Abstract

The Free Nutritious Meal (MBG) program is a strategic government policy intended to improve students’ nutritional status, prevent stunting, and strengthen Indonesia’s human capital. This study examines the MBG budget policy from a public finance perspective by analysing policy formulation, fiscal governance, accountability, and political economy dynamics affecting its implementation. The study employs a qualitative approach through a literature review of scholarly articles, policy documents, government reports, and relevant publications on nutrition-program financing. The data were analysed thematically through information categorisation, interpretation, and conclusion drawing. The findings indicate that MBG can expand children’s access to nutritious food, support health and education outcomes, and generate long-term benefits for human development. Nevertheless, the programme faces several challenges, including substantial budgetary requirements, risks of mistargeting, limited oversight capacity, and possible political interests influencing priority setting and resource distribution. Its sustainability also depends on synchronised central and local planning, reliable beneficiary databases, and the engagement of businesses and communities. The study concludes that successful MBG implementation requires a realistic, transparent, efficient, and accountable financing design, supported by data-driven oversight and periodic evaluation. These measures are essential to maintain fiscal sustainability, improve programme effectiveness, and ensure that public resources produce equitable nutritional benefits for schoolchildren.

Abstract

This research aims to evaluate the impact of the 2020 Accreditation Instrument policy on the improvement of education quality in primary and secondary education units in Banten Province using the context, input, process, and product (CIPP) evaluation framework. The approach used is descriptive qualitative strengthened by quantitative data. Data collection was conducted thru in-depth interviews, questionnaires, observations, and documentation studies involving school principals, teachers, and educational stakeholders. Data analysis was conducted interactively thru reduction, presentation, and conclusion drawing, and was reinforced with thematic analysis assisted by NVivo software. The research results indicate that in the context dimension, this policy is relevant to the need for a more objective and performance-based accreditation system reform, although the understanding among implementers is not yet uniform. In the input dimension, the availability of resources is relatively adequate, but there are still disparities in human resource competence, infrastructure, and access to training and mentoring. In the process dimension, policy implementation has increased transparency, efficiency, and objectivity thru digital systems, although it still faces challenges in technology literacy and variations in indicator interpretation. In the product dimension, this policy has a positive impact on improving the quality of learning, strengthening school governance, and fostering a culture of quality, but its impact is not yet evenly distributed across regions. Overall, the 2020 Accreditation Instrument is a strategic policy in improving the quality of education, but it requires continuous strengthening thru capacity building, equitable access, and optimization of policy implementation to make its impact more effective and sustainable.

Abstract

This study aims to empirically analyze the influence of Perceived Usefulness and Perceived Ease of Use on the Behavioral Intention to use the online Study Plan System (SIPADU) among FISIPOL students, class of 2025, at Universitas Tidar. This research is driven by the importance of evaluating academic information systems to ensure they support student productivity effectively. The analytical model is based on the Technology Acceptance Model (TAM), utilizing a quantitative approach with an associative survey method. The population consisted of 750 students, from which a sample size of 89 was initially determined using the Slovin formula with a 10% margin of error. To enhance validity, the target was rounded to 90, ultimately gathering data from 117 respondents through online questionnaires using simple random sampling. Data were collected via Google Forms using a 5-point Likert scale and processed using SPSS. Instrument quality was ensured through validity (Product Moment) and reliability (Cronbach Alpha) tests. Data analysis techniques included multiple linear regression, t-tests for partial effects, F-tests for simultaneous effects, and the coefficient of determination (R²). The results demonstrate that Perceived Ease of Use significantly and positively impacts Perceived Usefulness. Furthermore, both Perceived Usefulness and Perceived Ease of Use exert a positive and significant influence on Behavioral Intention, both partially and simultaneously. Perceived Usefulness emerged as the most dominant factor influencing students' intention to use the system. These findings suggest that to increase student engagement with SIPADU, the university should focus on enhancing system efficiency and user-friendly interfaces to provide clear functional benefits for its users.

Abstract

This study aims to analyze the influence of Perceived Ease of Use, Perceived Usefulness, and Behavioral Intention to Use on the Actual System Use of the DANA e-wallet application in digital transactions using the Technology Acceptance Model (TAM) framework. A quantitative associative approach was employed, with data collected through structured questionnaires distributed to active DANA users selected via purposive sampling, predominantly from the Gen Z demographic. Data were analyzed using multiple linear regression, classical assumption tests, and hypothesis testing. The findings reveal that Perceived Ease of Use and Perceived Usefulness do not significantly influence Actual System Use partially, while Behavioral Intention to Use demonstrates a dominant and significant effect. Simultaneously, all three variables significantly explain the majority of the variance in actual usage. These results suggest that among Gen Z users, trust and behavioral intention outweigh functional attributes such as ease of use and perceived usefulness in driving actual adoption of digital wallets. The study contributes theoretically to TAM-based digital payment research and practically recommends that DANA prioritize building user trust through enhanced security, data transparency, and digital literacy programs to sustain long-term adoption.

Abstract

The current progress of digital transformation requires Micro, Small, and Medium Enterprises (MSMEs) to quickly adapt to these developments in order to remain competitive, particularly in the city of Manado, where the economy is dominated by the service sector. This study aims to conduct an in-depth analysis of community empowerment program development through the strengthening of MSME digitalization as a strategic step to bolster the local economy. Using descriptive qualitative methods and data from the 2025 Manado City Labor Statistics, this study explores the actual conditions where the service sector absorbs up to 68.89% of the workforce. The research findings indicate that empowerment programs begin by identifying key issues, such as low digital literacy, limited access to technology, and the challenges entrepreneurs face in adapting to digital market algorithms. During the implementation phase, non-formal technical training programs have successfully reached SME operators, particularly the “Self-Employed” group, which accounts for 22.65% of the workforce. Initiatives such as the Digital Entrepreneurship Academy offer training in digital marketing, e-commerce operational management, and the implementation of financial payment systems like QRIS. The evaluation indicates a positive impact on expanding market access and improving business efficiency, in line with the decline in the open unemployment rate in Manado to 8.51% by 2025. It is recommended that the local government expand the scope of training to other supporting sectors and digitally integrate MSME data so that assistance can be provided more evenly.

Abstract

This study aims to analyze the implementation of collaborative governance in supporting sustainable tourism in the Bunaken National Park area, Manado City. Tourism development in this region has significant economic potential, yet its management still faces challenges related to coordination among stakeholders. Theoretically, the success of collaboration is influenced by starting conditions, trust building, power balance, and commitment to process (Ansell & Gash, 2008). This research employs a qualitative method with a case study approach. Data were collected through in-depth interviews, field observations, and documentation involving government agencies, local communities, and tourism business actors. The findings reveal that the implementation of collaborative governance has not been optimal. Weak initial conditions, low levels of trust, imbalanced power relations, and inconsistent commitment among stakeholders have hindered effective collaboration. These challenges result in poor coordination, limited participation, and underdeveloped institutional capacity in tourism management. In addition, issues related to accessibility, facilities, and institutional arrangements further affect the sustainability of the destination. Therefore, strengthening collaborative governance is essential through improving coordination mechanisms, enhancing transparency, ensuring balanced stakeholder participation, and reinforcing long-term commitment. This study contributes to the understanding of governance practices in sustainable tourism and offers practical recommendations for improving stakeholder collaboration in managing conservation-based tourism areas.

Abstract

This research seeks to assess how urban waste management regulations are being executed in Manado City. Due to the swift rise in population, urban development, and growing economic activities, waste management has emerged as a critical concern in city governance, leading to increased waste production. A descriptive qualitative methodology is utilized in this study, drawing on secondary data sourced from government publications, statistical data, policy papers, and pertinent academic research. The evaluation uses George C. Edward III’s framework for policy implementation, emphasizing aspects such as communication, available resources, readiness, and organizational setup. Results show that the execution of waste management strategies in Manado City has not yet reached optimal levels. The city produces roughly 300 to 330 tons of waste daily, which puts considerable strain on the waste management system, particularly affecting the Sumompo landfill. Several key challenges have been noted, including insufficient infrastructure, a lack of skilled human resources, poor coordination among agencies, minimal community involvement, and low application of waste processing technologies. Additionally, this study highlights that issues related to waste management extend beyond technical challenges, also encompassing institutional capabilities and community attitudes. Consequently, enhancing communication efforts, improving resource oversight, bolstering inter-agency collaboration, increasing public involvement, and advocating for sustainable waste management approaches are vital for boosting the effectiveness of urban waste management strategies in Manado City.

Abstract

The Family Hope Program (PKH) is a conditional social assistance policy designed to improve the welfare of poor and vulnerable households through enhanced access to education, health, and social welfare services. This study evaluates the implementation of PKH in Malalayang Satu Village, Manado City, by identifying its achievements, implementation constraints, and opportunities for improvement. The study employed a descriptive qualitative approach through a literature review of scholarly articles, books, policy documents, and other relevant secondary sources. The analysis applied a public policy evaluation perspective, focusing on effectiveness, efficiency, responsiveness, and equity. The findings indicate that PKH has contributed to meeting the basic needs of beneficiary families, particularly by supporting children’s education, access to health services, and household purchasing power. The program also provides an important social protection mechanism for families facing economic vulnerability. Nevertheless, several implementation challenges remain, including inaccuracies in beneficiary targeting, limited capacity of programme implementers, uneven transparency in aid distribution, and the tendency of some beneficiaries to use assistance primarily for short-term consumption. These conditions may limit the programme’s capacity to promote long-term economic independence. The study concludes that PKH implementation needs to be supported by more accurate and integrated beneficiary data, strengthened social assistance and monitoring, transparent complaint-handling mechanisms, and empowerment programmes linked to skills development and income-generating activities. Such measures are essential to improve programme accountability, equity, and sustainability in Malalayang Satu Village.

Abstract

Psychological factors play an important role in shaping employee behavior, work attitudes, and performance within public organizations. In the context of public service delivery, the effectiveness of organizational performance is influenced not only by structural and administrative aspects but also by employees’ psychological conditions. This study aims to analyze the implementation of psychological factors among Civil Servants (ASN) at the Environmental Service of Manado City using Stephen P. Robbins’ organizational behavior framework. The study employed a qualitative descriptive approach. Data were collected through in-depth interviews, observation, and documentation involving civil servants and organizational stakeholders. The analysis focused on four psychological dimensions, namely motivation, perception, work attitude, and job satisfaction. The findings indicate that the implementation of psychological factors has not been fully optimal. Employee motivation remains largely influenced by external factors, including rewards, recognition, and workplace conditions. Perceptions regarding workload distribution and leadership practices also affect work attitudes and commitment to organizational goals. In addition, communication among employees has not been entirely effective, while task distribution remains uneven across work units, leading to differences in job satisfaction levels. These conditions have implications for employee productivity and the quality of public service delivery. The study concludes that strengthening organizational communication, improving leadership practices, ensuring equitable workload distribution, and developing more effective motivation systems are essential to enhance employee satisfaction and organizational performance. Such efforts are expected to support the achievement of more responsive, efficient, and accountable public services.

Abstract

This study aims to examine and understand the quality of book lending services in the academic library based on students’ experiences and perceptions as service users. The quality of library services is a crucial factor that influences student satisfaction and engagement with academic resources. This research uses a descriptive quantitative approach with the SERVQUAL method, which evaluates service quality across five dimensions: tangibles, reliability, responsiveness, assurance, and empathy. Data were collected through questionnaires distributed to 95 students selected using random sampling, then analyzed using validity tests, reliability tests, and descriptive statistics to identify response patterns. The results show that, in general, the book lending service is categorized as good. This is indicated by the dominance of “agree” and “strongly agree” responses given by respondents across most indicators. In addition, the research instrument has been proven to be valid and reliable, meaning the data obtained are consistent and reflect the actual service conditions. This condition occurs because several aspects of the service, such as the ease of the borrowing process and the attitude of the staff, have met students’ expectations. However, some aspects remain suboptimal, particularly book availability, the borrowing system, and operational hours, resulting in uneven levels of satisfaction among students. Practically, this study implies that library managers should prioritize continuous and targeted improvement in the underperforming service dimensions to ensure that service quality becomes more evenly distributed and better meets the diverse needs of all students
