Abstract

Child-friendly cities (KLA) are districts/cities that have a child rights-based development system through the integration of government, community and business commitments and resources, which are planned in a comprehensive and sustainable manner in policies, programs and activities to ensure the rights and protection of children in the future. front . There are still many children whose civil rights have not been fulfilled, the lack of facilities and infrastructure to reach a child-friendly city. As well as the lack of an active role from several implementers. To Realize a Child Friendly City (KLA) Kampar Regency through the PPKBP3A Office has made several programs/activities related to child-friendly city-based development (KLA) in 2020. These programs/activities are based on policies that have been issued by the central government and are based on 5 points of fulfillment child. This study examines how the implementation of child-friendly city development in Kampar Regency. This research is descriptive using qualitative methods. Informants selected using purposive sampling method. The result of the research that the researcher got is that the implementation of Child Friendly City development policies in Kampar Regency has not run fully optimally. This is due to the involvement of all sectors, both the government, private and community sectors in this policy, so that the Convention on the Rights of the Child (CRC) is slow. So that it has an impact on the understanding of Child Friendly Cities and the lack of skills and capacity of the regional apparatus who carry out this policy.

Abstract

It can be concluded that culture is all the work, taste and creativity of humans, namely the entire complex way of life, including knowledge, belief, art, morals, customary law and all other capabilities and habits acquired by humans as a member of society. Cultural indicators are firstly an idea, ideas, values and regulatory norms, secondly as an activity of patterned behavior from humans in a community, thirdly objects made by humans.

Abstract

The entry of Islam to South Kalimantan was not identical with the establishment of the Banjar Kingdom (Banjarmasin). Furthermore, the renewals and dissemination of Islamic teachings directly sourced from Mecca only started at the beginning of the 18th century, namely by Sheikh Muhammad Arsyad al Banjari. In an effort to spread Islamic teachings, he conducted recitations and spread his children and grandchildren/students to remote areas of South Kalimantan, as well as writing religious books which were then spread in several regions in the archipelago and even reached and used in several Southeast Asian countries.

Abstract

Public Services in Indonesia have received extra attention since the enactment of Law Number 25 of 2009 concerning Public Services (Public Service Law). The issuance of the Public Service Law does not necessarily improve the quality of public services, including in terms of complaint management. This study aims to describe the quality of public service complaints management services LAPOR! by the Banjarmasin City Government, as well as finding the supporting factors and inhibiting factors in the service of managing public service complaints. LAPOR! by the Banjarmasin City Government. The approach used in this study is a qualitative approach that focuses on process analysis of the phenomenon being studied with a descriptive type with data collection techniques through observation and interviews. The results of this study show that all the indicators get a positive response from service users. Only the tangible aspects of the process quality dimension found some important notes to improve. In addition, the leadership factor of the Mayor of Banjarmasin is one of the driving forces in maintaining the quality of complaints management services for public services LAPOR!, this is evidenced by the strengthening of the Standard Operating and Procedures (SOP) LAPOR! through Mayor Regulations as well as reward and punishment mechanisms to agencies based on speed in responding to complaints.

Abstract

With the rapid development of the city and in accordance with the high rate of growth of various advertisements, it is necessary to arrange the implementation of advertisements in an integrated, comprehensive, effective and efficient manner. The control of billboards in Pekanbaru City is regulated in Pekanbaru Mayor Regulation Number 24 of 2013 concerning the Implementation of Advertisements, the aim is to create an orderly billboard in Pekanbaru City in the context of directed and controlled urban spatial planning. However, in reality there are still problems in controlling illegal billboards in Pekanbaru City. The purpose of this research is to find out how to control billboards in Pekanbaru City and the inhibiting factors that affect the implementation of controlling billboards in Pekanbaru City. This study uses the theory of Bohari (1992:25) Repressive/Direct Supervision with indicators of periodic supervision, control/reprimand, sanctions. This study uses a qualitative research method with a descriptive approach, the required data such as primary data and secondary data obtained through purposive sampling data collection techniques used, namely, literature study, interviews, documentation analysis, observation. The results showed that the supervision of controlling billboards in Pekanbaru City had not run optimally, while the inhibiting factors in controlling billboards were the absence of Coordination SOPs between related agencies, and the weak commitment of the billboard control task force team in controlling billboards in Pekanbaru City.

Abstract

Adult beginner drivers in the range of 18-22 years old are oftenly found violating traffic rules which could lead to physical or mental harm is a characteristic indicated as Aggressive Driving. The aggressive driving is caused by an individual behavior and big five personality. The purpose of this research is to find out the influence of the big five personalities (openness to experience, conscientiousness, extraversion, agreeableness, and neuroticism) on aggressive driving on the adult beginner driver of Universitas Negeri Makassar. There are 323 Universitas Negeri Makassar’s students who are involved in this research. The purposive sampling method is used to determine the samples taken. On other hand, the validity used is the scale of the big five personalities. This research used the simple regression test analysis method. The results of this study indicate that the openness to experience personality type has an influence with aggressive driving (r= 0.690, p = 0.000), the conscientiousness personality type does not affect aggressive driving (= 0.692, p = 0.275), the extraversion personality type has an aggressive effect. driving (r= 0.741 p = 0.000), agreeableness personality type has an influence with aggressive driving (r= 0.746, p = 0.030), and neuroticism personality type has no influence with aggressive driving (r= 0.741, p = 0.780). The results of this research could be used as an insight to confirm that aggressive driving behavior found in adult beginner drivers could be observed basic on the type of personality that each individual possessed.

Abstract

The phenomenon of fertilizer prices which far exceeds the highest retail price from the government and the difficulty of getting subsidized fertilizers (rare) so that in one year they only get a few times with minimal amounts as well as the presence of individuals seeking personal gain, which makes researchers interested in researching the effectiveness of the implementation of the Subsidized Fertilizer Program. By the Agriculture Service of Siak Regency (Case Study of Farmer Groups in Tualang District). The purpose of this study was to determine the effectiveness of the implementation of the Subsidized Fertilizer Program in Siak Regency and to determine the factors hindering the effectiveness of the implementation of the Subsidized Fertilizer Program in Siak Regency. This study uses a qualitative method where the data collection techniques used are interviews, observation and documentation. Data analysis techniques in this study are data reduction, data presentation and conclusions. The results of this study can be seen that the effectiveness of the implementation of the Subsidized Fertilizer program implemented by the Agriculture Service of Siak Regency has not been effective, especially in terms of the accuracy of program targets that have not been maximized. However, the indicators that have been achieved are program socialization. It is hoped that in the future the government of the Siak Regency Social Service will optimize the Subsidized Fertilizer program to achieve the goal of increasing the ability of farmers to purchase fertilizers in appropriate quantities according to the recommended dose of location-specific balanced fertilization and the final goal of increasing agricultural productivity and production in order to improve national food security.

Abstract

In the problem of waste in Pekanbaru which is quite complicated in addition to being related to transportation problems, the amount of waste production continues to increase, the realization of the cleanliness retribution is low, the potential for cleanliness retribution is minimal. which is in the collection of retribution is not in accordance with the Pekanbaru Mayor Regulation No. 14 of 2020 concerning the management of retribution for waste services or the cleanliness of the city of Pekanbaru in particular. This study aims to determine the extent to which the waste retribution service in Pekanbaru City runs optimally and the inhibiting factors it faces. Looking at the waste service retribution data for Pekanbaru City from 2020 to 2021, although it has increased every year, the realization has not reached the set target, therefore it is necessary to optimize the waste service retribution in Pekanbaru City so that the realization of the waste service retribution is in accordance with the target which has been set. This study uses the implementation theory of Goggin Brown, et al. based on 3 indicators, namely the form and content of policies, organizational capabilities, and environmental influences. This study uses a qualitative descriptive method with data collection techniques in the form of observation, interviews, and documentation. The results of this study are that there is still a need for optimal retribution for waste services in Pekanbaru City with the limited number of officers and weak supervision of the Department, as well as community participation which is still lacking due to lack of coordination between the government and garbage retribution collectors. Of course, it is very influential on the realization of the waste service retribution in Pekanbaru City.

Abstract

The Department of Population and Civil Registration of Indragiri Hilir Regency provides innovations in technology-based population document creation services in the era of globalization to meet the needs of the community in dealing, the innovations provided in the service sector are based on the increasing needs of the community in the hope of providing more transparent services, accountable and accessible to all levels of society in Indragiri Hilir Regency. Nasi uduk inhil innovation will provide convenience in getting services, by utilizing digitalization through a transition process from previous innovations. The purpose of this study was to determine the innovation of nasi uduk service in Indragiri Hilir Regency, as well as the challenges in the implementation process. This study uses a qualitative research method with a descriptive approach. The result of this research is that the innovation of Nasi Uduk Inhil service is still not running optimally because the service process has not worked effectively and efficiently as expected, and has inhibiting factors in terms of the lack of education for Nasi Uduk Inhil and network disturbances.

Abstract

The decline in the number of visits to the Alam Mayang Park Tourism Object in Pekanbaru has decreased significantly. The emergence of the Covid-19 Virus urges stakeholders to be adaptive. This condition is called Adaptive Governance. Adaptive governance is governance that aims to increase adaptive capacity in order to overcome and reduce disaster risk and vulnerability. The purpose of this study is to analyze Adaptive Governance in the management of the Mayang Natural Park Tourism Object in Pekanbaru During the Covid-19 Pandemic and identify barriers to Adaptive Governance in the management of the Mayang Natural Park Tourism Object in Pekanbaru During the Covid-19 Pandemic. This study uses a qualitative method where the data collection techniques used are interviews, observation and documentation. This study uses the theory according to Hulbert (2016). Data analysis techniques in this study are data reduction, data presentation and conclusion drawing. The results of this study indicate that the management of the Alam Mayang park tourism object in Pekanbaru City has not been adaptive. The inhibiting factors in this study were lack of alertness, lack of supervision, not running health programs (prokes), and lack of awareness of visitors.
