Abstract

The Free Nutritious Meal Program is a strategic government initiative aimed at improving the nutritional quality of students at the elementary, junior high, and senior high school levels while supporting the development of healthy and competitive human resources. This study aims to examine the implementation of the program in schools in Lombok, assess the suitability of menus with recommended nutritional standards, identify challenges at the school level, and formulate recommendations to enhance program quality and sustainability. A qualitative field study approach was employed using direct observation, in-depth interviews, and focus group discussions involving school representatives and meal program kitchen managers. The findings indicate that the program has generally followed balanced nutrition principles with support from nutrition experts; however, limitations remain in menu diversity, consistency of portion sizes across schools, and the utilization of local food resources, particularly fish-based protein sources. In addition, limited human resource capacity among kitchen managers affects menu innovation and food processing practices. These results suggest that strengthening the program requires improved kitchen management, greater integration of local food resources, and continuous capacity-building initiatives. The program has strong potential to serve as an effective instrument for enhancing students’ health and learning quality when supported by standardized and sustainable management systems.

Abstract

The punk phenomenon in Indonesia has developed since the 1990s and has become part of the dynamics of urban public space subcultures. In its development, punk children are often confronted with negative stigma as part of street children and social welfare problems, which requires policy responses that are not merely repressive but also rehabilitative. This study aims to analyze the strategy of the Social Service (Dinas Sosial) in handling punk children. The research employs a descriptive qualitative approach. Data were collected through  observation, in-depth interviews, and documentation studies. Data analysis was conducted using the Miles and Huberman model, with data validity ensured through triangulation and member checking. The analytical framework refers to Mulgan’s public sector strategy theory, which includes the dimensions of purpose, environment, direction, action, and learning. The findings indicate that the Social Service has established formal objectives and implemented outreach and social rehabilitation programs, supported by coordination with relevant agencies. However, the strategy has not been optimally implemented due to limited continuity of post-intervention assistance, underutilization of shelter facilities, and weak evaluation and policy learning mechanisms in responding to the high mobility characteristics of punk children. This study recommends strengthening cross-sector collaboration, enhancing continuous assistance, optimizing social rehabilitation facilities, and reinforcing monitoring and policy learning to improve the effectiveness and sustainability of punk children handling.

Abstract

Press independence is a fundamental principle in the practice of democratic journalism, particularly in political reporting, which is full of interests and power relations. However, in practice, press independence not only faces political pressure but is also influenced by the economic structure of the media and the dynamics of journalistic ethics. This article aims to reinterpret the concept of press independence within the framework of media ethics through a literature review of political reporting practices, focusing on Tempo as a representation of critical journalism in Indonesia. This study uses a qualitative approach with a literature study method, analyzing various academic sources, press regulations, and previous studies relevant to press independence, media ethics, and political reporting. The study results show that press independence cannot be understood as an absolute condition free from influence, but rather as an ethical practice that is dynamic and contextual. Tempo showing a form of ethical independence through the courage to take a critical stance based on facts and public interest, even under the pressure of economic and political media structures. Thus, press independence in political reporting is more accurately understood as the result of ongoing negotiation between the normative principles of journalism, media ethics, and the structural realities of the press industry. This study is expected to enrich academic discourse on media ethics and press independence in Indonesia.

Abstract

Accelerating digital transformation has fundamentally reshaped employee competency requirements and work-related behaviors, compelling organizations to develop workforces that are both digitally proficient and highly adaptive. This study aims to systematically synthesize empirical evidence regarding the influence of digital competence and employee agility on employee performance across diverse organizational contexts. A systematic literature review was conducted following the PRISMA guidelines. Relevant peer-reviewed articles published between 2021 and 2025 were identified through comprehensive searches of Scopus- and Sinta-indexed databases. A rigorous multi-stage screening and eligibility process resulted in the selection of ten high-quality studies, which were subsequently analyzed using thematic analysis techniques. The findings indicate that digital competence generally exerts a positive influence on employee performance, operating through both direct effects and indirect mechanisms such as enhanced work efficiency, innovation, and technology utilization. However, the strength and consistency of these effects vary across organizational settings and sectors. In contrast, employee agility emerges as a more consistent and robust predictor of employee performance, functioning as a critical adaptive capability that bridges digital competencies with effective work outcomes in dynamic environments. Despite these insights, the reviewed literature reveals several limitations, including fragmented theoretical frameworks, inconsistent empirical findings, a predominance of cross-sectional research designs, and limited contextual diversity. This review contributes an integrated understanding of the complementary roles of digital competence and employee agility in shaping employee performance. Furthermore, it highlights the need for conceptual model development and methodological diversification in future research. The synthesis offers evidence-based guidance for organizations navigating human resource management challenges in the digital era by emphasizing the balanced development of digital capabilities and adaptive capacities to achieve sustainable performance improvement.

Abstract

This research evaluates the instructional system design of a ninth-grade short story analysis unit through a constructive alignment and cognitive depth audit. The study addresses a common issue in literary education, namely the gap between engaging learning activities and the expected depth of students’ analytical thinking. A descriptive qualitative research design was employed using document analysis techniques applied to lesson plans, learning activities, and assessment instruments. The evaluation was conducted using a constructive alignment matrix to examine the coherence between learning objectives, instructional activities, and assessment methods, as well as a Depth of Knowledge (DoK) checklist to assess the level of cognitive demand embedded in the unit design. The findings reveal that the instructional unit demonstrates a high degree of alignment between learning objectives and assessment components, with fifty percent of the total assessment weight allocated to students’ analytical abilities in identifying and interpreting intrinsic and extrinsic elements of short stories. However, the analysis also uncovers a cognitive gap between learning activities and assessment expectations. Learning activities are predominantly centered on educational games and recognition-based tasks, while the assessment instruments require higher-order thinking skills such as interpretation, synthesis, and critical evaluation. The integration of digital technology in learning activities is found to be effective in increasing student engagement and motivation. Nevertheless, the absence of explicit scaffolding strategies limits students’ ability to transition from surface-level recognition tasks to deeper literary analysis. Therefore, this study highlights the need for structured instructional scaffolding to ensure cognitive continuity and to support the development of higher-order analytical skills in literature learning.

Abstract

This study aims to examine the implementation of the Computer-Based National Assessment (Asesmen Nasional Berbasis Komputer/ANBK) as an effort to strengthen students’ literacy and numeracy competencies at SMP Negeri Satu Atap 1 Maliku, Central Kalimantan, with particular attention to student readiness and the utilization of Information and Communication Technology (ICT). This research employed a qualitative descriptive approach involving school operators, teachers, and students who participated in the ANBK. Data were collected through classroom observations, in-depth interviews, and analysis of students’ numeracy literacy test results. The findings indicate that the majority of students’ numeracy literacy skills fall within the medium and low categories. Students experience significant difficulties in understanding contextual word problems, selecting appropriate problem-solving strategies, and applying mathematical concepts in real-life situations. These challenges are further compounded by limited ICT infrastructure, insufficient access to digital devices, unstable internet connectivity, and students’ varying levels of technical competence and psychological readiness when facing computer-based assessments. The school has utilized the Education Report Dashboard as a reference for evaluating learning outcomes and planning follow-up actions. However, the integration of ANBK data into systematic school programs remains limited and has not yet optimally informed instructional improvement. Therefore, this study highlights the need for strengthening ICT facilities, enhancing teachers’ and students’ digital literacy, and conducting regular ANBK simulations to improve readiness and maximize the role of ANBK as a tool for improving literacy and numeracy learning quality in schools, particularly in disadvantaged and remote areas.

Abstract

This study aims to examine the effect of digital marketing and conventional marketing on increasing the distribution sales of Unilever products in stores, agents, and stalls in Bekasi City. The research employed a descriptive quantitative approach using a survey method. The population consisted of partner retailers of PT Rukun Mitra Sejati Bekasi 1 within the company’s distribution area, with a total sample of 30 business units selected through purposive sampling. Data were analyzed using multiple linear regression, coefficient of determination, partial significance testing (t-test), and simultaneous significance testing (F-test). The results indicate that digital marketing has a strong and significant effect on distribution sales, as reflected by a t-value of 6.673 with a significance level of 0.000. Conventional marketing also shows a strong and significant influence on distribution sales, with a t-value of 6.420 and a significance level of 0.000. Simultaneously, both digital and conventional marketing variables demonstrate a very strong and significant impact on distribution sales, evidenced by an F-value of 24.071 with a significance level of 0.000. These findings highlight the strategic importance of integrating digital and traditional marketing approaches to improve distribution performance, particularly in small-scale retail sectors. This study provides practical insights for distributors and business practitioners in developing more effective and technology-adaptive marketing strategies to enhance sales performance.

Abstract

This study examines ethics as a fundamental guideline in life and the journalism profession, particularly in response to the dynamics of digital media. Ethics is understood as a commitment to doing the right thing, even when the temptation to act unethically is stronger. Ethics is closely related to morality, is contextual in nature, often exists in gray areas, and evolves alongside technological and social change. In journalistic practice, the Journalistic Code of Ethics serves as a primary reference for maintaining independence, professionalism, accuracy, source protection, and integrity. However, online media face serious challenges, including clickbait practices, inadequate fact-checking, the spread of disinformation, and pressures from algorithms and traffic-based business models. These conditions risk shifting ethical values in favor of speed and content popularity. Moreover, existing regulations have not fully addressed the complexities of digital journalism. This research adopts a descriptive qualitative approach through literature review and conceptual analysis of digital journalistic practices. The findings indicate that the Journalistic Code of Ethics needs to be updated and strengthened to remain relevant within the digital media ecosystem. Such adaptation is essential to ensure journalism continues to fulfill its social responsibility, maintain public trust, and uphold truth amid the rapid and massive flow of information.

Abstract

This study examines the implementation gap of the Corporate Social Responsibility (CSR) program at Perumda Air Minum Surya Sembada, Surabaya City, in supporting Sustainable Development Goals (SDGs) Goal 4 on Quality Education. Preliminary findings indicate an anomaly between the company's financial capacity and its educational allocation priorities. In 2024, CSR budget realization reached 100.84 percent, totaling Rp 6.99 billion; however, the allocation for educational assistance significantly declined from Rp 983 million in 2022 to Rp 271 million in 2024, following the elimination of the Scholarship Assistance category. This research aims to analyze the implementation of educational CSR using Van Meter and Van Horn’s policy implementation model. A descriptive qualitative approach was employed through in-depth interviews, observations, and document analysis of regulations, annual reports, and budget realization data. The results indicate that the implementation of educational CSR remains suboptimal due to several key factors: policy standards oriented solely toward budget absorption without long-term impact indicators; a resource imbalance characterized by high financial capacity unmatched by the quantity and competence of human resources; limited supporting infrastructure; and closed external communication. Furthermore, the institutional placement of CSR under the public relations function and strong political influence have contributed to a biased and less inclusive pattern of aid distribution. This study concludes that the implementation of educational CSR at Perumda Air Minum Surya Sembada remains administrative in nature and has failed to transform the company's financial potential into sustainable educational empowerment in accordance with the spirit of the SDGs

Abstract

The Ten Scholars per Village Scholarship Program is one of the flagship policy initiatives of the Bojonegoro Regency Government, providing educational financial assistance to ten students from each village to pursue higher education at public or private universities in Bojonegoro. This program was designed as a strategic effort to address the low proportion of the population attaining higher education. In addition, the policy aims to improve the quality of human resources and to enhance the Human Development Index (HDI) of Bojonegoro Regency. However, in its implementation, several challenges have been identified, including administrative requirements that hinder prospective beneficiaries, underutilization of allocated funds, and low public interest—particularly in Kepohbaru District—in pursuing higher education. This study aims to describe the implementation of the Ten Scholars per Village Scholarship Program in Kepohbaru District, Bojonegoro Regency. The research employs a qualitative approach with a descriptive research design. The analytical framework is based on the policy implementation model proposed by Donald Van Meter and Carl Van Horn, which identifies six key indicators influencing policy implementation success: (1) policy standards and objectives, (2) resources, (3) characteristics of implementing agencies, (4) dispositions or tendencies of implementers, (5) inter-organizational communication and implementation activities, and (6) economic, social, and political environments. The findings indicate that the implementation of the program in Kepohbaru District has not been fully optimal. Significant obstacles were identified, particularly in the aspects of communication and the socio-economic environment. In terms of communication, program socialization has not reached all segments of the community evenly. Meanwhile, from a socio-economic perspective, a prevailing perception exists that entering the workforce offers a faster path to success than pursuing higher education. This condition is further exacerbated by weak motivational support, resulting in scholarship information being largely overlooked and the program not being utilized to its full potential. Consequently, a gap has emerged between the substantial budget allocation and the actual number of beneficiaries at the local level.
