Abstract

So far, the government has implemented a policy for tackling the impact of the use of motor vehicles one of which is the policy in the public service in the manufacture of motor vehicle testing. Department of Transportation as the implementer of policy areas rated yet to change signifikan.Tujuan this study is to analyze and determine the implementation of the policy on motor vehicle testing service (Kier) conducted Bandung District Department of Transportation The theory used to guide research is theory policy implementation. Abstract

The problem of plastic waste confronts the Balikpapan City government in implementing regulations and innovations that are continuously updated in reducing plastic waste management in Balikpapan City. This is done because the community and business actors are still dominant who ignore environmental conditions and applicable regulations. This study aims to analyze the innovation efforts to reduce plastic waste, as well as to describe the inhibiting factors for plastic waste reduction innovation at the Balikapapan City Environmental Service. The type of research is descriptive qualitative research with data collection techniques, library techniques and field techniques with observation, interviews, documentation and focus group discussions (FGD) along with data analysis techniques in the form of data condensation, data presentation and drawing conclusions and verification. The results showed that the policy innovation for reducing single-use plastic waste was carried out through several stages, namely generating opportunities through several Regional Regulations and Mayor Regulations there was a positive trend of changes in community behavior. Developing and Designing with the participation and involvement of the community in the realization of the implementation of innovation in reducing plastic products/packaging. Replicating and appointing through socialization and the issuance of local regulations have an impact on the growth of public awareness. Analyzing and learning there are positive changes but they are running slowly due to the Covid-19 pandemic in the implementation process which is not optimal. And found three factors inhibiting the innovation process, namely, pressure and burden, dealing with failure, and organizational arrangements

Abstract

This article discusses the strategic efforts in handling the Lapindo mudflow case and the impact caused by the community victims of the Lapindo mudflow case that occurred in Porong Sidoarjo, East Java. The government has tried to make various efforts to repair and rebuild assets to meet the needs of the victims of the Lapindo mudflow. The Lapindo mud disaster caused a huge impact in changing the social order, from the social system, social structure, to the economy and so on. This study uses a qualitative approach with case study methods and the data obtained are secondary data in the form of archives, photos, documents, literature, written sources, and so on. Then the NVivo application is also used which can answer the needs of qualitative researchers and the methods used are qualitative and quantitative in managing and analyzing data effectively and efficiently. The strategy for handling the victims of the Lapindo mudflow is still not good in terms of social, economic and other aspects because there is no handling from the government that supports the needs in terms of substituting livelihoods and other assistance for victims of the Lapindo mudflow, as well as the problem of compensation provided and not in accordance with the agreement at the beginning and there is a delay in payment

Abstract

The duties and functions of the village head are intended to support the implementation of village development, namely carrying out the formulation and determination of policies, fostering initiatives, supervising the implementation of decisions and being responsible for the course of village development. But in reality, in the observations of researchers, the implementation of the duties, functions and obligations of the village head is still not running optimally. This is presumably due to several problems, especially the lack of facilities and infrastructure, the knowledge and skills of village heads, village officials and apparatus are still low, the affordability of public facilities and the level of public awareness is still very low. This study uses a qualitative research method with a descriptive approach. To obtain valid data and information, the researchers used interview, observation and documentation techniques. Research conducted by researchers shows that village officials and the community in general in Kori Village still have very little understanding of the concept of Regional and Village Autonomy. They have only just learned and become familiar with the term regional and village autonomy through radio broadcasts, television, newspapers and political speeches by officials and politicians, so that a detailed understanding of the intricacies of regional/village autonomy and its implementation seems to be lacking. In conclusion, the duties and functions of the Village Head in public services in Kori Village have been very good according to other village officials, but according to the community's assessment of how the Village Head works in the implementation of development, it is still not satisfactory because the Village Head is unable to establish good cooperation to encourage and mobilize the community and village officials to work together for good development goals

Abstract

This article discusses Smart Indonesia Program Education Policies in the Perspective of Sustainable Development in Indonesia. A qualitative research approach based on social phenomena and human problems. In data collection, the authors obtained from literature studies in the form of online media coverage, the most recent websites, scientific articles of previous research, and government reports through the Ministry of Education and Culture of the Republic of Indonesia. The findings of this study is that the drop-out figure had never been reached last year. Five out of 1,000 primary school students dropped out of school in 2017. However, this number is increasing at the secondary school level. That is, 30 out of 1,000 children drop out of school. Four out of 1,000 primary school students dropped out of school in 2019. However, this number is increasing at the high school level, where 18 out of 1,000 children drop out of school. Thus, the Smart Indonesia policy has not been able to become a sustainable development solution in the education sector because Indonesia did not reach the minimum drop goal last year

Abstract

The purpose of this study is to find out the extent of the efforts made by the Regional Government of Pangandaran Regency in the context of Prevention and Handling of the Covid-19 Pandemic in the Community. Another part is how the supervision that has been carried out by the Regional Government has been running optimally at every level, starting from internal and external monitoring that focuses on encouraging the effectiveness and acceleration of handling COVID-19 in Pangandaran Regency. The method in this research is descriptive qualitative with The aim is to describe the description and explanation of the variables studied. The focus of the research is Local Government Efforts in the context of Prevention and Handling of the Corona Virus Disease 2019 (Covid-19) Pandemic in Pangandaran Regency in 2021. Data collection techniques are by means of library research and filed work research, namely observations, direct observations in the field, interviews, submitting a number of questions to related parties, namely informants and documentation of documents related to the ongoing research. The source of data was obtained through direct observation to the research location and conducting direct interviews with key informants in this study, namely the Regional Government of Pangandaran Regency. Interactive model data analysis begins with data collection, data reduction, data presentation and conclusion drawing verification. The data analysis is an interactive model developed by Milles and Huberman. The results showed that the Regional Government Efforts in the Context of Preventing and Handling the Covid-19 Pandemic in Pangandaran Regency in 2021. Namely by making policies with the aim of breaking the chain of the spread of the Covid-19 virus, such as Adaptation of New Habits, Large-Scale Social Restrictions (PSBB, PPKM by staying at home, doing social distancing, and calling for compliance with health protocols. As well as conducting education and socialization both on social media including electronic media. And the most important thing is the awareness of all parties to continue to obey and discipline the protocol health services such as using masks, physical distancing and always washing hands after activities. As well as the synergy here, apart from cross-sectoral also across local governments, by coordinating and joint handling steps. After integrated coordination, it is necessary to build a complaint system that becomes a handling control tool and Covid-19 as well as a medium of communication between citizens and service providers.

Abstract

Bureaucracy is an institution that has great ability to move the organization. Because the bureaucracy is formally organized to carry out rational actions in an organization. Bureaucracy is the order of an organization in which it has a structure, division of tasks, and a hierarchy. Where the bureaucracy is run by many people with clear rules, fixed procedures, and led by someone with the inherent authority in giving orders to be carried out by his subordinates solely for the benefit of the community. Government bureaucracy as an important tool in a country is inevitable because its presence is needed by the wider community, so that where there is a state there must be a bureaucracy. The community, of course, asks the government for the right to service related needs that cannot be provided by private organizations. However, in the end, the people's mindset was trapped in the reality of the blurring of the services provided, such as the slow completion of administration, long and convoluted procedures, ineffective and efficient, and seemed indifferent, and not friendly and so on. The needs that cannot be met by the private sector cause the community to be forced to deal with bureaucratic officers of rigid government organizations and have monopoly rights that can solve public affairs. The government as a public servant should have a big obligation and responsibility to provide the best service for the community to be fair, transparent and responsible, all of which are to provide satisfaction to the community

Abstract

Mystery Shopping telah digunakan di berbagai negara Eropa dan Amerika sebagai alat ukur yang objektif dalam evaluasi kualitas layanan standar organisasi baik itu organisasi publik maupun organisasi bisnis. Hasil dari mystery shopping akan menjadi laporan kepada organisasi sebagai alat perbaikan kualitas pelayanan berkelanjutan. Fokus dari penelitian ini adalah untuk menganalisis (1) secara universal implementasi metode mystery shopping di berbagai sektor melalui tinjauan penelitian dan jurnal dari berbagai negara (2) bagaimana pentingnya organisasi publik maupun bisnis untuk mengembangkan berbagai metode perbaikan kualitas pelayanan berkelanjutan salah satunya dengan implementasi Mystery Shopping. Dalam penelitian ini kami memilih lokasi yaitu Kantor Kecamatan Tempe, Kecamatan Tanasitolo, Kecamatan Sabbangparu dan Kecamatan Pammana yang secara administratif berada di Kabupaten Wajo, Sulawesi Selatan.  Metode Mystery Shopping adalah menggunakan pengunjung atau Msytery Shopper yang berperan sebagai masyarakat yang membutuhkan layanan kemudian mengukur pengalaman nyata mereka dan kemudian peneliti akan melakukan wawancara mengenai bagaimana perasaan pengunjung rahasia mengenai kualitas pelayanan dan apa yang dirasakan oleh pimpinan maupun pegawai kecamatan dalam Implementasi Mystery Shopping.  Hasil penelitian menunjukkan bahwa implementasi mystery shopping sebagai metode evaluasi pelayanan publik berkelanjutan sangat efektif dan objektif dalam memberikan hasil pengamatan, hal ini terlihat dari laporan mystery shopper yang terkonfirmasi dengan hasil wawancara dengan penyelanggara pelayanan publik dan masyarakat pengguna layanan publik.

Abstract

This study aims to determine the evaluation of village fund management in accordance with PMK NO. 7 of 2016 especially in the field of facilities such as infrastructure development and also pre-facilities such as empowering rural communities. This research method uses a qualitative approach with a descriptive method in Kedaung Barat Village, East Sepatan District, Tangerang Regency, with data collection techniques of observation, interviews and documentation of relevant sources, data reduction, data presentation and conclusion drawing. The results showed that the use of village funds had prioritized to finance the implementation of local village-scale programs and activities in the field of village development and village community empowerment. However, there are several programs or policies on the use of village funds that are considered less than optimal if analyzed based on the theoretical indicators that the author uses, such as the leveling indicators, which are still not optimal.

Abstract

Implementation of the Policy on Standardization of work facilities and infrastructure regarding the use of KDO in the Bandung Regency Government, there are many problems so that the BPK finds the distribution of vehicles compared to the number of employees who are entitled to use these vehicles. The purpose of this study is to analyze how the implementation of the policy of standardization of work facilities and infrastructure in Bandung Regency (study on the use of KDO). The method in this study uses a qualitative research method with a descriptive research design and tends to use an inductive approach to analysis. Where the author tries to find an understanding of an object by using the existing theory will be developed with the data collected. The model from Grindle is considered relevant to be used as a research theory with two important variables that can affect the implementation process, namely the content of the policy and the implementation environment in relation to the desired degree of change. understanding of the implementors, coupled with the administration of KDO so far that has not been maximized, despite all these efforts to resolve the KDO problem, the character factor of the leader involved in implementing this policy is still considered to be less firm so that it seems that there has been omission in KDO administration so far, thus giving rise to the existence of form of non-compliance from the implementers.
