Abstract

Civilian apparatus of the state in perfoming their duties as public servants should give priority to the role of managerial and professional bureaucrat administrator and excelled in all areas of goverment. Public services are conducted within the framework of innovation and creativity and the quality of services with high accuracy in accordance with the needs of society. Measuring equipment for measuring the success of public service is a meeting between the services provided by the government with the people's expectations. If the form of service expected by society are not in accordance with the received then lead to public disappointment to the Goverment. To that end, Employee Apparatus State Civil (ASN) at every level of goverment in the center and the area should contribute to public service excellence (quick, easy, inexpensive, precise, definite and accountable) and prioritizes customer satisfaction and needs of the community and consider the level of progress of society.

Abstract

The issues of Law No. 6 of 2014 About the village, showing the spirit of the government to promote the village through exhumation values of lokal customs and wisdom in governance villages by providing broad authority that is authorized by the right of the origin village and village authority of local scale. Article 18 B of the 1945 Constitution is the basis for regulating and developing villages in the future, which has been giving wide space to the village for inreasing into a strong, Forward, independently and democratic to realize the community fair, prosperous and prosper without loss, throught recognition and respect for the autonomy of the State agains the village, with the authoritu to regulate and manage government affairs and public interest by the authority based on the origin and authority right scale local villages as well as other authorities through the assignment of central and local goverment. Based on article 18 B of the 1945 Constitution and the regulations in law No. 6 of 2014 About Village, should develop village into an inclusion environtment that is able to accept diversity and participation of all citizens, so that no citizen or group of citizen are marginalized

Abstract

Decentralization and Regional Autonomy have been running for almost two decades in the unitary Republic of Indonesia (Negara Kesatuan Republik Indonesia = NKRI). In the course of nearly two decades, the local goverment system is basic undergone changes from one Act to another Act, which makes the foundation of the implementation of the the decentralization and regional autonomy. In addition, Act No. 6 of Year 2014 aboout The Village also experienced several changes, the latter is giving new hope to people with the recognition of rural and indigenous villages. Public expectations with the bird of the Act is the references for the work of the Act is the reference for the work of local goverment and village can open up job opportunites ti accelerate the reduction of poverty. Therefore, Act No. 23 of 2014 on Regional Goverment and Law No. 6 of 2014 on Village Goverment to respond to the interest of society provide businees with the regional goverment affairs have 32 well obligatory, as well as business together (concurrent). Likewise, the village is given an assignment by the Government to take care of the village administration, rural development, and community empowerment and social development (Article 22). 32nd affairs and village assignment is managed and implemented effectively throught the mechanism of regional and rural development managementfor the benefit of society. Giving affairs and the assignment is meant to be able to open up employment opportunities and accelerating provety reduction in the Region to improve intelligence and prosperity to the region's autonomy (visionary). To achieve it implemented empowerment by giving understanding and preparation of visionary organizations (Local Goverment) to get an increase in perfomance is vandalism economic resources locally effective namely diggging and manage based on local resources itself by providing a foundation of knowledge to the community to have to professionalism, competence and has to ability to innovate on local economic resources toward regional cometitiveness aimed at open and compete to penetratae global market.

Abstract

In a global market the boundaries of the municipality/area of the world is in the era of Economic Digital is not known yet, to him it is the readiness of taking advantage of opportunities to market to the world market the product and potential - regional asset owned through electronic markets is something that is very strategic in order to advance society lasimnya as has been done by the developed countries. In the world of new trade takes place on a medium electronic where the message can be received, the image happens we can see through the computer that can connect with millions of channels in the world we commonly call cyberspace electronics, small things can eliminate the geographical distance that limits of a market to another. The main shift in a trade that has geographical distance into cyberspace represent an extraordinary change in humanitatian organizations and required an objective that can be understood and bring about chnge very quickly from any perception to the human and social relations. In order to utilize the opportunity of the free market the Asean Economic Community (AEC_ in the era of the digital economy, the Electronic Markets both traditional Electronic Data Interchange (EDI) and the new paradigm of Electronic Data Interchange (EDI) is a matter that cannot be circumvented by the municipality/regions in the world be able to acess global outlets.

Abstract

The Indonesia nation faces a leadership crisis. Most people lose strong leadership figures and leaders who can be role models. The purpose of the study was describe the transformational leadership model and the servant leadership model. The qualitative approach wasused by examining various literature sources, namley: books, international scientific journals and research results. The literature review results were described transformational leadership model and servant leadership models, the difference between both leadership models and hot wo combine those models in leadership research area.

Abstract

Bureaucracy is an integral system in an operation but organizations that prioritize organizaional work bureaucracy become ineffective and inefficient. The government has discussed the need for downsizing in bureaucracy, downsizing is intended to make bureaucracy in organization more effective. But the discourse cannot be ralized and the goverment actually prolongs tge bureaucracy, for example by the appointment of represetatives of ministers. In the future this is a challenge in the administration of an efficient and effective goverment, so that seriousness of the goverment is treated even though the law already exists like Law number 5 of 2014 concerning bureaucratix reform, Invitation-law no 22 of 1999, no 32 of 2004 and Law No. 23 of 2004.

Abstract

From the presentation of the research focus data and the results of the discussion that have eem conducted, the following conclusions can be drawn, namely: ASN must have a sense of nationalism and implement general principles of good governance. In addition, a supporting factor in developing apparatus resources is needed, as ASN can formulate vision and values that can redesign work so that ASN conduct selection and assessment in conducting placements in accordance with the implementation of perfomance management systems. Then minimizing the innhibiting factor is where the apparatus does not keep up with the development of sciene and technology as well as the miss communication between ASN employees which hinders the running of efeective and efficient performance.

Abstract

Many research in knowledge sharing has focused their attention on the roles of information and technology factor. Recently, there is a consideration that human factors such as social interaction, trust and leadership play keyroles in knowledge sharing behavior. This study aimed to investigate the factors affecting emplyees knowledge sharing within an organization by combining transformational leadership and trust as predictor of knowledge sharing behavior. This research used survey ethod, and take 99 employees of PT. Bina Karya Jakarta as sample. The instruments to get data was quistionnaire of Likert's Scale, that consisted of leadership scale, organizaional trust scale, managerial trust, co-worker trust scale and knowledge sharing scale. The research found that transformational leadership, organizaional trust, management trust and co-worker trust together have significant effect on knowledge sharing behavior with r=0,264. The regression coefficient also shows there is only the co-worker trust that have the most significant effect on knowledge sharing behavior. These findings ned to be discussed for futher research especially to gain understanding about the role trasformational leadership and trust on knowledge sharing that vary, depends on the situation and condition.
