Abstract

The book ‘Vakıf ve İktisat’ was compiled by a team from the Turkish Directorate General of Foundations to reintroduce the role of waqf in the socio-economic life of Turkish society and the Islamic world. Originating from exhibitions and seminars held since 2006, the book was specifically conceived following a proposal in 2014 by the Turkish Deputy Prime Minister, Bülent Arınç, to display waqf archives related to the economy. This work consists of two main parts: a collection of archives on the management of waqf related to economic activities and visual documentation of waqf properties. The selected archives include vakfiye (waqf deeds), administrative records, fodula defterleri (records of food consumption and distribution in imarets), kesif ve tamir belgesi (documents for the inspection and repair of waqf assets), as well as documents on istibdal and istikraz (conversion of waqf assets and loan records). Through these archives, the book asserts that waqf is not only of spiritual and social value but also served as a crucial instrument in supporting the economy, trade, and the equitable distribution of welfare during the Seljuk and Ottoman eras. Overall, this book is an important contribution to the study of waqf history and Islamic economics, serving as a valuable primary source for researchers wishing to explore the dynamics of waqf management in both historical and contemporary contexts.

Abstract

The management of waqf in Indonesia faces serious challenges in terms of governance and accountability, especially related to the audit function of waqf institutions. Effective audits are the main prerequisites in ensuring transparency, professionalism, and sustainability of waqf asset management. This study aims to identify and prioritize the main problems of auditing in waqf institutions in Indonesia based on the views of experts. The method used is Delphi, involving 15 expert respondents consisting of academics, practitioners, and regulators in the field of waqf and Islamic economics. Data analysis was carried out using three main consensus indicators, namely mean value, standard deviation, and interquartile range (IR). The results of the study showed that all variables of waqf audit problems reached a consensus level (convergent). The three main priorities for waqf audit issues in Indonesia are financial transparency, management professionalism, and service quality. These findings affirm the importance of strengthening the audit system and waqf governance to increase public trust and the effectiveness of waqf management in Indonesia.

Abstract

Waqf is one of the Islamic social financial instruments that has great potential in supporting social and economic development, especially in countries with a majority Muslim population. In the context of modern development challenges—such as structural poverty, income inequality, and limited public financing—waqf offers an alternative to sustainable financing based on Islamic philanthropic values. This article develops and synthesizes the main idea of the book Waqf: Effective Regulation and Governance (Bank Indonesia & Department of Sharia Economics FEB, Universitas Airlangga, 2016) into a comprehensive review. The discussion included the socio-economic conditions of Muslim countries, the theory and practice of waqf, legal and regulatory frameworks, nazhir governance, waqf support systems, and comparisons of waqf practices in various countries. This article emphasizes that the success of productive waqf is highly determined by the quality of governance, professionalism of nazhir, the strength of regulations, and the integration of waqf in national development policies. With this approach, waqf has the potential to become a strategic instrument in achieving inclusive and sustainable economic development.

Abstract

Temporary waqf (waqf muaqqat) is one of the important innovations in Islamic social finance that offers flexibility in the use of assets without eliminating the basic principles of waqf. This research aims to map the development of academic studies on temporary waqf and identify the main themes and future research opportunities. The method used was a bibliometric study and meta-analysis of 23 Scopus indexed journal articles that discussed the topic of temporary waqf. The analysis was performed using VOSviewer software to map the relationships of keywords, authors, and research clusters. The results of the analysis show that the research on temporary waqf is concentrated in five main clusters, namely: (1) temporary waqf for sustainable development, (2) temporary family waqf model, (3) temporary cash waqf investment, (4) temporary cash waqf deposits in Islamic banking, and (5) temporary waqf for refugee and humanitarian financing. These findings confirm that temporary waqf has great potential as a medium-term financing instrument that is adaptive, inclusive, and in line with maqasid al-shariah. This research contributes to enriching the contemporary waqf literature by presenting a comprehensive research map and providing directions for policy development and further research related to the management of temporary waqf in the modern era.
