Abstract

The increase in population and economic activity in Makassar City has caused a significant surge in waste volume. The Makassar City Government implements the Smart City policy in waste management to increase the efficiency and effectiveness of the waste system. This study aims to analyze the implementation of Smart City policies in waste management and identify the challenges faced in its implementation. The research method used is a descriptive qualitative approach, with data collection techniques through in-depth interviews, observations, and documentation studies. The research informants consisted of officials of the Makassar City Environmental Agency, waste management business actors, and people who use technology-based waste services. The results of the study show that the Smart City policy in waste management has been implemented through several innovations, such as the use of the Makassar Not Rantasa (MTR) application for hygiene monitoring, a digital waste bank system, and the optimization of GPS tracking-based transport fleets. However, the implementation of this policy still faces challenges, including low technological literacy among the public, limited digital infrastructure, and suboptimal coordination between institutions. The contribution of this research lies in the identification of factors that support and hinder the successful implementation of Smart City in waste management. This finding is expected to be a reference for local governments in designing more inclusive and sustainable technology-based policies to improve environmental governance in urban areas.

Abstract

The diversity that Indonesian people have is spread across various regions which creates uniqueness because they have different cultural, linguistic, racial, and religious backgrounds and each ethnic group maintains and maintains cultural values so that they continue to apply, even though from time to time is experiencing developments in the globalization era with the entry of new values, so that cultural values experience shifts and changes in the framework of advancing community development, in this case, changes in attitudes and behavior patterns, as self-potential to sustain and improve the lives of local communities. The Curahleduk people have traditions that make them survive. Even though they are on the slopes of a mountain which can be said to be primitive or marginalized, they are still able to maintain what has become their traditions and customs in terms of social solidarity among the Curahhleduk people, when in fact modernity has become endemic in this area. This study aims to, 1) identify and describe the conception of the Curahleduk community regarding the kinship system, 2) explain the form of parental kinship practices in the Curahleduk community, and 3) describe the kinship system related to social solidarity.

Abstract

The current teacher professional education program faces several challenges affecting its effectiveness, including issues in teacher learning, instructor issues, implementation problems, sensemaking issues, and the suboptimal number of pre-service PPG graduates. This community service activity targets teachers and alumni of D4 and S1 education and non-education fields across universities. The method used in this activity is socialization. Activity evaluation is conducted post-socialization by filling out instruments and/or Q&A sessions prepared by the PkM Team regarding participant responses to the activities carried out by the PkM Team of lecturers and students. It is expected that through this PkM activity, the understanding of teachers and alumni of D4 and S1 education and non-education fields across universities regarding the importance of understanding and implementing the Regulation of the Minister of Education, Culture, Research, and Technology of the Republic of Indonesia Number 19 of 2024 on Teacher Professional Education will increase. This will help them face the existing challenges and enhance the overall quality of education.

Abstract

Digital Population Identity (IKD) is electronic information used to represent Population Documents and return data in digital applications via devices that display Personal Data as the identity in question. The aim of this research is to determine the implementation of the Digital Population Identity (IKD) Policy at the Sukabumi Regency Population and Civil Registration Service. The theory used in this research is: Interests influenced by the existence of the program, type of benefits to be generated, scope of desired change, position of decision maker, program implementer, and resources provided. (Grindle in Anggara (2018:255))This research uses a qualitative approach with descriptive methods. Data were collected through participatory and active observation, semi-structured interviews and documentation using notebooks, cameras and recordings. Validate the information data that has been collected by testing credibility through triangulation (technique, source and time) and analysis using reduction techniques, presenting data and drawing conclusions. Setting Informants used purposive sampling and snowball sampling methods, there were 5 informants in this study, namely: 1 Service Secretary, 1 Head of Division, 1 Service, 2 Community. The results of this research, seen from the aspect of interests influenced by the program, are appropriate, seen from the aspect of the types of benefits that will be produced are quite appropriate, seen from the aspect that the range of changes desired is quite optimal. seen from the aspect that the position of the decision maker is not adequate, seen from the aspect that the program implementer is not optimal, and seen from the aspect that the resources provided are quite adequate.

Abstract

The winning strategy for Regent candidate pair Dian Rachmat Yanuar and Tuti Andriani in the Kuningan Regency Regional Head Election (Pilkada) includes various political approaches designed to win voter support. This research aims to analyze the political marketing strategies used by these candidate pairs to obtain a majority of votes. This research uses a qualitative method with a descriptive approach. Data was collected through in-depth interviews with the campaign team, direct observation of campaign activities, and documentation studies related to the candidate pairs' work programs. This research also uses inductive analysis to understand the patterns and effectiveness of the strategies implemented. The research results show that the DIRAHMATI couple uses segmentation, targeting and positioning strategies to reach various voter groups. Apart from that, political communication strategies, both through social media and face-to-face activities, play a big role in building a positive image and introducing candidate pairs to the public. This victory was also driven by their ability to manage local political dynamics, including collaboration with community leaders and gathering support from political parties that have strong influence in the area.

Abstract

Structural officials in partner organizations of the Bandung Regency government play a strategic role in managing and developing regional sports. This study aims to analyze their performance effectiveness and identify supporting factors and challenges faced. Using a descriptive qualitative approach, the findings indicate that performance effectiveness is influenced by individual competence, government policies, and collaboration with sports stakeholders. However, challenges such as budget constraints, complex bureaucracy, and a lack of innovation remain major obstacles. To enhance effectiveness, strategies such as capacity building for human resources, optimizing cross-sector coordination, and leveraging technology in sports governance are necessary.

Abstract

Penelitian ini bertujuan untuk menganalisis kepemimpinan kepala desa atau lurah dalam meningkatkan kinerja pegawai di Kalurahan Kemiri, Kapanewon Tanjungsari, Kabupaten Gunungkidul. Adapun metode penelitian yang digunakan yaitu deskriptif kualitatif, dimana teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Teknik analisis data dilakukan dengan pengumpulan data, reduksi data, penyajian data, dan menarik kesimpulan. Sedangkan untuk teknik keabsahan data menggunakan triangulasi. Hasil penelitian ini menunjukan bahwa kepemimpinan lurah dalam meningkatkan kinerja perangkat desa/ pamong di Kalurahan Kemiri sudah dikatakan baik. Melalui pembuktian teori indikator kepemimpinan menurut Siagian (2011) yaitu tentang peran interpersonal, peran informasional, peran pengambilan keputusan, peran pengawasan, kuantitas pekerjaan, kualitas pekerjaan, ketepatan waktu, kehadiran dan kemampuan kerja sama. Beberapa faktor penghambat dalam kepemimpinan lurah yaitu terdapat satu pegawai Kalurahan yang memiliki ilmu yang sesuai dengan pekerjaan yang ada di kalurahan, sedangkan pegawai yang lain hanya tamatan SMA sederajat, terdapat masalah pribadi dari pegawai, dan banyak pegawai yang melakukan pekerjaan lain di luar pekerjaannya. Upaya untuk mengatasi hambatan tersebut ialah memberikan motivasi dan semangat kepada pegawai, memberikan teguran secara lisan dan tulisan kepada pamong yang kurang maksimal dalam penyelesaian tugas, melakukan pengawasan kepada pamong mengenai penyelesaian tugas dan tanggung jawab, memberikan jalan keluar dalam penyelesaian masalah, serta memberikan pelatihan-pelatihan kepada pegawai mengenai kemampuan penggunaan aplikasi laporan yang berbasis digital.

Abstract

This study aims to analyze the implementation of talent management of the State Civil Apparatus (ASN) in improving the quality of public services at the Takalar Regency Investment and One-Stop Integrated Services Office (DPMPTSP). The main problem in this study is the lack of optimal management of ASN talent which affects the effectiveness of public services. This study uses a descriptive qualitative approach with data collection techniques through observation, in-depth interviews, and documentation. The subjects of the study include structural officials and ASN staff involved in the process of service and human resource management. The results of the study show that the implementation of talent management at DPMPTSP Takalar is still limited and has not been systematically structured. The mapping of ASN potential has not been carried out formally, career development has not been directed through planned programs, and training is still general. However, there are positive initiatives from ASN leaders and individuals that show the potential for the development of the talent system in the future. These findings show that there is a gap between ideal expectations and practice in the field. The contribution of this study is to provide an empirical overview of the conditions of implementation of ASN talent management in local government agencies, as well as to be the basis for formulating competency-based and merit-based HR management policies. This research also contributes to the development of human resource management science in the public sector, especially in the context of improving professionalism and quality of public services through talent management strategies.

Abstract

The purpose of this study is to gain a deeper understanding of the causes, trends, prevention, and impacts of money politics. This research approach uses a systematic literature review, collecting data by understanding and reviewing theories from various literature related to research. The results of the study, money politics in Indonesia is detrimental to both parties, violates democratic norms, and is difficult to prosecute. To combat money politics and improve the integrity of democracy and public trust, it is necessary to improve regulation and supervision and modernize the election process. Economic reasons, cultural norms, political power, lack of political education, and inadequate supervision can all have an impact on money politics. Money politics undermines democracy in Indonesia by encouraging injustice, corruption, and declining public trust. Exorbitant election costs further exacerbate political corruption, reduce fair representation, and increase the likelihood of clientelism, all of which undermine moral principles and democratic standards.

Abstract

Fishing communities in Pangkajene and Islands Regency (Pangkep) face various structural challenges such as limited capital, low access to technology, and dependence on daily catches which have an impact on low levels of welfare. To overcome these problems, collaborative efforts are made between local governments and Non-Governmental Organizations (NGOs) in the implementation of coastal community empowerment programs. This research aims to examine the forms of collaboration between the government and NGOs and assess their contribution to empowering and improving the welfare of the fishing community. The approach used is descriptive qualitative with data collection techniques in the form of in-depth interviews, observations, and documentation of informants from the government, NGOs, and fishermen's groups. The findings show that the collaboration has resulted in programs such as training, economic assistance, and environmental education that have a positive impact on community capacity building. However, collaboration still faces obstacles in coordination, program sustainability, and uneven community participation. This research contributes to enriching the literature on collaborative governance in the context of empowering coastal communities, as well as a reference for governments and NGOs to design collaboration strategies that are more inclusive, sustainable, and based on local needs.
