Abstract

The existence of joint property in a marriage has the legal consequence that any transfer of rights to it must obtain the consent of both spouses. However, in land practice, it is still found that Deeds of Sale and Purchase (AJB) are made by Land Deed Officials (PPAT) without ensuring such consent, thus creating legal uncertainty and opening up the potential for disputes. This situation emphasizes the importance of examining the role and responsibilities of PPATs as public officials who are obliged to guarantee the formal and material validity of every deed they make. Based on this context, this study examines the civil liability of PPATs for the creation of AJBs of joint property without the consent of the spouse by analyzing Decision Number 909 PK/Pdt/2020. This study uses a normative juridical method through a statutory regulatory approach and a case approach. The results of the study indicate that the sale and purchase of land that constitutes joint property without the consent of the spouse is invalid and can be canceled or nullified by law because it does not meet the subjective requirements of the agreement in Article 1320 of the Civil Code and is contrary to the provisions of marriage law. PPATs can be held civilly liable if their negligence in verifying marital status and the validity of documents causes harm to the parties. Decision Number 909 PK/Pdt/2020 confirms that a Deed of Sale and Purchase (AJB) made without the consent of a spouse can be revoked, resulting in legal consequences for the Land Deed Official (PPAT), the seller, and the buyer. However, buyers who have acted in good faith are still entitled to legal protection in accordance with Supreme Court jurisprudence. This study recommends that Land Deed Officials (PPAT) increase their vigilance by checking marital status, verifying documents, and requesting written consent from their spouse in every joint property transaction. The government needs to clarify technical guidelines, strengthen oversight, and provide competency training for Land Deed Officials (PPAT).

Abstract

This study analyzes the need for adaptive leadership in responding to various central government pressures on regional governments fiscal pressures and demands for regional economic growth, particularly in the context of the eight percent national growth target. Through a Systematic Literature Review (SLR) approach to 30 articles published between 2020 and 2025, this study integrates three main concepts: fiscal stress, regional economic structure, and adaptive leadership. The analysis shows that fiscal stress significantly influences development capacity, especially in regions dependent on commodities. Adaptive leadership is proven to be a key variable that enables regional governments to maintain development stability through innovative strategies, cross-sector collaboration, and economic diversification. This study offers an integrative conceptual model that emphasizes the importance of adaptive capacity as a foundation for resilient regional governance.

Abstract

The importance of hygiene and sanitation in the kitchen of the Correctional Institution is to ensure that the food served to the inmates (WBP) is healthy, clean, and safe from contamination, thereby preventing the spread of disease. This includes the personal hygiene of officers and helpful WBPs, the use of Personal Protective Equipment (PPE) such as masks and gloves, and the cleanliness of the kitchen environment and equipment. In this study, the author specifically discusses the kitchen at the Cibinong Class IIA Correctional Institution. The formulation of the problems discussed is: 1) How is the implementation of food hygiene and sanitation policies in the kitchen of Class IIA Cibinong Prison? and 2) What factors affect the implementation of food hygiene and sanitation policies in the kitchen of Class IIA Cibinong Prison?. The research method used is the normative juridical method, namely research that prioritizes literature data, namely research on secondary data. The secondary data can be in the form of primary, secondary or tertiary legal materials. Based on the results of the research, the author concludes that the implementation of food hygiene and sanitation policies in the kitchen of the Class IIA Cibinong Prison is that the implementation of strict hygiene and sanitation practices at all stages of the food processing process—from the selection of raw materials, storage, processing, to presentation—is necessary to ensure safe, quality, nutritious, and healthy food for the Inmates, as well as to prevent disease and poisoning. The importance of Food Hygiene and Safety, because kitchen cleanliness is the main foundation in the processing of nutritious and clean food, ensuring the quality of health and taste of the food served to the Fostered Residents. The goal is to control factors such as raw materials, processes, people, and equipment to prevent contamination, bacterial breeding, as well as cross-contamination and recontamination that can cause diseases or health problems

Abstract

This research aims to analyze the dynamics of national identity in the digital era and explore the challenges and opportunities for strengthening national solidarity. Developments in information and communication technology have transformed the way people interact, form opinions, and express their identities, giving rise to new challenges related to social cohesion and national awareness. This research method uses a qualitative approach with literature review techniques. The results indicate that the digital era brings challenges and opportunities for strengthening national identity and social solidarity. The main challenges include the influx of foreign cultures, hoaxes and information polarization, individualistic attitudes, and the dominance of foreign languages, which have the potential to weaken traditional values and social cohesion. On the other hand, digital media opens up opportunities for cultural promotion, character education, creative expression, social mobilization, digital literacy, and campaigns to promote local products, which can strengthen national awareness and emotional attachment to national identity. Strategies for strengthening identity and solidarity require the wise use of digital media, cross-sector collaboration, and adaptive education that instills the values of Pancasila and the Indonesian archipelago perspective, so that the younger generation can internalize national values creatively and participatoryly.

Abstract

The phenomenon of juvenile delinquency that develops within society reflects a complex issue involving individual, family, and social environmental factors. Children in conflict with the law require a more humanistic legal approach that emphasizes recovery rather than mere punishment. In Indonesia, Law Number 11 of 2012 concerning the Juvenile Criminal Justice System (JCJS Law) introduces the diversion mechanism as an implementation of restorative justice, aiming to shift the settlement of juvenile cases from formal judicial proceedings to non-penal measures. This paper aims to examine the legal basis for the involvement of counselors in the diversion process by employing a normative juridical research method through statutory and literature approaches. The findings indicate that, although the role of counselors is not explicitly stated in the Juvenile Criminal Justice System Law, the inclusive legal provisions within Indonesia’s Law No. 11 of 2012, Government Regulation No. 65 of 2015, and Supreme Court Regulation No. 4 of 2014 provide opportunities for counselors to participate as professional actors in the diversion process. Counselors hold a strategic role in facilitating the psychological and social recovery of both juvenile offenders and victims through guidance and counseling services that focus on emotional regulation, trauma healing, and moral responsibility development.

Abstract

This research analyzes the conceptual framework of "The Discipline of Building Character" by Joseph L. Badaracco Jr., focusing on the formation of leadership character through Defining Moments. This research is motivated by a paradigm shift in leadership ethics studies, from a rule-based approach to character-based ethics or virtue ethics. The ethics paper identifies that large-scale corporate failures reflect a crisis of leadership character that requires an internal mechanism of self-reflection discipline. Badaracco argues that Defining Moments—choices between two deeply held ideals (right-versus-right)—are a laboratory for character formation that is cumulative and continuous. The research conducts a comprehensive synthesis of the contributions of ten major researchers in character ethics and moral leadership, placing Badaracco's framework in theoretical dialogue with classical virtue ethics and contemporary character development models. Defining Moments are identified through three dimensions: (1) Personal Identity ("Who Am I?"), (2) Collective Relationships ("Who Are We?"), and (3) The Social Role of Institutions ("Who Is Our Company?"). Badaracco's framework synthetically combines Aristotelian wisdom on phronesis (practical wisdom) with existential responsibility for self-creation through authentic choices. Practical implications include the institutionalization of character-based reflection processes, the design of organizations that are anti-cognitive bias, and the modeling of moral ethos by senior leadership.

Abstract

This research aims to analyze the influence of employee engagement on organizational citizenship behavior (OCB) in the banking industry of Central Kalimantan. The phenomenon of low voluntary employee behavior presents a challenge in enhancing service-oriented organizational performance. This research employs a quantitative approach using survey methodology with 120 bank employees in Palangka Raya, Sampit, and Pangkalan Bun. The employee engagement variable was measured through three dimensions—vigor, dedication, and absorption—while OCB was measured through five dimensions—altruism, conscientiousness, sportsmanship, courtesy, and civic virtue. Multiple linear regression analysis revealed that employee engagement exerts a positive and significant influence on OCB with an R² value of 0.468 and p < 0.05. Among the three dimensions, dedication demonstrated the most dominant effect, indicating that pride and emotional commitment to work serve as the primary driver of extra-role employee behavior. The research results affirm that work engagement not only increases productivity but also strengthens collaborative work culture and loyalty toward the organization. Practical implications of this research involve the necessity of managerial strategies focusing on engagement development through performance recognition, open communication, and leadership support. These findings provide theoretical contribution to the development of organizational behavior studies and practical relevance for enhancing competitiveness of regional banking in Indonesia.

Abstract

The increase in fraud incidents in local government has prompted the need for a financial reporting quality model that supports fraud prevention at the government level, particularly in the Palangka Raya City Government. This study designs a conceptual model that links Quality of Financial Reporting (QFR) with the effectiveness of fraud prevention, as well as identifying important mediator and moderator roles. The methods used are a literature review and desk study of academic literature, regulations, and local government financial reporting documents. The synthesis results confirm five main dimensions of QFR: relevance, reliability (faithful representation), comparability, timeliness, and understandability. The proposed model places the Government Internal Control System (SPIP)/internal audit as a mediator between QFR and fraud prevention, while fraud analytics, whistleblowing systems, and a culture of integrity act as moderators that strengthen this relationship. Practical recommendations include strengthening SPIP, integrating analytical technology for early detection, and reporting and whistleblower protection mechanisms to close opportunities for fraud. Implementation of this model is expected to strengthen regional financial governance and reduce the risk of fraud through the synergy of preventive, detection, and response measures.

Abstract

This study aims to determine the effect of Product Quality and Design Innovation on consumer Purchasing Decisions. The approach used is a quantitative method with 96 respondents. The results of the analysis show that all statement items are valid and reliable, so they are suitable for use. The data are normally distributed and free from symptoms of multicollinearity and autocorrelation. The t-test results show that Product Quality has a positive and significant effect on Purchasing Decisions with a sig. 0.000, while Design Innovation also has a positive and significant effect with a sig. 0.001. Simultaneously, both variables have a significant effect with an F-count value of 159.072 and a sig. 0.000. The R² value of 0.774 indicates that 77.4% of the variation in purchasing decisions is explained by these two variables. The better the product quality and design innovation, the higher the consumer purchasing decision

Abstract

Traditional markets are key centers of economic activity and major sources of organic waste generation in Indonesia. This study aims to analyze the volume, density, and composition of organic waste at Markasan Market, Nanga Pinoh, and to identify traders’ participation in waste management. The research employed a quantitative approach through direct measurement and surveys involving 58 traders representing four main commodities: vegetables, fish, poultry, and fruits. Data were collected using observation, interviews, and questionnaires, then analyzed descriptively. The results show that waste generation is dominated by organic waste (>80%) with an average density of 104.68 kg/m³ and a generation rate of 2.74 kg/unit/day. The largest composition comes from poultry feathers, while the smallest is vegetable residue. Traders’ knowledge, facilities, and compliance with waste management are categorized as moderate. The main issues include limited waste facilities, low awareness among traders, and weak regulatory enforcement. The study recommends improving waste storage facilities, formulating stricter regulations, conducting continuous training and awareness programs, and implementing incentive and penalty systems. Additionally, utilizing organic waste for compost, animal feed, or biogas is considered a promising strategy to support 3R (reduce, reuse, recycle) principles and Sustainable Development Goal 12 (Responsible Consumption and Production). This research contributes to developing effective, healthy, and sustainable waste management models for traditional markets and provides a practical reference for local governments and market managers.
