Abstract

This study analyzes the role of bureaucratic ethics in strengthening public trust in government social assistance services at the Bululi Village Office, Asparaga District, Gorontalo Regency. The problems arise due to unequal treatment, lack of fairness in the distribution of social assistance, and low accountability of village officials. Using a qualitative descriptive method, data were collected through observation, interviews, and documentation involving both village apparatus and community members. The analysis was conducted through data reduction, data display, and conclusion drawing. The findings reveal that: (1) Equality in service delivery remains limited, with preferential treatment for certain groups; (2) Equity in distributing social assistance is often compromised by bias and lack of transparency; (3) Loyalty of officials to institutional values and regulations is challenged by external pressure and informal practices; and (4) Responsibility has been implemented relatively well, although weaknesses remain in discipline and consistency. The study concludes that strengthening bureaucratic ethics—particularly in fairness, accountability, and discipline—is crucial to restoring and maintaining public trust. These findings contribute to the discourse on good governance at the local level and highlight the urgency of ethical reforms in village administration.

Abstract

Digital government is a form of digital technology transformation in the public sector, implemented by the National and Political Unity Agency of Bogor Regency through a digital correspondence system. This system is designed to efficiently manage the inflow and outflow of information. The innovation was initiated in response to issues such as slow correspondence processes, excessive paper usage, time inefficiency, and high costs. This study aims to examine the effectiveness of the digital government system in the correspondence process at Bakesbangpol Bogor Regency. The research method used is descriptive quantitative, with data collected through questionnaires and interviews. The sample consisted of 73 members of the public and 27 civil servants (ASN). Data analysis was conducted descriptively using effectiveness indicators based on the dimensions of bureaucracy, neoinstitutionalism, networks, and governance. The results show that the implementation of the digital government system is generally considered good. From the perspective of civil servants, effectiveness is rated very good with an average score of 4.71, while from the public, it is rated good with an average score of 3.91. However, the overall effectiveness score is still considered moderate, at 2.95. The bureaucracy dimension received the highest score from ASN, while the public rated the neoinstitutionalism dimension as the best. Conversely, the network dimension received the lowest rating from the public. This study concludes that although the digital government system has been implemented well, improvements are still needed in terms of bureaucracy and network aspects, enhancement of infrastructure, and inter-agency coordination to increase theeffectiveness of the digital correspondence system at Bakesbangpol Bogor Regency.

Abstract

This study explores the work behavior of government officials in delivering public services in Dutuno Village, Paleleh District, Buol Regency. Using a qualitative descriptive approach through observation, interviews, and documentation, the research focuses on three behavioral dimensions: politeness, caring, and discipline. Findings indicate that while officials often display politeness in interactions, issues such as lateness, unresponsiveness, and occasional discrimination reduce service quality. Caring is reflected in efforts to assist citizens with administrative needs, yet delays and limited initiative remain challenges. Discipline emerged as the most pressing concern, with irregular attendance affecting efficiency and public trust. The study concludes that improving service delivery requires strengthening discipline, enhancing communication and service ethics, and adopting New Public Service principles that emphasize accountability and citizen-oriented governance.

Abstract

The supervision of 3-kilogram Liquefied Petroleum Gas (LPG) distribution in Banggai Regency remains problematic, particularly in achieving equitable access and effective regulatory enforcement. This study aims to analyze the implementation of supervision policies and identify factors affecting their effectiveness. Using a qualitative descriptive approach, seven key informants were selected through purposive sampling. Data were collected through in-depth interviews, field observation, and document analysis, and examined using Miles, Huberman, and Saldana’s interactive model. The findings reveal that several policy implementation indicators—such as communication between stakeholders, the availability of supervisory personnel, access to information, and bureaucratic coordination—are still suboptimal. These issues reflect broader national challenges in distributing subsidized LPG, a critical energy source for low-income households and micro-enterprises in Indonesia. The study highlights the need for better policy communication, increased supervisory capacity, clearer Standard Operating Procedures (SOPs), and stronger coordination among government agencies and PT Pertamina. In addition, innovative, technology-based monitoring tools such as app-based reporting systems are recommended to improve transparency and accountability. These recommendations not only address local weaknesses in Banggai Regency but also provide insights applicable to other regions with similar challenges. Strengthening policy implementation at the regional level is key to improving the distribution of subsidized energy nationwide.

Abstract

This study aimed to determine how social conflict mitigation was implemented in the 2024 Simultaneous Regional Elections in Bogor Regency, including identifying obstacles and efforts from various related institutions. The background of this study was based on the high potential for election vulnerability in West Java Province based on the Election Vulnerability Index (IKP) of Bawaslu RI, with Bogor Regency categorized as moderately vulnerable. This study used a quantitative descriptive method with a disproportionate stratified random sampling technique for employees and simple random sampling for the community, with 145 respondents. Data were collected through literature studies, observations, interviews, documentation, and questionnaires and analyzed using the Weight Mean Score (WMS) method based on the seven dimensions of the Collaborative Conflict Resolution theory. The results of the study showed that social conflict mitigation was categorized as "Good" according to employees (average score 4.17) and the community (average score 3.82). Mitigation strategies were carried out by mapping vulnerable polling stations, security simulations, coordination between institutions, and socialization with the community. The obstacles faced include technical coordination, limited training of party cadres, and challenges of media neutrality. Mitigation efforts were carried out through internal training, information verification, and cross-institutional communication. This study emphasized the importance of multi-party collaboration in creating peaceful and participatory regional elections in conflict-prone areas.

Abstract

Employee performance is a crucial aspect that must be taken seriously by every organization because performance reflects the organization's ability to compete and survive in a dynamic and changing environment. However, currently, the Gorontalo Provincial Social Service still shows indicators of employee performance that have not been fully achieved. This can be seen from the uneven quality of work, which is reflected in the discrepancy between employee performance and the established service standards. This research will be conducted at the Gorontalo Provincial Social Service, motivated by the continuing challenges in improving employee performance at the Gorontalo Provincial Social Service, which has implications for the optimization of public services in the field of social welfare. Based on the theory proposed by Sedarmayanti, there are five main performance indicators that can be used as a basis for identifying problems in this agency. The purpose of this study is to determine the influence of female leadership on employee performance at the Gorontalo Provincial Social Service. The research method used is quantitative research, through which the problems to be studied in each variable can be seen. The population of the study on “The Influence of Female Leadership on Employee Performance at the Gorontalo Provincial Social Service” was all 122 employees at the Gorontalo Provincial Social Service. The data was collected from questionnaires distributed to 30 employees who were the subjects of the study. The results of this study show that female leadership has a positive and significant effect on employee performance, with female leadership accounting for 51.2% of the effect and the remaining 48.8% being influenced by other factors not examined in this study at the Gorontalo Provincial Social Services Agency.

Abstract

In the face of escalating climate change impacts, improving resilience for coastal cities in the Global South is important to protect the lives and livelihoods of millions of people living in vulnerable urban areas. This research aims to provide a series of recommendations to enhance the resilience of coastal cities in the Global South against climate change. This study uses a comprehensive approach that combines case study analysis, literature review, and policy recommendations, focusing on coastal cities in the Global South, such as Alexandria, Cape Town, and Dakar, to examine the impacts of climate change, including sea level rise, flooding, and coastal erosion. The research also draws on existing climate policy frameworks, such as the Paris Agreement and regional initiatives, to formulate practical policy recommendations.  The findings showed that increasing budgets and investment in urban resilience are critical to supporting the implementation of adaptation measures, including infrastructure upgrades, ecosystem restoration, and community resilience initiatives. Collaboration and the strengthening of governance capacities at the local and national levels are also essential for effective adaptation planning and implementation. In addition, building networks among coastal cities in the Global South is vital for sharing knowledge, exchanging best practices, and fostering solidarity among urban areas facing similar challenges.

Abstract

The implementation of the Digital Population Identity (IKD) is one of the government’s efforts to digitize public services, particularly in the area of civil registration. This study aims to evaluate the effectiveness of the IKD program conducted by the Department of Population and Civil Registration (Disdukcapil) of Bogor Regency. The research uses a descriptive quantitative approach to gain a statistical picture of public perceptions of the program. Data were collected from 100 respondents through a structured questionnaire, supported by interviews with key officers at Disdukcapil. The effectiveness of the IKD program was measured using five dimensions proposed by Sutrisno (2010): program understanding, target accuracy, timeliness, goal achievement, and actual change. The results of this study indicate that the IKD program in Bogor Regency is considered effective, with an overall average score of 3.83, categorized as "good." The highest score was achieved in the program understanding dimension (3.97), which shows that most of the community already understands how to access and use IKD services. However, the lowest score was found in the timeliness dimension (3.71), indicating that technical issues such as poor internet access, limited digital literacy, and application errors are still obstacles in the field. Interviews also revealed that socialization efforts must be strengthened, and the system interface must be simplified to accommodate citizens with low digital skills. This study contributes by filling the research gap on the regional implementation of digital identity services from a quantitative perspective. While previous studies often focused on national-level policies or technological design, this research provides empirical evidence of how the IKD program performs in practice at the local level. The findings suggest that strengthening public understanding is key to increasing program effectiveness. Policymakers are encouraged to improve education, infrastructure, and application usability to ensure inclusive and sustainable digital public services.

Abstract

Discussion on social policy has become an important focus in both academic and practical realms, especially in the context of the ever-changing social dynamics in society. This research applies bibliometric analysis to explore trends and concepts related to social policy in Indonesia from 2013 to 2023. Utilizing data from Scopus, the study identifies the evolution, patterns, and dominant issues in the literature on social policy. The results indicate a significant increase in the number of publications since 2017, highlighting a growing interest in the field of social policy in Indonesia. The analysis also reveals contributions from leading authors, institutions, countries, document types, and subjects related to social policy. Furthermore, the findings highlight the most cited articles and identify dominant concepts in social policy research in Indonesia, such as decommodification, disability, COVID-19, and welfare regime change. This research provides in-depth insights into the advancements in social policy research in Indonesia and outlines directions for future research.

Abstract

This study aims to examine the implementation of good governance in the Secretariat of the Bogor City Regional House of Representatives (DPRD). It employs a descriptive quantitative research method, with data collected through questionnaires, observations, and interviews. The number of respondents in this study is 56. The analytical technique used is the Weighted Mean Score (WMS). The results of this study indicate that the implementation of good governance in the Secretariat of the Bogor City DPRD has generally been well-executed. This is evidenced by the high average scores across the three dimensions used in the study—transparency, accountability, and responsiveness—which obtained an overall average score of 4.20, falling under the "Good" category.
