Abstract

The Complete Systematic Land Registration Program (PTSL) is a strategic government initiative to provide legal certainty over land rights and ensure orderly land administration. This study aims to analyze the mechanisms of collaboration between the central and regional governments in implementing PTSL and examine the program's function as a political instrument. Using a qualitative approach, this study finds that the success of PTSL is highly dependent on policy synergy, budget support, and human resource capacity at both levels of government. Politically, the success of PTSL strengthens government legitimacy and increases electoral support, but also carries the risk of bureaucratic politicization and distributional inequality if not closely monitored.

Abstract

The development of digital technology has driven a transformation in the education system, one of which is through the use of Augmented Reality (AR) technology in the learning process. AR enables the integration of virtual objects into real environments, thereby enhancing interactivity, conceptual understanding, and student engagement. However, the implementation of AR in learning is inseparable from policy aspects that regulate infrastructure readiness, educator competency, curriculum, as well as ethical aspects and equitable access to technology. This study aims to analyze the policy of using Augmented Reality technology in learning by examining the opportunities and challenges faced in its implementation. The research method used is a qualitative approach with a literature review of various regulations, educational policies, and relevant previous research findings. The results indicate that the use of Augmented Reality (AR) technology in learning has significant potential to improve the quality of learning through the visualization of abstract concepts, increased engagement and motivation to learn, experiential learning, personalized materials, and strengthened student collaboration. AR can create a more interactive, contextual, and meaningful learning experience, thus supporting conceptual understanding and the development of 21st-century skills. However, AR implementation still faces various challenges, such as high costs, disparities in technology access, limited digital literacy, technology dependency, curriculum and content readiness, and potential health impacts. Therefore, AR utilization needs to be supported by appropriate policies, infrastructure, and pedagogical strategies for effective, equitable, and sustainable implementation within the education system.

Abstract

Type 2 Diabetes Mellitus is a chronic disease that requires long-term management and can reduce a patient's quality of life if not optimally managed. One effort that can be made to improve patient quality of life is through pharmacist counseling, which emphasizes medication education, increased therapy adherence, and the adoption of a healthy lifestyle. This study aims to determine the effect of pharmacist counseling on the quality of life of outpatients with Type 2 Diabetes Mellitus at Bhakti Kartini Hospital. This study used a quasi-experimental design with a pre-test and post-test approach. The study subjects were divided into two groups: an intervention group that received pharmacist counseling and a control group that did not receive counseling. Sampling was conducted using a purposive sampling method on 126 respondents, consisting of 63 patients in each intervention group and 63 patients in the control group. Data were obtained from medical records and routine patient visits and analyzed using SPSS version 29.0 using univariate analysis, the Shapiro-Wilk test, and the Mann-Whitney test. The results showed that outpatients with Type 2 Diabetes Mellitus at Bhakti Kartini Hospital were predominantly women aged 31–69, with a high school education, self-employment, duration of diabetes ≤ 5 years, and hypertension as the most common comorbidity. The analysis revealed a significant difference in quality of life between the control and intervention groups, indicating that pharmacist counseling plays a role in improving patients' quality of life. Furthermore, demographic factors did not significantly correlate with quality of life, suggesting that improvements in patient quality of life are more influenced by pharmacist counseling interventions and optimal therapy management.

Abstract

Diabetes Mellitus (DM) is a chronic disease that requires long-term management, particularly with regard to dietary regulation. Dietary adherence remains one of the major challenges among patients with DM, as it is influenced by multiple factors, including knowledge, motivation, and continuous support from health care professionals. Advances in digital technology have created new opportunities for delivering health education in a more flexible and sustainable manner. This study aimed to analyze the effectiveness of nursing care management supported by digital education on dietary adherence among patients with Diabetes Mellitus in Langsa City, Aceh Province. This study employed a quasi-experimental design using a pretest–posttest approach with a control group. A total of 60 patients with type 2 Diabetes Mellitus were recruited and assigned to either an intervention group or a control group. The intervention consisted of digital education delivered through WhatsApp and visual educational materials over a 14-day period. Dietary adherence was assessed using the Summary of Diabetes Self-Care Activities (SDSCA) questionnaire. The results demonstrated a statistically significant improvement in dietary adherence scores in the intervention group compared with the control group (p < 0.05). These findings indicate that digital education integrated into nursing care management is effective in improving dietary adherence among patients with Diabetes Mellitus. Therefore, digital education may serve as an alternative strategy in nursing practice to support the sustainable management of Diabetes Mellitus.

Abstract

This study aims to analyze the influence of social media and e-WOM (electronic word of mouth) on revisit intention at Lampu Satu Beach, Merauke. Using a quantitative approach, this study collected data through a survey of beach visitors and analyzed the influence of social media and e-WOM separately and together on revisit intention. The analysis results show that both social media and e-WOM have a positive and significant influence on revisit intention, with both mutually reinforcing each other. Social media, through engaging visual content and interactions with visitors, successfully introduced Lampu Satu Beach, Merauke to a wider audience. On the other hand, e-WOM, consisting of positive reviews and recommendations from previous visitors, increased trust and intention to return. This study also identified that visitors were more likely to repeat their visits after being exposed to positive reviews and engaging content on social media. Based on these findings, it is recommended that the management of Lampu Satu Beach, Merauke, utilize social media and e-WOM in a more integrated manner to increase visitor loyalty and attract new visitors. These strategies may include increasing engagement on social media, encouraging visitors to share their experiences, and maintaining the quality of services and facilities to ensure a satisfying experience for visitors.

Abstract

his study is motivated by the decline in the Investment Adequacy Ratio (RKI) in Indonesia’s life insurance industry during 2018–2020, particularly throughout the Covid-19 pandemic. RKI is a key liquidity indicator that reflects an insurer’s ability, including that of Islamic units, to meet short-term obligations; thus, its deterioration poses significant risk exposure. This research employs a case study method on the Islamic unit of PT ABC Life, focusing on tabarru’ fund management as the primary risk source. Data were collected through document analysis of financial statements, internal risk-management guidelines, and supporting interviews with relevant officers. Risk assessment was conducted using the Bow-Tie method to identify causal factors, escalation elements, and controls, aligned with the ISO 31000 framework. The findings reveal several contributors to the RKI decline, including investment-return volatility, reduced participant contributions, and increased claim burdens during the pandemic. The Bow-Tie analysis effectively maps cause-and-effect relationships and highlights the most relevant mitigation controls. These results offer practical insights for Islamic insurance providers in strengthening liquidity risk management and present an analytical framework applicable to similar conditions across the life insurance industry.

Abstract

The effectiveness of production machinery is one of the key factors determining the success of manufacturing processes, particularly in the pharmaceutical industry, which demands high accuracy and consistent product quality. PT XYZ utilizes the Romaco Killian KTP 720X as one of its main machines in the tablet compression process. However, during the period from January to September, the machine's production output did not meet the company’s target. This condition highlights the need for a systematic evaluation of the machine’s performance. This study was conducted using the Overall Equipment Effectiveness (OEE) method, a comprehensive indicator used to assess machine effectiveness based on three main components: availability, performance, and quality. Production data were collected through direct observation, company documentation, and interviews, covering loading time, downtime, operation time, actual output, number of defective products, and the machine’s ideal cycle time. The results show that the machine’s average availability was 68.00%, performance was 29.14%, and the quality rate reached 99.11%. These components generated an OEE value of 19.52%, which is significantly below the international standard of 85% established by the Japanese Institute of Plant Maintenance (JIPM). The low OEE value is primarily attributed to the performance component, which falls far below the required standard, indicating that the machine does not operate at its ideal speed. These findings underscore the need to improve process efficiency, optimize machine speed settings, and evaluate operational procedures to enhance machine performance and ensure the achievement of the company's production targets.

Abstract

This study analyzes the Budget Planning Performance Score of Institut Agama Kristen Negeri (IAKN) Tarutung as a benchmark for budget management. The analysis uses Monitoring & Evaluation (Monev) data from the Ministry of Finance up to November 2025 and supporting literature. The overall Planning Performance Score is 50.50/100, composed of Output Detail Achievement (CRO) 56.27%, Use of Output Cost Standards (SBK Usage) 83.33%, and SBK Efficiency 0.00%. Key issues identified are: (1) several Outputs (RO) not fully realized, reducing RVRO; (2) blocked budget items that prevent full RVRO reporting; (3) mismatches among budget realization, RVRO achievement, and SBK efficiency calculations possibly due to data inaccuracies in the Monev application. Recommendations include accelerating budget realization, resolving or removing budget blocks, coordinating data verification with the Directorate General, updating Monev/system data, and strengthening internal monitoring and evaluation to improve planning efficiency and budget performance.

Abstract

In the era of social commerce, individuals share their knowledge, experiences, and information about products and services with people in their neighborhoods or close friends. Based on social support theory, relationship quality, and social media concepts, this study proposes a model that aims to investigate more deeply the role of social factors influencing relationship quality—comprising commitment, trust, and satisfaction—as well as social commerce intention. Data were collected through online surveys and questionnaires distributed via the most popular social networking sites in Indonesia. The proposed model was empirically tested using the PLS-SEM method. The results indicate that social factors have a significant influence on relationship quality and social commerce intention. This study highlights changes in consumer behavior in the era of social commerce and contributes to the development of theory in the social commerce context. Practically, the findings suggest that technological changes in e-commerce present both new opportunities and challenges for practitioners to adapt and effectively leverage these developments.

Abstract

This research is motivated by the fact that the major floods and landslides that struck Aceh, North Sumatra, and West Sumatra at the end of 2025 caused multidimensional impacts, including loss of life, mass displacement, and damage to infrastructure and ecosystems. The complexity of post-disaster management demands cross-sector collaborative governance in accordance with the mandate of Law No. 24 of 2007. This study aims to analyze the urgency and design of multi-stakeholder collaboration from a Public Administration perspective, grounded in Collaborative Governance theory, Collaborative Governance Regimes, and the Pentahelix model. The research employs a qualitative-descriptive approach through literature review and policy analysis. Data are drawn from regulations, theoretical literature, reports from BNPB/BPBD, and national media publications. Analysis is conducted by mapping theoretical frameworks to field findings, identifying implementation gaps, and synthesizing policy recommendations. The results indicate that post-disaster management in Sumatra faces obstacles such as regional isolation, disruptions to electricity and telecommunications networks, limited capacity of BPBD, and ecological vulnerability in upstream areas. The application of trust-building principles, small wins, and CGR-based collaborative regimes can strengthen cross-provincial coordination. The Pentahelix model serves as a practical architecture to orchestrate the roles of government, communities, academia, the private sector, and the media in restoring basic services, rehabilitating infrastructure, and reducing recurrent risks. Collaborative governance that integrates the Ansell & Gash framework, the Emerson–Nabatchi CGR, and the Pentahelix model is key to effective post-disaster flood management in Sumatra. Policy recommendations include establishing cross-provincial Collaborative Command Posts, adopting operational small wins, integrating academic studies into technical decision-making, strengthening a unified disaster data system, and considering national disaster status in accordance with the indicators set out in Law No. 24 of 2007
