Abstract

ABSTRACT The village is the smallest unit in a country with the lowest government authority to regulate the interests of the local community. Village Owned Enterprises (BUMDes) are business entities owned by villages to improve community welfare through economic ventures. The development of Sharia-based BUMDes based on sharia principles is one way to achieve this goal. This study used the library research method using library data in the form of books. BUMDes is a business entity whose capital is owned by the village and has developed in many villages in Indonesia, but the majority of BUMDes still use the conventional system and have not implemented a profit-sharing system (sharia). The concept of developing Sharia BUMDes is based on laws and regulations governing the establishment of BUMDes. The development of Sharia BUMDes is expected to increase the religious values of the village community and have a positive impact on their economic life and can provide halal and blessed business results. Keyword: BUMDes Sharia, Economic Development,

Abstract

ABSTRACTIn Lampung Province, this zoning system has been implemented in every school, one of which has been applied to SMAN 2 Bandar Lampung. The zoning system is a New Student Admission system that is enforced by determining the radius of the student zone domiciled in the nearest zone radius with a certain percentage of the total number of students to be accepted. This study aims to determine the effectiveness of implementation in the Admission of New Students at SMAN 2 Bandar Lampung and in this study used a skinative research method. The results of this study show that the zoning system policies implemented by the Lampung Provincial Education Office, one of which is implemented at SMAN 2 Bandar Lampung have been running quite well and can be said to have run effectively because they are in accordance with the zoning system policy in accepting students with the regulation of the Minister of Education and Culture No. 44 of 2018.Keywords : Effectiveness, Policy, Zoning, Education

Abstract

ABSTRACTThe problem of the deportation of Indonesian Migrant Workers from Malaysia in Tanjung pinang City is a complex problem. Thus, the Government presents a social protection policy that is based on strong legal rules and applies before work, during work, and after work. The purpose of this study is to find out whether the social protection policies implemented by relevant stakeholders have been implemented properly or vice versa. Another objective is to obtain data, information and programs related to social protection policies. This study uses a qualitative method with a descriptive research type. In order to obtain primary data, in-depth interviews were conducted with informants. Secondary data is obtained through literature study, namely searching for data through journals, articles, and internet sources. The results of the discussion and research referring to William N Dunn's policy evaluation theory show that social protection policies have worked well in terms of effectiveness, efficiency, equity, responsiveness and distribution. Five of the six indicators are met thanks to the commitment and good cooperation of each stakeholder. However, in terms of the adequacy indicator, the budget spent is not sufficient. There must be an increase in the budget from the central government so that stakeholders are more flexible and creative in implementing and making programs so that social protection policies will improve in the future. Keyword: Policy Evaluation, Social Protection, Deportation

Abstract

The General Election Commission (KPU) is a non-structural state institution that provides public services in the field of holding elections and elections. In planning its duties and functions, the KPU of Central Lampung Regency has prepared strategic plans, annual work plans and performance agreements. Implementation of strategic management and preparation of the budget are considered to affect institutional performance, both financial performance and program activities. This research is a descriptive research with a correlational quantitative approach. The variables tested in this study are the implementation of strategic management and budgeting as independent variables and performance achievement as the dependent variable. This study uses secondary data in the form of institutional documents in the form of comments on strategic plans, annual work plans, performance reports and budget realization. This study shows that the variable (X1) is the application of strategic management which moves towards improving election performance. Variable (X2) the implementation of budgeting that affects institutional performance.

Abstract

There are still many people who are disobedient and reluctant to apply for permits, even though the permit service process at the Investment and One-Stop Services Office of Bandar Lampung City has provided easy service. The method in this study uses a literature review. Data sources use secondary data sources in the form of documents, laws and regulations, articles and books. This is because there are still many people who think that licensing is like the old pattern which is difficult and convoluted. From the results of research by researchers in the field, in the city of Bandar Lampung, there is in the Antasari area in the city of Bandar Lampung, where there is a food and beverage business by constructing buildings without a building permit (IMB), and this trading business license (SIUP) is one of the inhibiting factors. in licensing services. This problem is of course a concern for the Investment Service and One Stop Integrated Services of Bandar Lampung City to provide understanding and outreach to all elements of the Bandar Lampung City community that the permit service process at DPMPTSP provides easy, accountable, friendly, fair, simple, sympathetic services and safe.

Abstract

ABSTRAKKehadiran Badan Usaha Milik Desa diharapkan dapat memberikan dampak positif bagi pembangunan dan mendongkrak perekonomian desa. Oleh karena itu, untuk memastikan BUMDes beroperasi secara efektif dan sesuai dengan peraturan yang berlaku, pemerintah kabupaten memberikan dukungannya kepada pemerintah desa dengan mengalokasikan dana kepada pemerintah tersebut. Sebagai langkah awal dalam memulai BUMDes, hal ini menandakan bahwa BUMDes saat ini sudah berada pada tahap dasar. Faktanya, masih banyak Badan Usaha Milik Desa yang belum berjalan sebagaimana mestinya. Karena ada beberapa permasalahan yang menghambat dalam menjalankan BUMDes, salah satu contohnya adalah kemauan desa yang kurang serius terhadap BUMDes. Metode penelitian yang digunakan adalah metode penelitian kualitatif, yaitu suatu analisis berdasarkan data yang diperoleh melalui hasil wawancara, observasi dan dokumentasi. Hasil dari penelitian ini ialah Strategi Pemerintah Desa Kedaton dalam Pemberdayaan Masyarakat Melalui Badan Usaha Milik Desa Kecamatan Kalianda Lampung Selatan berdasarkan tiga strategi yaitu Pembuatan (formulating), Penerapan (implementating), dan Evaluasi (evaluating).Kata kunci : Strategi, Pemerintah,  Desa, BUMDes

Abstract

Pengadaan barang dan jasa oleh pemerintah merupakan kegiatan penting dalam pembangunan nasional untuk meningkatkan pelayanan publik, perputaran ekonomi dan kesehjateraan masyarakat. Sebagai lembaga pemerintah yang memiliki kewenangan dalam penyelengaraan Pemilihan Kepala Daerah, KPU wajib mempertanggungjawabkan proses pengadaan barang dan jasa baik dari aspek administrasi, teknis, dan keuangan. Penelitian ini menggunakan pendekaan kualitatif dengan tipe deskritptif. Tujuan penelitian adalah untuk menganalisis apakah pengadaan barang dan jasa di KPU Provinsi Lampung sudah memadai atau belum memadai. Dalam penelitian ini dijelaskan tentang prosedur perencanaan dan prosedur pengadaan barang dan jasa pada Komisi Pemilihan Umum Provinsi Lampung. Abstract

Penelitian bertujuan untuk mengetahui akuntabilitas dan asas transparan tata kelola Bantuan Langsung Tunai Dana Desa (BLT-DD) selama masa pandemi Covid-19 di Desa Sriwaylangsep kecamatan Kalirejo Kabupaten Lampung Tengah. Metode yang digunakan adalah metode penelitian kualitatif. Pada penelitian ini ditemukan hasil penelitian yaitu Pemerintah Desa telah melaksanakan musyawarah desa khusus (Musdesus), pelaksanaan tersebut memiliki tujuan memverifikasi dan memvalidasi data masyarakat calon penerima Bantuan Langsung Tunai Dana Desa (BLT-DD). Kemudian berdasarkan hasil analisis penetapan asas akuntabilitas telah sesuai dengan arahan pemerintah. Kesimpulannya, bahwa dalam penerapan asas transparan dan akuntabilitas penyaluran Bantuan Langsung Tunai Dana Desa (BLT-DD) di Desa Sriwaylangsep telah sesuai penerapannya. Kesesuaian tersebut dapat dilihat dari hasil verifikasi dan validasi data masyarakat calon penerima, penyebaran daftar penerima dan setiap satu bulan sekali Pemerintah Desa setelah melakukan penyaluran yang selanjutnya melaporkan hasil penyaluran kepada pihak yang berwenang yaitu camat.Kata kunci : BLT, Dana Desa, Covid-19

Abstract

ABSTRAKPenelitian ini dilakukan atas dasar ketertarikan pada adanya permasalahan menyangkut tidak tercapainya target retribusi terminal kota Bandar Lampung setiap tahunnya. Mengungkap dan menganalisis persoalan tersebut menggunakan kajian Pendapatan Daerah, yang dilihat dari Kinerja pegawai. Metode penelitian yang digunakan adalah survey eksplanatori dengan teknik pengumpulan data melalui studi kepustakaan dan studi lapangan (terdiri dari observasi, wawancara dan kusioner). Penarikan sampel menggunakan Porforsional random sampling selanjutnya data yang diperoleh dianalis dengan menggunakan regresi berganda binari. Hasil penelitian menunjukkan bahwa tercapainya target retribusi terminal di Bandar Lampung dilihat dari Kinerja Pegawai berada pada kategori positif, hal ini diperkuat oleh hasil perhitungan melalui uji statistik bahwa Kinerja Pegawai berpengaruh signifikan terhadap pencapaian target retribusi terminal di Kota Bandar Lampung. Dengan demikian dapat dikatakan bahwa bukti teoritis dan empiris menunjukkan adanya pengaruh positif dari Kinerja pegawai terhadap pencapaian target retribusi terminal, untuk itu disarankan dalam pengelolaan retribusi terminal harus memperhatikan kinerja pegawai, fasilitas terminal dan pengawasan sehingga akan berimplikasi pada pencapaian target retribusi terminal di Kota Bandar Lampung.Kata Kunci: Retibusi terminal, kinerja pegawai

Abstract

This study aims to examine and analyze the village government's strategy in improving the quality of youth through culture in Tambah Asri Village, Tugumulyo District, Musi Rawas Regency. The focus of this study is based on the theory put forward by Bintoro Tjokroamidjojo (2017), namely: Determination of objectives, Policy formulation and Operationalization.The study uses a qualitative method with a qualitative descriptive approach through observation, interview and documentation. The types of data sources used are primary data and secondary data. Using data analysis techniques, data reduction, data presentation and drawing conclusions. The informants of this study consisted of village officials, art team coaches and art youth.The results of this study indicate that formulating goal determination must take into account strengths such as direction, motivation that arouses and profitable opportunities and also weaknesses such as challenges and risks. The village government sets a routine practice schedule and participates in art events to support the creativity of village youth in improving the quality of youth to be more responsive to things that smell of art in order to preserve Indonesian culture. The village government sets a vision and mission that becomes a reference for the youth arts team to improve and develop culture among the community. The youth arts always appear at important village events such as the commemoration of August 17, welcoming guests and earth alms. The village government acts as a supporting factor that is willing to provide facilities and infrastructure for the arts team. The youth who are members of the arts team act as an external factor that supports the village government in realizing the achievement of improving the quality of village youth in the field of dance arts culture. Keywords: Strategy, Village Government, Youth, Culture
