Abstract

Indonesia is one of the countries that experiences floods almost every season. At the beginning of the year, precisely in January 2020, rainfall in several areas in South Lampung Regency increased, one of which was in Sidomulyo District, South Lampung Regency. The role of the South Lampung Regency Government, which in this case is carried out by the Regional Disaster Management Agency (BPBD) when disaster management is very responsive and crucial. This study aims to determine the implementation of flood disaster management policies by the South Lampung Regency Government and the factors that hinder flood management. This research method uses a qualitative descriptive approach. The results of research in the implementation of flood disaster management policies by the South Lampung Regency Government in Sidomulyo District based on aspects of communication, disposition and organizational structure have been carried out properly, while based on resource aspects have not been carried out properly. Abstract

ABSTRACTAbstract: Issuance of land certificates is carried out symbolically and how the strategy is carried out by the government, especially the Land Agency of North Musi Rawas Regency in issuing the land certificate. The research method in this study used a qualitative descriptive. Where the data sources are taken from observations, interviews, and documentation. The results of this study are that the strategy of the BPN of Musi Rawas Utara Regency in issuing land certificates, namely firstly planning activities by socializing to the Rupit sub-district, related hamlet heads and the community who will get the certificate and determining the Pendaftaran Tanah Sistematis Lengkap (PTSL) program. Second, the preparation and determination of the PTSL adjudication committee and task force, outreach to the community. Third, collection and research of physical and juridical data, Announcement of physical and juridical data and their ratification, Confirmation, conversion, recognition of rights or granting of rights, Bookkeeping of rights, Issuance of land rights certificates, Documentation, and results of activities, and Reporting. Keyword: Strategy, Policy, Land Certificate, National Program  ABSTRAKAbstrak : Penerbitan sertifikat tanah dilakukan tidak hanya simbolis saja, namun juga bagaimana strategi yang dilakukan oleh pemerintah khususnya Badan Pertanahan Kabupaten Musi Rawas Utara dalam menerbitkan sertifikat tanah tersebut. Metode penelitian dalam penelitian ini menggunakan diskriptif kualitatif. Dimana pengambilan sumber data dari observasi, wawancara, dan dokumentasi. Hasil dari penelitian ini bahwa strategi BPN Kabupaten Musi Rawas Utara dalam penerbitan sertifikat tanah, yakni pertama perencanaan kegiatan dengan melakukan sosialisasi kepada pihak kecamatan rupit, kepala dusun yang terkait dan masyarakat yang akan mendapatkan sertifikat tanah dan penetapan lokasi yang dimasukkan dalam program Pendaftaran Tanah Sistematis Lengkap (PTSL). Kedua, persiapan pembentukan dan penetapan panitia ajudikasi PTSL dan satuan tugas, penyuluhan kepada masyarakat. Ketiga, pengumpulan dan penelitian data fisik dan data yuridis, Pengumuman data fisik dan data yuridis serta pengesahannya, Penegasan, konversi, pengakuan hak atau pemberian hak, Pembukuan hak, Penerbitan sertifikat hak atas tanah, Pendokumentasian dan penyerahan hasil kegiatan, dan Pelaporan. Kata Kunci : Strategi, Kebijakan, Sertifikat Tanah, Program Nasional

Abstract

The development of Indonesia socio-political situation in the past two decades has encouraged the idea of the need for the government to share roles with non-governmental forces, such as the private sector and the public. Good governance is as a system that allows constructive synergies between the government, the private sector and civil society in the implementation of development. Even the World Bank specifically confirms the important role of good governance in achieving successful development. In this system. the state or government functions to create a conducive political and legal environment, the private sector encourages the creation of employment and community income, while the community itself accommodates social political interaction and participates in various economic, social and political activities. This paper will focus more on the study of efforts to revitalize the government bureaucracy in the midst of configuration changes towards efforts to realize good governance. Keywords: Bureaucracy, Good Governance, Development

Abstract

Warga Negara memiliki kewajiban dan hak, salah satu kewajiban warga Negara adalah membayar pajak. Kesadaran wajib pajak untuk memenuhi segala kewajibannya perlu dibina bagi rakyat Indonesia. Pemerintah butuh pemimpin yang mampu dengan baik untuk berkomunikasi kepada bawahannnya maupun kepada masyarakat dalam penyampaian pentingnya membayar iuran Pajak Bumi dan Bangunan. Tipe penelitian yang digunakan dalam penelitian skripsi ini adalah deskriptif kualitatif dengan jenis studi kasus, untuk memperoleh gambaran secara detail dan menyeluruh. Hasil penelitian menunjukkan bahwa belum optimalnya target penerimaan pajak khususnya PBB (Pajak Bumi dan Bangunan) disebabkan karena kemampuan ekonomi masyarakat. Masyarakat Kelurahan Baros memahami kewajiban dan maksud pemungutan pajak hanya saja kewajiban ini tidak menjadi prioritas bagi mereka karena masih kesulitan dalam memenuhi kebutuhan hidup sehari-hariKata Kunci: Kepemimpinan, kesadaran Masyarakat, Pajak Bumi dan Bangunan

Abstract

Tujuan penelitian ini adalah untuk mengetahui upaya-upaya yang dilakukan Kepala Desa dalam Pemberdayaan Masyarakat Teknik pengumpulan data yaitu observasi, wawancara dan dokumentasi. Teknik analisis data yaitu reduksi data, penyajian data dan memberi kesimpulan. Berdasarkan hasil pembahasan penelitian, penulis berkesimpulan bahwa upaya-upaya yang dilakukan oleh Kepala Desa dalam Pemberdayaan Masyarakat di Desa Biroro Kecamatan Sinjai Timur Kabupaten Sinjai sudah terlaksana dengan cara mendorong peningkatan kualitas dan kapasitas sumberdaya manusia masyarakat Desa serta melakukan pendampingan masyarakat Desa yang berkelanjutan. Dalam mendorong partisipasi masyarakat dalam perencanaan pembangunan desa diwujudkan dengan melibatkan masyarakat untuk berpartisipasi dalam rapat serta memberi pencerahan kepada masyarakat akan pentingnya pembangunan desa. Upaya dalam menyelenggarakan peningkatan kualitas dan kapasitas sumber daya manusia masyarakat Desa diwujudkan melalui peningkatan fasilitas dan peralatan desa. Selain itu dilakukan pula pemberian penyuluhan dan pelatihan bagi masyarakat khususnya petani yang diwujudkan dengan dibentuknya kelompok tani. Upaya yang dilakukan Pemerintah Desa dalam melakukan pendampingan masyarakat secara berkelanjutan diwujudkan melalui pemberian penyuluhan kepada masyarakat terkait dengan pertanian dan melakukan pengembangan usaha rumahan diwujudkan dengan memberi akses kepada masyarakat untuk mendapatkan modal Badan Usaha Milik Desa (BUMDes) dan perbaikan Pasar. Kendala yang dihadapi Kepala Desa dalam Meningkatkan Pemberdayaan Masyarakat Bidang Ekonomi adalah faktor kurangnya waktu yang dimiliki masyarakat untuk ikut serta dalam kegiatan pemerintahan desa karena mereka sibuk bekerja disawah, dan faktor kurangnya kerjasama antara pemerintah desa dan masyarakat.

Abstract

This research is aimed at describing civic literacy rasing among university students involved in student organizations. The research objective is to reveal their views on democratic practices in Indonesia, particularly through the moment of the 2019 elections. The research is conducted by a qualitative method, specifically by phenomenological approaches such as interviews, observation, and collecting documents. The result of the study shows that a positive outlook has been perceived by the students with regard to the 2019 election as a scheme of political leadership recruitment in Indonesia. The result also shows that according to the student perceptions, the challenge of the practice of democracy in Indonesia through the election voting has been contested by the impact of digital culture. Within this context, the respondents’ knowledge about civic literacy and their political participation have been also affected by the upscaling digital practices, therefore it has been a future challenge for Indonesian democracy in next the future.

Abstract

The background of this research is the communication process that exists in the organization of Islamic Student Association (HMI) which has not run optimally because students who are members of the HMI are pluralistic and have hedon, it develops with changes in times and there aret conflict with Islamic teachings themselves. Based on the background of the cadre, the HMI of the Unila Agricultural Commissariat has an important role in approaching its cadres. One of the approaches is the programm of the Kader I workshop which focuses on the formation of positive HMI cadres (Regular Members). The formulation of this research problem is: What is the Role of Organizational Communication of Islamic Student Associations in Forming Cadre Personality. The research method used descriptive qualitative. The author used the Snowball Sampling technique, where the research informants are selected based on the instructions of the Key Informant (Main Informant). Data collection techniques used were in-depth interviews (Indepth Interview), Observation and Literature Study. The data analysis technique used qualitative data analysis techniques. By using the AIDDA approach, the researcher can conclude that the role of the organizational communication of the Islamic Student Association of the Unila Agricultural Commission, which is intended to form a positive cadre personality, is less effective. Based on the results of interviews with the three informants, they stated that the communication patterns that occurred as well as cadre training had been carried out well, but the reality showed the values of hedonism. Abstract

The village government is the spearhead of the government and is the government closest to the people, so that in handling and preventing the spread of Covid-19 which in recent years has become a national and global problem, the village government is expected to be effective in carrying out the duties of the government regions or the central government to implement the policies issued, namely the implementation of health protocols and Covid-19 vaccination activities aimed at suppressing the spread of Covid-19. Government of Purworejo Village, Padang Ratu District Lampung Tengah Regency in implementing the regulation still encountered several problems, one of which was the low implementation of health protocols in the people of Purworejo Village and the low interest of the people of Purworejo Village to carry out covid-19 vaccinations.The goal to be achieved in this study is to explore the extent of the effectiveness of the Purworejo Village Government in Handling and Preventing the Spread of Covid-19 in 2021. Researchers in this study used qualitative descriptive methods.This research resulted in data findings in the form of the Purworejo Village Government cannot be said to be effective in carrying out policies and authorities from the Central Government and Regional Governments as the spearhead in carrying out policies for implementing health protocols because there are still many people who violate health protocols and the low awareness and interest of the people of Purworejo Village to take part in the Covid-19 vaccination.Keyword: Effectiveness of the Village Government, Handling and Preventing the Spread of Covid-19.

Abstract

Collaborative Governance (CG) yang berkembang sejak beberapa tahun terus menjadi tren dan banyak diminati oleh kalangan akademisi maupun mahasiswa sebagai bahan penelitian. Islam sebagai way of life (pandangan hidup) kaya akan konsep hidup, termasuk collaborative governance (tata kelola pemerintahan). Salah satu prinsip fundamental collaborative governance sebagai dalam prespektif Islam adalah bekerjasama, bertolong-tolongan dalam hal kebaikan dan takwa serta dilarang bertolong-tolongan yang mendaatangkan dosa dan kerusakan (QS.Al-Ma’idah:2). Selain itu ada 10 prinsip dalam penyelenggaraan pemerinatahan dalam presptif Islam. Metode penelitian ini mengunakan pendekatan deskriptif, digunakan untuk menemukan pengetahuan yang seluas-luasnya terhadap objek penelitian pada suatu masa tertentu. Penelitian ini berupa penelitian kepustakaan yang memerlukan sumber data: primer dan sekunder sekaligus menjadi sumber data penelitian. Dalam menganalisa data, peneliti menggunakan pendekatan hermeneutika: menerjemahkan konteks pikiran zaman dahulu itu ke dalam terminologi dan pemahaman yang sesuai dengan cara berfikir aktual sekarang. Penelitain ini menunjukkan betapa pentingnya spritualitas Islam untuk lebih memperkaya teori collaborative governance dalam mewujudkan keadilan, kesejahteraan dan kebahagiaan dunia akhirat
