Abstract

The method in this research is using the explanatory type, using qualitative analysis techniques, namely by explaining the causal relationship between phenomena with an emphasis on bureaucratic ethics as a determinant of the success of bureaucratic reform in government administration, development and public services. Which is that bureaucratic ethics is essentially closely related to the behavior of the bureaucratic apparatus themselves in carrying out their duties and functions. Efforts to apply good government administration ethics, it is necessary to have rules made to regulate bureaucrats to remain consistent in carrying out and practicing good ethics in government administration. Reinventing Government is a conscious and planned effort to change bureaucratic structures and procedures (reorganizational or institutional aspects); and behavior of bureaucrats (behavioral aspects) in order to increase organizational effectiveness. Designing bureaucratic reform is not just simplifying the bureaucratic structure, but changing the mindset (mind set) and cultural pattern (cultural set) of the bureaucracy to share roles with the role of non-state actors in good governance. Therefore, the reinventing government strategy is implemented in the government bureaucracy through an integral approach that combines structural and cultural approaches. Through the facts, currently there are still many government agencies that have not been able to apply the principles of good administrative ethics, once again this is dependent on the willingness of individuals who work in these agencies to be able to change bad habits and replace them with the application of good administrative ethics

Abstract

The Tariq Bin Ziyad Foundation Bekasi is one of the educational institutions that was established in 1997. The Tariq Bin Ziyad Foundation Bekasi has the duties and responsibilities of planning, formulating programs and organizational regulations. In addition, it has a role in organizing the structure under it, starting from PAUD/TK, SDIT, SMPIT, SMAIT and Boarding School levels. The number of population and this sample has the same number in a small capacity, namely only 41 people through the distribution of google forms to each of these respondents. To find out the sample size in this study, it was determined by categorizing all the governing bodies of the Tariq Bin Ziyad Foundation. The results of this study are simultaneously leadership style and motivation have a very positive and significant effect on organizational commitment.

Abstract

This research is based on the background of tourism management in the city of Palembang which is still traditional and has not been managed properly. The complete tourism potential in terms of history, nature, and man-made attractions in the city of Palembang still does not bring prosperity to the community. In addition to sustainable tourism-based management is still far from expectations, this condition is exacerbated by the low involvement of the active role of stakeholders as a driver of tourism progress. This study aims to examine the government's efforts in creating sustainable tourism in the city of Palembang by focusing on four aspects, namely tourism infrastructure, information and communication technology (ICT), education, and socio-economic development. The study used qualitative methods, with purposive techniques, where the validity of the data was obtained through triangulation of sources. The results of the study show that tourism infrastructure has not been maximally developed and connectivity between stakeholders is still weak. Then from the ICT aspect, it shows that there is still a lack of use of ICT as a basis for tourism marketing in the current global era. Based on the aspect of education, it can be seen from the cooperation between the Palembang City government and the world of education, and the development of a positive trend of improvement in the economy and people's mindsets that go hand in hand with the government's efforts

Abstract

Problems regarding the management of the Cultural Village include the lack of careful planning, lack of human resources, capital and infrastructure, lack of coordination and leadership and have not been felt by the community and have not been able to contribute to the PAD of Karawang Regency. The results of this study indicate that government management in the management of Kampung Budaya is still not optimal. In terms of planning, Disparbud does not have a plan that has not been stated in the Strategic Plan. The sub-function of organizing resources is not yet optimal, which has not been marked by the lack of natural resources, human resources and natural resources. The sub-function of resource use is not yet optimal, which is indicated by the lack of government communication, government and government coordination. In terms of control, the government has not been able to carry out control optimally, marked by the lack of maximum supervision carried out by the Department of Tourism and Culture of Karawang Regency.

Abstract

This research is motivated by the widespread spread of the Covid-19 Virus in Samarinda City which has an impact on the government administration process, especially in public services which are ideally able to adapt to environmental changes. The implementation of public services during the Covid-19 pandemic underwent changes with the aim of preventing the spread of Covid-19 in the City of Samarinda. At this time several institutions in Samarinda limit the service process to the people of Samarinda City. Public services during the current Pendmi period experienced a decline in the implementation process. Several offices, such as the Office of Population and Civil Registration, the North Samarinda District Office, and the Office of Investment and One-Stop Integrated Services and other services reduce activities in public services. This study uses a descriptive qualitative research method. The analysis technique uses steps such as data collection, data reduction, data display, verification and confirmation of conclusions. Meanwhile, the credibility check technique used in this research is source triangulation technique. The results of the study show that during the Covid 19 pandemic in Samarinda City, the implementation of public services in Samarinda City still consistently pays attention to democratic values ​​for its citizens so that people get services. The meaning of these democratic values ​​can be observed in the aspects of accountability, responsibility and equality in services by government agencies in Samarinda City.

Abstract

Artikel ini bertujuan untuk mendeskripsikan peran pemerintah desa dalam pemanfaatan dana desa untuk penanggulangan Covid-19 yang meliputi (1). Penggunaan dana desa untuk pencegahan dan penanganan Covid-19; (2). Padat Karya Tunai Desa; (3). Bantuan Langsung Tunai Desa. Dengan melalui wawancara dan studi pustaka artikel ini mengumpulkan berbagai data terkait penggunaan dana desa melalui media massa dan dokumen pemerintah desa dalam upaya penanggulangan Covid-19. Hasil penelitian menunjukkan bahwa pemerintah desa Bandungrejo dalam penanganan Covid-19 dengan memanfaatkan dana desa masih belum menunjukkan perannya dengan optimal. Hal ini berkenaan dengan temuan dilapangan yang menunjukkan bahwa hanya kepala desa dan sekretaris desa yang bertindak sebagai tim pelaksana dan mendominasi dalam pengelolaan alokasi dana desa dalam penanggulangan Covid-19. Akibatnya penyaluran BLT-D mengalami keterlambatan dan tidak tepat sasaran sesuai sesuai yang disyaratkan pemerintah pusat dan daerah. Selain itu, prioritas belanja dana desa untuk penanganan Covid-19 yang belum memenuhi syarat prosentase 35% sesuai dengan instruksi Perbup Kabupaten Demak No. 31 tahun 2020.

Abstract

The role of law in a country is absolutely necessary, because the law can be a guide or guide in organizing the life of society, nation and state. In addition, the law can also help prevent or avoid the occurrence of anarchic actions (arbitrarily) both from individual human beings to other human individuals, as well as from state authorities against every human being who is its people. This is because the purpose of the law is to create a safe, orderly, peaceful, just, safe, happy, prosperous, and useful society. Thus, the life of society, nation and state can run dynamically and in balance.

Abstract

This study aims to describe and analyze what has been done by the Solok City Police as a Pilot Project in the implementation of public services within government agencies in West Sumatra Province. This is because the Solok City Police Station as the only police station that has received the best service award in West Sumatra, then added by the end of 2019 the Solok City Police Station again won the highest predicate in an agency given by Keempan RB as a Free Area for Clean Serving (WBBM) . This study uses qualitative research methods with data collection techniques through interviews, observation and documentation. The informants came from the Solok City Police, the Sector Police and the community in the Solok City Police area. The results of this study indicate that the performance of the Solok City Police Station has exceeded the targets made previously with the realization of performance almost reaching 100%.

Abstract

The regional tourism sector has a strategic and sexy role because it can support regional revenue, regional development and make a significant contribution to the economic and social development of the surrounding community. However, these expectations are not easy to achieve because many factors play a role, such as shared perceptions of stakeholders, inadequate human resource competencies, weak support from local governments and the attractiveness of destinations. This study aims to identify the factors that attract visitors to the Curug Kembar Binuang tourist attraction in Ciamis Regency, West Java, using qualitative descriptive methods, analysis using survey techniques, while the target population is 2 (two) groups, namely tourism object managers and visitors. / tour. The results showed that based on the results of the factor analysis carried out, it was identified 3 factors that became the attraction of choosing Curug Kembar Binuang as a tourist destination to visit, namely: development of tourist attractions through exploring regional potential, providing facilities and infrastructure to support tourism objects so as to provide comfort, and accessibility that is easy to use and reach by visitors/tourists.

Abstract

The Institute of Domestic Administration as an official higher education institution under the Ministry of Home Affairs plays an important role in implementing and developing civil service higher education. To develop it, it is necessary to cooperate with other institutions as regulated in the Regulation of the Minister of Home Affairs Number 3 of 2008 concerning Government Cooperation with Foreign Parties. Throughout 2018 to 2019 when there was a change in the organizational structure, there was a decrease in participants in cooperation activities with foreign institutions so that the authors were interested in researching how to implement IPDN cooperation with institutions abroad. Referring to the Grindle implementation model and descriptive qualitative research methods, the author uses data collection techniques through interviews and observations. The results showed that the program was implemented according to established procedures, but the magnitude of the leadership intervention, availability of funds and actual issues resulted in changes in participants and collaborative activities.
