Abstract

This study aims to evaluate the implementation of the parking fee policy on public roads in Kudus city and to identify the factors inhibiting its successful execution. The study uses a qualitative research approach and applies Merilee S. Grindle’s theory, which focuses on two indicators: policy content and the context of implementation. Data were collected through interviews with key stakeholders, including local government officials, parking attendants, and the public. The findings reveal that the policy’s implementation is facing significant challenges, primarily due to the persistence of illegal parking practices and the involvement of unauthorized parking attendants in the city. These issues have undermined the intended outcomes of the parking fee policy, preventing it from achieving its full potential in regulating traffic and generating revenue for public services. The study also highlights factors such as inadequate enforcement mechanisms, insufficient public awareness, and limited coordination between local authorities and enforcement agencies. Based on these findings, it is recommended that the local government strengthen law enforcement, improve public education on the benefits of the policy, and increase collaboration with stakeholders to ensure more effective implementation of the parking fee policy. The research contributes to the understanding of urban policy challenges in managing public resources and offers practical insights for local governments seeking to implement similar policies in urban areas.

Abstract

Strategies for improving student character refer to plans and methods designed to develop and strengthen positive traits in students. This research aims to explore and analyze the strategies implemented by Sandika Elementary School in shaping the character of class IV students. Using qualitative research methods, data was collected through in-depth interviews with 6 teachers as participants, using classroom observation techniques, and document analysis related to the character education program. The research results show that the strategies implemented include the integration of character values in the curriculum, the use of active learning methods, and the involvement of parents and the community in the education process. Apart from that, creating a positive and safe school environment is also a main focus. The results of this study indicate that the character education strategies implemented at Sandika Elementary School have produced observable and meaningful changes in student behavior, especially among class IV students. Through the integration of character values such as discipline, responsibility, honesty, and respect into daily learning activities, students demonstrated increased consistency in applying these values both in the classroom and in their interactions outside of school. For instance, teachers noted a decrease in disciplinary issues and an increase in student participation, cooperation, and empathy during group work. Students also began to display more initiative in maintaining cleanliness, arriving on time, and helping peers without being instructed. Parental testimonies further supported these observations, noting improved attitudes at home, including better communication, independence, and respect toward family members.

Abstract

This research examines the security of the Employee Management Information System (SIMPEG) at UIN Ar-Raniry Banda Aceh using the OWASP Web Security Testing Guide (WSTG) framework. The aim of this study is to identify and address potential security vulnerabilities within the system. The research is divided into three phases: identifying the issues, performing grey-box penetration testing with a focus on client-side testing as outlined in OWASP WSTG, and reporting the findings using the WSTG Checklist. The testing results revealed that out of the thirteen tests conducted, one vulnerability related to Cross Origin Resource Sharing (CORS) was discovered. This study concludes that the SIMPEG system at UIN Ar-Raniry Banda Aceh demonstrates a good level of security, though further improvements are necessary to address the identified issues. Recommendations for enhancing the security of SIMPEG include continuous testing and updates to address emerging threats.

Abstract

Globalization is not something that can be avoided by a country and will make significant changes in various sectors that can have potential and negative impacts. The changes that will and will definitely occur are in the legal order of a country, in this case Indonesia, although there is an adage that says "the law always limps with the times" but the legal impact that occurs due to globalization must be addressed wisely so that the law due to change can still be applied according to the values of Pancasila and the 1945 Constitution. What must be done is to harmonize national law and international law due to the influence of globalization so that it is appropriate according to the adage that says that "law will always provide a remedy or solution".

Abstract

This study explores legal issues surrounding the protection of customary land ownership through the implementation of agrarian reform in Ternate City. Existing legal frameworks, particularly the Basic Agrarian Law, remain insufficient in providing explicit recognition and legal protection for customary land that continues to exist without formal documentation. This research identifies areas of customary land in Ternate that have not been registered or recognized with formal ownership rights and examines the position of customary land ownership from the perspective of legal protection theory. The findings reveal that agrarian reform has had limited impact in securing customary land rights due to the absence of legal clarity and institutional support. Moreover, the National Land Agency's current policy strategies have not effectively integrated mechanisms to acknowledge and register customary land claims. The lack of harmonized regulations contributes to legal uncertainty and hinders the realization of equitable land rights. Therefore, this paper emphasizes the urgent need for a more comprehensive regulatory framework that ensures the legal recognition and protection of customary land within the agrarian reform agenda. This will contribute to stronger legal certainty, social justice, and the preservation of indigenous communities' land rights in Ternate City.

Abstract

The rapid advancement of technology has transformed commercial transactions, enabling consumers to access goods online more easily. However, this convenience has also made consumers increasingly vulnerable to misleading marketing practices, particularly in discount-based sales (obral). This study aims to analyze the legal protection afforded to consumers under Indonesian Law No. 8 of 1999 on Consumer Protection, focusing on deceptive practices in discount sales through online platforms. Utilizing a non-doctrinal legal research method, this study integrates statutory analysis with real-world consumer behavior and marketing phenomena. Data were collected through literature review and legal document analysis, focusing on primary legal materials such as the Indonesian Civil Code and relevant consumer protection laws. The findings reveal that despite clear regulations, particularly Article 11 letter (f) of Law No. 8/1999, many businesses continue to violate legal norms by using misleading discount claims, often resulting in consumer losses. The study highlights a lack of effective enforcement and public legal awareness as contributing factors to these recurring violations. It also emphasizes the urgent need for stronger regulatory supervision and educational initiatives to empower consumers. The implications of this research point to the necessity of integrating legal norms with ethical business practices to ensure a fair, transparent, and just digital marketplace. Recommendations include the enforcement of stricter penalties for violations and the promotion of legal literacy among consumers.

Abstract

Currently, the behavior of community life is experiencing a decline in ethics, they practice ethics based on what is allowed or not allowed and not based on good or bad. In the corporate environment, Christian leaders are still found who have not shown an example that they are followers of Christ. Meanwhile, Christian leaders will be observed by non-Christian employees whose leadership should have a positive impact, especially in spiritual matters. This study uses a qualitative method by analyzing data through literature studies. To find out the problems in their entirety, data sources related to Christian ethics, leadership, and information from the Bible are obtained. Christian ethics are one of the important factors for the success of Christian leaders in companies. The leader-shepherd model is a Christian leader who uses the spirit of a shepherd in practicing his leadership by seeing his employees as sheep that must be shepherded with love, attention, patience, and even leaders who are willing to sacrifice for their employees

Abstract

The culinary industry in Indonesia continues to grow, including in the city of Semarang, which faces intense competition between business actors. Understanding the factors that influence consumer purchasing decisions is important for the sustainability of the culinary business. This study aims to analyze the effect of product quality, brand image, and consumer confidence on purchasing decisions at Pocong Pancong Pleburan Semarang. This study uses a quantitative method with an exploratory approach. Respondents in this study were consumers who had made purchases at Pocong Pancong, which were selected using purposive sampling method. Data were collected through a questionnaire that had been tested for validity and reliability. Data analysis was carried out using multiple linear regression with partial, simultaneous, and coefficient of determination tests through statistical software. The results showed that product quality, brand image, and consumer confidence have a significant effect on purchasing decisions, both individually and as a whole. Of the three factors, consumer confidence has the most dominant influence on purchasing decisions, followed by product quality and brand image. The coefficient of determination shows that the three variables explain most of the variation in purchasing decisions, while other factors still need further research.

Abstract

This study aims to analyze the implementation of principles and ethics in social media management based on PERMENPANRB No. 83 of 2012 on the Instagram accounts of Regional Apparatus Organizations (OPD) in the Semarang City Government. It also evaluates content strategies to enhance public engagement and build trust. This qualitative study observed 32 official Instagram accounts of OPD, utilizing content analysis, interviews, and engagement rate (ER) measurements with HypeAuditor tools. The results show that most OPD accounts have low ER, although some accounts achieved better performance through interactive and relevant content. Key challenges include limited human resources, lack of training for social media administrators, and a dominance of routine activity reporting without participatory communication strategies. Additionally, overlapping roles between content administrators and Public Information and Documentation Officers (PPID), coupled with a paternalistic leadership style within OPD, further contribute to the low level of public engagement. This study recommends optimizing social media management strategies through capacity building for account administrators, implementing two-way communication approaches based on data analytics, and establishing digital communication policies that promote flexibility and innovation. These strategies can enable government social media to function more effectively as a platform for transparency, interaction, and collaboration with the public, while sustainably building public trust.
