Abstract

The expansion of an establishment makes a new problem in the surrounding environment so that claims to a safe state, from regional disasters, especially flood disasters in the Dayeuhkolot District, Bandung Regency, become a common interest, especially residents affected by flood disasters in the sub-district, significant population development makes a new challenge for all parties affected. However, the dedication of all sectors involved in the implementation of the distribution of social assistance for flood victims is in accordance with common expectations. As well as in the important sector of assistance from the informal sector in the implementation of the distribution of community contributions channeled does not run effectively. Based on these problems, the study is intended to describe how the implementation of policies, obstacles and efforts made in the process of implementing policies in the distribution of social assistance to victims affected by the disaster. The form of study in this research uses a strategy that emphasizes the quality of the entity. Data collection is done through consultation, observation, and processing. The data description used is an explication model, where the data collected is then described in the form of an interpretative description above. Based on the research, the obstacles faced by the local government of Bandung Regency in implementing the policoes for the distribution of social assistances for flood victims include a lack of awareness of the duties and function of a related organizations, people who tend not to understand the existence of regional regulations which contain policies regardimg the implementation of aid distribution, social victims of the flood disaster in Dayeuhkolot sub-district.

Abstract

Penelitian ini mengangkat isu Implementasi Kebijakan Program Rumah Tidak Layak Huni (RUTILAHU) dengan fokus pada kekurangan komunikasi pemerintah dalam mensosialisasikan program dan kurangnya sumber daya manusia terampil dalam pelaksanaannya. Teori Edward III dalam Subarsono (2015:90-92) digunakan sebagai kerangka teoritis. Metode deskriptif kualitatif diterapkan dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Penelitian dilaksanakan di Desa Cikarang, Kecamatan Cidolog, Kabupaten Sukabumi. Informan dipilih menggunakan teknik purposive sampling dan snowball sampling. Hasil penelitian menunjukkan bahwa Implementasi Kebijakan RUTILAHU dapat tercapai dengan dukungan komunikasi yang jelas, sumber daya memadai, komitmen pelaksana, dan struktur birokrasi yang tepat. Namun, hasil lapangan mengindikasikan kelemahan dalam komunikasi yang mengakibatkan ketidakjelasan dan kurangnya sumber daya

Abstract

Penelitian ini dilatarbelakangi oleh permasalahan yang muncul dalam upaya Efektivitas Kebijakan Pemungutan Pajak Bumi dan Bangunan (PBB) di Desa Curugkembar, Kecamatan Curugkembar, Kabupaten Sukabumi. Fokus penelitian tertuju pada bagaimana implementasi kebijakan ini belum optimal di wilayah tersebut. Penelitian ini bertujuan untuk memberikan pemahaman lebih mendalam tentang faktor-faktor yang mempengaruhi efektivitas kebijakan Pemungutan PBB dan bagaimana kebijakan tersebut dapat ditingkatkan. Penelitian ini dilaksanakan di Desa Curugkembar, Kecamatan Curugkembar, Kabupaten Sukabumi, dengan menggunakan pendekatan kualitatif dan metode studi deskriptif. Partisipan penelitian terdiri dari enam orang yang dipilih menggunakan teknik purposive sampling dan snowball sampling. Para informan meliputi Kepala Desa Curugkembar, Kolektor PBB Desa Curugkembar, Kepala Dusun, dan wajib pajak di masyarakat Curugkembar. Metode pengumpulan data dalam penelitian ini mencakup observasi partisipatif, wawancara semi-terstruktur, serta studi dokumentasi dengan dukungan berbagai alat bantu seperti buku panduan, pedoman wawancara, dan catatan lapangan. Validitas data diperoleh melalui teknik triangulasi yang melibatkan variasi teknik pengumpulan data, sumber data, dan waktu pengumpulan data. Data yang terkumpul kemudian dianalisis menggunakan metode reduksi, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini mengungkap bahwa pemahaman mengenai program Efektivitas Kebijakan Pemungutan Pajak Bumi dan Bangunan di Desa Curugkembar masih belum memadai. Pelaksanaan kebijakan ini masih mengalami hambatan dalam hal tepat sasaran, tepat waktu, dan pencapaian tujuan yang belum optimal. Hal ini menunjukkan bahwa ada perluasan pemahaman yang diperlukan dalam mengimplementasikan kebijakan ini dengan lebih efektif. Penelitian ini memberikan kontribusi pada pemahaman lebih lanjut tentang kendala yang dihadapi dalam pelaksanaan Kebijakan Pemungutan PBB di wilayah Desa Curugkembar. Implikasinya, hasil penelitian ini dapat digunakan sebagai dasar bagi pihak terkait untuk melakukan peningkatan dalam strategi implementasi kebijakan ini, sehingga efektivitasnya dapat ditingkatkan dan tujuan kebijakan dapat dicapai dengan lebih baik.

Abstract

This study was conducted to overcome the problem of lack of enthusiasm and concentration of students when the teacher explains in front of the class in class II MI BPPI Cisaat. The purpose of the study was to improve listening skills to fable stories through the Paired Storytelling model using cartoon puppet media with the application of Project Based Learning (PjBL) techniques in the class. This study involved 26 students (12 boys and 14 girls) as subjects. Data were collected through observation methods and written tests. The results showed an increase in students' listening skills. In the first cycle, the average class score was 69 with a percentage of listening skills completeness of 70.91% (sufficient category) and learning outcomes completeness of 61.5% (unfinished category). In the second cycle, with the application of the Paired Storytelling model using cartoon puppet media and Project Based Learning (PjBL) techniques, the average class score increased to 82. The percentage of listening skills completeness increased to 81.73% (good category) with a percentage of learning outcomes completeness of 84.6% (complete category). Comparative analysis between the results of the first and second cycles shows a significant improvement in students' listening skills in dealing with fable stories in class II MI BPPI Cisaat. This research encourages a better and deeper understanding of listening skills through the implemented learning model.

Abstract

Implementation of the principles of Good Governance, where the state is the party that plays the most important role in realizing these principles. The implementation of Good Governance is the main prerequisite for realizing the aspirations of the community in achieving the goals and aspirations of the nation and the State, this cannot be separated from the application of the principles of good governance at the Isimu BPTD Type A Terminal in Region XXI of Gorontalo Province. This research was conducted to determine the implementation of good governance in the management of the Type A Isimu BPTD Terminal Region XXI Gorontalo Province. This research uses a qualitative descriptive method with an analytical method, namely research that produces descriptive data in the form of written or spoken words from people and observable behavior. The results of this research indicate that the implementation of good governance in the governance of the Type A Isimu BPTD Terminal Region XXI Gorontalo Province has not been fully implemented optimally. This can be seen from several indicators, namely: planning that has not been optimal, namely related to track routes and output as the final result, organization that has not been maximized, namely related to the arrangement of bus parking and track routes, implementation of activities that still need to be improved, and supervision that has not been carried out optimally. The recommendation of this research is that the Land Transportation Management Center Region XXI Gorontalo Province through the Isimu Type A Terminal service unit should: 1) further maximize the terminal work plan, 2) further maximize terminal management, by continuing to improve security, cleanliness and order in the terminal, 3) need to maximize the function of the Terminal, and 4) need to increase supervision over the use of the terminal and supporting facilities according to their intended purpose, especially vehicle parking areas that are not yet neatly arranged.

Abstract

The utilisation of information and communication technology in government processes to improve the efficiency, effectiveness, transparency and accountability of governance. The application of E-government is important to help the government provide public services. The demand for transparency and accountability has finally become E-government as a key requirement so that the quality of good governance is not just a theory on paper. So that government agencies from the central to the regional level are obliged to implement the use of information systems and technology on a massive scale. The implementation of E-government in the regions is also in line with the demands of central government regulations that are concerned with the development of digital-based services. This research focuses on the role or model of government leadership. This research uses descriptive qualitative research methods. The results of the study found that the first Fiedler Contingency Model Leader Member Relationship is the most needed leadership model in the Public Service mechanism with data 60% strongly agree and 40% agree regarding this model which prioritises democracy as a pillar of service. The leadership model is carried out through democratic values. Second, the Degree Of Task Structure leadership model found that 80% strongly agree and 20% disagree. This means that the leadership model based on command lines is still relevant in the government bureaucracy. So that all duties and responsibilities are carried out based on TUPOKSI. So that there are no mistakes in providing policies or implementing policies. Third, namely Leader Position Power, the results showed that 40% strongly disagreed, 40% agreed and 20% strongly agreed. This means that this leadership model is less favoured by government officials because this model tends to be authoritarian and prioritise the selfishness of a leader.

Abstract

Mbomba Village is one of 158 villages in Ende Regency that participated in the 2019 simultaneous village head elections. On 29 January 2019, the village head election took place in Mbomba Village. The stage examined is the preparation stage. There are several processes in the preparation stage, namely notification of the end of the term of office, village head election committee, proposed election cost plan and determination of voters. Through the Proposed Election Cost Plan, the budget for the implementation of the village head election obtained from the regency is 10,000,000 and its allocation and use is by a team from the regency. For funds originating from the Village Fund Budget (ADD) of Rp.5,000,000, the budget is also included in the 2019 RKPDes. This research focuses on analysing the Good Governance concept approach to the implementation of the Pilkades preparation process. This research uses a qualitative method, so that the research conducted seeks to describe the facts in the field. Based on the concept raised to analyse the implementation of the Pilkades preparation process, the Good Governance concept contains several key indicators, namely accountability, participation, and transparency. The first research result is Accountability, where it was found that the notification of the end of the term of office according to the rules before six months was not delivered. This was due to the BPD's term of office ending at the same time as the village head's term of office. Whereas before the end of the term the letter should have been delivered. The second is participation in the formation of the Pilkades committee. It was found that the formation process was only represented by some members of the community. Whereas all components of the community should be involved. Third, transparency related to information on the selection of the Pilkades committee was not publicly disclosed. This is because the BPD has selected individuals who have the potential to become the committee.

Abstract

The Indonesian government's efforts to realize community welfare start from village communities. Villages are the front yard of the country and a top priority for the government to achieve national development. Village-Owned Enterprises (BUMDes) are one of the government's main programs to improve the economy of village communities. Strengthening the economy of village communities through BUMDes must be followed by strengthening the capabilities of local governments. The ability to balance the capabilities of local government with the economic needs of village communities must be the basis for strengthening the position of BUMDes so that they are able to provide an economic impact for village communities. This research aims to analyze the capabilities of the local government of Bintan Regency in managing BUMDes in Bintan Regency, especially BUMDes in the advanced category, namely BUMDes in Teluk Sasah Village, Ekang Anculai Village and Kampung Hilir Village in managing BUMDes to improve the economy of village communities. This research uses a qualitative approach with interview and observation data collection methods. The results of this research show that local government capabilities have a significant impact on the success of BUMDes in improving the economy of village communities, especially entrepreneurial capabilities. However, on the other hand, entrepreneurial capability cannot be optimized properly, this is due to several factors such as the human resources of the Village Government and BUMDes Managers being still low and the lack of community participation and implementing the BUMDes program.

Abstract

Kartu Tanda Penduduk (KTP) merupakan dokumen identitas yang penting bagi setiap warga negara untuk membuktikan status kewarganegaraannya. Namun, masyarakat sering menghadapi kesulitan dalam mengakses layanan administrasi kependudukan E-KTP, terutama bagi penyandang disabilitas yang seringkali menjadi kelompok marginal dalam pelayanan tersebut. Dalam upaya untuk meningkatkan akses pemberian E-KTP kepada masyarakat disabilitas di Kabupaten Sukabumi, Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sukabumi menciptakan inovasi yang disebut Mopeling Sarasa. Sejak diperkenalkannya Inovasi Mopeling Sarasa, sebanyak 3.48% dari total disabilitas di Sukabumi hingga tahun 2022 telah mendapatkan E-KTP, data tersebut menunjukkan bahwa implementasi Mopeling Sarasa belum optimal, sehingga penelitian dilakukan untuk menganalisis kebijakan inovasi tersebut. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan inovasi Mopeling Sarasa dalam pelayanan E-KTP bagi penyandang disabilitas di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sukabumi.

Abstract

The research background, the Family Information System Application (New SIGA) is a set of structures that includes data, information, indicators, procedures, tools, technology and human resources that are interrelated and managed in an integrated manner to direct actions or decisions that are useful in supporting family development. . The use of the Family Information System Application (New SIGA) in reporting activity results aims to provide convenience for data and information managers at all regional levels in terms of managing annual and monthly report data. This study aims to determine the effectiveness of using the Family Information System Application (New SIGA) in reporting the results of activities at the UPTD Population Control in the Cicurug Region, Cicurug District, Sukabumi Regency. The method used in this study is a descriptive method with a qualitative approach, where this study intends to describe and interpret a natural condition. The results obtained include, among others, the effectiveness of the use of Family Information System Applications (New SIGA) in reporting the results of activities that will be achieved by applying 3 effectiveness concepts including Optimizing Objectives, System Perspectives and Human Behavior in Organizations. Based on the research results obtained, among others, the optimization of goals, system perspectives and human behavior in organizations in the process of using Family Information Systems (New SIGA) in Reporting Activity Results in UPTD Population Control in the Cicurug Region, Cicurug District, Sukabumi Regency has resulted in Effective Use of Information System Applications. Families (New SIGA) in Reporting Activity Results at UPTD Population Control in the Cicurug Region, Cicurug District, Sukabumi Regency has not been achieved optimally.
