Abstract

Transparency in the distribution of social assistance funds is an important principle in realizing good governance, particularly in the Family Hope Program (PKH), which is intended for underprivileged communities. However, the implementation of transparency at the local level often has not run optimally. This study aimed to analyze the transparency of PKH fund distribution in Nagari Pakan Rabaa Utara, South Solok Regency. This study used a qualitative approach with a descriptive method. Data were obtained through in-depth interviews, observation, and documentation involving nagari officials, PKH facilitators, and beneficiary and non-beneficiary communities. The results showed that the transparency of PKH fund distribution in Nagari Pakan Rabaa Utara had not been implemented optimally. Information regarding beneficiary criteria, distribution mechanisms, and lists of beneficiaries had not been openly published and was not yet easily accessible to the community. This condition resulted in targeting inaccuracies, both in the form of inclusion errors and exclusion errors. The factors influencing the transparency of PKH fund distribution included weak availability and access to public information, limited use of information technology, and suboptimal mechanisms for community monitoring and complaints. Thus, strengthening the transparency of PKH fund distribution requires the commitment of officials, information disclosure, and active community involvement so that social assistance program governance becomes more accountable, well-targeted, and equitable.

Abstract

This community service activity was motivated by the importance of logistics management at the Regional Disaster Management Agency (BPBD) of Kudus Regency in supporting disaster preparedness and response, while the recording and reporting processes that were still carried out manually caused delays in information, data inaccuracies, and difficulties in monitoring stock availability in real time. This activity aimed to implement a web-based logistics information system to improve the efficiency, accuracy, and transparency of logistics management at the BPBD of Kudus Regency. The implementation method included needs analysis through observation and interviews, system design and development, functional testing, as well as user training and assistance. The results of the activity showed that the developed system was able to facilitate the computerized recording of incoming and outgoing goods, provide real-time stock information, and generate logistics reports automatically. The system implementation was proven to reduce recording errors, accelerate the reporting process, and improve operational efficiency. These findings indicate that the digitalization of logistics management provides practical benefits for the BPBD in supporting faster and more accurate decision-making and has the potential to serve as a model for implementing web-based logistics systems in other regional disaster management agencies.

Abstract

The implementation of Teaching Factory in vocational education continues to develop as a strategy to bring the learning process closer to the world of work, but studies that specifically discuss its application in the Program Keahlian Agribisnis Tanaman Pangan dan Hortikultura at SMKN 7 Ende remain limited. This study aims to analyze the implementation of Teaching Factory, the synchronization of the curriculum with industry needs, the application of a block-system learning schedule, as well as its supporting and inhibiting factors. This study employed a qualitative approach with a case study design. The research participants consisted of the principal, the vice principal for curriculum affairs, the head of the expertise program, productive teachers, the Teaching Factory coordinator, and students selected through purposive sampling. Data were collected through interviews, observation, and documentation, and were then analyzed using the Miles and Huberman model. The results showed that the implementation of Teaching Factory had been carried out through the use of the school’s practice land, but it did not yet fully reflect the industrial work system. Curriculum synchronization with industry needs was also not yet optimal, and the learning schedule had not implemented a block system for practice. The main supporting factors included the availability of land, the support of the principal, the agrarian condition of the region, and students’ enthusiasm, while the inhibiting factors included limited industry partnerships, teacher competence, production facilities, and the absence of an established school production unit. These findings emphasize the importance of developing a Teaching Factory based on local potential in a more systematic and sustainable manner in order to strengthen the linkage between vocational education and industry needs.

Abstract

Although agrarian conflicts have been widely studied, the resolution of land disputes involving multiple actors and overlapping authority among institutions remains a complex issue, particularly in the case of Tanah Mbaon in Senggreng Village, Malang Regency. This study aims to analyze the role of ATR/BPN Kanwil Jawa Timur in resolving the conflict and to identify the approaches used. This study employed a qualitative approach with a literature study design and analysis of relevant documents. The results showed that ATR/BPN acted as a mediator and facilitator through legal-formal approaches, administrative audits, and participatory mediation involving various parties. These approaches proved capable of encouraging a conflict resolution process that was more systematic, inclusive, and just, although limitations of authority and multi-actor complexity remained the main challenges. These findings affirm that the resolution of agrarian conflicts requires the integration of legal and social approaches in a collaborative manner. This study contributes to strengthening the study of agrarian conflict resolution and underscores the importance of cross-institutional coordination and the development of participatory-based conflict resolution models.

Abstract

The cholera epidemic has remained a recurring public health challenge globally, across Africa, and in Zambia. This study aims to identify the gap between cultural and religious beliefs and practices and public health initiatives in cholera control, as well as to propose strategies for bridging this mitigation gap in response to the 2023–2025 cholera epidemic in Zambia. A qualitative case study design was employed, focusing on Lusaka District as the epicenter of the epidemic. The study involved 15 participants, consisting of five health workers, five religious leaders, and five community members from selected cholera-affected areas in Lusaka. Data were analyzed using the cultural theory of risk and religious coping theory. The findings indicate that cultural beliefs and practices, including communal eating, drinking, and gatherings as cultural observances, contributed to the spread of cholera. Religious beliefs and practices, such as reliance on healing through prayer over recommended medical treatment, the use of traditional medicine, and funeral rites involving the washing of corpses, also hindered efforts to combat the cholera epidemic in Lusaka District. The study concludes that addressing cholera requires stronger alignment between public health interventions and the cultural and religious contexts of affected communities. It recommends that religious organizations, faith communities, and health agencies work collaboratively to promote positive attitudes and behaviors that support epidemic mitigation. The study contributes by developing a Culture-Health Action-Based Framework to guide more culturally responsive and religion-sensitive cholera mitigation efforts.

Abstract

Jalan Usaha Tani (JUT) is an important infrastructure in supporting the smooth operation of agricultural activities and improving farmers’ welfare, but its provision in Nagari Lansek Kadok Barat has not been implemented optimally, thereby causing various problems for the farming community. This study aims to evaluate the policy for the provision of JUT based on Law Number 19 of 2013 and Minister of Agriculture Regulation Number 52 of 2018, to identify the inhibiting factors in its implementation, and to analyze its impact on fulfilling farmers’ needs and welfare. This study used a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation. The research informants included nagari officials, subdistrict authorities, farmer groups, and farmers, while data analysis was conducted using an interactive model consisting of data reduction, data presentation, and conclusion drawing. The results showed that, conceptually, the policy for the provision of JUT had been understood and planned participatively, but its implementation had not been optimal due to budget limitations, the priority use of village funds, the lack of support from the regency government, and dependence on external assistance. These conditions affected difficulties in agricultural activities, increased transportation costs, dependence on middlemen, and declining farmers’ income and welfare. These findings affirm that the effectiveness of the JUT provision policy requires increased budgetary support and strengthened intergovernmental synergy so that agricultural infrastructure development can be implemented more effectively and equitably to support farmers’ welfare.

Abstract

The development of digital technology has encouraged the use of audiovisual media as an innovative learning tool, one of which is through short films that are able to convey messages effectively and engagingly. However, students’ ability to produce short films remains limited, both in technical and conceptual aspects, so structured training is needed. This study aimed to describe the form of training used to improve the understanding, skills, and creativity of students at SMA Nurul Ikhlas, Tanah Datar Regency, in the process of making short films while also utilizing them as a medium for da’wah. This study used a participatory descriptive approach through the stages of surveying and training implementation. The survey stage was conducted to identify students’ interests and needs, while the implementation stage included lecture, question-and-answer, and practicum methods. The training materials covered determining story ideas, scriptwriting, the production process, and editing. The results of the activity showed a significant increase in students’ understanding of storytelling concepts, technical skills in film production, and creativity. In addition, this activity had a positive impact on the development of soft skills, such as teamwork, communication, and critical thinking. Students’ enthusiasm and motivation also increased, as reflected in their active involvement throughout the training process. Thus, short film production training can serve as an effective alternative to project-based learning, is relevant to educational needs in the digital era, and has the potential to function as a creative and educational da’wah medium for the younger generation.

Abstract

Air pollution is one of the important environmental issues because it has broad impacts on public health and environmental quality, especially in urban areas experiencing increased transportation activity and urbanization, such as Padang City. This study aims to analyze the distribution of estimated PM₁₀ and CO levels in 2015 and 2025 and to identify their spatial-temporal changes. This study used a quantitative approach through estimation modeling based on Landsat 8 OLI/TIRS Collection 2 Level 2 imagery data. The results showed that the estimated distribution of PM₁₀ in Padang City was in the good category according to the Air Pollution Standard Index (ISPU), with an average concentration of 23.78 µg/m³ in 2015 and 24.18 µg/m³ in 2025. Meanwhile, the distribution of CO concentration was in the moderate category, with an average of 83.61 µg/m³ in 2015 and 83.62 µg/m³ in 2025. Spatial-temporal analysis showed a decreasing trend in PM₁₀ concentration, whereas CO concentration tended not to experience significant spatial or temporal changes. These findings emphasize the importance of satellite imagery-based air quality monitoring as a supporting basis for formulating air pollution control policies in Padang City.

Abstract

The development of the smart city concept encourages local governments to provide public services that are more responsive, integrated, and information technology-based. Padang City has operated Padang Command Center (PCC) 112 as an integrated emergency service center that connects the public with various government agencies in real time. However, the effectiveness of PCC 112 services in supporting smart city governance still needs to be examined empirically because its success depends heavily on response quality, timeliness, and public satisfaction as service users. This study aimed to analyze the effectiveness of PCC 112 services in terms of institutional aspects, resources, and the achievement of public service objectives within the smart city framework. This study used a descriptive qualitative approach. Data were collected through in-depth interviews with operators, relevant officials, and community members who used the service, as well as documentation studies of performance reports and applicable regulations. The results showed that PCC 112 had successfully integrated various complaint channels and emergency services into a single integrated platform with a relatively rapid response time. However, service effectiveness still faced several challenges, including limited trained human resources, technological infrastructure that was not yet fully optimal, varying levels of public digital literacy, and service socialization that had not been evenly distributed across all areas of the city. The conclusion of this study emphasizes that PCC 112 has demonstrated fairly good effectiveness in supporting the implementation of a smart city in Padang City, but it still requires strengthening institutional capacity, improving digital infrastructure, and expanding socialization continuously so that the service can operate more optimally and provide broader impacts for the community.

Abstract

The Family Hope Program (PKH) is a conditional social assistance program provided by the government to poor families to improve access to education, health, and social welfare. In its implementation, Beneficiary Families (KPM) not only have the right to receive assistance but are also obliged to fulfill commitments as regulated in Minister of Social Affairs Regulation Number 1 of 2018. However, field practices still show various forms of breach of obligation, such as absence from P2K2 meetings, failure to conduct health verification, and misuse of assistance funds. This study aims to identify the forms of breach of obligation by KPM, analyze the factors causing them, and evaluate the implementation of sanctions based on Minister of Social Affairs Regulation Number 1 of 2018. This study used a sociological juridical approach with an empirical legal method. Primary data were collected through observation and in-depth interviews with 57 KPM and social facilitators, while secondary data were obtained from regulations and the SIKS-NG system. The data were analyzed qualitatively using the Miles and Huberman model. The results showed that the main forms of breach of obligation included absence from P2K2 meetings, failure to conduct health verification at Posyandu, and misuse of assistance funds for online gambling. The factors causing breach of obligation included scheduling conflicts with the coffee harvest season, geographical constraints, and KPM’s low legal understanding. Sanctions were applied in accordance with procedures, ranging from verbal warnings to forced graduation. The conclusion of this study affirms that the effectiveness of implementing KPM obligations in PKH is strongly influenced by the suitability of the facilitation mechanism, socio-geographical conditions, and beneficiaries’ legal literacy. The implications of this study indicate the need for flexible facilitation schedules and the strengthening of digital and legal literacy among KPM so that PKH implementation becomes more accountable, well-targeted, and in accordance with regulatory provisions.
