Jurnal Ilmu Administrasi: Media Pengembangan Ilmu dan Praktek Administrasi is a scientific journal in administration field which publish papers based on research result, analysis, and critical assessment of administration issues. With ISSN 1829-8974 (print) and e-ISSN: 2614-2597 (online), the journal is managed by Polytechnic of STIA LAN Bandung and has affiliation with Indonesian Association For Public Administration (IAPA) by agreement at number: 208/STIA.2.1.1/KLS.01 and 010/KA-IAPA/I/2020. This synergy is implemented by some editors come from this organization. Jurnal Ilmu Administrasi (JIA) is a scientific journal particularly, in which the first publication is in 2004 and is focused on the main problems in the development of the sciences of public administration and business administration areas The scope of this journal is, specifically at Development Administration, Economic Development, Public Policy, Development Planning, Public Sector Finance, Service Management, Public Organization, Human Resource Development, Decentralization and Regional Autonomy, Leadership, Public Sector Innovation, E-Government, Management and Business Policy, E-Commerce, Marketing Management, Budget Management, State Company Management. Authors who want to submit their manuscript to the editorial office of JIA should obey the writing guidelines. If the manuscript submitted is not appropriate with the guidelines or written in a different format, it will be rejected by the editors before further reviewed. Since 2017, JIA has been using Open Journal System requiring all writers to register in advance before they are allowed to upload the manuscript they write online. Afterwards, the editors, peer reviewers, and writers can monitor the manuscript processing. JIA is published twice a year in June and December

Abstract

Inter-region cooperation has become a renowned strategy during local autonomy era to improve public services and social welfare. However, the facts show that cooperation among regions remains a rethoric for more than four decades. Most local governments do not take the concept seriously. Law No. 32 Year 2004 explicitly points out the necessity of Inter-region Cooperation Board but no regulation has been made to support the policy. Therefore, it is time for the government to follow up the policy through creative and innovative mesures in order to instigate inter-region cooperation through a govermental body named Inter-region Cooperation Board.

Abstract

Government Regulation No 6 Year 1974 restricts civil servants from private and ownbusinesses. This regulation intends that civil servants fully commit to accomplishing their jobs. In addition, civil servants should not create negative image due to their irrespective manners. Despite the regulation, there are still many civil servants involved in their own profitoriented businesses. This condition is believed to reduce civil servants’ profesionalism, especially in terms of competency, discipline, and ethics. Even so, the regulation does not seem to impede civil servants from getting engaged in their own profit-oriented businesses due to their current welfare status regarded as low.

Abstract

Corporate governance is one concept which is applied in recent years to improve corporate performance, especially state-owned corporations or BUMNs. In order to improve the BUMN’s performance, Indonesian government should reform its government corporations. One way to reform BUMNs is through applying the concept of corporate governance. There are five basic principles in good corporate governance: transparency, accountability, responsibility, liability and independency. The five principles should be implemented by all actors in BUMNs including the government as the owner and the regulator of BUMNs.

Abstract

This paper describes and analyzes the influence of communication, resources, disposition, and bureaucratic structure on education policy implementation (a case study of Regency Tobasamosir Education Council). The policy implementation theory used in this research is derived from George C. Edwards III ( 1980) consisting of four variables: communication, resources, disposition, and bureaucratic structure. The research employs a survey method through a proportional sampling comprising 116 heads of household as respondents. The data are analyzed by using Path Analysis and LISREL ( Linear Structural Relation) 8.30 for windows. The result shows that: (a). the influence of communication ( X1) to education policy implementation (Y) is 0,63 (strong); (b) the influence of resources (X2) to education policy implementation (Y) is 0,52 (medium); (c) the influence of disposition (X3) to education policy implementation (Y) is 0,24 (low);and (d) the influence of bureaucratic structure ( X3) to education policy implementation (Y) is 0,47 (medium). The influence of independent variable X ( X1, X2, X3, X4) to Y is 0,58 (medium). After determination, the influence of X1, X2, X3, X4 to Y is 33,64%, and the other 65,36% is influenced by other factors (epsilon).

Abstract

This paper discusses a comparative policy study of FDI that has been boosting local government economy in some selected countries. The output of this study is to provide empirical portrait about FDI policy that can be applied in Indonesia. This study was conducted through 2 (two) approaches: first, a comparative policy study on FDI in Singapore, Japan, South Korea, Malaysia, Vietnam, China; and second, a study on FDI policy in some regions in Indonesia. Finally, this paper proposespolicy recommendations to the regions for improving their foreign direct investments in order to foster their economic development.

Abstract

In this globalization era, where strategic change and technology development happen so fluctuated and unpredictable, the management of civil servants needs such a specific and accommodative strategic. Through Law Number 43 Year 1999 on the Personnel Policy, the heads of institutions in the central and local government has got an access to manage the civil servants professionally, including the evaluation of their performance. It is declared in the law that the performance evaluatuon for civil servants should be effectively, accurately, flexibly and implemented. However, the on-going evaluation method does not fully accomodate the rules, especially in adapting the progress of the professionalism era. Besides, the method is often implemented ineffectively by the rating officials. This article attempts at discussing such malpractices and biases in the process of performance evaluation for the civil service. By the end of the article, a chapter on the future-oriented evaluation is presented as the alternative instrument to the performance evaluation method, esecially when an employee is focused on a future performance or position in his institution.

Abstract

The phenomenon shows that some government apparatus up grade their education level for the sake of certificate not for self development. It raises the question of what really motivates them. Those all drive this study. The study aims at finding out the relationship between motivation and academic performance of the students of the National Agency for State Administration - School of Administration (STIA LAN) Bandung. The result shows that the students (who are all government apparatus), both assigned and consented, hold higher intrinsic motivation than extrinsic motivation. However, it proves no significant difference on their academic performance. The research result also demonstrates significant and positive relationship between motivation and academic performance.
