Abstract

This study aims to analyze the influence of China’s critical mineral diplomacy on Indonesia’s nickel downstreaming policy during the 2014–2024 period. Critical minerals, particularly nickel, have become strategic commodities in the global energy transition due to their role in electric vehicle batteries and renewable energy industries. Indonesia, as the country with the largest nickel reserves, has implemented a downstreaming policy to increase added value and strengthen its position in the global supply chain. However, the implementation of this policy cannot be separated from China’s involvement as the main investor in Indonesia’s nickel processing sector. This research employs a qualitative method with an explanatory approach through literature study. The findings indicate that China’s critical mineral diplomacy is carried out through foreign direct investment, industrial infrastructure development, technology transfer, and global supply chain integration. This diplomacy contributes to accelerating Indonesia’s downstreaming policy but also creates dependency on foreign capital and technology. Therefore, Indonesia’s downstreaming policy is influenced not only by domestic factors but also by international political economy dynamics.

Abstract

As the digital era continues to advance rapidly, critical infrastructure in Indonesia, particularly in the energy, telecommunications, and financial sectors, has become increasingly vulnerable to cyberattacks. Various cyber threats, including ransomware, Distributed Denial of Service (DDoS) attacks, and state-sponsored cyber espionage, are growing in frequency and sophistication. This study aims to examine the effectiveness of Indonesia’s national cybersecurity policies, specifically Government Regulation No. 42 of 2023 concerning the National Cybersecurity Strategy and Law No. 11 of 2008 concerning Electronic Information and Transactions. The research employs a qualitative approach through policy document analysis and case studies of major cyberattacks, including the WannaCry attack in 2017 and the attack on PLN in 2022. The findings indicate that existing policies continue to face several challenges, such as weak inter-agency coordination, a shortage of cybersecurity professionals, and the suboptimal utilization of Artificial Intelligence (AI) technologies for early threat detection. Therefore, policy reforms are needed to emphasize a risk-based approach, strengthen public-private partnerships, and enhance public awareness of cybersecurity issues.

Abstract

This study examines the role of al-daruriyyat al-khamsah within the framework of maqasid al-shariah as an analytical approach in contemporary Islamic legal thought. The objective of this research is to investigate the conceptual position of al-daruriyyat al-khamsah, analyze its function as a methodological framework in the process of legal derivation (istinbat), and explore its implications for the development of contemporary Islamic jurisprudence (fiqh). This research employs a qualitative method with a library research approach through normative-conceptual analysis of classical and contemporary Islamic legal literature. The findings indicate that al-daruriyyat al-khamsah—the preservation of religion, life, intellect, lineage, and property—constitute the core objectives of Islamic law and serve as fundamental parameters in legal reasoning. This concept is not merely theoretical but also functions as a practical instrument for evaluating legal rulings, balancing benefits (maslahah) and harms (mafsadah), and integrating textual evidence (nass) with contemporary realities. The study further demonstrates that a maqasid-based approach can enhance the adaptability of Islamic law in addressing modern issues such as economics, bioethics, governance, and environmental sustainability. The contribution of this research lies in strengthening maqasid al-shariah as a methodological framework within usul al-fiqh and offering an integrative approach to contemporary legal analysis that preserves the authenticity of divine revelation while remaining relevant to the challenges of the modern era.

Abstract

Qawa'id al-Fiqhiyyah are general legal principles formulated by Islamic scholars based on the Qur'an, Hadith, and the results of ijtihad to serve as guidelines for understanding and establishing Islamic law. This study aims to examine the five major legal maxims (Al-Qawa'id al-Fiqhiyyah al-Khams), namely Al-Umuru bi Maqasidiha, Al-Yaqinu La Yuzalu bi al-Syakk, Al-Masyaqqatu Tajlibu al-Taysir, Al-Dhararu Yuzal, and Al-'Adatu Muhakkamah, including their legal foundations, functions, applications, and the differences of opinion among scholars regarding each maxim. This research employs a library research method using a descriptive qualitative approach through the analysis of classical and contemporary literature in the fields of fiqh and ushul fiqh. The findings indicate that these five major legal maxims constitute the primary foundation for the development of other fiqh principles and play a significant role in the process of istinbath (legal reasoning) in Islamic law. Their application enables scholars to address various emerging legal issues systematically while remaining consistent with the principles of Islamic law. Although differences of opinion exist among the schools of Islamic jurisprudence concerning the scope and application of these maxims, such differences demonstrate the flexibility of Islamic law in responding to contemporary issues. Therefore, a thorough understanding of Al-Qawa'id al-Fiqhiyyah al-Khams is essential for supporting the formulation of legal rulings that are just, systematic, and aligned with the objectives of Islamic law (maqasid al-shariah).

Abstract

The Indonesia–Australia relationship is a complex and dynamic bilateral relationship in which human rights (HR) issues frequently become points of diplomatic tension. This article analyzes strategies that Indonesia can employ to gain greater advantage in human rights issues at the bilateral level with Australia. Through a qualitative approach based on literature review and foreign policy analysis, this study identifies three main strategies: (1) normative diplomacy and narrative balancing, (2) strengthening practical Indonesia–Australia cooperation on human rights, and (3) strengthening domestic capacity as a bargaining instrument. The analysis reveals that these three strategies can synergistically enhance Indonesia's international credibility, strengthen its bargaining position in bilateral dialogue, and prevent human rights issues from being used as tools of political pressure by external parties. The implications of this study underscore the importance of a holistic approach that integrates internal reform with external diplomatic strategy to position Indonesia as an equal, competent, and trusted partner for Australia on human rights matters.

Abstract

Progress in information and communication technology has propelled digital transformation in governmental administration to enhance efficiency, transparency, and the quality of public services. The Indonesian government intends to do this through the implementation of an Electronic-Based Government System (ESBS). This study is to assess the efficacy of the ESBS installation at the Padang City Communication and Informatics Office and to identify factors affecting its performance in promoting good governance. This study is grounded in e-government theory. The employed methodology is a descriptive qualitative approach. The findings demonstrate that the introduction of ESBS has positively influenced administrative efficiency, enhanced internal coordination, and elevated the quality of digital public services. The implementation remains unsatisfactory due to various constraints, including inadequate integration across Regional Apparatus Organisations (OPD), low human resource capacity, insufficient digital literacy within the community, and compromised system security. Consequently, strengthening system integration, augmenting human resource competencies, and instituting ongoing assessment are essential for optimising ESBS to attain effective and sustainable governance.

Abstract

Inequality in wealth distribution and the concentration of asset ownership are major challenges in modern economic development that can lead to social disparities. This study aims to analyze Islamic economic policies in reducing ownership concentration and wealth distribution inequality in order to achieve sustainable economic justice. The research employs a descriptive qualitative approach through a literature review, analyzing secondary data from Islamic economics literature and scientific articles using a narrative method. The findings indicate that Islamic economics places human welfare at the center of its objectives through the realization of falah (well-being) and maslahah (public benefit), which are aligned with the principles of Maqashid al-Shariah. Efforts to reduce ownership concentration and wealth inequality are implemented through redistributive instruments such as zakat, infaq, sadaqah, waqf, and the Islamic inheritance system (faraidh), as well as through the prohibition of exploitative practices such as riba (usury/interest) and monopoly (ihtikar). These policies are consistent with Indonesian legal frameworks, including Article 33 of the 1945 Constitution and Law No. 5 of 1999. Future strengthening strategies require economic and financial reconstruction through the development of the real sector, empowerment of micro, small, and medium enterprises (MSMEs), the elimination of interest-based systems, and the optimization of Islamic social finance governance to create inclusive and equitable economic opportunities for all segments of society.

Abstract

Background: The increasing volume of household waste, including solid organic waste and domestic wastewater (greywater), poses a serious threat to environmental sanitation and contributes to the spread of infectious diseases. As an ecological restoration strategy, the use of Local Microorganisms (MOL) derived from food waste offers a sustainable approach to reducing waste at its source. Objective: To critically review the mechanisms of microbial waste decomposition, the diversity of decomposer bacterial colonies, and the direct implications of sanitation practices on family health. Methods: This study employed a systematic literature review by synthesizing primary data from 10 scientific articles focusing on applied microbiology and environmental health. Results: The findings indicate that the efficiency of organic waste biodegradation is strongly influenced by the density of functional microbial populations. Carbohydrate-rich substrates, such as cooked rice, were found to promote decomposer microbial populations of up to 8.36 × 10? CFU/mL, predominantly consisting of phosphate-solubilizing bacteria (Citrobacter freundii) and nitrogen-fixing bacteria (Pseudomonas sp.). In domestic wastewater management, filtration systems generally failed due to insufficient hydraulic retention time and inadequate sanitation infrastructure. Furthermore, dug wells located less than 10 meters from wastewater infiltration areas were associated with biological contamination by Total Coliform, an indicator of fecal pollution.

Abstract

Islamic education plays a strategic role in shaping a comprehensive, moderate, and contextual religious understanding for the Muslim generation. However, amid the rapid current of globalization, Islamic education is challenged to undertake fundamental transformation through the integration of religious moderation (wasathiyah) and multiculturalism. This article aims to examine the basic concepts of Islamic education, its transformational dynamics from the classical era to the global era, and the urgency of integrating religious moderation and multiculturalism into the contemporary Islamic education system. This research employs a qualitative approach using a library research method. Data were collected from primary sources — key literature in Islamic education thought — and secondary sources including relevant scholarly journals and research articles. Data collection was conducted through documentation, while data analysis employed content analysis. The findings indicate that the transformation of Islamic education encompasses four historical phases. Religious moderation grounded in the four pillars of wasathiyah — tawassuth, tawazun, i'tidal, and tasamuh — is proven capable of serving as the foundation for inclusive and anti-extremism education. Multiculturalism from an Islamic perspective is positioned as a positive potential consistent with the mission of rahmatan lil alamin. The future vision of Islamic education rests on the synergistic integration of faith, knowledge, and technology. In conclusion, the transformation of Islamic education toward moderation and multiculturalism is not merely a reform agenda, but a historical and theological imperative in building a moderate, critical, and globally minded Muslim generation.
