Abstract

Quality public services are the main demands in the implementation of government, especially at the village level as a government unit that deals directly with the community. However, the quality of public services is often still faced with the problem of managing staff personnel that is not optimal. This study aims to analyze the effectiveness of the management of the personnel of the village apparatus in improving the quality of public services in Mangadu Village, Takalar Regency. This study uses a qualitative approach with a descriptive type of research. Data was collected through in-depth interviews, observations, and documentation of village officials and service user communities. The data analysis technique is carried out through the stages of data reduction, data presentation, and conclusion drawn. The results of the study show that the management of the personnel of the village apparatus has been implemented, but it has not been fully effective. This is characterized by the limited number of apparatus, the mismatch between the placement of employees and competencies, and the lack of optimal coaching and development of apparatus. This condition has an impact on the quality of public services, especially in terms of speed and timeliness of services. Nevertheless, the attitude of the apparatus and the disclosure of service information are considered quite good by the public. This research contributes to the development of public administration science by strengthening the understanding of the importance of effective personnel management as a determining factor for improving the quality of public services at the village government level.

Abstract

This study analyzes the relationship between patron–client networks and the strategic use of public utilities by incumbent politicians in electoral contexts through a bibliometric approach. It explores how patronage-based electoral strategies are conceptualized and debated within academic literature, particularly regarding the mobilization of state resources to secure voter loyalty and sustain political dominance. The primary objective is to identify patterns of knowledge production, influential scholars, dominant themes, and emerging research trajectories related to incumbency advantage and patronage politics. Methodologically, the study employs bibliometric analysis supported by VOSviewer software to visualize co-occurrence networks among keywords, citation relationships, author collaborations, and leading publication sources. This quantitative mapping enables a systematic understanding of the intellectual structure and evolution of the field. The findings reveal three major thematic clusters. First, political patronage and clientelism are strongly associated with the distribution of public utilities as electoral incentives. Second, incumbency advantage emerges as a central concept linked to resource control and institutional access. Third, social capital and local networks function as mediating mechanisms that strengthen patron–client exchanges. The analysis also shows a growing trend of interdisciplinary research combining political science, governance, and public administration perspectives. Overall, the study demonstrates that public utilities often operate not only as service instruments but also as strategic tools for power reproduction and electoral consolidation.

Abstract

This article examines how, under President Joko Widodo's leadership, Indonesian foreignpolicy has undergone significant developments, adapting to modern global dynamics.This policy approach emphasizes economic diplomacy, national development, andIndonesia's active role in maintaining regional stability, particularly in the Israeli-Palestinian conflict. Indonesia strengthens the principle of an independent and activeforeign policy, prioritizes multilateral and humanitarian diplomacy, and supports thetwo-state solution as a path to just and permanent peace. Despite facing global anddomestic challenges, including the COVID-19 pandemic, Indonesia continues to strive toenhance its legitimacy and international role through an inclusive and pragmaticstrategy that reflects its moral commitment and national interests. This study usesdescriptive qualitative methods with analysis based on secondary sources to understandthe dynamics of Indonesia's adaptive and constructive foreign policy in addressing globalchallenges and striving for sustainable regional and global peace.
