Abstract

This study aims to analyze the effect of public service quality effectiveness on organizational commitment among SAR personnel at the Tanjungpinang SAR Office. Service quality is measured using Kotler’s four service characteristics: intangibility, inseparability, variability, and perishability. The study is motivated by the decline in the Public Satisfaction Index (IKM) in 2023 and the low competency score of SAR personnel, with 67.57% falling below the required professional competency standard. This condition indicates potential challenges to organizational commitment, which may reduce the effectiveness of SAR operations. A quantitative approach was employed, involving 93 respondents, with data collected through questionnaires and analyzed using multiple linear regression. The findings reveal that all four dimensions of service quality significantly influence organizational commitment, both partially and simultaneously. Intangibility and inseparability provide the strongest contribution, while variability and perishability influence commitment through individual skills in delivering optimal service and implementing SAR personnel service SOPs supported by teamwork. These findings highlight that improving service quality in the SAR sector must be accompanied by strengthening human resource competencies to enhance organizational commitment. This study offers practical implications for policymakers in designing strategies to improve public services and develop human resources in SAR institutions, as well as contributing empirical insights to public service quality studies in emergency response organizations.

Abstract

The increase in the number of patients with Diabetes Mellitus, including the burden of service costs, encourages the implementation of policies to carry out secondary prevention at the primary health level, including implementing the Performance-Based Capitation (KBK) policy. This study aims to evaluate the KBK policy implemented in the National Health Insurance (JKN) program on health services for Diabetes Mellitus patients at Referral Health Facilities, using the Regression Discontinuity in Time (RDIT) method on BPJS Kesehatan Sample Data from 2015 to 2020. It was found that the implementation of the policy was not accompanied by a decrease in the level of health service visits at FKRTL, which was expected to occur after the implementation of KBK. These findings align with the results of qualitative deepening through in-depth interviews, where there are obstacles in the implementation of KBK in First-Level Health Facilities (FKTP), especially in encouraging the improvement of Diabetes Mellitus services. Improvements in KBK policies are needed both in determining indicators, targets, and other supporting policies in achieving FKTP performance to encourage improvement in the output of Diabetes Mellitus health services at FKTP.

Abstract

Neonatal asphyxia remains a leading cause of neonatal mortality, particularly in low- and middle-income countries (LMICs). Quality Improvement Collaboratives (QICs) have emerged as a structured approach to bridge the gap between evidence-based interventions and clinical practice in neonatal care. This scoping review aimed to systematically map the characteristics, core components, and reported outcomes of QIC frameworks implemented to reduce the incidence of neonatal asphyxia. The review was conducted following the Arksey and O’Malley framework and PRISMA-ScR guidelines. A systematic search of seven electronic databases (2016–2025) identified seven eligible studies. Data on QIC components, implementation strategies, and outcomes were extracted and synthesized. The findings indicate that QICs, often incorporating Plan-Do-Study-Act cycles, mentorship, and audit-feedback, were implemented across various LMICs. Core components included interprofessional collaboration, protocol standardization, and real-time data monitoring. Enabling factors such as leadership engagement and effective communication enhanced adherence to care protocols, while workforce shortages and inadequate infrastructure posed barriers. The reviewed studies consistently reported improvements in clinical practices and reductions in neonatal asphyxia or related mortality. QICs are effective in improving neonatal outcomes through structured, team-oriented approaches. For long-term sustainability, they must be integrated into broader health system strengthening initiatives, addressing systemic barriers and securing institutional support.

Abstract

The Gadod Weaving Industry in Majalengka, a cultural heritage of high value, faces challenges due to low brand awareness and customer engagement caused by a traditional business model that has not undergone digital transformation. This research aims to optimize a business model based on local resources through collaboration between culture and digital technology to increase brand awareness and customer engagement. This study uses a descriptive qualitative approach with a case study on Gadod Weaving artisans in Nunuk Baru Village. The research findings present a business model design for Tenun Gadod based on local resources, emphasizing community collaboration, cultural storytelling, and digital marketing. The digital campaign "Gadod Weaving for the World" showed significant improvements: content reach exceeded 32,000 impressions with 65.2% new audience, an interaction rate of 1.83% (exceeding the national average), a +211% increase in website active users, and a +306% increase in online interaction activity. The main outcomes of this research include the BMC-VPC business model, branding strategy, training for local content creators, and digital collaboration with regional media. The implementation of the R.A.I.S.E method has proven effective in integrating research, business strategy, and culture-based digital promotion. The research results demonstrate that cultural storytelling and cross-sector collaboration can increase the economic value and image of Tenun Gadod as a highly competitive local product. This strategy has the potential to be replicated in other traditional weaving industries, supporting cultural preservation while strengthening the creative economy in the region.

Abstract

This article explores the conceptual relationship between Islamic education and critical pedagogy, two intellectual traditions that share the same emancipatory mission: to liberate human beings from ignorance, oppression, and moral alienation. Drawing upon a literature-based analysis of the works of Paulo Freire, Farid Esack, Fazlur Rahman, and Syed Muhammad Naquib al-Attas, this study reveals that both traditions converge in a Islamic education–critical paradigm a framework of education that integrates spiritual consciousness, moral responsibility, and social justice. The study argues that critical pedagogy enriches the practical dimension of Islamic education by emphasizing dialogical learning, participatory reflection, and critical awareness, while Islamic epistemology provides a theological foundation for ethics, purpose, and transcendence within educational practice. In this synthesis, education becomes not merely a transfer of knowledge, but a praxis of liberation that combines ‘ilm (knowledge), ‘amal (action), and ‘adl (justice) under the unity of tawhid. Ultimately, this research concludes that Islamic education grounded in critical pedagogy can cultivate learners who are both spiritually conscious and socially transformative individuals who seek the divine through justice and the human through faith.

Abstract

PLN’s digital transformation has advanced significantly through the implementation of digital services as a one-stop platform aimed at improving customer satisfaction and increasing company revenue. These services offer various conveniences, including bill payments, electricity token purchases, product requests, and access to a marketplace. Understanding PLN’s digital service business model is essential to support business development and service enhancement. This study analyzes PLN Mobile’s business model across customer segments based on tariff classifications using SWOT analysis and the Business Model Canvas (BMC). Additionally, external business factors are examined through PESTEL and Porter’s Five Forces frameworks to identify opportunities and threats. The research adopts a qualitative and descriptive approach, utilizing both primary and secondary data. Primary data are collected through in-depth interviews with internal and external PLN sources, while secondary data include the number of users, token purchases, complaint transactions, and PLN product requests obtained from PLN UIW NTT’s internal reports. The findings reveal that PLN’s digital services strengthen customer engagement and operational efficiency but also face challenges from technological, regulatory, and competitive dynamics. The analysis identifies 18 new strategic recommendations within a revised BMC framework, focusing on expanding customer segments, diversifying revenue streams, supporting green energy initiatives, and optimizing digital infrastructure and resources. These strategies are expected to enhance PLN’s digital service performance, improve customer experience, and contribute to sustainable growth in the national electricity sector.

Abstract

High employee turnover rates pose a serious challenge for companies in maintaining organizational stability and productivity. This study aims to analyze the influence of employee development strategies through development programs, in-class training, and employee family day programs on employee turnover rates at PT. Astra Motor. The research method used a quantitative approach by distributing questionnaires to several respondents who are permanent employees of PT. Astra Motor. The data obtained were analyzed using multiple linear regression to determine the relationship and influence of each variable. The results show that all three strategies have a significant influence on reducing turnover, both partially and simultaneously. Development programs contribute to building employee loyalty through increased competency and clear career paths. In-class training plays a role in increasing self-confidence and technical skills, while employee family day strengthens the emotional bond between employees, their families, and the company. This study recommends that management continue to strengthen these strategies as part of a holistic approach to human resource management.

Abstract

This study aims to analyze the effect of three forms of organizational communication—horizontal communication, upward communication, and downward communication—on employee performance at PT Bank Mandiri Area Tegal. This research stems from the importance of communication effectiveness in banking organizations that are hierarchical and complex, where internal communication barriers often negatively impact employee performance. The novelty of this research lies in its approach, which simultaneously examines the three directions of communication within one integrative model—a perspective that has not been comprehensively studied in the Indonesian banking sector. The method used is a quantitative approach with an explanatory research type and census technique, sampling the entire employee population of 30 people. Data were collected through questionnaires and analyzed using multiple linear regression. The results showed that the three independent variables had a positive and significant influence on employee performance. Horizontal communication contributed 27.6%, upward communication 27.9%, and downward communication 27.3% to performance improvement. This finding confirms that effective two-way and lateral communication is essential to driving productivity, engagement, and collaboration in the work environment.
