Abstract

Advances in digital technology have driven transformation in healthcare systems through innovations such as telemedicine, artificial intelligence, and electronic medical records. While offering efficiency and accessibility, the use of these technologies raises complex legal challenges that are not yet fully accommodated in positive law, particularly in Indonesia. The purpose of this study is to analyze the legal issues of health technology use in Indonesia and provide recommendations for legal reform to ensure patients’ rights are protected ethically and fairly. This study uses a normative-conceptual approach to examine legal issues arising in the context of health technology, including personal data protection, liability for technological errors, the validity of informed consent, and jurisdictional conflicts in telemedicine. The results of the study indicate an urgent need to reform existing regulations, establish technology audit mechanisms, improve legal literacy among medical personnel, and strengthen cross-regional cooperation. Thus, legal reform is an important prerequisite for ensuring the ethical and fair use of health technology and protecting patients’ rights.

Abstract

The development of interactive digital learning media is essential to support coding and Artificial Intelligence (AI) education at the junior high school level. This study aims to analyze the needs for developing scratch-based interactive digital learning media that can enhance student engagement and facilitate a more practical understanding of coding and AI concepts. This research employed a qualitative descriptive approach. The subjects included an informatics teacher and eighth-grade students at a public junior high school. Data were collected through classroom observations, in-depth interviews with teachers, and an analysis of school facilities and learning conditions. The instruments used were observation sheets and interview guides that had been validated by experts. The results of the needs analysis indicate that coding and AI learning remain predominantly theoretical, lack interactive digital media support, and have not yet optimized the use of computer laboratory facilities. Both teachers and students require digital learning media that are visual, easy to use, and capable of providing project-based learning experiences. Based on these findings, the development of interactive digital learning media using Scratch is necessary to align with the characteristics of junior high school students and to support the achievement of learning competencies in coding and artificial intelligence.

Abstract

MSMEs are a key pillar of the national economy, contributing significantly to employment and economic growth in Indonesia. However, MSMEs, particularly productive, underprivileged women in rural areas, still face various limitations, such as low entrepreneurial literacy, market access, and technological mastery. This study aims to analyze the role of mentor facilitators in the development of MSMEs belonging to customers and their impact on increasing business capacity and sustainability. The study used a descriptive qualitative approach with data collection techniques through observation, in-depth interviews, and documentation. The results show that mentor facilitators play a strategic role as educators, motivators, mediators, and business mentors. Mentoring has a positive impact on increasing entrepreneurial knowledge, business management, marketing, and business identity awareness. However, obstacles remain, such as limited customer digital literacy and limited mentoring materials. This study recommends strengthening the mentoring curriculum based on local needs and improving digital literacy to encourage MSMEs to move up the ranks sustainably.

Abstract

This research is motivated by increasing public concern regarding the relationship between schizophrenia and crime, which is often oversimplified and burdened with social stigma. The study aims to analyze the linkage and tendencies of individuals with schizophrenia toward criminal behavior through a comprehensive perspective of criminology and Islamic law. This research employs a qualitative field study approach, supported by in-depth interviews, observations, and analysis of criminology, psychiatry, and Islamic law literature. The findings indicate that the tendency to commit crime among individuals with schizophrenia is not deterministic, but rather influenced by the interaction between internal factors, such as neurobiological and psychological disorders, including persecutory delusions and auditory hallucinations, and external factors, including stigma, discrimination, and weak social support. Criminal behavior tends to be reactive and situational rather than a manifestation of conscious criminal intent. From an Islamic legal perspective, individuals with schizophrenia cannot be fully held criminally responsible based on the principles of ahliyah and maqāṣid sharia. The implications highlight the need for a shift toward preventive, rehabilitative, and humanistic approaches. In conclusion, a comprehensive understanding is essential to reduce stigma and ensure sustainable social security and welfare.

Abstract

This study is motivated by the critical role of village funds in enhancing community welfare and alleviating poverty in Indonesia. The study aims to evaluate the effectiveness of village fund management in poverty alleviation efforts in Majalengka Regency using policy evaluation criteria. Employing a qualitative research approach with a descriptive design, data were collected through in-depth interviews, observations, and documentation involving village government officials, village institutions, and community members. Data analysis was conducted using William Dunn’s policy evaluation framework, which encompasses six criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The findings indicate that the management of village funds has generally been effective, with programs such as infrastructure development, direct cash assistance, food security initiatives, community empowerment, and the development of village-owned enterprises contributing to improved welfare and poverty reduction. The criteria of effectiveness, efficiency, adequacy, responsiveness, and appropriateness were assessed as satisfactory, whereas equity requires further attention due to the uneven distribution of benefits. The study highlights the need for more equitable distribution and inclusive community participation to strengthen the long-term impact of village funds, ensuring that their management is sustainable and fosters inclusive local development.

Abstract

This study explores community-based leadership within neighborhood associations in Indonesia, where grassroots governance leaders serve as key intermediaries between citizens and formal government institutions despite being under-theorized in public administration literature. The study aims to examine how neighborhood association leaders perceive and perform their roles, address challenges, and foster social cohesion. Using a qualitative approach, the research draws on 90 in-depth interviews with neighborhood association leaders across diverse urban and rural regions in Indonesia and applies thematic analysis to identify recurring leadership values and community practices. Findings reveal that neighborhood association leadership is shaped by moral commitment, voluntary service, and social trust rather than formal authority or material incentive. The principal results underscore five core dimensions: mediating state-citizen relations, maintaining neighborhood harmony, fostering participatory governance, navigating informal constraints, and initiating micro-level innovations. These dimensions reflect a hybrid leadership model that blends administrative tasks with cultural stewardship and relational ethics. The paper concludes that neighborhood association leaders exemplify a form of community-based leadership deeply rooted in local values and collective responsibility. Their practices deepen understanding of informal leadership and everyday governance, offering insights for decentralization policy, civic engagement, and community leadership development.

Abstract

Mass tourism in Bali has severely degraded coastal environments, underscoring the need for sustainable policy innovation. This study aims to comprehensively analyze Blue Certificates as a public policy innovation designed to address these challenges. Using a systematic narrative literature review method with a policy analysis framework, this article synthesizes findings from relevant academic literature between 2019-2024. The results of the analysis show that Blue Certificates are an adaptive policy response that is in line with the global trend of using environmental certification instruments to encourage sustainable tourism practices. The review found that the effectiveness of these certifications does not depend solely on their technical design, but is crucially determined by their ability to be integrated in a collaborative governance ecosystem, involving governments, the private sector, and indigenous villages. It was also found that there is a significant gap in the literature related to empirical studies that specifically evaluate the impact of the implementation of Blue Certificates in Bali. In conclusion, the Blue Certificate has the potential to be an important instrument for the standardization of sustainable practices, but its success as a policy innovation depends on strengthening multi-stakeholder governance mechanisms and integrating them into more holistic coastal management strategies.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) are crucial for economic growth and employment, yet many in North Ternate District face challenges such as limited resources, uneven managerial skills, and restricted access to capital, making competency development essential for sustainable financial performance. This study examines the key factors influencing MSME financial performance, including human resources, financial literacy, financial management, and access to capital. Data were collected using a quantitative approach from 88 MSME actors through structured questionnaires and analyzed using multiple linear regression with SPSS version 27. The results show that human resource capability does not have a significant impact on financial performance, while financial literacy, effective financial management, and access to capital positively and significantly contribute to improving financial outcomes. The findings provide practical implications for policymakers and MSME practitioners. By strengthening financial literacy programs, promoting sound financial management practices, and facilitating easier access to capital, stakeholders can support the sustainable growth of MSMEs. This study also contributes to the academic literature by highlighting the critical factors beyond human resources that drive MSME success and offering actionable insights for regional economic development.

Abstract

Human resources are one of the most essential assets within an organization that must be effectively managed to enhance performance and achieve organizational objectives. This study examines the importance of enhancing employee performance, which continues to experience issues related to punctuality, service quality, and employee initiative. The research employs a quantitative approach using a causal-associative method and is analyzed through Partial Least Squares–Structural Equation Modeling (PLS-SEM) with the support of SmartPLS 3.2.9 software. The population consists of all 60 employees, with a saturated sampling technique applied so that the entire population serves as the sample. Data were collected via a structured questionnaire utilizing a Likert scale. The results indicate that training exerts a positive and significant effect on employee performance, employee development has a positive and significant impact on performance, and, simultaneously, training and development collectively exert a positive and significant influence on employee performance. The implications of this study highlight the importance for organizations to design and manage training and development programs in a continuous and integrated manner, ensuring employees are equipped not only to meet current job demands but also to take on greater responsibilities in the future.

Abstract

Bacterial wilt represents a major constraint in the cultivation of Kepok banana (Musa paradisiaca L.) in East Nusa Tenggara, and recent identification of Klebsiella variicola as the causal agent indicates a potential emerging threat to production sustainability. This study aimed to evaluate the antagonistic potential of Bacillus subtilis and Pseudomonas fluorescens against K. variicola under in vitro conditions. The experiment was arranged in a Completely Randomized Design with five treatments, including control groups, single antagonistic bacteria, and their combination, using a dual culture assay with the paper disc method. The results demonstrated that Bacillus subtilis exhibited the highest inhibitory activity, followed by the combination treatment and Pseudomonas fluorescens, while no inhibition was observed in the negative control. The superior performance of Bacillus subtilis is associated with its ability to produce antibacterial metabolites, particularly lipopeptides that disrupt pathogen cell structures. In contrast, Pseudomonas fluorescens inhibited pathogen growth through siderophores and toxic compounds, although with lower effectiveness. The combination treatment did not produce a synergistic effect, likely due to microbial competition. These findings suggest that Bacillus subtilis holds strong potential as an environmentally friendly biological control agent. Further in vivo studies are required to validate its effectiveness under field conditions.
