Abstract

Abstract. In the current era of digital transformation, local governments are responsible for providing convenient and fast services to the public. Therefore, adequate preparation of information and communication technology (ICT) infrastructure is crucial to supporting the digital transformation initiated by the Mojokerto Regency government. The Mojokerto Regency Communications and Information Technology Office (Diskominfo) faces several challenges related to managing ICT service infrastructure. These include the uneven distribution of ICT network infrastructure across all service departments and the lack of integration of data services within Diskominfo's data center. The purpose of this study is to examine the current situation and provide recommendations regarding the stages and priorities for managing ICT network infrastructure at Diskominfo. Therefore, an appropriate method is needed to identify the condition of the ICT infrastructure and evaluate its performance achievements using the COBIT 2019 framework. The research was conducted through problem identification, stakeholder discussions, data collection, data analysis, and reporting. The results of this study are a measurement of the maturity of ICT infrastructure governance and management, based on the COBIT 2019 framework with objective domain processes BAI02 Managed Requirements Definition, BAI03 Managed Solutions Identification and Build, BAI06 Managed IT Changes, and BAI10 Managed Configuration. These recommendations and suggestions can be used to further improve ICT governance and management services in all organizations.

Abstract

The research is motivated by persistent tax revenue shortfalls and reported losses due to tax avoidance practices, particularly within Indonesia's strategic food and beverage sector. This research aims to analyze and empirically test the influence of financial distress, capital intensity, and leverage on tax avoidance in food and beverage sub-sector companies on the Indonesia Stock Exchange (BEI) from 2020–2024. This quantitative research uses the Moderated Regression Analysis (MRA) method, processed with Eviews 13. The population for this study comprises food and beverage sub-sector companies, with a sample size of 31 companies. Based on the research results, it was found that financial distress has a positive effect on tax avoidance, while capital intensity and leverage do not affect tax avoidance. The moderation test results indicate that the institutional ownership variable cannot moderate the influence of financial distress, capital intensity, and leverage on tax avoidance. The study concludes that these specific financial factors are not primary drivers of tax avoidance in the sampled context, suggesting that regulators and corporate governance mechanisms should look beyond these variables to more effectively address tax compliance.

Abstract

The handling of WTO disputes DS593 (Indonesia vs. the European Union) and DS600 (Malaysia vs. the European Union) concerning the EU’s Renewable Energy Directive II (RED II) demonstrates the strategic use of Dispute Settlement Understanding (DSU) procedures in managing institutional risk and ensuring jurisprudential coherence amid the Appellate Body impasse. Both disputes focused on allegations of de facto discrimination in the treatment of palm oil-based biofuels under TBT Article 2.1 and GATT Article III:4. The appointment of identical Panelists under DSU Article 9.3 ensured consistency in findings—acknowledging the legitimacy of the EU’s environmental objectives under GATT Articles XX(b) and XX(g), while concluding that their implementation failed the procedural fairness standards of the GATT Article XX chapeau due to arbitrary administration. Moreover, Indonesia’s use of DSU Article 12.12 to delay the DS593 Panel report until after DS600’s publication illustrates the tactical use of procedural rights to maximize political and legal leverage. These findings highlight both the procedural sophistication of developing countries in WTO litigation and the ongoing tension between environmental legitimacy and equitable trade governance.

Abstract

Business restructuring through mergers is a commonly used corporate strategy to increase efficiency, expand markets, and strengthen competitiveness. However, in the Indonesian context, the merger process does not only have economic considerations, but also a complex legal aspect because it involves various regulations, supervisory institutions, as well as the protection of minority shareholders and business competition. This article aims to analyze the legal framework governing mergers in Indonesia and evaluate its implementation effectiveness through comparative analysis with the United States and Singapore regulatory systems, with a focus on identifying regulatory gaps and formulating policy recommendations for strengthening merger laws. The article uses a normative-empirical juridical approach by examining laws and regulations, doctrines, and decisions of supervisory institutions (ICC and OJK), and comparing them with secondary data from actual merger case studies. The results of the study show that although the legal framework for mergers in Indonesia has been quite comprehensive, the Limited Liability Company Law, the Business Competition Law, and OJK regulations still have challenges in terms of information disclosure, protection of minority shareholders, and synchronization between authorities. This study recommends harmonization of regulations between supervisory agencies and strengthening legal due diligence in every merger process to ensure legal certainty and protection of the public interest.

Abstract

This study aims to analyze the influence of Cause-Related Marketing (CRM) on consumer buying interest in skincare products in Indonesia, especially through environmental care campaigns. With increasing public awareness of sustainability issues, skincare companies are competing to adopt marketing strategies that focus on social and environmental responsibility. This study uses a quantitative approach with an online survey method of 104 male respondents who use skincare products. The analysis was carried out using a reflective measurement model to test the relationship between variables such as Cause Participation, Congruence between Product and Cause, Attitude Toward the Cause, Willingness to Pay More, and Purchase Intention. The results of the study show that Cause Participation has a significant positive influence on Attitude Toward the Cause and Purchase Intention. Similarly, Attitude Toward the Cause has a positive effect on Willingness to Pay More and Purchase Intention. However, Congruence between Product and Cause has no significant effect on Purchase Intent. These findings confirm that consumer involvement in environmental care campaigns plays a greater role in building purchase intent than the match between the product and the cause carried. The practical implications of this study provide insights for skincare companies to optimize environmental campaigns as an effective and sustainable marketing strategy.

Abstract

The background of this research originates from the phenomenon of Indonesian coffee market dynamics, characterized by increasing price instability and performance fluctuations due to climate change and sustainability challenges. In this context, the level of consumer tolerance for brand performance is one of the important factors in maintaining consumer loyalty and market stability. This study aims to analyze the relationship between the co-creation process, tolerance to brand performance, and conservation knowledge based on local wisdom as a moderating variable. This study uses an explanatory quantitative approach, with a population of 3,178 social media followers from local coffee brands that apply conservation principles based on local wisdom. The number of respondents successfully collected was 358, with the characteristics of a majority of men (193 respondents), aged 29–43 years (millennial generation), and from Central Java (190 respondents). Data were collected through an online questionnaire and analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS) to test the relationships between variables. The results of the analysis show that the acceptance of value creation has a positive effect on price tolerance. Furthermore, conservation knowledge based on local wisdom has been shown to positively moderate the relationship between performance tolerance and repurchase intention. This research makes an important contribution to the development of the theory of equal value creation in the context of sustainable marketing, especially by integrating the conservation aspect of local wisdom as a cultural factor that can strengthen the relationship between consumers and brands.

Abstract

This study aims to determine the influence of Financial Literacy, Self-Control, and the Cashless Society, both partially and simultaneously. A quantitative method was employed, with data analysis conducted using the Statistical Package for the Social Sciences (SPSS) version 29 to examine the variables in this research. Data were collected through field studies and literature reviews. The sampling technique used was purposive sampling, with a total sample of 100 students. Primary data were obtained by distributing questionnaires via Google Forms to students of the Management Department, while secondary data such as archives, documents, records, photographs, and similar sources were collected by the researcher. The data analysis applied quantitative techniques, including descriptive statistics, validity and reliability tests, normality tests, classical assumption tests, multiple regression analysis, F-tests, t-tests, and the coefficient of determination. The results show that, partially, Financial Literacy and Self-Control have a positive and significant effect on Consumptive Behaviour, whereas the Cashless Society variable does not have a significant effect. Simultaneously, Financial Literacy, Self-Control, and the Cashless Society have a significant effect on Consumptive Behaviour.

Abstract

Phenylketonuria (PKU) is an inborn error of metabolism caused by mutations in the phenylalanine hydroxylase (PAH) gene, which inhibits the conversion of phenylalanine to tyrosine and leads to the accumulation of toxic metabolites. This disorder leads to neurotransmitter deficits, neurological dysfunction, and systemic complications if not addressed early. The primary management of PKU is a lifelong low-phenylalanine diet supported by a phenylalanine-free formula, macronutrient and micronutrient regulation, and pharmacological therapy. Understanding the molecular basis, nutrition, and current therapies is crucial to optimize clinical management and prevent long-term neurodegenerative consequences in individuals with PKU.

Abstract

Drug crimes remain a major problem, and their existence is still being combated. The main problem in this research is the weak application of Article 55 paragraph (1) of the Criminal Code in cases involving children involved in drug trafficking due to family influence. Adult perpetrators who instruct or exploit children often escape prosecution. The purpose of this research is to analyze the forms of law enforcement against child drug traffickers influenced by family influence, explain the reasons for the non-implementation of Article 55 paragraph (1) of the Criminal Code in cases involving children and parents, and identify obstacles faced by law enforcement officials in Riau Province. This research can be classified as sociological juridical research. The research location is in Riau Province, specifically within the jurisdiction of the Bangkinang District Court, the Pekanbaru District Court, the Kampar District Prosecutor's Office, and the Pekanbaru District Prosecutor's Office. The population and sample comprises all parties related to the problem under study. This study used primary and secondary data sources, and data collection was conducted through interviews.

Abstract

Using a socio-legal methodology, this study seeks to identify two primary discussion points: The author's first goal is to understand and examine how Indonesia's legal system protects athletes' rights in East Kalimantan upon their retirement. Second, how is the creation of equitable legal protection in the province of East Kalimantan doing in terms of maximizing the rights and assurances offered to athletes upon their retirement. Based on the results of the study, it shows that the legal protection of athletes in East Kalimantan province is caused by negligence by government institutions and private parties in fulfilling the rights of athletes in retirement or retirement. The protection refers to Articles 99 to 100 of Law Number 11 of 2022 concerning Sports, Law No. 24 of 2011 and Regional Regulation Number 5 of 2016 concerning the implementation of Sports. However, in its implementation, there is no explicit regulation that regulates the amount of social security rights that athletes can obtain in retirement. The protection refers to Articles 99 to 100 of Law Number 11 of 2022 concerning Sports, Law No. 24 of 2011 and Regional Regulation Number 5 of 2016 concerning the implementation of Sports. However, in its implementation, there is no explicit regulation that regulates the amount of social security rights that athletes can obtain in retirement. Settlement can be done through mediation and revising the relevant laws.
