Abstract

The main theory in this study is the theory of policy implementation according to Edward III in Agustino (2017: 136). This research uses a qualitative approach, where qualitative research is a research method that is shown to describe existing phenomena. The data collection in this study is based on reality in the field through observation, interviews and documentation. This study contained 6 informants as a key instrument of data collection consisting of the Village Head, Village Secretary, Village Social Welfare Center (Pukesos), KIP distribution officer in school, and 2 beneficiary communities in Purwasari Village. From the results of research that has been done shows that the Implementation of smart Indonesia Card Policy (KIP) in improving the quality in Purwasari Village, Cicurug District, Sukabumi Regency has not been effective because there are still some obstacles in its implementation, such as the validity of the data owned is not synchronized between the existing data and the data in the center, because the data is still using old data, in addition, there are still people who should get the KIP program but do not get it because of data collection that has not been in verval (validation and verification). Therefore, the Purwasari Village Government and related parties need to make efforts by coordinating, meaning that in data collection regarding the Smart Indonesia Card (KIP) program in Purwasari Village can be coordinated effectively between related implementing institutions, so as to reduce data that is not on target.

Abstract

Building a development program in the community, in its implementation it is essential to pay a lot of attention to the participants who will receive the empowerment. This is so that the receipt of information becomes balanced and equal between participants who have different ways of thinking as a result of different life experiences. This is done so that the community empowerment program implemented can be carried out properly. In this case, the research focuses on the problem of policy implementation of the Family Welfare Empowerment Program (PKK) in Sukamantri Village related to women's empowerment. In qualitative research, the problems brought by researchers are still dim, even though they are still dark, complex and dynamic. Therefore, problems in this research are still tentative and will be developing or changing after the researcher is in the field.

Abstract

In overcoming obstacles to community participation in development planning meetings (musrenbang), especially in the Cikakak District. This research method is descriptive with a qualitative approach. The research location is in Cikakak Sub-district and its villages spread across Cikakak Sub-district.  The selection of informants was carried out by purposive sampling and snowball sampling. The data collection techniques used were unstructured interviews and frank or undercover observation. The data validity strategies used were extended observation, increased persistence, triangulation, negative case analysis and conducting member checks. Data analysis through the stages of data reduction, data presentation and verification. From the results of the research conducted, the Sukabumi District Government in analyzing community participation in the development planning process. The Cikakak Sub-district Development Planning Meeting (Musrenbang) is part of the implementation of development planning at the sub-district level. Musrenbang Kecamatan is a forum for deliberation among stakeholders. This research aims to describe community participation in the Cikakak Sub-district Musrenbang process. The aspects analyzed in community participation in the musrenbang process are forms of participation, decision-making authority and ways of providing suggestions. Data collection was conducted through observation, interview techniques and documentation studies, while the analysis technique used was descriptive qualitative Community Participation in Musrenbang.

Abstract

Based on observations in the field, researchers are interested in this research because of several problems such as lack of youth participation in the Youth Organization, Lack of implementation of special activities in the field of Human Resources Empowerment by Youth Organization, Lack of effectiveness of Youth Organization empowerment for youth, Still low levels of youth awareness of Youth Organization. The theory used is Bastian's theory in Nawawi (2013). The purpose of this is to find out (1) Output (2) Policy (3) Procedures in the Effectiveness of Youth Organization in Empowering Human Resources in Babakan Village, Cibeureum District, Sukabumi City. The research method used is qualitative method. Key informants of this research are the Head of Kelurahan, Head of Youth Organization, Youth Organization Members, and Babakan Village Community, The number of informants is 6 people. And for determining the data sample used Purposive Sampling and Snowball Sampling. The data collection techniques used by literature study and field studies through observation and interviews. Data is collected using descriptive analysis techniques through the stages of data reduction, data presentation, the final stage is conclusion.  Karang Taruna is a social association as an organization or development group for each community that grows and develops on the basis of awareness and social responsibility from, by and for the community, especially the younger generation in the village / kelurahan area, especially those engaged in social welfare efforts. However, Karang Taruna in Babakan Village has not been achieved due to the lack of participation from the community which has an impact on Karang Taruna in empowering human resources. And until now the Babakan Village Youth Organization is still in the development stage, so that this organization can be sustainable towards better Human Resource Empowerment.

Abstract

This study aims to determine the implementation of employee discipline at UPT Public Works Service Region IV Sukabumi Regency, through the George Edward III theoretical approach model. The research method used is a qualitative research method with a descriptive approach. The selection of informants used the Non-Probability Sampling technique with Purposive Sampling and Snowball Sampling methods. The subjects of this study were 6 (seven) people, namely the UPT Head (1 person), ASN employees (2 people), Non ASN employees (2 people) and 1 community member around the UPT Public Works Service Region IV Sukabumi Regency office. Data collection techniques were carried out by means of observation, interviews and documentation. Then the data analysis carried out included data reduction, data presentation, and data validation using data triangulation techniques. The results obtained in this study are that communication, resources, and attitudes or dispositions in the implementation of ASN employee discipline at UPT Public Works Service Region IV Sukabumi Regency have not been carried out properly, while the bureaucratic structure has been structured and its application is in accordance with SOP.

Abstract

The government through the ministry, especially the ministry of education and culture, continues to increase the number of entrepreneurs through entrepreneurship competition programs. One of these entrepreneurship competition programs includes the Indonesian Student Entrepreneurship Activity Program (PKBMI) in 2021 and the Student Entrepreneurship Implementation Program (P2MW) in 2022 organized by the Ministry of Research and Technology Education and Culture through the Directorate General of Higher Education and the Directorate of Belmawa. It is hoped that the launch of these entrepreneurship programs can further spur and trigger entrepreneurial motivation, especially among students at public and private universities. Stisip Widyapuri Mandiri, one of the private universities in Sukabumi Regency, welcomed and enthusiastically participated by implementing the entrepreneurship program launched by the government through socialization and direct selection of participating students. It is hoped that the participation of the institution and the participation of students in the entrepreneurship program competition can further increase the motivation for entrepreneurship.

Abstract

ICT is a challenge and opportunity for local governments in effort to realize excellent service for the people. This paper aims to analize e-government efforts and achievements of the Sumedang District Government, as well as analyze the specific factors that have driven a leap in e-government development in the region. The author uses data obtained through online observation of the official website www.sumedang.go.id, digital application trials, as well as regulations, policy documents, journals, reports, online sources and other relevant documents. The author concludes that Sumedang Regency e-government development has passed the interactive phase towards the transactional phase. The acceleration of e-government by the Government of Sumedang Regency is determined by several factors, namely the political commitment of regional leaders that underlies policies, e-government strategies, programs and activities, development of human resources for apparatus, and multi-stakeholder collaboration.

Abstract

This article discusses the contribution of the Nahdlatul Ulama (NU) elite in environmental sustainability issues in Indonesia during 1980-2015. Using the historical idea method, the author analyzes a number of documents and finds that evolutionarily, NU elites have been involved and made important contributions to environmental preservation. At least, there are three main contributions. First, the development of environmental fiqh thinking that is moral-ethical in nature about the necessity of preserving the environment. Two key NU figures who represent this spirit are KH. Ali Yafie (Rais Amm 1991-1992) and KH. Sahal Mahfudz (1999-2014). Second, raising Islamic boarding school scholars to create environmental sustainability discourses in the perspective of Islamic tradition. The Bahsul Masail study forums that characterize NU are filled with environmental issues. Both kiai caretakers and Islamic boarding school students are familiar with the issue of environmental sustainability. The climax is the emergence of calls for environmental jihad (jihad al-bi'iyyah). Third, the formation of environmental institutions in the organizational structure of NU. This contribution shows that religious groups can play an important role in spreading the idea of environmental sustainability. This finding is in line with the findings of Palmer and Finlay (2003), Barclay (2007) WWF (2010) regarding the effectiveness of religious communities in transmitting environmental preservation insights.

Abstract

The Development and Progress of Technology in the Era of Globalization Drive Changes in Various Aspects of Life. The rapid advancement of technology provides convenience and flexibility to its users, one of which is in the field of commerce. Alongside the swift technological progress in the world of commerce, society is presented with various transaction systems, one of which is the e-Commerce transaction system. E-Commerce transactions enable the trade of goods/services across borders rapidly and effectively, without the need for direct presence during the transaction. However, in this context, e-Commerce trade transactions inherently possess a high vulnerability to fraudulent activities or actions that could harm consumers. The method employed by the author in this writing is the normative method. The discussion to be examined by the author is how consumer protection in e-Commerce trade transactions and dispute resolution are based on international commercial law. Based on further examination, the conclusion drawn from this writing is that the existence of e-Commerce transactions is regulated by the international trade institution, the United Nations Commission on International Trade Law (UNCITRAL), through the Model Law on Electronic Commerce 1996. Meanwhile, in the event of disputes among parties engaged in e-Commerce transactions across different countries, resolution can be achieved through mutual agreement by the parties, either through litigation or non-litigation methods.

Abstract

This research follows Edward III's theory from Anggara (2018: 250) which identifies key implementation variables: communication, resources, disposition, and bureaucratic structure. The main premise is that the successful implementation of the Child Identity Card Policy in Datarnangka Village, Sagaranten Sub-district, Sukabumi District depends on clear communication, adequate resources, disposition of implementers, and a flexible bureaucratic structure. Field results show that communication is not optimal, resources are limited, disposition is not maximized, and the bureaucratic structure needs adjustment. This research was located in Datarnangka Village, involving 6 informants from the UPTD of Sagaranten region, the Head of Datarnangka Village, the Head of the Village Service Section, and residents. Data were collected through observation, interviews and document study using observation guides, interview guidelines and field notes. Validity was asserted through triangulation, while analysis was conducted using a reduction process. The findings show the importance of implementation factors. Implementation of the Child Identity Card Policy has not been optimal, related to communication, limited resources, disposition has not been maximized, and the bureaucratic structure needs improvement in the future.
