Land and Building Tax or abbreviated as PBB is a fee that must be paid for the existence of land and buildings owned by the community or residents. The determination of PBB in Binjai City is based on the application of the Land Value Zone (ZNT) which is close to the market price, which will be able to create equitable development throughout Binjai City. BPKPAD (Regional Revenue and Assets Financial Management Agency) Binjai City is a government agency that receives PBB payments from the community. Data - data on PBB payments for the people of Binjai City have been stored in an existing system and every year it will continue to increase so that it will cause data accumulation in the land and building tax archives. A data processing system is needed to manage these data, one of which can be done with data mining which can process piles of data into useful information and can be utilized by grouping PBB data based on criteria. Clustering is a method in data mining that can be used to automatically detect clusters of adjacent records that have a certain definition in all variables. K-Means algorithm is a simple algorithm to classify or group a large number of objects with certain attributes into groups (clusters). So that this system can be used as input for the Binjai City BPKPAD in finding solutions to increase regional income from PBB payments.

Red chili is one type of vegetable that has a high economic value. Chili is usually used in the form of fresh or dried or cooked, for ingredients for kitchen spices, medicinal ingredients, the needs of the food industry, and home industries. . However, it is common for farmers to harvest red chilies that are not yet ripe or even ripe, such as reddish-brown, red-black (rotten). This can lead to a lack of maturity level of red chili and the quality of the red chili. From the input pattern/image of chili as training data and training targets, it is possible to identify the ripeness of chilies using the backpropagation method. Based on the image data of chilies, it can recognize the pattern of chilies that have a maturity level that is in accordance with the digital image by using the backpropagation method and using the MATLAB application, with an accuracy level of training and testing data that is 97,78%.

A tool for Designing an Automated School Bell System Using Voice-Based IOT has been designed. The system of this tool uses a NodeMCU ESP8266 microcontroller where the NodeMCU ESP8266 functions as a data processor, and also a WI-FI network receiver emitted by a WI-FI network system. This tool system uses a control system using an android smartphone to turn on the school bell, namely the entrance bell, the recess bell, and the home bell, this tool uses a WI-FI network communication system so that the device system and android smartphone can be connected, the system of this tool uses the ISD1820 module as an output connected to the speaker and the speaker functions to emit the sound of the bell on the designed tool system. The smart phone application used in the design of this tool is the BLYNK application which can be downloaded on playstore or google.com It is hoped that this tool can help and make it easier for teachers who are on duty in turning on the school bell

PDAM Tirtasari Binjai City is a public service institution that has a monopoly on water supply in Binjai City. The predicate as a metropolitan city, illustrates that Binjai City is a city with dense industry and trade. In this study, discusses how to handle customer complaints of PDAM Binjai City to provide satisfaction to customers. The research method used in this study is K-Means which aims to describe the quality of service for handling customer complaints at PDAM Kota Binjai in increasing customer satisfaction. Scheduling is a process, method, manufacture, or schedule to be included in the schedule (KBBI). Scheduling that is needed in general and that occurs at one point of education in making study schedules requires various supporting factors from the division of teacher tasks. Based on this, efforts to facilitate learning schedules are made to optimize an activity so as to increase productivity and effectiveness.To carry out learning activities that are carried out conventionally and for a long time, teachers who have teaching schedules in two or more different classrooms at the same time must be revised by changing their respective schedules or reducing the hours that occur as guided by the teacher. At SD S Muhammadiyah Sambirejo, which is a school located in Sambirejo Village, Binjai District, Langkat Regency, and has several educators and educational staff at this school, I focus on the case study of learning scheduling, so that teaching and learning activities in a school must pay attention to the learning schedule and avoid clashes. This makes it easier to prepare a study schedule. The method used is linear regression as an optimization of learning scheduling. The results of testing the linear regression method in optimizing learning scheduling using linear regression with a total of 10 forecasting data as analysis and determining the forecasting result value of 2.0063334474495 obtained data results with the number of conflicting hours.

Scholarships are assistance in the form of fees given to students or students to help with their education. Likewise at Dharma Patra Vocational School, in this school there is also a scholarship program that is given to students who meet the requirements and criteria as scholarship recipients each semester, one of the criteria is students who get academic achievements such as getting class rankings. The Decision Support System (SPK) for determining scholarship recipients will process criteria data using the Analytcal Hierarchy Process (AHP) method. The assessment consists of several criteria, sub-criteria and alternatives. AHP is a form of decision support model with the main advantage of the equipment is a functional hierarchy. The AHP method is considered appropriate in assisting the decision-making process of determining scholarships because AHP can help determine the priority of several criteria by conducting pairwise comparison analysis of each criterion and sub-criteria. Thus, it is hoped that the results of this study will help the decision-making process to determine scholarship recipients.

Digital communication in the modern era is not far from the Internet because almost all digital communication tools use the Internet. Internet needs vary greatly from old to young, because Internet needs are different, connection management is needed (Management Bandwidth) so that client requests with high connections do not interfere with clients with relatively low connection requests. One of the tools commonly used for connection management is MikroTik with the Peer Connection Queue (PCQ) feature. The reason for choosing Mikrotik is because Mikrotik has complete features at an affordable price. The importance of connection management is to maximize the connection provided by the ISP so that clients can use the Internet without buffering.

The use of image media information has several weaknesses, one of which is that it is easy to be manipulated by certain parties with the help of currently developing technology. Efforts that can be made in increasing the security of sending image information are cryptography, which is the science and art of maintaining message security. In this study, the OTP, RSA and MSB (Most Significant Bit) steganography methods were applied which aim to obtain a stronger cipher by inserting a message into the image so that it is difficult to tap. OTP and RSA algorithms for encrypting and decrypting, MSB (Most Significant Bit) Steganography which is used for encoding and decoding images. The results of this study indicate that by applying the OTP, RSA and MSB (Most Significant Bit) Steganography algorithms can secure messages that are inserted into the image and secure the key for data needs. The encoding and decoding process time is affected by the number of messages to be kept secret.

The marriage book is an official document in the form of a quote from the marriage certificate which is legal evidence of the existence of a marriage. Marriage books are given to couples who are legally married and are administratively registered in the country. The only interested parties who can issue a marriage certificate are the Office of Religious Affairs or KUA. With the sophistication of technology, there has been a modification of the marriage book, namely the marriage card which is designed as big as an ATM card. With the digital marriage card, it can make it easier for the bride and groom to carry a marriage book when going anywhere. The use of a marriage card can cause other adverse effects, one of which is that the security used is not guaranteed and the fear of misuse of the identity data of the spouse of the marriage card owner. Inside this marriage card, there is a barcode that contains partner data such as NIK, wedding date and even self-identity that is vulnerable to misuse. So, security is needed that can protect against theft of data that is secured through barcodes, so image security on electronic marriage cards is arranged using a secure image protection algorithm. Image processing is a process of processing pixels in a digital image for a specific purpose. Image processing and computer vision are used as the human eye, with image capture input devices such as cameras and scanners being used as eyes and computer machines (with their computational programs) being used as brains. that processes information. The Secure Image Protection algorithm is one method that can be used in processing the security image of this marriage card, which consists of system input, namely the image to be encrypted or decrypted and the key is then carried out the encryption or decryption process and then produces an output image that has hidden information. So that in the end we get a system that can secure the data on the marriage card in the form of an image processing pixel permutation system that is able to maintain the privacy of the confidentiality of the image on the electronic marriage card.
