Abstract

The purpose of this research is to provide input for the development of more effective waste management policies, supporting the empowerment of women, particularly female-headed households. In addition to processing waste, the Kartini Waste Bank also creates livelihoods through sorting, recycling, and selling value-added products. This research employs a qualitative approach. Through this approach, researchers will directly visit the Kartini Waste Bank to describe the waste management process in the field using an interactive model. The results of the application of the 3R principles of Reduce, Reuse, and Recycle serve as an educational tool for behavioral change in the community through waste management activities. The Kartini Waste Bank is an effort to increase community participation and maintain environmental cleanliness. This study also describes women's leadership in guiding the Kartini Waste Bank organization to develop through program innovations. Furthermore, researchers will conduct future research on women's roles in other organizations. Furthermore, a study will examine women's involvement in influencing government policy, thereby realizing women's empowerment.

Abstract

Food security is a vital aspect of regional development, especially in disaster-prone areas such as Sumedang Regency. Food security programs require strategic collaboration between local government and security institutions to ensure effective food distribution and enhance community resilience. This study aims to analyze the implementation of collaborative governance in the food security program in Sumedang Regency, focusing on the role of Brimob Polri as a strategic partner of the local government. The research uses a qualitative descriptive approach with data collection techniques through in-depth interviews, field observations, and document analysis. Data are analyzed using Miles & Huberman's interactive model including data reduction, data display, and verification of conclusions. The research results show that collaborative governance has proceeded through three main stages: strategic planning, policy implementation, and monitoring-evaluation. Brimob Polri plays an important role in ensuring secure distribution, providing community education, and logistical support. However, challenges remain such as differences in institutional priorities, limited logistical infrastructure, the need to increase community participation, and geographic barriers. This research provides important contributions to understanding the mechanism of collaborative governance for food security in disaster-prone areas and offers strategic recommendations for optimizing cross-sector collaboration in the context of sustainable development and disaster risk reduction.

Abstract

This study analyzes the collaborative governance process in flood disaster management in Bandung Regency, West Java. The focus of the problem is the lack of optimal coordination among stakeholders in three stages of disaster management: preparedness, emergency response, and post-disaster recovery. The research objective is to analyze the dynamics of collaboration between government, community, NGOs, and private sector using the theoretical framework of Ansell and Gash's (2008) model. The research method uses a qualitative approach with data collection techniques through in-depth interviews, field observations, and document analysis. The results show that collaborative governance in Bandung Regency faces challenges in terms of sub-optimal face-to-face dialogue, low levels of trust, sectoral task orientation, and limitations in human resources and budget. However, there are supporting factors such as effective communication, stakeholder commitment, and utilization of Smart Disaster technology. This research provides novelty in the form of an integrative collaborative model based on Dynamic Governance that is adaptive and innovative to improve the effectiveness of disaster management in Indonesia.

Abstract

This study is to assess the degree to which inclusive education policies have been used in Indonesian primary education units, pinpoint difficulties and barriers, and provide a scholarly contribution to the field of public administration studies, specifically with regard to the application of education policies. The study used a qualitative methodology and a literature review technique, critically examining government papers, policy documents, regulations, and other studies. The research was restricted to the conceptual and policy levels through the use of a literature review, which strengthened the theoretical knowledge and analytical foundation for the implementation of inclusive education policies. The findings show that while Indonesia has a solid legislative foundation for inclusive education, there are still a number of obstacles to overcome before it can be implemented in primary schools. Planning, organization, execution, and supervision are areas where disparities occur. Teachers lack the necessary pedagogical skills to work with pupils who have special needs, the inclusive organizational structure has not been developed adequately, and policy distribution has not been divided equally. Additionally, the quality of inclusive services is deteriorated by a lack of facilities, a tight budget, and social stigma.. Through a public governance approach that highlights the connection between policy design, institutional capability, and social dynamics in the context of primary education, this study strengthens the viewpoint of inclusive education policy implementation. The study's findings support the idea that Indonesia's problems with inclusive education stem not just from a lack of funding but also from a lack of ability to integrate policies and implement them across sectors. Therefore, attaining effective, equitable, and sustainable inclusive education requires interagency collaboration, strengthening governance, and methodically increasing teacher capacity.

Abstract

Family data, which is important but has not been optimally managed and remains scattered, is needed by the DKI Jakarta Provincial Government for comprehensive and accurate insights into family conditions; therefore, an e-government innovation called the Carik Jakarta application was created. This study aims to analyze the innovation in the Carik Jakarta application using Rogers' Innovation Attribute Theory framework. The method used is qualitative with data collection techniques of observation, interviews, documentation studies, and literature studies. The results of the study show that the success of the Carik Jakarta innovation is determined by improving the efficiency, accuracy, transparency, and accountability of data, as well as its compatibility with the previous data collection mechanisms that have been digitized and integrated. The main obstacles to innovation lie in the limited digital literacy of some Dasawisma cadres, technical constraints of the application, and the low level of visibility of direct benefits to the community. The gradual trial and piloting process played an important role in supporting the adoption of innovation. This study provides empirical and practical contributions to e-government innovation studies related to the need to strengthen human resource capacity, system stability, and data-based family policy socialization strategies.

Abstract

NIK Sehat is an innovation developed by the Directorate General of Population and Civil Registration (Dukcapil) of the Ministry of Home Affairs to support the transformation of health services administered by the Social Security Agency for Health (BPJS Kesehatan). Prior to the implementation of NIK Sehat, the integration of population data with National Health Insurance (JKN) participant data frequently posed challenges in identity verification processes. Discrepancies between electronic identity card (e-KTP) data and BPJS Kesehatan records were commonly found, and participant data validation was often difficult due to the lack of integration with Dukcapil’s population database. These issues resulted in service delays and, in some cases, denial of healthcare services. NIK Sehat is expected to improve service efficiency, reduce data inconsistencies, and ensure that JKN participants can access healthcare services using only their National Identification Number (NIK) or e-KTP. This study employs the Neo-Weberian State (NWS) perspective, which emphasizes the modernization of public administration through the strengthening of legal-rational authority, the incorporation of market-oriented values, result-oriented governance, and the utilization of technology without abandoning classical Weberian principles. The findings indicate that the NIK Sehat innovation not only enhances the administrative efficiency of healthcare services but also reinforces the role of the state as the primary provider of population data that serves as the foundation for healthcare service governance. The implications of this study highlight the need for standardized national-level implementation across local governments and healthcare facilities, the strengthening of performance-based monitoring and evaluation systems, and the development of scaling-up strategies for NIK Sehat integration as a foundation for data-driven public service development.

Abstract

Globalization and digitalization have had a significant impact on the sustainability of local culture, including traditional children's games (Kaulinan Barudak Sunda). The purpose of this study is to determine and analyze the supporting factors and inhibiting factors in the preservation of the Sundanese kaulinan barudak culture in Bungur Village, Jalatrang Village, Ciamis Regency. This study used a qualitative approach, with data collection techniques through field studies and literature review. The results indicate that the Kaulinan Barudak Sundanese tradition persists through community support, village educational tourism programs, and the involvement of schools and cultural activists. This traditional game contains social, moral, educational, and cultural values ​​that are important for the character and identity development of the younger generation. However, challenges such as the dominance of digital games, limited resources, and a lack of long-term policy support remain major obstacles. Therefore, a local Penta Helix collaboration involving the village government, cultural communities, educational institutions, academics, and the community is needed for contextual and sustainable cultural preservation.

Abstract

This article develops a conceptual framework positioning the village as a subject of development through integrative analysis of decentralization, social institutions, and citizen participation in village governance. Unlike earlier conceptual studies that separate these elements, this study offers theoretical novelty by situating them within a mutually reinforcing causal relationship to realize village autonomy. Using a qualitative-descriptive approach, the article examines the main regulation on villages, namely Law No. 6 of 2014, as well as theoretical perspectives on decentralization, social institutions, and citizen participation. Findings reveal that delegation of authority to villages has not been fully accompanied by strengthening local institutions, developing policy literacy, and enhancing citizen participation. This article contributes to public administration and village governance studies by emphasizing that village autonomy is both institutional and social construction, rather than merely a regulatory product. The study recommends revitalizing village social institutions, strengthening citizen capacity and participation, and adopting development approaches rooted in local aspirations and community initiatives. It also opens space for further empirical research to test the effectiveness of the proposed integrative framework in practice.

Abstract

Decentralization refers to the distribution of authority from the Central Government to Local Governments to manage governance and public administration, with the aim of improving public services and achieving equitable development. Transfers to Regions (TKD) are funds sourced from the State Budget (APBN) and constitute part of state expenditures allocated and distributed to regional governments/villages to be managed in financing governmental affairs under their authority in supporting governance implementation. Village Funds are part of Transfers to Regions intended to support the financing of village governance, development implementation, community empowerment, and community development, with the objective of improving village community welfare and quality of human life. The Allocation of Village Funds is part of the balancing funds received by regencies/municipalities, amounting to at least 10 percent (ten percent) of the General Allocation Fund and Revenue Sharing Fund received by regencies/municipalities in the regional budget. The enactment of Law Number 6 of 2014 concerning Villages has provided legal recognition of the existence of villages, placing Village Governments in a strategic role and position in public service delivery and community empowerment. This study is conducted using a normative juridical perspective with a statutory approach and analysis of village financial reports, aiming to identify benchmarks for the successful management of the Village Revenue and Expenditure Budget (APBDes) as reviewed from the Village Law and fiscal policy.

Abstract

The purpose of this study is to identify and characterize the collaborative governance approach that PT. Sangkara and the Sidakarya Village Government use, specifically when it comes to managing inorganic waste. Using a case study method, a qualitative approach was employed. Participatory observation, in-depth interviews, and literature reviews were the methods used to gather data. The research findings, which were derived from the collaborative governance analysis framework created by Ansell and Gash (2007), demonstrate that the cooperation process between PT Sangkara and the Sidakarya Village Government has met five collaboration indicators, including establishing commitments between actors, enhancing interactions and trust, and establishing dialogue mechanisms. The waste management paradigm was successfully changed from a technical disposal problem to a valuable strategic tool as a result of this cooperative effort. Furthermore, this study demonstrates that private actors' participation in waste management at the Sidakarya Village level strives to address social and political concerns as well as the community's development needs. By extending the study of collaborative governance, this study contributes to the advancement of government science by demonstrating that cooperation between the public and private sectors is not just a formal structure but is also impacted by the political and economic judgments of the village government. The results of this study can empirically demonstrate that, in the context of Bali, cooperative waste management can be used as a platform for testing out contemporary governance that is responsive to contemporary environmental issues.
