Abstract

The Social Rehabilitation Program for Uninhabitable Houses (RS-RTLH) is a policy of the Cilegon Government at improving the welfare of low-income communities through housing rehabilitation, particularly in Cibeber District, where many houses are still uninhabitable. This study aims to evaluate the implementation of the program using Daniel Stufflebeam’s CIPP model (Context, Input, Process, Product). The research employed a qualitative method with a descriptive design, collecting data through interviews, observations, and documentation. The research informants consisted of the Head of the Social Protection and Security Division, the Head of the Community Empowerment for Social Welfare Section, the Social Counselor (Cilegon City Social Service), the Operational Service Officer (Cilegon City Housing and Settlement Agency), the Housing Survey Officer (Cilegon City Housing and Settlement Agency), and the Head of Neighborhood Association (RW 02) of Link Kerotek, Kalitimbang Subdistrict, Cibeber District. The results show that the 2023 program did not run well. Many people still need proper housing. The budget was too small, so many proposals were not accepted, and the help given was not enough to fix the houses completely. During the process, the coordination between the related offices was not good, and there were also problems with bureaucracy and the e-grant system. The program was helpful for some people, but it did not really improve the overall housing condition. Overall, the RS-RTLH program has given some support to the community, but it still needs better budget management, clear information, and good cooperation between offices to work more effectively and reach more people.

Abstract

The problem of alcohol abuse, which has serious health and social impacts, has become a crucial issue in Serang City. This study aims to analyze the implementation of the policy prohibiting the distribution of alcoholic beverages in Serang City based on Regional Regulation Number 2 of 2010 concerning the Prevention, Eradication, and Management of Community Diseases. This research is motivated by the still widespread practice of selling alcoholic beverages underground, especially in herbal medicine stalls. This study uses a qualitative method with a descriptive approach, as well as the public policy implementation theory from Van Meter and Van Horn, which emphasizes Data obtained through observation, structured interviews, and documentation, then analyzed using the Miles and Huberman interactive model that includes data reduction, data presentation, and drawing conclusions. The results of the study indicate that the implementation of the policy prohibiting the distribution of alcoholic beverages in Serang City is not optimal. Despite having a strong legal basis and government commitment, its implementation is still hampered by weak coordination, limited resources, and a lack of socialization. The Public Order Agency (Satpol PP) is the main implementer, but has not received synergistic support from other agencies. In addition, socio-cultural and religious factors also influence public perception, resulting in a gap between policy objectives and field reality. Researchers recommend increased inter-agency coordination, public education, and a more adaptive policy approach to social diversity.

Abstract

The development of information technology encourages local governments to accelerate the implementation of digital governance to realize the principles of Good governance such as transparency, accountability, effectiveness, and efficiency of public services. This study aims to analyze the implementation of digital governance in Bali Province through a study of three agencies: the Central Statistics Agency (BPS) of Bali Province, the Communication and Information Agency (Diskominfos) of Bali Province, and the Denpasar Class I Immigration (TPI). The research method used is qualitative with data collection techniques through question and answer discussions during comparative studies with relevant agency officials, direct observation, and document searches (digital service websites, public dashboards, SPBE). The results show that all three agencies have implemented digitalization in aspects of planning, service, and data integration. BPS utilizes statistical digitalization to support data-based decision-making, Diskominfos acts as an integrator through the Electronic-Based Government System (SPBE), while Immigration applies service digitalization to improve the quality of public services (online queuing system, M-Passport, autogate). Digital governance in Bali has contributed to the implementation of good governance, particularly in terms of data transparency, service effectiveness, and efficiency of bureaucratic processes.  However, challenges remain regarding the interoperability of sectoral data between agencies. This research confirms that the success of digital governance depends not only on technology but also on cross-agency collaboration and institutional commitment to implementing Good governance principles.

Abstract

The Electronic-Based Government System (SPBE) serves as a foundational pillar for driving digital transformation in public administration by integrating information and communication technology (ICT) to ensure governance that is efficient, transparent, participatory, and accountable. The implementation of SPBE requires not only the institutional readiness of government bodies but also strategic collaboration with the private sector, technology communities, and the public as end-users of digital services. This study aims to analyze the strategies for implementing SPBE in Nganjuk Regency using a mixed-methods approach. This approach combines qualitative descriptive analysis to identify internal and external factors influencing implementation, along with a weighted and scored SWOT analysis to formulate more measurable strategic recommendations. Data were collected through field observations, in-depth interviews with key stakeholders, documentation review of regulations and performance reports, and questionnaires to capture the perceptions of both civil servants and the community. The findings indicate that Nganjuk Regency possesses substantial strengths and opportunities to accelerate digital transformation, although challenges remain, particularly related to disparities in human resource competencies and the need for stronger service integration across sectors. Based on the SWOT analysis, the study proposes four primary SO strategies: (1) promoting the Regent’s commitment through the “Digital Ambassador” program to enhance digital literacy and adoption among younger generations; (2) strengthening the Regent’s role as a digital influencer in promoting electronic public services; (3) improving and expanding digital services with policy support and technical assistance from the central government; and (4) enhancing the competencies of civil servants through collaboration with academic institutions, technology communities, and other strategic partners. Collectively, these strategies are expected to accelerate SPBE implementation and improve the quality of public services in Nganjuk Regency on a sustainable basis.

Abstract

This study aims to examine the relationship between environmental awareness and the participation of Tidar University students in supporting campus environmental conservation. The research employed a quantitative approach with an associative design and involved proportionally selected respondents from five faculties. The results indicate that students’ level of environmental awareness positively influences their participation in environmental conservation activities such as waste management and campus greening. Most respondents demonstrate an understanding of the limitations of natural resources and the importance of maintaining ecological balance, as well as a strong commitment through real actions toward environmental preservation. These findings highlight the importance of fostering ecological awareness as a foundation for enhancing student involvement in achieving a green and sustainable campus

Abstract

The DataGo portal is a digital-based public information service developed by the Magelang City Government to improve transparency, accountability, and ease of data access for the public. This study aims to describe the benefits of the information system perceived by users and analyze their perceptions of ease of access, information quality, data search efficiency, and service usability on the DataGo portal. The research method uses a descriptive quantitative approach with a five-point Likert-scale questionnaire instrument distributed to 100 active respondents from September to October 2025, and the data is processed using descriptive statistical analysis assisted by SPSS. The results show that the majority of respondents gave a positive assessment of the benefits of the DataGo portal information system, especially in aspects of ease of access, accuracy and relevance of information, and data search efficiency which are considered capable of increasing productivity and supporting the needs of data-based decision-making. These findings indicate that the DataGo portal has functioned effectively as a means of providing public information, although it is necessary to improve the quality of the interface, regular data updates, and the development of interactive features to maximize the user experience.

Abstract

This study aims to analyze the influence of organizational behavior factors, including leadership, motivation, and organizational climate, on the level of organizational commitment among Student Activity Unit (UKM) functionaries at Tidar University. A descriptive quantitative design was employed to provide an objective overview of students’ attachment to their organizations. The study involved a population of 855 functionaries from 19 active units, and 57 respondents were selected using proportionate stratified random sampling. Data were collected through a Likert-scale questionnaire and analyzed descriptively by calculating the mean, frequency distribution, and percentage across the three dimensions of organizational commitment proposed by Meyer and Allen: affective, continuance, and normative commitment. The findings show that the overall commitment level falls within the moderate-to-high category, with affective and normative commitment emerging as the most dominant dimensions. This indicates that emotional attachment, a sense of belonging, and moral responsibility serve as the main drivers encouraging students to remain active in their organizations. Rational considerations, such as long-term benefits, still play a role but remain less influential. These results reaffirm the relevance of the Three-Component Model of Organizational Commitment in the context of non-profit higher education organizations. Moreover, the study emphasizes the importance of participatory leadership, transparent communication, and a collaborative organizational culture as strategic foundations for strengthening loyalty, enhancing member motivation, and ensuring the sustainability of student organizations at Tidar University.

Abstract

This study aims to analyze the influence of ease of use and trust on the level of user satisfaction in utilizing the New Sakpole application of the Central Java Regional Police as a digital service for Motor Vehicle Tax (PKB) payment and annual STNK validation. The research employs a quantitative approach using a survey technique, in which data were collected through questionnaires distributed to active users of the application. Respondents were selected using purposive sampling with the criterion of having used the application at least once within the past year. The data were analyzed using multiple linear regression with the assistance of SmartPLS software. The results indicate that the ease of use variable has a positive and significant effect on user satisfaction. Similarly, the trust variable also shows a positive and significant influence on user satisfaction with the application. Simultaneously, both variables contribute strongly to determining the level of public satisfaction with the New Sakpole service. These findings emphasize that improving the quality of digital services particularly regarding ease of use and trust in process and data security should be a primary focus in the development of technology-based public service systems to enhance effectiveness, efficiency, and public loyalty toward government services.

Abstract

This paper examines the case of the rejection of the right to establish a house of worship that triggered action and a petition signed by local officials. There are factors that hinder the right to establish a house of worship and the community's strategy in forming the Cilegon Local Wisdom Rescue Committee. This research study focuses on the city of Cilegon. Qualitative descriptive method used with a case study approach. Factors that hinder the right to establish a house of worship for non-Muslims in the city of Cilegon are historical factors, an agreement prohibiting the establishment of a house of worship except for Islamic, regulations, gratification of non-Muslim groups to some members of the community and the government's lack of responsiveness. The Cilegon Local Wisdom Rescue Committee was formed through a political communication strategy that includes figures and institutional strengthening, togetherness and consensus. The resolution of the conflict can be done through dialogue, mediation, pluralism education, regulations, ethical development, budget availability, involvement of community groups to participate as implementers in the implementation of religious moderation, optimization of the government's role in facilitating community needs with the principles of professionalism, accountability and responsiveness in accordance with the main tasks and functions with applicable procedures.

Abstract

This study examines the organizational culture of HIMANISRA, the Public Administration student association at Universitas Tidar, using a quantitative descriptive method to provide an empirical overview of members’ perceptions. All 57 active members participated through census sampling, ensuring that the findings represent the entire organizational population. The measurement instrument adapted from Hofstede et al. (1993) demonstrated reliable consistency, confirmed by a Cronbach’s Alpha value of 0.762, indicating that the items were appropriate for assessing cultural dimensions within the association The results show that HIMANISRA possesses a generally strong organizational culture reflected in members’ commitment, cooperation, willingness to communicate openly, and clarity in understanding roles and responsibilities. Collective decision-making is widely practiced, and interpersonal relations are characterized by trust, friendliness, and supportive interactions. Members also show initiative and active participation in organizational activities, contributing to a conducive environment for collaboration. Additionally, inter-division cooperation appears to function effectively, supporting organizational stability and operational smoothness. However, some aspects still require attention. The uniformity of rules across divisions is not fully consistent, and leadership attention is perceived as uneven among members. Furthermore, not all members feel involved in innovation processes, suggesting the need to strengthen inclusive participation. These findings highlight that although core cultural values are well internalized, their practical implementation needs improvement. Strengthening communication mechanisms, ensuring equitable leadership engagement, and expanding participatory practices are essential steps for developing a more adaptive and sustainable organizational culture within HIMANISRA
