Abstract

The ability to plan and manage change of a goverment adminstrative policies and the substance of macro, micro and central demand in MEA era. The authorities demanded to be able to accept change as a characteristic of life, to understand the consequences for changes. The apparatus in accordance with the conditions of globalization is the apparatus capable of commanding and controlling changes in sound sciene and technology. Accomodates a variety of changes in sciene and technology be used as food for thought fo the goverment and training. Refering to the progress of a country deciding factor, namely; mastery of innovation (45% 0, control network/networking (25%O, mastery of technology (20%) and a wealth of natural resources only (10%), the increase in the professionalism of officers should be increased as wll as the role of the goverment in resolving the problem of goverment especially the challenges facing the MEA in the future, one of them with the allocated budget for education and training of goverment adequate acompanied by supervision of the implementation of the budget would have to be used to improve the professionalism of officials and geverments in Indonesia and is expected also to be able to bring Indonesia to the gates of success toward the Asean Economic Community (AEC)

Abstract

The aims of the study was to describe the potential and human resource capacity of Indonesian workers in the era of the ASEAN Economic Community (AEC). Quantitative descriptive approach is used to answer the aims of study with displaying the secondary data. The results of this study showed that Indonesia has the potential in the aspects largest of area and rich of natural resources, population and gross domestic product that can contribute to the economy of ASEAN. Indonesia is facing problem lack to level of productivity and labor cost. To increase the capacity of the workforce, the goverment must be formulated policies: providing incentives for non-university graduated to continue their education, increasing the number of vocational high school graduated with international competency certification, the revitalization of vocational training centers and increase the role of university-industry.

Abstract

Diversity is a gift from the almighty power of the Indonesian people that cannot be denied anymore, which is a form of national strength and noble values possessed by the Indonesian people. Diversity is a spirit in providing good services for all Indonesian citizens who do not look at ethnic origin, skin color, groups and groups.   Transformational leadership is a leadership style used by a leader if he wants a group to widen its boundaries and have performance beyond the status quo or achieve a whole new set of organizational goals. Transformational leadership is the answer in providing excellent service quality for all people in the scope of government. Abstract

This paper explains the problem between the State Policy and the Outlines of State Policy (GBHN), which also explains the differences between the 1945 Constitution before and after the amendment. After the Amendment to the 1945 Constitution has placed the principle of constitutional supremacy replacing parliamentary supremacy. But the polemic is present in the community, regarding the absence of State Policy that the state's development plan is considered inconsistent and sustainable because it is only based on the vision and mission of the presidential candidates during the campaign. Abstract

The purpose of this paper is to examine the theoretical understanding of the quality of services to the public oriented services to customers. Where the existing theory developed to support the development of the existing problems related to the quality of public services for customer oriented. This writing method uses literature analysis, using the book as a writing journal development theoreticians and analysis in order to develop the theory to be more effective in practice in the use of public services. The results of writing is that in order to establish good governance in generating public services then it is very important to note that the community as a customer is the center of attention of the services. Because of the community who could ultimately assess and appreciation for services rendered. The implication of this paper is expected after reading the understanding of the public services oriented to customer satisfaction has increased. Abstract

Indonesian youth is the future of the nation. Therefore, every Indonesian youth, who is still student, or who has completed his education, is an important actor who is very guaranteed to realize the ideals of the image of the life of our nation in the future.In various debates over the debate, there are always challenges, or challenges due to mistakes or mistakes that we make or do things that are outdoors that support our abilities, such as discussions about the natural situation or due to the financial crisis in the country others that affect us domestically. Demographic transition will change the age structure of the population, while the proportion of the young population (ages 0-14 years) increases, the proportion of the population of productive age (ages 15-64 years) increases rapidly, and the proportion of the population aged 66 years and over increases rapidly. Abstract

This research was conducted to analyze and describe the role of the members of the Regional Representative Council (DPRD) of the DKI Jakarta Province E Commission 2014-2019 in absorbing the aspirations of the community in the field of education. The research method uses qualitative methods with a descriptive approach. Based on the results of the study that the role of the DKI Jakarta Provincial Parliament Member Commission E in absorbing community aspirations in the education sector still has to be optimized with efforts to intensify programs / activities carried out to the community intensively, so that the public can know the policies produced, and establish an information center and community service so that it can help facilitate the public in expressing their aspirations. School enrollment rates in Jakarta must be increased, the dropout rate at the Jakarta high school level is quite high. This large gap between regions indicates that there is still a need for encouragement for certain regions to be able to catch up with other regions. Because of the importance of the role of the DKI Jakarta Regional Representative Council (DPRD), especially Commission E in the field of community welfare, it is expected to be able to automate the use of IT technology in community management and services concerning community aspirations. Abstract

Bureaucratic reform is a big job that requires large resources, earnest efforts and strong commitment from all levels of government management. Bureaucratic reform must be able to mobilize the full potential of the Indonesian nation, first of all we should clean up bureaucratic diseases, and if it is not immediately resolved it can cause the government not going well, because it reduces trust in the community. Therefore, the Government of Indonesia is currently carrying out bureaucratic reforms that must make corrections and retrace the ethics of the bureaucracy or public administration. Bureaucratic ethics related to the mentality and morality of the bureaucratic apparatus in carrying out government functions, because many cases of ASN in Indonesia involve problems related to bureaucratic ethics, the most common in Indonesia is corruption. Many cases of corruption prove that Indonesia's bureaucratic ethics is still weak and requires improvement in bureaucratic ethics. Apart from that, in government it is also known as administrative or bureaucratic neutrality. The neutrality of the bureaucracy is not a new thing, but with state administration as an organ of the bureaucracy in Indonesia it will definitely be neutral. According to Sondang P, the bureaucracy must be neutral, meaning that this principle is interpreted by saying that the government bureaucracy must continue to function properly, regardless of the influence of the prevailing political parties.

Abstract

Various complaints and problems arising from the services made by the Population and Civil Administration Office of South Jakarta, the performance of the organization is still not maximally seen in the non-conformity of the standard time of completion of the service that has been set. The research method used is survey method with regression and correlation analysis approach. Samples consisting of 102 respondents who have been determined. The result showed correlation between organizational communication climate with organizational performance obtained by R Square that is equal to 54,5% and the rest 45,5% contribution by other variable, correlation between job satisfaction to organizational performance obtained by R Square that is equal to 53,5% and the rest equal to 46.5% contribution by other variables, the correlation between the organizational communication climate and job satisfaction together to organizational performance obtained R Square that is equal to 72.8% and the rest of 27.2% contribution by other variables.

Abstract

This study is focused on knowing and understanding the phenomenon that occurs regarding participation of public society as a strategy to realize good governance in improving the development of educational infrastructure and what is the factors that affect the level of public society’s participation. According to the research focus, this type of research is descriptive qualitative, which provides a real description of public society’s participation. The data presented in this study are primary and secondary data, which were collected by means of observation, interviews and documentation studies. The data analysis technique of this research uses the Miles and Huberman technique, it is from data collection, data reduction or data processing, verification and then data presentation. The results of research and discussion, it is known that in improving the development of educational infrastructure in Cipinang Village, Rumpin District, Bogor Regency, there are still people who are not aware of the importance of participation. Community participation is carried out in 4 (four) forms from the stages of decision making, implementation of activities, monitoring and evaluation, and utilization of development results. In its implementation there are inhibiting factors, namely the lack of socialization, cultural factors and economic factors. While the supporting factors are the availability of discussion forums and opportunities provided by the Village Government to the community. As for the things that are suggested, such as the Village Government should further improve socialization, interact with the community and conduct development activities in economic.
