Abstract

Employee performance is a crucial aspect that must be taken seriously by every organization because performance reflects the organization's ability to compete and survive in a dynamic and changing environment. However, currently, the Gorontalo Provincial Social Service still shows indicators of employee performance that have not been fully achieved. This can be seen from the uneven quality of work, which is reflected in the discrepancy between employee performance and the established service standards. This research will be conducted at the Gorontalo Provincial Social Service, motivated by the continuing challenges in improving employee performance at the Gorontalo Provincial Social Service, which has implications for the optimization of public services in the field of social welfare. Based on the theory proposed by Sedarmayanti, there are five main performance indicators that can be used as a basis for identifying problems in this agency. The purpose of this study is to determine the influence of female leadership on employee performance at the Gorontalo Provincial Social Service. The research method used is quantitative research, through which the problems to be studied in each variable can be seen. The population of the study on “The Influence of Female Leadership on Employee Performance at the Gorontalo Provincial Social Service” was all 122 employees at the Gorontalo Provincial Social Service. The data was collected from questionnaires distributed to 30 employees who were the subjects of the study. The results of this study show that female leadership has a positive and significant effect on employee performance, with female leadership accounting for 51.2% of the effect and the remaining 48.8% being influenced by other factors not examined in this study at the Gorontalo Provincial Social Services Agency.

Abstract

In the face of escalating climate change impacts, improving resilience for coastal cities in the Global South is important to protect the lives and livelihoods of millions of people living in vulnerable urban areas. This research aims to provide a series of recommendations to enhance the resilience of coastal cities in the Global South against climate change. This study uses a comprehensive approach that combines case study analysis, literature review, and policy recommendations, focusing on coastal cities in the Global South, such as Alexandria, Cape Town, and Dakar, to examine the impacts of climate change, including sea level rise, flooding, and coastal erosion. The research also draws on existing climate policy frameworks, such as the Paris Agreement and regional initiatives, to formulate practical policy recommendations.  The findings showed that increasing budgets and investment in urban resilience are critical to supporting the implementation of adaptation measures, including infrastructure upgrades, ecosystem restoration, and community resilience initiatives. Collaboration and the strengthening of governance capacities at the local and national levels are also essential for effective adaptation planning and implementation. In addition, building networks among coastal cities in the Global South is vital for sharing knowledge, exchanging best practices, and fostering solidarity among urban areas facing similar challenges.

Abstract

The implementation of the Digital Population Identity (IKD) is one of the government’s efforts to digitize public services, particularly in the area of civil registration. This study aims to evaluate the effectiveness of the IKD program conducted by the Department of Population and Civil Registration (Disdukcapil) of Bogor Regency. The research uses a descriptive quantitative approach to gain a statistical picture of public perceptions of the program. Data were collected from 100 respondents through a structured questionnaire, supported by interviews with key officers at Disdukcapil. The effectiveness of the IKD program was measured using five dimensions proposed by Sutrisno (2010): program understanding, target accuracy, timeliness, goal achievement, and actual change. The results of this study indicate that the IKD program in Bogor Regency is considered effective, with an overall average score of 3.83, categorized as "good." The highest score was achieved in the program understanding dimension (3.97), which shows that most of the community already understands how to access and use IKD services. However, the lowest score was found in the timeliness dimension (3.71), indicating that technical issues such as poor internet access, limited digital literacy, and application errors are still obstacles in the field. Interviews also revealed that socialization efforts must be strengthened, and the system interface must be simplified to accommodate citizens with low digital skills. This study contributes by filling the research gap on the regional implementation of digital identity services from a quantitative perspective. While previous studies often focused on national-level policies or technological design, this research provides empirical evidence of how the IKD program performs in practice at the local level. The findings suggest that strengthening public understanding is key to increasing program effectiveness. Policymakers are encouraged to improve education, infrastructure, and application usability to ensure inclusive and sustainable digital public services.

Abstract

Discussion on social policy has become an important focus in both academic and practical realms, especially in the context of the ever-changing social dynamics in society. This research applies bibliometric analysis to explore trends and concepts related to social policy in Indonesia from 2013 to 2023. Utilizing data from Scopus, the study identifies the evolution, patterns, and dominant issues in the literature on social policy. The results indicate a significant increase in the number of publications since 2017, highlighting a growing interest in the field of social policy in Indonesia. The analysis also reveals contributions from leading authors, institutions, countries, document types, and subjects related to social policy. Furthermore, the findings highlight the most cited articles and identify dominant concepts in social policy research in Indonesia, such as decommodification, disability, COVID-19, and welfare regime change. This research provides in-depth insights into the advancements in social policy research in Indonesia and outlines directions for future research.

Abstract

This study aims to examine the implementation of good governance in the Secretariat of the Bogor City Regional House of Representatives (DPRD). It employs a descriptive quantitative research method, with data collected through questionnaires, observations, and interviews. The number of respondents in this study is 56. The analytical technique used is the Weighted Mean Score (WMS). The results of this study indicate that the implementation of good governance in the Secretariat of the Bogor City DPRD has generally been well-executed. This is evidenced by the high average scores across the three dimensions used in the study—transparency, accountability, and responsiveness—which obtained an overall average score of 4.20, falling under the "Good" category.

Abstract

This study aims to determine the effect of employee performance on service quality at the Buntulia District Office. The research method used in this study is the quantitative method, where the sample in this study amounted to 30 employees and 30 people from the Buntulia District community using a research approach and research design. Data collection techniques were carried out by distributing questionnaires to research respondents. The data analysis technique used is simple regression analysis. The results of the regression analysis test showed that there was a significant effect on employee performance on service quality at the Buntulia District Office. The first hypothesis (H1) can be proven or accepted. The R Square value is 0.342 in other words 34.2% of the independent variables namely (X) Employee Performance contributes to the variable (Y) Quality of Service, while the remaining 65.8% is in the form of contributions from other variables not examined in this study.

Abstract

This study aims to determine the effect of job satisfaction on employee performance at the Gorontalo City Pamong Praja Police Unit. The research approach used in this research is quantitative, where the sample in this study amounted to 62 employees using a research approach and research design. The data collection technique was carried out by distributing questionnaires to employees. The data analysis technique used is simple regression analysis. The results of the regression analysis test show the effect of job satisfaction on employee performance at the Gorontalo City Pamong Praja Police Unit. Thus the first hypothesis (H1) can be proven or accepted. The R Square value is 0.419 in other words 41.9% of the independent variable, namely (X) Job Satisfaction, contributes to the variable (Y) Employee Performance, while the remaining 58.1% is in the form of contributions from other variables not examined in this study, namely organizational culture, work motivation, and work discipline

Abstract

This research aims to know and describe the Effectiveness of Christian Religious Extension Services (Analysis of Religious Harmony for Christians in Gorontalo City), which is studied from 1. Achievement of Goals, 2. Integration, 3. Adaptation. This research method uses the descriptive qualitative method, while the data collection techniques used are interviews, observation, and documentation. The results of this study indicate that in the effectiveness of Christian Religious Extension Services (Analysis of Religious Harmony for Christians in Gorontalo City) in achieving goals, integration, and adaptation. In general, the services of Christian religious instructors have been carried out well but are still not optimal. In the stage of achieving goals, Christian religious instructors still experience obstacles in reaching and providing counseling to Christian communities in Gorontalo City because the number of Christian religious instructors in Gorontalo City is very minimal. At the integration stage, which relates to procedures and socialization, the process of counseling in Gorontalo City has been carried out well. In the adaptation stage for capacity building, the Office of the Ministry of Religious Affairs of Gorontalo Province, especially the Christian Religious Guidance Office, has carried out various kinds of education and training and technical guidance in conducting counseling in Gorontalo City. However, the government needs to pay attention to the extension workers in improving the performance of the extension workers.

Abstract

The research objectives were to find out (1) How is the Effectiveness of Public Services at the Pangi Village Office, East Suwawa District. (2) Factors that Determine the Effectiveness of Public Services at the Pangi Village Office, East Suwawa District. This research method uses a qualitative approach with a qualitative description type of research. Based on the results of the research found in the field that (1) The effectiveness of public services at the Pangi Village Office, East Suwawa District, researchers use three indicators of the effectiveness of an organization's work at the Pangi Village Office, namely the time factor, the accuracy factor, the service provider style factor. The time factor or timeliness in service providers, is still not optimal, marked by the fact that there are still officials who have not been able to complete their work on time. The accuracy factor in the service provider is good and has been effectively characterized by high accuracy and accuracy in every service. The service provider style factor is effective, characterized by being by existing service procedures and following the specified mechanism. (2) Factors that determine the effectiveness of public services at the Pangi Village Office, East Suwawa District include ability, expertise, knowledge, attitude, motivation, and stress have been carried out well and can be said to be effective.

Abstract

This study aims to determine and describe (1) the implementation of the fingerprint electronic attendance policy as a support for employee work discipline at the Business Management Agency (BPU) of Gorontalo State University, which is studied from: 1. planning, 2. implementation, and 3. evaluation. (2) Determining Factors for the Success of the Implementation of the Finger Print Electronic Attendance Policy as a Support for Employee Work Discipline at the Business Management Agency (BPU) of Gorontalo State University, which are studied from: 1. Apparatus Compliance; 2. Smooth Absence of Problems; and 3. Satisfactory Performance. The approach used in this study is qualitative with descriptive qualitative methods. Data collection using interviews, observation, and documentation The results of this study show that (1) the implementation of the Fingerprint Electronic Attendance Policy (Fingerprint) as a Support for Employee Work Discipline at the Business Management Agency (BPU) of Gorontalo State University has run quite optimally. This is shown by the existence of a) planning, b) implementation, and c) evaluation that has been carried out based on the regulation of the Rector of Gorontalo State University Number 1,786 / UN47. A2/KP/2022 on July 25, 2022, to increase discipline, productivity, and work effectiveness, as well as working hours for civil servants in education and contract personnel within Gorontalo State University. Determining Factors for the Success of the Implementation of the Electronic Attendance Policy Fingerprint (Fingerprint) as a Support for Employee Work Discipline at the Business Management Agency (BPU) of Gorontalo State University based on the results of research conducted that has run optimally. This can be seen from a) apparatus compliance; employees at the Business Management Agency have shown compliance with regulations related to the use of electronic attendance to improve employee discipline, b) smoothness factors, the use of electronic attendance systems can increase the effectiveness in managing attendance administration as a guideline for employee benefits, c) satisfactory performance, employee performance, and productivity are increasing with the innovation of changes.
