Abstract

This research has two purposes, the first one to explain an untruth principle condition of non ultra petita that is done by Constitutio Court, the second one is to explain a substantive justice concept as a principle of Constitution Court in doing ultra petita compared by principle of non ultra petita according UU. No. 8 2011. Thereby, the reseacht us library reseacht, data analysis result is delivered descriptively, describing, explaining the problems these have relevances with this reseacht clearly and detailed. Data analysis technic that is used is qualitative datas, namely by analyzing seconder datas that found suitable with decided problems frames. The reseacht result indicates that things which gave any reasons in thinking constrction of Constitution Court Judge in giving decisive ultra petita. The judge of Constitution Court thought that essentials or the heart of law to be asked to be judicial review had not been suitable of UUD 1945, until any other sections that connected is stated to be unvalid or not be used. The Constitution Court has a function as quardian of constitution, even if it needs in decision may be happened untruth of procedural of justice prinsiple, in order to be substantive justice. The character of Constitution Court Decision is public or general for everybody. Petitum that appeared in in every aplication said to “judge decides the matter or case must be justifiable”, as a principle for making dicision to be a character of ultra petita for qetting justice.

Abstract

Kantor Dinas Pendidikan Kabupaten Kerinci sebagai instansi pemerintah, memiliki pegawai yang pada dasarnya mempunyai karakter yang berbeda-beda. Dari perbedaan tersebut bisa saja dipengaruhi oleh pengetahuan, ketrampilan, sikap, kedisiplinan dan actor lainnya. Keadaan tersebut menimbulkan perbedaan kemampuan para pegawai dalam hal melaksanakan tugas yang dibebani kepadanya. Sehingga tingkat efektivitas kerja pegawai juga akan bervariasi, dalam pelaksanaan tugas dan fungsi kerja di Dinas Pendidikan Kabupaten Kerinci dapat terlihat kesenjangan antara kinerja yang diharapkan dengan kinerja nyata yang dihasilkan. (a) judul penelitian Efektivitas Analisis Beban Kerja Pegawai Dinas Pendidikan Kabupaten Kerinci Dalam Menguasai Pelayanan Administrasi, (b) Dengan tujuan penelitian untuk mengidentifikasi personil dalam menguasai administrasi pelayanan dan menciptakan kepuasan. (c) Namun dalam Penelitian ini ini menggunakan pendekatan data kualitatif, (d) dengan menggunakan data yang bersumber dari wawancara dan studi pustaka. (e) Hasil dari penelitian sebagai berikut : 1. Normal waktu dengan beban kerja pegawai Ketentuan beban kerja yang di miliki pegawai sudah di perhitungkan dengan matang, namun pemahaman pegawai dalam menafsirkan berbeda, sehingga dalam menjalankan tugas dan tanggung jawab pegawai memahami juga berbeda. 2. Ketentuan beban kerja yang di miliki pegawai sudah di perhitungkan dengan matang, masihnya pegawai tidak menguasai peranan dan tugas yang di emban, melaksanakan tugas sebagian pegawai masih terdapat rendahnya disiplin waktu, sehingga rasa tanggung jawab dalam pekerjaan menjadi terhambat. Namun pemahaman pegawai dalam menafsirkan berbeda, sehingga dalam menjalankan tugas dan tanggung jawab pegawai memahami juga berbeda. 3. Bahwa jam kerja efektif dengan beban kerja pegawai, Ketentuan beban kerja yang di miliki sudah menjadi ketentuan yang baku, namun pemahaman pegawai dalam menafsirkan berbeda, sehingga dalam menjalankan tugas dan tanggung jawab pegawai memahami juga berbeda. Untuk itu jam kerja efektif merupakan ketepatan pegawai dalam menjalankan kewenangan yang di berikan dalam menjalankan tugas sehingga sasaran waktu yang di berikan mampu untuk di selasaikan dengan baik. Faktor-faktor yang mempengaruhi efektivitas analisis beban kerja pegawai dinas pendidikan kabupaten kerinci dalam menguasai pelayanan administrasi, Penulis dapat menarik kesimpulan bahwa faktor yang mempengaruhi beban kerja pegawai dinas pendidikan kabupaten kerinci, ialah masih rendahnya sumberdaya manusia, minimnya pengalaman pegawai dan kurangnya pelatihan kompetensi kerja. Ketentuan beban kerja yang di miliki pegawai sudah di perhitungkan dengan matang, namun pemahaman pegawai dalam menafsirkan berbeda, sehingga dalam menjalankan tugas dan tanggung jawab pegawai memahami juga berbeda.

Abstract

The halal tourism sector has now become a trend in global economic development which does not only offer places of worship at a tourist location. Madura is considered to have a very good development of the halal tourism industry because it has been known as an area that is closely related to Islamic nuances. Tourism Village is an independent living with the potential of the village as a tourist attraction, so each district needs to program a tourist village in order to increase it for the sake of increasing regional income and regional potential. Tourist villages usually fulfill all the elements of tourism that the attraction has. Among them are nature tourism, cultural tourism, and man-made tourism in a certain area supported by attractions, accommodation, and other facilities. This is in accordance with the local wisdom of the community. The tourist village, as a whole, includes all elements in the village to promote local wisdom and wisdom as tourism. This study aims to analyze the model of Islamic tourism that is spread in tourist villages in Bangkalan Regency. It is hoped that this Islamic tourism framework and model can be a reference in formulating innovations in world tourism governance so that the goals and targets desired by the Bangkalan Regency government can be implemented.

Abstract

Tourism is a major sector driving the economy in the world including Indonesia, currently halal tourism has become a topic of conversation, many tours have a halal concept and are not well known due to the lack of destination branding efforts in these tours. Destination branding is very influential on regional tourism development. The purpose of this study was to find out what efforts and steps were taken in building halal tourism destination branding by managers and the community at the Jung Koneng Labuhan Mangrove Tourism, Bangkalan. The type of research used is descriptive qualitative which is considered very appropriate for reviewing the application of rules in detail, while the data source is obtained from scientific literature searches which have included various field reviews related to interview materials and documentation. Various kinds of interesting facts related to halal tourism, which in fact this context is still difficult to apply in Indonesia, especially in Bangkalan district, this is because there are many systems and regulations that still do not accommodate halal tourism. The results obtained from this study say that Labuhan Mangrove has carried out several stages of destination branding such as the brand launch and introduction stage, building image, personality and character, only need to carry out other branding stages and need to get wider support so that the Halal tourism concept of Labuhan Mangrove develops.

Abstract

The tourism sector is a sector capable of increasing employment and economic growth. Currently halal tourism (halal tourism) is starting to be in great demand. Recorded as the country with the largest Muslim population in the world, Indonesia always makes improvements in the development of halal tourism, one example is on the island of Madura, especially in Bangkalan, namely the Mangrove Education Park Tourism which is in Labuhan Village, Sepulu District, Bangkalan Regency. This research was conducted to determine the tourism potential of the Mangrove Education Park in becoming a halal tourist destination. By using a research method that is descriptive qualitative and using a field study approach, it is hoped that this research can increase readers' understanding of halal tourist destinations and tourism potential that can have the opportunity to become halal tourist destinations.

Abstract

This study aims to find out how the impact of tourism development of UMKM from the business growth sector. Data analysis used in this research is descriptive analysis method, interviews. based on the results of the descriptive analysis, it is concluded that the development of MSMEs around the nine coast tourism area is able to increase the growth of MSMEs around the nine coast areas, and is able to create opportunities for the community to create new businesses on the premise that the more developed tourism will bring in many tourists and more money spent on the tour. This proves that tourism is able to increase people's opportunities in entrepreneurship and developing their business Keywords: Tourism, Business, Micro, Small And Medium, Sembilan Beach ABSTRAK penelitian ini bertujuan untuk mengetahui bagaimana dampak pengembangan pariwisata terhadap perkembangan UMKM dari sektor pertumbuhan usaha. Analisis data yang digunakan dalam penelitian ini adalah metode deskriptif analisis. Berdasarkan hasil deskriptifdan analisis, maka di peroleh kesimpulan bahwa pengembangan UMKM di sekitar Kawasan wisata pantai Sembilan mamapu meningkatkan pertumbuhan UMKM di sekitar Kawasan wisata pantai Sembilan, dan mampu menciptakan peluang bagi masyarakat untuk membuat usaha baru dengan dasar pemikiran bahwa semakin berkembangnya pariwisata akan mendatangkan banyak wistawan dan semakin banyak uang yang dibelanjakan di tempat wisata tersebut. There are still many environmental cases that occur today, of course it can be a criticism for the Government as the organ that is fully responsible for fulfilling these rights. Pancasila values must be known, understood, and implemented by the nation of Indonesia in daily life to be able to realize the goal of realizing the proclamation of independence. However, in the present knowledge, understanding of the next generation of the nation against the values that are contained in the Pancasila, the more degraded and eroded by the battle of the new values that are not in accordance with the nation's identity. Abstract

In the Sungaipuh and Kerinci communities, the term “Adat with Syarak, Syarak with Kitabullah” is known.This is a form of affirmation of the awareness of the people here who are familiar with adat, but adapt it to Islamic religious law. So that in every step of life, traditional processions are not abandoned as long as these steps do not deviate or violate Islamic religious provisions.This attachment to and blend of customs and religious provisions fills every stage of the life of the Hamparan Rawang people.One of the stages in the life of a human child is marriage. Getting married means ending the single period and entering a household with a life partner according to custom, religion and applicable regulations.

Abstract

Based on the problems above, the study is intended to know about the student's problem in comprehending descriptive paragraphs. In this research, the researcher used a descriptive paragraph. It consisted of 10 multiple-choice questions and 5 essay questions. The purposes of this research were to know the student's problems in comprehending descriptive paragraphs and to know the cause of factors in the student's problems in comprehending descriptive paragraphs. The researcher used qualitative descriptive methods and the technique to collect the data are tests and interviews. The participant of this research is the class IX A students of SMPN Kerinci. The result of this research from 20 that there were 2,91% of students did problems identifying the main idea, 5,83% of students made mistakes identifying function, 8,74% of students did cannot identifying purposes, 37,87% students did cannot identifying specific items in multiple choice questions and 31, 06% the students mistake identifying the specific item in the essay question, and the last problems the students did not identify major tenses used in the paragraph there were 13,59% students. Then the interview results in the research find the cause of factors in students' problems in comprehending paragraphs from 20 students’ there are 80% of students get problems in comprehending descriptive paragraphs caused by some factor. First, the students lack vocabulary by 30%. Second 20 % of the students difficulties translate the paragraph. The third situation in the class influences 15% of students. Fourth 10% of the students’ experience had a low interest in learning. Finally, the students needed media in learning 5%.
