Abstract

In the direct local head and vice local head election (Pilkada) KPUD carries out a heavy task. Its quality depens on general election implementation. In this case, KPUD is demanded to work hard, fast, and precise in supervising the direct, general, independent, confidential, honest, and fair for election. The function of KPUD is not only being general election performer but also playing leading role in local democacy process. It means that KPUD decision considerably influences democracy life. In addtion, KPUD has a strategic position, not only in leislating regulations but also in making decisions of direct local head election.Based on the main task, function, and job description, technically KPUD of Malang Regency has carried out preparation procedure of direct local head and vice local head election according to Undang-Undang No.32 Tahus 2004 which mentions that local government and some imprative stipulation established by central government.

Abstract

Democratic countries usually based on law as the "supreme" legislator. As one of those who held democracy as the state of mind for nation building, Indonesia was more popular as the rechstaat than the machstaat. Unfortunately, in many cases, the style of Indonesian life did not step on the rule of life of law. We saw injustices in some events of institutional life. To reach the objectives of the take off period, the rule of law must be realized as the main pillars.

Abstract

Rasa keberagamaan bukan berarti memenggal rasionalitas yang piawai.

Abstract

Ada kecenderungan bahwa  liberalisasi ekonomi akan merugikan usaha kecil. Setidaknya pasca kesepakatan GATT, WTO, dan APEC akan muncul wajah baru ekonomi nasional karena tergencetnya usaha-usaha ekonomi kecil. Usaha kecil ini akan semakin terkubur karena batasan-batasan tentang konsep usaha kecil itu sendiri masih belum jelas, dan ini sangat merugikan  pengembangan usaha-usaha kecil dan marginal. Belum lagi masalah-masalah internal-eksternal seperti keterbatasan modal kerja yang dimiliki pengusaha kecil serta sulitnya kebijakan perkreditan. Juga persaingan dengan kelompok-kelompok lain yang lebih didukung oleh system politik, ekonomi, social dan teknologi. Dari sinilah M. Jumhar Hidayat mengharapakan peran Muhammadiyah dalam memberikan saran kebijakan kepada pemerintah dan juga swasta.

Abstract

"Power tends to corrupt those who wield it, and absolute power tends to corrupt absolutely," is the famous adagium of the leading political scientist, Lord Action. The history of the countries in the world can be considered as the "manifestation" of that adagium. How is the role and the contribution of Islam in this case? You will find the answer in the following article. One of the "final" conclusion is that islam tends to stress the Muslim leaders high commitment to its teachings.

Abstract

Food scurity plays an important role in national development since it creates Indonesian prosperity, there are three parties that should become prosperous through food; those are farmers, distributors and consumers. Food security, defined as food availability, regarding the adequacy and low price, couse farmers prosperity get worst and make Indonesia the biggest net-imperter of food. Abstract

Sepeninggal Nabi, kedudukannya sebagai kepala negara yang baru saja di bentuknya digantikan oleh para sahabatnya, khulafa? Al Arrasyidin. Meskipun Nabi SAW, tidak meninggalkan wasiat tentang mekanisme penggantian dirinya, namun generasi pertama para sahabat Nabi dapat melaksanakannya secara demokratis. Sehingga mulai dari Nabi hingga empat khalifah sesudahnya, pemerintahan islam dapat dikatakan bercorak demokrasi. Kekalahan ali atas Muawiyah dalam pertikaian politik yang berkepanjangan telah mengantarkan Muawiyah pada tangga kekuasaan tertinggi. Pada Muawiyah  inilah corak pemerintahan Islam mulai berubah dari Demokrasi ke Monarkhi, inilah yang hendak diuraikan dalam tulisan ini.
