Abstract

Drug abuse is a crucial issue that has a significant impact on various segments of society. In this regard, the Surabaya City National Narcotics Agency (BNN) utilizes digital platforms as part of its public communication strategy to support the implementation of the Drug Prevention, Eradication, Abuse, and Illicit Trafficking (P4GN) Program. This study aims to evaluate the extent to which the Surabaya National Narcotics Agency (BNNK) optimizes the use of digital media, while identifying the obstacles faced and the strategies implemented. Using a qualitative descriptive approach, data was collected through interviews, observation, and documentation of the digital activities carried out by the Surabaya National Narcotics Agency (BNNK). The research findings indicate that social media such as Instagram, TikTok, YouTube, X, and Facebook have been actively utilized to disseminate educational content and anti-drug campaigns. However, the use of digital media still faces challenges such as limited human resources, limited budgets, the digital literacy gap, and a lack of two-way interaction with users. To address these challenges, the Surabaya City BNN implemented various strategies, including internal training, collaboration with influencers, and active employee involvement in the content dissemination process. This optimization effort is a strategic step in increasing collective public awareness of the dangers of drugs through a more responsive, inclusive, and sustainable digital communication approach.

Abstract

This article examines the constitutionality of separating national and local elections through a juridical analysis of Constitutional Court Decision 135/PUU-XXII/2024 in relation to Article 22E of the 1945 Constitution. The separation of elections has become a significant constitutional issue, particularly concerning the interpretation of electoral simultaneity mandated by the constitution. Using normative juridical methods, this research analyzes the Constitutional Court's reasoning and its implications for Indonesia's electoral system. The findings indicate that while the separation may offer practical benefits, it raises constitutional questions regarding the implementation of Article 22E UUD 1945.

Abstract

This study examines the concepts of bankruptcy (al-Ifl?s) and ?iw?lah from the perspective of Islamic economic law. Bankruptcy has become an important issue in modern economic activities when an individual or institution is unable to fulfill its financial obligations, while hiwalah is an instrument in fiqh muamalah that can serve as a solution for debt transfer. The research employs a normative-juridical approach by analyzing evidences from the Qur’an, Hadith, as well as the views of classical and contemporary scholars. The findings show that Islam regulates bankruptcy based on principles of justice and protection for weaker parties without causing injustice to creditors. Meanwhile, huwalah is a sharia-compliant instrument that can be used to lawfully transfer debt obligations under Islamic law while also reducing risk in financial transactions. The implications of this study affirm that the concepts of bankruptcy and hiwalah in Islamic law are not merely classical doctrines but have strong relevance within the modern Islamic economic legal system, including Islamic banking and financial institutions.

Abstract

This study addresses the issue of how journalistic ethics are implemented in print media reporting amid the dynamics of news production and demands for immediacy. The study aims to analyze the application of journalistic ethical principles in the editorial process and news texts of Harian Waspada, focusing on accuracy, balance of sources, independence, non-sensationalism, and social responsibility. A qualitative descriptive approach was employed, with data collected through direct observation during an internship program in the editorial newsroom and qualitative analysis of selected news articles published by Harian Waspada. Data analysis was conducted using the interactive model of Miles and Huberman, combined with qualitative content analysis. The findings indicate that Harian Waspada demonstrates a relatively consistent commitment to accuracy and social responsibility, while efforts to maintain source balance and editorial independence are generally evident. However, limitations in achieving ideal balance were identified in certain types of news, particularly brief reports and official statements, due to efficiency considerations and news characteristics. Overall, the study concludes that journalistic ethics at Harian Waspada are practiced in a contextual and adaptive manner within editorial routines, reflecting the media’s commitment to public interest and professional journalism standards.

Abstract

This study explores the moral education values embedded in the story of Prophet Ibrahim (Abraham), focusing on M. Quraish Shihab’s interpretation in Tafsir Al- Misbah of Surah Ash-Shaffat verses 99–111. The research aims to examine how M. Quraish Shihab interprets and explains the moral values within the story, as well as to analyze their relevance to character formation and moral education for individuals and society. The findings indicate that, according to M. Quraish Shihab’s perspective, the story of Prophet Ibrahim encompasses several moral values, including patience, steadfastness, trust in God, and sincerity. These values form an essential foundation for moral education and provide guidance for individuals in confronting life’s trials and challenges.

Abstract

This study examines the position of guardians of marriage for children born out of wedlock from the perspective of the four schools of fiqh (Hanafi, Maliki, Shafi'i, and Hanbali) through the analysis of guardianship hadiths. The background of this research departs from the increasing cases of out-of-wedlock pregnancies that cause legal problems, especially in the determination of marriage guardians, both in social practices of the community and in the implementation of state administration. Differences in views in the community regarding the use of guardians or guardians of judges have the potential to cause legal ambiguity and deviations from the principles of Islamic law. This research is a library research with a qualitative approach. Data was obtained from primary sources in the form of the Qur'an and hadiths of the Prophet Muhammad (saw) related to marriage guardianship, as well as secondary sources in the form of madhhab jurisprudence, books, and scientific journals. Data analysis was carried out in a descriptive-analytical manner by comparing the views of the four schools of fiqh and reviewing them through the approach of maq??id al-syar?'ah, especially in maintaining nasab (?if? al-nasl), honor (?if? al-'ird), and the welfare of children. The results of the study show that the majority of scholars from the Maliki, Shafi'i, and Hanbali schools, as well as strong opinions within the Hanafi schools, agree that children born out of wedlock do not have a guardian of the nasab because there is no legal relationship with the biological father.

Abstract

The integrity of the justice system relies heavily on judges' adherence to the Code of Ethics and Code of Conduct for Judges (KEPPH). This study aims to legally and normatively analyze the grounds for imposing sanctions on judges who violate the code of ethics, viewed from the perspectives of moral philosophy and procedural law. This research employs a normative-juridical method with a conceptual approach. The findings indicate that sanctions for judges are based not merely on violations of positive law, but on breaches of fundamental professional ethics principles comprising honesty, moral independence, and both vertical and horizontal accountability. Administrative negligence in the case file examination process that results in substantive injustice constitutes a fundamental basis for applying ethical sanctions. Judicial professionalism demands the unification of technical juridical competence with autonomous moral integrity.

Abstract

The history of Islamic entrepreneurship demonstrates a dynamic evolution from the Prophetic era to the modern and post-modern periods. During the time of Prophet Muhammad (PBUH), business practices emphasized honesty, trustworthiness, and fairness, which became the foundation of Islamic economics. The era of the Rightly Guided Caliphs and the Umayyad dynasty expanded trade routes and established fair economic regulations. Under the Abbasid dynasty, entrepreneurship flourished with financial innovations, industrial growth, and global trade networks. The medieval period reinforced the integration of Sharia values into business activities, while colonialism imposed monopolies and economic restrictions. In the modern and post modern eras, Islamic entrepreneurship adapts to globalization, digital technology, and the halal industry while upholding Sharia principles. This historical trajectory highlights that Islamic entrepreneurship is not solely profit-oriented but also rooted in spirituality, social justice, and sustainability.

Abstract

Digital-based learning evaluation has become an important component of the learning process in elementary schools in line with the rapid development of information and communication technology. This study aims to describe the implementation of digital-based learning evaluation, the types of evaluation media used, the suitability of the media to learning materials, as well as the responses and challenges experienced by students and teachers. This research employed a descriptive qualitative approach using an observation method conducted in eight elementary schools in West Sumatra Province. Data were collected through direct classroom observations, brief interviews with teachers, and documentation of digital learning evaluation activities. The results indicate that digital-based learning evaluation has been implemented in a structured manner and integrated into the learning process, particularly at the final stage of instruction. The evaluation media used include Wordwall, Educaplay, Google Forms, and Kahoot, with interactive game-based media being more dominantly applied due to their suitability to the characteristics of elementary school students. Students’ responses to digital evaluation were generally positive, as reflected in increased enthusiasm, focus, and engagement during evaluation activities. However, this study also identified several challenges, such as limited facilities, unstable internet connectivity, and varying levels of digital literacy among teachers and students. Therefore, adequate infrastructural support and continuous improvement of teachers’ digital competencies are required to ensure that digital-based learning evaluation can be implemented optimally and sustainably.

Abstract

This study examines the implementation of Community Action Research (CAR) as a collaborative approach that integrates research, education, and social interaction to improve social literacy in schools and communities. SAR encourages active collaboration between teachers, students, and the community at every stage of the research process, from problem identification to reflection and capacity building. Factors supporting the success of SAR include active participation, school leadership, and daily availability, while its shortcomings stem from a lack of conceptual understanding, lack of facilities, and lack of motivation. The implementation of SAR strengthens the relationship between the educational community and the general public, improving social, emotional, and contextual literacy relevant to everyday life. In line with the 21st-century education paradigm that is student-centered and community-based, SAR creates a collaborative, reflective, and iterative learning process that encourages character development and community independence.
