Abstract

The Implementation Policy Rural Number 6 year 2014 and Implementattion Regulatiion Rural Number 43 Year 2014 is reform to Govermental Regulation Rural Number 72 year 2005. In the implementatioin is needs of policy operational regulation and local regulation that Ministry of Home Affair, Governor and Regency. The Implementation Policy Rural Number 6 year 2014 and Implementation Regulation Rural Number 43 Year 2014 is have strategic policy and planning, socialization, empowering to aparatur of governmental hieracy and social institution in the regency, city, rural and urban in Indonesia. Manya scholars essential that the implementation of policy governmental is functional and principle a goverment is very strategic to support and accountability should be good governance. The data support the believe than objective should be regarding is lack preception, knowledge and orientation of aparatur and rural than Implementation Policy Rural.

Abstract

This paper reviews the new perspective of public management and good goverment in the perspective of the administration and explains the differences between the two. New Public Management (NPM) at risk of leaving the service function for the poor and marginal. Therefore the perspective of good goverment improve NPM development movement. NPM paradigm without accountabilty would risk leaving the public interest. Accountbility as a basic pilar paradigm and the paradigm of good government can improve the weaknesses found in the paradigm previously thought. To implement public accountabilty is the transparency information. Transformation information system is the basic capital that can be used for the perfomance evaluation efforts of the public sector and to evaluate the implementation of public sector accountability for decisions and actions, namely the extent to which outcome and can be caused in the management of public service.

Abstract

Neutral attitude of alumni of STIP-AN as civil servant and as The Indonesian Civil Service Corps (Korpri) member on implementing the goverment policies in democratization era of political life will be run well, if it started from the system of servant recruitment, and the development with servant safety webs system consist of basic measurement, purepose, source of neutrality policies, communication between organizaions, characteristic of implementing agent, and inclination of implementer, and also supporting tolls. Neutrality will be related to professionalism and servant's welfare which its quality depends on bureaucracy ethics and social ethics that have equality value and individual rights guaranty. The implementation of neutral attitude of civil servant of The Indonesian Civil Service Corps (Kopri) is as service action, empowerment and the development which is did by civil servant of The Indonesia Civil Service Corps (Korpri) member for reaching purpose consist of effort to discuss, to create the common good about all the things of state administation and regional on finding and maintaining authority, formulating and implementing public policies, also finding and maintaining the important resources. For the run of goverments wheel in effective, efficient and equity for the implementation of national and regional development, hope that this can be understandable, respected in propotional, in consistency by alumni of STIPAN as civil servant of The Indonesia Civil Service Corps (Korpri) and all of nation components

Abstract

Relocation policy of Kampung Pulo is one program of Prevention Policy flooding in Jakarta. The flooding problem is a problem that is always faced by the provincial goverment of Jakarta on every rainy season. This issue became one of the priorities of Jokowi-Ahok when campaingning in Jakarta gubernatorial election three years ago. With the buzz and courage Governor of Jakarta was the eviction of the houses in Kampung Pulo remain to be implemented, which previously had to be disseminated to the public. Execution of the program resulted in a clash between Satpol PP with residents who cause casualities. Residents of Kampung Pulo throught mass organizations Ciliwung Merdeka preparing a lawsuit against the goverment of Jakarta to prove ownership of their land in Kampung Pulo Kampung Pulo land ownership history that began before 1930 or the Dutch colonial period Verponding basic land ownership is that the bill on the land and buildings (girik) in the Dutch colonial era. Based on the letter of citizens must convert the letter through the National Agricultural Operation Project (PRONA), since the 1960 Agarian Law to admit it. Eviction of houses is aimed at the normalization of Ciliwung. The normalization efforts started in 2013, when still a Governor Jokowi. According to the agreement the citizens want Rusunawa not far from its original home. Ahok decision was considered controversial. He is considered to be violating human rights while continuing evictions especially as the conflit and victims of the citizens, but the decisibe acation Ahok should be appreciated. Ahok do to do a Governor to address the problems in the region and in the public interest

The law No. 17 year 2003 concerning State Finance is the first law in the state finance adopted since Indonesia's independence. This writing is aimed at analyzing how far the law has been successful in managing the state budget for the las 10 (ten) years. Library is used in this method. Abstract

The emergence of the phenomenon of the presence of non-structural institution (LNS) indicates that there are still many problems that can not be solved by State institutions that exist, so the presence of non-structural institution is still needed and does not conflict with the Constitution of 1945. The presence of LNS cause problems including the overlap (overlapping) between LNS with LNS authority or other state institutions. Likewise, the legal basis for the establishment of very varide. Analysis of the problem that needs to be done is mapping the LNS and an exsting state agency so as to avoid overlapping. The legal basis for the establishment of uniform LNS in the form of law, goverment regulation, Decree of the President or the Presidential Decree. In addition, the feasibilty of establishing LNS is done based on Kolabarasi thingking among goverments, communities and businesses that its presence is highly expected by all parties.

Abstract

Coal-Bed Methane or CBM as an alternative energy source has been the attention of many people. The interest in CBM it can be a renewable energy due to the gas continue to be produced during the coal seam is still there. Moreover, Indonesia has a large CBM reserves of 450 TCF (trillion cubic feet) that can meet the needs of Indonesia for almost 300 years if the terms of the current natural gas consumption. Therefore, the development of CBM in Indonesia is very important to maintain energy security and optimize the use of natural resource in Indonesia. This study provides insight on: (1) The synergies and cooperation among stakeholders to realize the develoment of CBM good efficient and effective. (2) Innovation policy in order to increase the attractiveness for companies to invest CBM is based on sustainable environtment development. (3) Improve regional economic growth that spreads to surrounding areas. If the three aspects of running consistently which will have an impact on improving the preosperity of society, energy sufficiency and improve intelligence Indonesian nation in the future

Abstract

The purpose of this study was to describe the laying of regional autonomy in local governance based on the theory of decentralizaion and regional autonomy, Qualitative approach is used to answer the questions proposed in this study. The result of this study shows that the implementation of the policy of decentralizaion and regional autonomu have relevance to the theory of Symmetric an A-symmetric Decentralizaion. Laying of regional autonomy in the Moderate Model composed of first, the Provincial Regions with special authority or limited authonomy and administrative region. Second, The Distric/City regions as fully authonomy.

Abstract

The aims of the study was to describe innovations in local goverment and the factor that determines success of innovation in local governance. Qualitative approach is used to answer the questions proposed in this study. The result of this study shows that the complexity of the problems in goverment requires innovation in handling by the local goverment. Factors that determine the success of innovation in local goverment were readiness of policies and regulations, innovative leadership, culture of innovation, readiness to coordinate and facilitate, the role of stakeholder and readiness of infrastructure.

Abstract

In theoretical way tehere are generic basic elements in local government institution, in order to implement its autonomy with the best way, as instrument which create democratization process and build welfare in local level, it should pay attention to democracy principle, equalization, equilty, and uniqueness in every region at the Unitary State of the Republic of Indonesia system. The efficiency and effectiveness on implementation of local goverment need to be increased with pay attention more to the correlation aspects between central government and local government and between many regions, potency and the regional differences, also chances and challenges in global competition on unitary system of state goverment implemetation. There at least seven (7) basic elements that build local goverment as strategic consequeces of theory of decentralizaion, they are (1)Governmental Affairs; (2) Instituional; (3) Personal; (4) Local Finance, (5) Regional Representative; (6) Public Service (7)Guidance and Control, that have three dimensions which are philosophical dimension, theoretical dimension, and practical dimension. the basic elements of local government, decentralizaion
