Abstract

Disaster management, especially in terms of temporary and permanent housing in Indonesia, often does not go well and is slow. This is different from what happened in Lumajang Regency. Residential construction for residents affected by the Semeru eruption is progressing quickly. Even getting a student record. This research aims to find out how collaborative management is in accelerating the completion of permanent housing for victims of the Mount Semeru eruption in Sumbermujur Lumajang Village. For this reason, researchers used qualitative descriptive research methods in analyzing this management collaboration. Research data was collected from observations, interviews with related parties and data collection from mass media. The results of the research showed that the acceleration of development was due to the implementation of the New Public Management concept as expressed by Hood (1991). Apart from that, the implementation of collaborative management is also carried out by the government, especially regional heads, namely the Regent and Deputy Regent of Lumajang. Regional governments not only collaborate between governments, but also the private sector and the community. In line with this conclusion, it is recommended that other regional governments participate in implementing active collaborative communication patterns both with their staff and all disaster management parties. Starting from the central government, private sector and society. Meanwhile, the suggestion for the central government is that it is important to become Lumajang Regency as a model for residential development if a similar disaster occurs that requires relocation.

Abstract

CV. XYZ is a company engaged in manufacturing electronic devices. One of the products produced is the 22 dbi 2.4 ghz MIMO sectoral antenna. This study aims to identify waste in the sectoral antenna production process at CV. Global Access Technology and propose improvements based on lean and green manufacturing principles. To reduce the waste that occurs, the Green Value Stream Mapping (GVSM) method, Waste Assessment Model (WAM), Value Stream Analysis TooL (VALSAT), Root Cause Analysis (RCA), and Failure Mode and Effects Analysis (FMEA) are used. From the data processing and analysis that has been done, the most dominant waste identification results are Motion by 25%, transportation by 17.34%, process by 13.77%, overproduction by 12.97%, defect by 12.60%, inventory by 10.37%, and waiting by 8.15%.For environmental aspects, it produces PCB waste of 13 Kg, aluminum sheet by 7 Kg, PVC by 11 Kg. In the company's production process, the improvement recommendations given are investment in industrial oven machines as a substitute for stoves in the PVC heating process and acrylic bending for the PVC bending process, making maintenance cards for CNC machines that experience downtime, making QC cards for the inspection process using QC cards, scheduling the use of lights in the sectoral antenna production line room, making small versions of sectoral antennas for types with PCB waste that can still be reused, recycling PVC waste to make storage shelves and multilevel transportation aids to move antenna components when going to the assembling process.

Abstract

This research was conducted to find out how the career development of state civil servants (ASN) is regulated based on the merit system according to Law Number 5 of 2014 concerning the State Civil Apparatus (ASN), where in the merit system the highest priority is qualifications that include in the selection and recruitment of employees, competencies, and placement of ASN itself.  The merit system refers to assessing and recognizing a person's abilities, competencies, performance, and work achievements. In this system, ASN's promotion and career development are based on the quality of an individual's objective performance, not subjective factors such as nepotism. Using quantitative research methods, it was concluded that, first, the development of employee careers even though they had developed a merit system, it turned out that the most dominant thing was coaching from the leadership, the leadership seemed to have the prerogative to determine whether an employee could quickly achieve his career or experience obstacles Second, the main factor that affects career development in the implementation of the merit system turns out to lie in the political factor in the organization, where the role of politics is so significant in determining who sits where in career development, and the third challenge faced in the career development of ASN in Badung Regency lies in the mindset of employees, some employees still assume that career development is not very important,  so they don't want to get too involved to understand all kinds of government policies related to employees' careers.

Abstract

The aim of this study is to evaluate how effective the Lexrank algorithm and Latent semantic analysis (LSA) are in automatic text summarization for the Indonesian language. This research focuses on natural language processing and handling of excessive data. We applied both algorithms to generate text summaries using the INDOSUM dataset, which contains about 20,000 news articles in Indonesian with manual summaries. To assess performance, the ROUGE metric was used, which includes aspects of precision, recall, and F1 score. In all tested metrics, LSA outperformed Lexrank. LSA had a precision of 0.57, recall of 0.67, and an F1 score of 0.59, whereas Lexrank had a precision of 0.46, recall of 0.52, and an F1 score of 0.48. These result indicate that LSA is better at gathering important information from the original text than Lexrank.

Abstract

This study aims to identify the factors influencing the effectiveness of the savings-based housing financing assistance program in Central Java Province. The study uses a quantitative method with data collected through questionnaires distributed to the program recipients. Data analysis was conducted using multiple regression to determine the relationship between independent and dependent variables. The results indicate that household income, education level, access to information, and government support significantly affect the program's effectiveness. Higher household income and better education levels positively contribute to the recipients' ability to save and utilize the housing assistance more effectively. Adequate access to information about the program and procedures, along with strong government support, also enhance the program's effectiveness. These findings suggest that to improve the effectiveness of the savings-based housing financing assistance program, efforts should be made to increase program socialization, improve access to information, and strengthen cooperation between the government and the community.

Abstract

BatamFast is the first ferry operator in Batam and has been serving international routes to Singapore and Malaysia since 1985. Until 2010, BatamFast was the only ferry operator in Batam. However, since 2011, competitors such as Sindo Ferry, Horizon Ferry, and Majestic have emerged, increasing competition to four ferry operators in Batam by 2024. This study aims to measure the churn rate of BatamFast customers and identify the factors causing it using machine learning prediction models such as Random Forest, XGBoost, and Gradient Boosting. In addition to churn prediction, feature importance analysis was conducted to determine the significant features influencing customer decisions. The results indicate that XGBoost is the best model compared to Random Forest and Gradient Boosting. Key factors for churn are customer category, payment method, and booking mode. These findings are expected to help BatamFast reduce churn, improve customer satisfaction, and strengthen its competitive position in the international ferry market.
