Abstract

Digital transformation has become an urgent need in public administration, especially in the city of Medan, to improve service efficiency and accountability. This study aims to analyze the influence of digital infrastructure and technological literacy on the efficiency and accountability of public administration. A quantitative approach with the Structural Equation Modeling (SEM) method was used to process data collected from 200 respondents, consisting of government officials and public service users. The results of the analysis show that digital infrastructure contributes significantly to administrative efficiency, while technological literacy plays an important role in increasing accountability. The main obstacles in the implementation of digital innovation include the lack of interoperability of information systems between agencies and the low digital literacy among certain communities. This research provides a comprehensive understanding of the importance of technology integration and human resource development in the digital transformation process of public administration. This finding is expected to be the basis for the formulation of policies and strategies to improve the quality of digital-based public services in the city of Medan.

Abstract

This paper aims to analyze the legal aspects related to crimes or violations committed by forming shell companies and the role of prosecutors in taking action against crimes committed through shell companies that have the potential to harm the State. Shell companies are often used as a tool to hide assets and commit various illegal acts such as tax evasion, money laundering and manipulation of financial statements. The existence of shell companies is a challenge for law enforcement agencies, especially for prosecutors, who play an important role in the investigation and prosecution process. Using the normative research method, this research analyzes the applicable laws and regulations, especially in Indonesia, and the steps taken by prosecutors in taking action against crimes or violations of the law committed through shell companies. The results of this study show that there is a legal vacuum in the supervision and prosecution of shell companies, which often operate across state jurisdictions, making investigation and prosecution difficult. The role of prosecutors is important to conduct in-depth investigations, collect evidence, and cooperate with other institutions to recover state losses. Therefore, stricter regulations and increased inter-agency coordination are needed to strengthen the role of prosecutors in combating shell company crime.

Abstract

The development of increasingly diverse and time-spanning work arrangements: remote work systems need to be known and understood with certainty and legal protections for remote employees. Remote Working workers are prone to non-compliance with the following rights in the company's work cycle. The United States, one of the developed countries, has regulations to protect remote workers, and interpreting these regulations according to the situation in Indonesia can be helpful if they are implemented appropriately. This study aims to obtain reference materials regarding regulations that can be applied in Indonesia to ensure legal protection for remote workers. This research is comparative legal research using literature studies. In Indonesia, Remote Working worker regulations do not exist specifically, so they are still based on the Job Creation and Manpower Law. Meanwhile, in the United States, regulations for Remote Working workers have existed since 1990 until now. Despite the differences in legal systems between Indonesia and the United States, efforts are being made to coordinate appropriate regulations to develop government regulations in line with the increasing diversity of employment systems. Therefore, the government must clarify and follow up on determining legal protection for remote workers.

Abstract

This study investigates the relationship between macroeconomic factors, purchasing power, and social inequality, with a particular focus on how inflation and wage stagnation impact income distribution and poverty levels. The primary objective is to understand how variations in purchasing power mediate the effects of macroeconomic changes on economic stability and social equity. Employing a qualitative, literature-based methodology, this research synthesizes findings from existing empirical studies and theoretical perspectives. Through thematic analysis, key themes related to inflation’s impact on low-income households, the role of wage stagnation, and the effectiveness of social welfare programs in enhancing purchasing power are identified. The results reveal that inflation disproportionately affects low-income households by eroding their purchasing power, while stagnant wages limit financial mobility, deepening income inequality. Social welfare programs provide partial relief, acting as buffers against economic instability for vulnerable populations. These findings emphasize the necessity of comprehensive macroeconomic policies that integrate inflation control, wage reform, and welfare expansion to enhance purchasing power and reduce income disparities. The study contributes to the theoretical understanding of purchasing power in economic policy and provides actionable insights for policymakers aiming to foster economic equity.

Abstract

The purpose of this study was to test and analyze the influence of organizational culture, internal locus of control and whistleblowing system on fraud prevention in village financial management with individual morality as a moderating variable. The population in this study were all village officials totaling 408 consisting of village heads, village secretaries, and village treasurers who work in village governments throughout Bengkalis Regency. Sampling using the census method, namely using the entire population as a research sample, the data used is primary data sourced from questionnaires. The data analysis technique used in this study is the SmartPLS 4 program. The results of this study indicate that organizational culture, internal locus of control and whistleblowing system have a positive and significant effect on fraud prevention in village financial management. Individual morality is able to moderate the influence of internal locus of control and whistleblowing system on fraud prevention in village financial management. While individual morality is unable to moderate the influence of organizational culture on fraud prevention in village financial management.

Abstract

This study discusses the role of immigration in efforts to prevent the Crime of Human Trafficking (TPPO) in Indonesia, considering the increasingly complex human trafficking networks involving cross-border movement. The background of this study is based on the high number of TPPO cases in Indonesia, which requires comprehensive action from various parties, including immigration as the frontline in border control. This study uses a normative legal research method, with a qualitative approach through literature studies, laws and regulations, and other secondary data to understand the role of immigration in preventing TPPO. The results of the study indicate that the Directorate General of Immigration plays an important role in identifying and preventing human trafficking practices through several main steps: border control, travel document checks, TPPO mode detection, and international cooperation. In addition, immigration is also involved in educating the public and prospective migrant workers about the dangers of TPPO and providing protection for victims who are found. The conclusion of this study emphasizes that although the role of immigration is very significant, efforts to prevent TPPO require cross-institutional collaboration and capacity building in various lines to achieve higher effectiveness in overcoming human trafficking.

Abstract

In the context of family law, the presence of a competent advocate is essential to represent and protect the interests of the plaintiff. The advocate serves as the legal representative in court and ensures that the entire legal process runs smoothly and fairly even in the absence of the plaintiff. The advocate's duties consist of attending the judgment hearing, recording the contents of the judgment, communicating the result to the plaintiff and providing legal advice regarding the next steps to be taken including the filing of an appeal. Not only does this involve aspects of legal representation, but also the management of communication between the plaintiff and the court and the preparation of relevant documents. The results show that the role of advocates is essential in the legal process, providing certainty and protection of rights for plaintiffs and ensuring a fair and transparent legal process.

Abstract

Mustard plants are vegetables favored by people in Indonesia, they have nutritional value, are delicious, and are rich in protein, which is good and needed by the human body, vitamins A, B, and L-ascorbic acid. This study was conducted to determine the effect of organic, and inorganic fertilizers and their interaction on the growth and yield of mustard plants, carried out at UPTD. BIHedung Johor Medan, October 2023 to January 2024. Using RAK factorial 2 factors, I. dosage Organic fertilizer (organic) (A) 4 levels: A0 = 0 kg/plot (control), A1 = 1.5 kg/plot, A2 = 2 kg/plot, and A3 = 2.5 kg/plot. II Inorganic fertilizer dose (ANORGANIC) (N) 4 levels: N0 = 0 g/plot (control), N1 = 50 g/plo, N2 = 100 g/plot, and N3 = 150 g/plot. The results of his research from organic fertilizers were insignificant for plant height 7-28 HST, number of leaves 7-21 HST and 28 HST. The real effect is gross weight/sample, net weight/sample, gross weight/plot, and net weight/plot. Inorganic fertilizer (ANORGANIK) has a very real effect on plant height 21-18 HST, number of leaves 14 HST and 21-28 HST, leaf width, leaf length, gross weight/sample, net weight/sample, gross weight/plot, and net weight/plot. The interaction effect was very significant in plant height 7 HST, number of leaves 21, 28 HST, leaf width, leaf length, gross weight/sample, net weight/sample, gross weight/plot, and net weight/plot.

Abstract

This research aims to explore the understanding of Physics Education students of the class of 2021 regarding the concept and application of X-rays in various fields. Through a qualitative approach with an in-depth interview method, this study involved three participants to gain insight into their understanding of the basic principles of X-rays, the formation process, as well as aspects of radiation safety and risk. The results show that although students have a basic understanding of X-rays as electromagnetic radiation, there are misconceptions about the scope of their application and the principles of physics that underlie the formation of X-rays. The study also found limitations in lecture materials in emphasizing aspects of radiation protection and its applications outside the medical world, which is important to strengthen a comprehensive understanding. Based on these findings, the study provides recommendations to develop a more applicable curriculum, improve practicum facilities, and integrate cross-disciplinary studies so that students have a broader understanding of X-rays.

Abstract

Clay media is a clay-like media that is easy to shape and has various colors. This media is safe and easy to use by early childhood to explore various types of knowledge and skills according to the child's development period. This study aims to analyze the use of clay media to improve color knowledge and science knowledge in early childhood. The research method is qualitative descriptive research with literature study analysis techniques. The findings show that the use of clay media can improve color knowledge in early childhood. From clay media play activities, early childhood is able to point to the colors mentioned, mention various types of colors, and construct new colors so that it shows increased color knowledge. Clay media can also improve science knowledge in early childhood with activities to form clay media into plant structures or types of animals. Teachers can provide simple explanations related to living things so that children can understand the material in a fun way. This activity can stimulate children's understanding of living things as part of biology and science learning. Basically, early childhood needs sensorimotor stimulation and direct experience to be able to develop cognitive knowledge and skills. Thus, it is hoped that teachers can utilize the learning method of playing with clay media to support the knowledge and skills of early childhood that are appropriate to their development period.
