Abstract

This study aims to analyze the role of the Batam’s Satpol PP in handling buskers, vagrants and beggars from an administrative law perspective. The study focuses on operational actions, cross-agency coordination patterns, and implementation constraints that affect the sustainability of enforcement outcomes in public spaces. The study employed a qualitative approach with a case study strategy. Data were collected through semi-structured interviews, field observations, and reviews of policy and administrative documents, analyzed using thematic analysis, strengthening trustworthiness through source and technique triangulation, audit trails, and adequate context descriptions. The results indicate that enforcement practices in Batam utilize a hybrid enforcement pattern, combining persuasive approaches, administrative actions, and situational enforcement according to the field context. Satpol PP plays a crucial role as a liaison between agencies, but its long-term effectiveness is limited by inconsistent referral channels, varying social service capacity, and a weak post-enforcement follow-up mechanism. The findings emphasize that the success of enforcement is not solely measured by the immediate restoration of order, but rather by the legality of actions, procedural proportionality, quality of coordination, and the sustainability of social impacts. The research contributes to strengthening administrative law studies by showing that effective handling requires integration between norm enforcement, social protection, and the design of more institutionalized cross-agency collaboration.

Abstract

Community service is one of the core obligations of higher education institutions aimed at applying science and technology to address societal problems. State University of Surabaya, through the Institute for Research and Community Service, has implemented an information system to manage community service activities conducted by its lecturers. However, the existing system does not yet provide detailed and comprehensive information to support effective monitoring and reporting processes. This study aims to develop a dashboard feature that presents detailed and structured community service data to improve reporting quality and support decision-making for university leaders and stakeholders. The development process followed the Waterfall method, consisting of requirement definition, system and software design, implementation and unit testing, integration and system testing, and operation and maintenance. The resulting dashboard provides various visualizations, including the percentage of community service activities, participant distribution, inter-faculty involvement, and detailed activity information. The implementation results show that the developed dashboard feature enhances the accessibility and clarity of community service data, supports monitoring and evaluation processes, and improves the effectiveness of reporting community service activities at the State University of Surabaya. This dashboard offers practical value by enabling role-based, integrated, and transparent monitoring of community service activities within a single institutional system.

Abstract

Limited internet connectivity in developing regions creates a significant digital divide and hinders the adoption of essential digital services in sectors such as health, agriculture, finance, education, and sustainability. This study presents a Systematic Literature Review (SLR) that is sought in the range of 2018-2025, with nine selected studies to synthesize research trends, technical approaches, UI/UX patterns, and evaluation methods on mobile applications that support offline mode. The results of the analysis show that there is an increase in research attention in the 2021–2025 period and show that mobile applications with offline capabilities are relevant in various domains. From a technical point of view, offline support is generally achieved through local storage mechanisms, delayed synchronization, and data integrity controls such as hashing and validation. From a UI/UX perspective, explicit connection status labels, local save confirmations, and sync summaries play an important role in increasing system transparency and maintaining user trust. In addition, recent studies have begun to adopt a broader evaluation approach, including PACMAD-based assessments and scenario-based simulations to test the resilience of systems under conditions of limited or unavailable connectivity. These findings provide practical insights for designers and developers in building mobile applications that are resilient, inclusive, and capable of supporting users in environments with limited network infrastructure.

Abstract

Penelitian ini dilatarbelakangi oleh fenomena rangkap jabatan yang dilakukan oleh sejumlah Wamen sebagai komisaris pada perusahaan Badan Usaha Milik Negara yang dinilai mencederai prinsip negara hukum dan tata kelola pemerintahan yang baik. Anjuran penyelesaian ini sebenarnya sudah diselesaikan semenjak tahun 2019, akan tetapi pemerintah mengabaikan. Hingga sampai puncaknya dikeluarkannya putusan Mahkamah Konstitusi nomor 128/PUU-XXIII/2025 mengenai larangan rangkap jabatan oleh Wakil Menteri. Sehingga putusan ini harus segera dilaksanakan sampai kurun waktu 2 tahun lamanya. Tujuan utama penelitian ini adalah untuk menganalisis pertimbangan hakim, implikasi status jabatan, mekanisme pelaksanaan putusan dan dampak stabilitas politik disertai dengan kajian perspektif Siyasah Qadhaiyyah. Penelitian ini menggunakan metode yuridis normatif dengan pendekatan kualitatif melalui analisis teks dan norma hukum. Hasil penelitian menunjukkan bahwa implikasi putusan ini, terhadap posisi Wakil Menteri adalah keharusan bagi Wakil Menteri untuk melepaskan jabatannya, diantara melepaskan posisinya sebagai Wamen atau melepaskan posisinya sebagai komisaris pada perusahaan BUMN. Pasca dikeluarkannya putusan ini, pemerintah membutuhkan mekanisme secara terhubung baik secara regulasi maupun teknis antara Kementerian dan lembaga untuk melaksanakan putusan ini. Sedangkan secara substansial, pasca dikeluarkannya putusan ini pemerintah akan dihadapkan pada 2 sisi stabilitas politik. Pertama, dari sisi penguatan kelembagaan. Kedua, dari sisi menghadirkan ketegangan di antara para pejabat elit yang memiliki kepentingan terhadap urusan jabatannya. Putusan ini selaras dengan prinsip Siyasah Qadhaiyyah, dimana putusan ini masuk pada kategori menjaga nilai Maqashid Sharia terkhususnya dalam menjaga negara (Hifz al-Dawla) dari kerusakan yang terstruktur.

Abstract

The Effectiveness of Using Instagram Social Media to Improve Vocabulary Mastery of Eleventh Grade Students at SMA Negeri 4 Purworejo in The Academic Year of 2025/2026. This study aims to examine the effectiveness of using Instagram as a learning medium to improve vocabulary mastery among eleventh-grade students at SMA Negeri 4 Purworejo. The research employed a quantitative approach with a one-group pre-test and post-test design. The sample consisted of 30 eleventh-grade students selected from the population. Data were collected using a multiple-choice vocabulary test consisting of 30 items, administered before and after the treatment. The treatment involved vocabulary instruction using Instagram features such as posts, captions, and visual content. The collected data were analyzed using descriptive statistics and paired sample t-test. The results showed that the mean score of students increased from 60.33 in the pre-test to 78.67 in the post-test. The paired sample t-test result indicated a significance value of 0.000, which is lower than 0.05, meaning that there is a significant difference between students’ vocabulary mastery before and after using Instagram. Therefore, it can be concluded that the use of Instagram social media is effective in improving vocabulary mastery of eleventh-grade students at SMA Negeri 4 Purworejo

Abstract

MSMEs play a vital role in supporting the local economy in Bola District, Sikka Regency, East Nusa Tenggara Province. However, preliminary interviews with the BUMDES of Bola Village and Watu Krus Village indicated challenges related to a lack of understanding of branding, weak marketing strategies, and a lack of creative innovation in product introductions. A simple visual identity makes MSME products less competitive in the market. In response to these challenges, the Visual Communication Design Study Program and the Entrepreneurship Study Program implemented a Community Service (PkM) program to provide branding assistance and design a more professional visual identity. The program ran from June to November, encompassing field surveys, partner coordination, needs analysis, mentoring per BUMDES, and design finalization. This program aims to increase the competitiveness of local products and strengthen the independence of the village's creative economy through collaboration between academics, government, and the community.

Abstract

The development of modern society, characterized by technological advancement, globalization, and shifting social interactions, has led to the emergence of a pleasure-oriented lifestyle known as hedonism. This phenomenon not only influences individual behavior but also affects the legal system, particularly in terms of morality and justice. This article aims to analyze the relationship between hedonism and the moral crisis in law, as well as its implications for the degradation of justice values from a legal philosophical perspective. This research employs a normative legal method with conceptual and philosophical approaches, examining utilitarianism, theories of justice, and virtue ethics. Furthermore, this study incorporates the assault case involving David Ozora as an empirical reflection of the moral crisis in modern society. The findings indicate that the dominance of hedonistic values tends to shift the orientation of law from substantive justice toward pragmatic interests and subjective satisfaction, thereby weakening the moral legitimacy of law. Therefore, it is necessary to reinforce the moral dimension of law to ensure the realization of fair and balanced justice. Practically, this study urges legal practitioners and policymakers to re-integrate ethical education and strict moral considerations into law enforcement processes to prevent further degradation of the justice system.

Abstract

The use of Generative AI has become a growing trend in project management, supporting activities such as learning, document preparation, and decision-making. However, its adoption also raises concerns related to confidentiality and security due to the involvement of sensitive project data. Therefore, this study examines how Generative AI can be safely utilized across PMBOK Knowledge Areas in IT project management while maintaining data confidentiality and security. The research was conducted in two stages. The first stage involved two systematic literature reviews following the Kitchenham method: one examining the utilization of Generative AI in project management (17 primary studies) and another focusing on ethical considerations, policy implications, and data security issues related to Generative AI (36 primary studies). The second stage involved an expert assessment with five experts to evaluate the applicability of Generative AI across PMBOK Knowledge Areas, identify relatively safe input types, and determine key considerations for maintaining confidentiality and security. The results indicate that Generative AI can be applied across all PMBOK Knowledge Areas, however not all input types and information are considered safe. Text identified as the safest, source code as high-risk, confidential data as unsuitable for sharing, and privacy and data protection as the primary concern.

Abstract

CV ABC is an SME in the retail sector that specializes in the sale of specialty goods and hobby supplies. The company currently relies on manual methods for sales recording and inventory management. The risk of inaccuracies in stock, inventory, and sales data leads to operational inefficiencies and the risk of losing customers. This study aims to provide the most suitable ERP recommendations for CV ABC to improve operational efficiency and the accuracy of stock and inventory data. Business process modeling was conducted using BPMN visualization to represent CV ABC’s current business processes with manual inventory management (as-is) and the recommended business processes upon ERP implementation that support efficient inventory management (to-be). Open-source ERP is considered the most suitable for implementation in SMEs in general and CV ABC in particular. The methodology used includes data collection through interviews and observations, BPMN modeling for visualizing as-is and to-be business processes, and the selection of open-source ERP systems using the AHP approach. Based on the AHP analysis, Odoo was determined to be the open-source ERP system best suited to CV ABC’s business needs and preferences compared to Dolibarr and Tryton. Odoo excels in the criteria of vendor reputation, ease of use, information requirements, and integration.

Abstract

The transition to the digital age has transformed the concept of inheritance, as non-financial digital assets now hold significant emotional and personal value; however, access to such data has sparked a conflict between post-mortem privacy rights and the legitimate access needs of heirs. This study finds that Indonesia’s 2022 Personal Data Protection Act (PDP Act) contains a serious legal vacuum because it only protects living data subjects—a gap exacerbated by the internal policies of global service providers that often block heirs’ access. Drawing on the work of Luciano Floridi, this study emphasizes the importance of the state’s role as Steward of the Infosphere to prevent “Information Entropy” resulting from unmanaged data. As a solution, this study proposes a three-pillar framework encompassing legal reform through data classification and the legal recognition of Digital Trustees, standardization of forensic procedures based on the Philosophical Model of Forensic Decision-Making (MPKF) aligned with ISO/IEC 27037, and institutional strengthening through notarial protocols and Supreme Court regulations. The integration of these three aspects aims to fill regulatory gaps, ensure legal certainty, and protect the rights of heirs amidst the complexity of digital technology in Indonesia
