Abstract

This study analyses the forms and strategies of participatory governance in developing Kendan Village as a thematic ecotourism village based on history, culture, and the environment. It employs a descriptive qualitative approach to examine village planning documents and the collaborative practices of local and external actors in supporting community-based tourism development. The results indicate that community participation occurs in various forms, including involvement in village meetings, hospitality training, preservation of local culture, and environmental restoration programs. Strategies for participatory governance are developed through an inter-RW potential zoning approach, enhanced capacity of local human resources, and multi-stakeholder partnerships, which include inter-village collaboration and digital promotion. Despite these promising collaborative initiatives, the management process continues to face challenges such as gaps in community capacity, a lack of established institutions, and limited supporting infrastructure. This study concludes that planned and adaptive participatory governance can be key to successful, sustainable tourism village development. The findings are expected to serve as a conceptual and practical reference for other villages aiming to develop locally-based tourism potential in an inclusive and resilient manner.

Abstract

This study aims to analyse the effectiveness of implementing a digital attendance system in improving the state civil apparatus (ASN) discipline within the Personnel and Human Resources Development Agency (BKPSDM) of East Bolaang Mongondow Regency. This study uses a descriptive qualitative approach with a case study method and data triangulation through documentation of employee attendance, results of leadership interviews, and questionnaires to ASN. The results showed that the digital attendance system based on fingerprint technology and the SIADAB application (Boltim ASN Digital Attendance System) positively impacted ASN discipline. Attendance data shows a trend of high attendance consistency, while questionnaire respondents showed an outstanding level of acceptance of this system. In addition to increasing transparency and accountability, this system supports a more efficient and data-driven personnel management process. However, some challenges remain, such as limited infrastructure and technical constraints in the early stages of implementation. This study recommends strengthening training, developing an integrated system, and continuous managerial support to ensure the sustainability of digital innovation in ASN discipline management.

Abstract

This study aims to analyze the effectiveness of the 3% tax reduction policy for restaurant owners using the tapping box system in Depok City, which was initiated to enhance local revenue (PAD), improve taxpayer compliance in reporting, and strengthen regional competitiveness. The research applies Campbell's theory of effectiveness using a qualitative approach through literature review and in-depth interviews. Findings reveal that policy implementation faces several challenges, highlighting a gap between planning and field execution. Key obstacles include limited device availability, dependence on third parties, unequal access for MSMEs, technical difficulties, and insufficient outreach and equitable incentives. Program satisfaction also varies, with MSMEs facing more difficulties in accessing information and using the technology compared to larger businesses. Moreover, the policy’s heavy reliance on CSR funding from Bank BJB poses sustainability risks. Despite these issues, the policy has succeeded in boosting tax revenues by 20%, although its implementation remains uneven across business segments in Depok. The study recommends: (a) improving incentive design and cross-regional coordination to engage larger restaurants; (b) adopting inclusive policies, broader outreach, fair incentives, and strengthening bureaucratic capacity; (c) expanding technological access, intensive socialization, and transparent partnerships; (d) diversifying funding sources and providing technical support; and (e) promoting educational approaches, sustainable fiscal support, and digital and institutional innovation.

Abstract

Puncak Bogor is one of the most popular tourist destinations because it offers natural beauty and is close to the capital city of Jakarta. After the Covid pandemic, the number of tourists visiting Puncak Bogor is estimated at 10,960,348 people, an increase of 166% from 2021, but its not align with the occupancy rate of hotel rooms. This condition is exacerbated by increasing competition with many hotel competitors in Puncak Bogor. Hotel Seruni is one of the long-established lodging providers, but faces the same problem. Hotel Seruni faces challenges regarding brand awareness and marketing existing service products, resulting in a decrease in room occupancy rates because potential customers do not know the existence of the hotel. This research aims to enhance Seruni Hotel’s brand awareness, analyze key factors influencing purchase intention, and develop effective marketing strategies to increase the brand value of Seruni Hotel, also improving its room occupancy performance. This study applies quantitative analysis to assess customer behavior and test hypotheses, with data analyzed through SMART PLS, as well as qualitative methods to gather insights from internal company sources. The research findings indicate that every aspect of the marketing mix has a positive influence on brand awareness. These findings lead to recommendations such as improving products and services, enhancing human resource quality, optimizing promotional channel activities, and utilizing advertising to reach a broader audience. The proposed marketing strategies are developed based on both internal and external analyses, including SWOT and TOWS frameworks.

Abstract

The Jatimulya Bekasi LRT station has an important role as a public transportation hub, and the surrounding pedestrian facilities need to be assessed to meet the needs of users. Dissatisfaction with pedestrian facilities can hinder the success of the public transportation system. This study aims to assess satisfaction with pedestrian facilities at the station. The method used is Importance Performance Analysis (IPA), which groups service attributes based on importance and performance. Assessments were carried out on 24 facility attributes in accordance with the Minimum Service Standards, including pedestrian paths, crossing facilities, surveillance cameras, security officers, waiting areas, and facilities for the disabled. The results of the analysis showed that 84.4% of service attributes had met expectations, while 15.6% still needed improvement. The four attributes that need immediate improvement are crossing facilities, CCTV security systems, waiting areas for advanced transport, and pedestrian path design. Recommendations for improvement include improving crossing facilities, installing CCTV and adequate lighting, providing comfortable waiting areas with shade facilities, and designing pedestrian lanes that separate vehicles and pedestrians to ensure smooth traffic and safety.

Abstract

This article aims to analyse the case of water pollution in the Brantas Watershed and explore the application of  Corporate Citizenship and Corporate Social Responsibility (CSR) by stakeholders (Companies and Communities located around the Brantas Watershed), and related to industrial and domestic waste management. The main focus of the research is on the social responsibility of the Stakeholders as well as the role of the central government, provincial government, and district/city government in controlling environmental pollution. Using a qualitative approach with a case study method and secondary data analysis, this research describes the various negative impacts of pollution, ranging from damage to the river ecosystem to health risks for the community. The results show that pollution of the Brantas River is caused by the industry's low compliance with waste treatment, weak government supervision, and lack of community participation in protecting the environment. Despite regulatory efforts and legal interventions, policy implementation still faces implementation constraints and limited resources. This research recommends increased supervision, stricter law enforcement, cross-sector collaboration, and community education as strategies to strengthen the sustainability of river management.

Abstract

This research redefines the value proposition of the Private Event Package at My Kopi O Serang to align with customer needs and preferences. The study aims to assess the current offering’s compatibility with customer expectations, realign it to reflect customer jobs, pains, and gains, and propose a more compelling value proposition. Using a mixed-method approach, including Thematic Analysis, Empathy Mapping, and quantitative validation through Problem-Solution Fit and Product-Market Fit tests, the research identifies two validated value propositions: (1) Exclusive Event Experience with Personalized Service for those seeking premium, private events, and (2) Price-effective Event Package for customers who prioritize affordability and value. To meet these needs, a tiered model is proposed: Silver and Gold packages for budget-conscious customers, and Platinum and Diamond for premium-seeking ones. The research also suggests creating a sense of exclusivity through semi-private arrangements and attentive service. This hybrid value proposition moves away from a one-size-fits-all approach to a segmented, data-driven offering, positioning My Kopi O Serang to cater to both premium and value-conscious customers in a competitive market.
