Abstract

Billboard management requires an accurate, integrated, and accessible information system to support evidence-based spatial planning policies. This study aims to analyze the effectiveness of the billboard management system implemented by Yousee Company and its contribution to the quality of spatial planning policies in Karanganyar Regency. The study employed a descriptive qualitative approach. Data were collected through in-depth interviews, observation, and documentation. The informants included Yousee Company management, the Investment and One-Stop Integrated Services Office, the Public Works and Spatial Planning Office, and the Regional Finance Agency of Karanganyar Regency. Data were analyzed using the interactive model of Miles, Huberman, and SaldaƱa, consisting of data collection, data condensation, data display, and conclusion drawing. The findings show that the billboard management system meets six indicators of information system effectiveness, namely accuracy, relevance, timeliness, efficiency, accessibility, and integrity. Accuracy is supported by GPS technology and geospatial mapping, while relevance is reflected in the alignment of data with licensing and spatial planning requirements. Timeliness is strengthened through automated notifications, whereas efficiency is demonstrated by reduced operational time and costs. Accessibility facilitates data exchange across government agencies, while integrity is maintained through audit trails and layered verification. Overall, the system contributes to improving spatial planning policies by providing valid, transparent, coordinated, and accountable data for decision-making and regulatory implementation.

Abstract

Digital personnel administration has become an important instrument for improving efficiency, accuracy, and service quality within public organizations. However, its implementation is often influenced by technological readiness, employee competence, organizational support, and the ability of users to adapt to digital systems. This study aims to analyze the management of the e-office personnel system at the Rawamangun Urban Village Office, Pulogadung District, East Jakarta Administrative City, including the obstacles encountered and the efforts undertaken to address them. The study employed a descriptive qualitative approach. Seven informants were selected purposively based on their roles, experience, and involvement in operating the e-office personnel system. Data were collected through interviews, observation, and documentation, then analyzed through data reduction, data display, conclusion drawing, and verification. The findings show that e-office management supports personnel administration by simplifying document processing, improving data accessibility, and increasing administrative efficiency. Its implementation is influenced by information technology infrastructure, employee competence, system security, internal organizational support, and workplace culture. The main obstacles include limited technological adaptability among some employees, particularly senior staff, and unstable internet connectivity. To address these problems, the office provides employee training, technical assistance, periodic system evaluation, and knowledge transfer between technologically proficient employees and colleagues requiring support. These efforts are essential for strengthening digital competence and ensuring the sustainable implementation of the e-office personnel system.

Abstract

Indigenous community-based ecotourism requires governance that can balance economic benefits, cultural preservation, environmental conservation, and the authority of local institutions. This study aims to analyze collaborative governance in indigenous community-based ecotourism to support sustainable tourism in Kasepuhan Karang, Lebak Regency. The study uses a qualitative approach with a descriptive-analytical design. Data were collected through in-depth interviews, field observation, document review, and limited discussions involving customary leaders, village government, local government agencies, local communities, academics, and supporting tourism actors. The data were analyzed using an interactive model consisting of data reduction, data display, conclusion drawing, and thematic analysis. The findings show that Kasepuhan Karang has strong ecotourism capital through local wisdom, customary forest management, cultural rituals, traditional knowledge, and community participation. However, its development still faces several constraints, including weak coordination among actors, limited human resource capacity, insufficient integration between formal policies and customary rules, and potential risks of environmental pressure and cultural commercialization. Collaborative governance is therefore essential to strengthen the roles of customary institutions, government, SABAKI, tourism awareness groups, academics, and local communities in planning, implementation, monitoring, and benefit sharing. This study recommends an indigenous community-based ecotourism governance model that emphasizes institutional collaboration, ethnoecological protection, local capacity building, destination carrying capacity control, and tourism product innovation aligned with customary values and sustainability principles.

Abstract

Public hospitals in industrial cities face simultaneous demands for service quality, patient safety, digital integration, financial sustainability, and preparedness for industrial emergencies. This study formulates policy priorities for the transformation of Cilegon City Regional General Hospital for 2025-2029 by translating its strategic plan into implementable policy packages. A qualitative policy analysis was conducted through document review, directed content analysis, and a priority matrix covering urgency, expected impact, implementation feasibility, and strategic alignment. The 2024 baseline shows that 74 percent of minimum service-standard indicators were achieved, 22 percent were not achieved, and 4 percent lacked data. Bed occupancy was 53.67 percent, below the ideal range, while gaps remained in specialist staffing, critical-care capacity, medical equipment, information systems, and BLUD governance. Five integrated priorities are proposed: a quality and patient-safety command system; interoperable digital data and patient-flow management; strategic workforce and teaching-hospital development; referral-capacity and industrial-resilience strengthening; and performance-based BLUD financing and collaboration. The recommendations are staged into stabilization, acceleration, and outcome consolidation so that the hospital can convert its strategic vision into measurable service improvements and accountable public value.
