The purpose of this article is to explain the policy for distributing BOS funds to private madrasah in 2020 in the West Sumatra Province as well as an analysis of the policy. This research was conducted through a qualitative descriptive method. The data is the policy for distributing BOS funds to private madrasah in 2020 and the obstacles that arise from this policy. Sources of data are technical guidelines and BOS fund managers at the provincial and madrasah levels. Data were collected in 2020 and early 2021 through observations and quetionary. Furthermore, the data were analyzed quanlitatively. Based on the analysis, it was found that the policy for distributing BOS funds in 2020 was carried out based on the Decree of the Director General of Education No: 7330 of 2019 dated December 27, 2019. In this decision, it was explained that the distribution of BOS funds to private madrasah was handed over to the Regional Office of the West Sumatra Province Ministry of Religion or the Regency Ministry of Religion. Constraints that arise are the budget reallocation process is not flexible and there is a BOS budget allocation in one area of the surplus while in other areas it is a minus.

Abstract

The concept of the present and the sense of comfort offered by the coffee shop bring in various visitors in terms of age, children, teenagers, adults, and even the elderly. Visitors in terms of work, both from junior high school, high school/vocational school students, university students, private employees, civil servants, and from various other types of work are happy to visit. The purpose of this study was to conduct a social network analysis of coffee shop visitors in Indonesia. The postmodern concept of consumption is related to the realization that consumption appears more significant at sign value or symbolic qualities than use value. The research method used is qualitative netnography. The data is obtained from uploads on the Twitter application with the help of Atlas. ti application. Because it uses network analysis, tweets that are not related to other tweets will be excluded from the study. The results showed that Twitter users went to a coffee shop to do work while drinking coffee; conduct watching events together, either football, moto GP, or other similar matches; perform social activities with the closest people, and want to eat their favorite food. The results of the word cloud analysis obtained several words that appear and are often used by coffee shop visitors on Twitter applications such as warkop, nongkrong, ngopi, kopi, ngobrol, kerja, makan, teh, lagu, nongki, and many other words. The novelty of this study lies in the approach used, namely netnography so that the data obtained reaches a wider range of data.

Abstract

Social development concept has evolved over the last decades, especially post-criticism of physical development oriented. The social development are more social-oriented and prioritizing people through participatory approaches. This asrticle discusses the evaluation of a Community as social development project in the Mbleliling forest area, West Manggarai. The community group founded by multi-stakeholders called Forum Masyarakat Peduli Kawasan Mbeliling (FPKM) is intended to social development around the forest area. After one year, the forum has been evaluated on a large multistakeholder meeting. The evaluation results show that the forum has not been able to answer the multistakeholder expectations against its founders. The problem of funding and coordinating are the main factors causing the inability of the forum to carry out the institution's mandate.Pasca kritik pembangunan berorientasi fisik berkembang beberapa dekade terakhir, berkembang konsep pembangunan sosial yang lebih berorientasi pada aspek sosial dan mengutamakan manusia melalui pendekatan partisipatif. Artikel membahas evaluasi terhadap proyek pembangunan sosial melalui kelompok masyarakat di kawasan hutan Mbeliling, Manggarai Barat. Kelompok masyarakat yang dibentuk oleh multifihak yang bernama Forum Masyarakat Peduli Kawasan Mbeliling (FPKM) tersebut ditujukan untuk pembangunan sosial kemasyarakatan di sekitar kawasan hutan. Setelah satu tahun didirikan, dilakukan evalusi terhadap keberadaan forum. Hasil evalusi menunjukkan bahwa keberadaan kelompok belum mampu menjawab ekspektasi multistakeholder terhadap pendirinya. Katiadaan dana dan sulitnya berkoordinasi menjadi faktor penyebab utama ketidakmampuan forum menjalankan mandat lembaga.

Abstract

Participatory development is the idea of the World Bank to link democracy with good the governance, an idea is a form of change in the development paradigm of developing countries from a modernization approach to an ecological approach. Local values as elements that are not related to modernization are ignored in the development process. This article explains about participatory development methods through a political culture approach. So that development participation involves the values of the local identity. Based on the use of the Adult Learning Circle or Learning Circle Based on Experience method that is applied to the implementation of community service in the LambuangBukik village, Padang City, it was found that the use of local community identity in the implementation of participatory development is more likely to form a broad community participation in development planning

Abstract

At this time, various social media have emerged which function like radio. The convenience provided by social media made people use it. So that social media users were increasing and it was possible to reduce radio fans. But on the one hand, there were still people who like radio broadcasts. This study aimed to explain the reasons why fans are still listening to GIS FM radio amid social media. This research used qualitative research methods with data collection techniques interview, observation, and documentation. The validity of the data used technical triangulation. The results of this study indicate that fans are still loyal to listen to GIS FM radio broadcasts. The rationality of fan action was seen in the tradition of sending attention depicts traditional rationality, the enjoyment arising from reading attention by broadcasters that depict affective rationality, the effectiveness of radio as a tool that is easily controlled illustrates instrumental rationality, and the closeness that fans and broadcasters build represent value-oriented rationality. This made fans still listen to GIS FM radio amid the rise of social media.

Abstract

This article discusses the existence of cinema as entertainment for the people in Padang during the period 1970s to 2000s. Cinema is a mass entertainment and can be enjoyed by all the community at that time. Cinema became a phenomenal because the movies have become part of people's lifestyles. Cinema furor enlivened by promotions to attract people to come to the cinema through flyers, posters, banners and advertisements in the mass media. The development of technology led to the existence of cinema began to be replaced by the presence of new entertainment media such as television and media screenings of other films such as VCD players so that the film is no longer only be enjoyed in the cinema. Cinema audience popularity and dynamics as well as aspects related to cinema in 1970 this will be discussed within this article.

Abstract

This study describes the community empowerment program for farmers through Pondok Pesantren Petani Nusantara program. This is motivated by the lives of people who are experiencing various problems, such as shifting farmers' livelihoods, the number of poor farmers, and also the low education of farmers who are not yet empowered and not independent. The research method used is a descriptive method with a qualitative approach. The subjects in this study were program managers, farmers and program participants, as well as the government. The results of this study can be seen that the beginning of the establishment of the Pondok Pesantren Petani Nusantara program in 2004 was the idea and aspiration of the farmers in the village of Pangandaran who wanted to advance their potential to be more advanced and prosperous. This is proven by the three excellent programs that continue to develop until now, namely the Prosperous Farmers Group (KTS), Women's Farmer Group (KWT), and Youth Farmer Training (PATRA). In implementing programs such as the farmers' program, they are less concerned and do not support the program, farmers who have other activities cannot be carried out in the meeting program, and there are also disputes that cause a lack of farmer participation. The benefits of farmers are an increase in the economy, an increase in the number of farmers, a stronger sense of solidarity in farming, an increase in knowledge and skills, and an increase in livelihoods or urbanization. The government actively supports the program by providing various facilities and infrastructure, as well as conducting monitoring and evaluation.

Abstract

Tujuan dari penelitian ini adalah untuk mengkaji kinerja keuangan UMKM terdampak COVID-19 di Kabupaten Pidie dan menentukan strategi pengembangan UMKM terdampak COVID-19 di Kabupaten Pidie dengan menggunakan variabel pengelolaan perusahaan pengolah, upaya pengembangan yang dilakukan oleh perusahaan, pengembangan produk, dan pengembangan bisnis selama periode COVID-19. Pengumpulan data dilakukan dengan menggunakan kuesioner dari UMKM di Kabupaten Pidie. melibatkan empat kecamatan di kabupaten Pidie dengan melibatkan 100 teknik UMKM menggunakan program SPSS. Hasil penelitian menunjukkan bahwa pengolahan manajemen perusahaan, upaya pengembangan yang dilakukan perusahaan, dan pengembangan produk berdampak positif dan signifikan terhadap perkembangan bisnis selama masa COVID-19.
