Abstract

Waste has become a major problem in urban areas such as Bekasi City, where increasing waste volumes demand innovative and community-based management strategies. The Patriot Central Waste Bank (BSIP) serves as a sustainable solution that not only reduces waste but also provides economic benefits for the community. This study aims to evaluate the effectiveness of BSIP in improving household income and raising environmental awareness among residents. A blended research strategy was employed, combining quantitative methods via surveys of 91 respondents and qualitative approaches through in-depth interviews and direct observations. Data analysis was conducted using SPSS for validity and reliability testing, alongside descriptive analysis to understand BSIP’s role in supporting local livelihoods. The findings reveal that BSIP is capable of reducing approximately 80 tons of waste monthly and helping residents accumulate savings worth billions of rupiah. Additionally, BSIP organizes training programs in areas such as waste separation, creative recycling, and home waste management, equipping the public with income-generating skills. The success of this initiative is supported by multi-stakeholder collaboration, involving local government, the private sector, and grassroots communities. Future research should expand the scope of respondents and explore digital innovations that could enhance the efficiency and sustainability of waste bank operations in other regions

Abstract

Islamic ethics reflect human behavior grounded in the values and teachings of Islam within social life—whether in the family, community, nation, or state. In the context of Indonesia's bureaucracy, applying Islamic teachings is essential to shaping bureaucrats who are not only competent but also possess strong moral integrity. High-quality public service depends not only on the technical abilities of bureaucrats but also on the ethical values that guide their conduct. Therefore, integrating Islamic values into the bureaucratic system is a necessary step toward improving the quality of governance. This study aims to develop bureaucrats with Islamic ethical character by referring to the primary sources of Islamic teachings, namely the Qur’an and Hadith. The method used in this research is a literature review, analyzing various references related to Islamic ethics and bureaucratic behavior. The findings reveal that ethics play a critical role in the success of bureaucratic functions. By internalizing Islamic values, bureaucrats can gain a religious understanding that guides them in distinguishing right from wrong and avoiding unethical behavior. The formation of Islamic ethics within the bureaucracy requires instilling noble traits such as honesty, trustworthiness, fairness, and responsibility. These values, deeply rooted in Islamic teachings, serve as a foundation for shaping ethical public officials. By integrating Islamic ethics into public administration, the behavior of bureaucrats can be directed toward greater integrity and accountability, thereby minimizing the potential for maladministration and contributing to a more effective and transparent government system.

Abstract

Recent legal and social developments have seen a significant increase in disputes involving houses built on state land, both vertically and horizontally. These disputes typically arise from overlapping claims of ownership over state-owned properties that have been neglected in terms of maintenance, usage, and purpose. Such cases fall under complex civil land disputes and demand resolution approaches that extend beyond legal formalism to also account for community-level social impacts. Litigation processes often fail to deliver fair and sustainable outcomes due to their adversarial nature. Therefore, Alternative Dispute Resolution (ADR) methods—such as negotiation, mediation, and conciliation—offer a more constructive and inclusive pathway. The implementation of ADR in these disputes must adhere to fundamental principles of contract law, including the principle of freedom of contract, good faith, consensualism, pacta sunt servanda, and personality. Furthermore, dispute resolution strategies must integrate the legal principles governing land neglect and consider the broader social consequences affecting affected communities. This article explores the potential of ADR as a viable mechanism to resolve civil disputes over state land housing by harmonizing legal frameworks with societal needs. The objective is to foster a win-win solution that reinforces legal certainty while promoting social justice and inclusiveness for all stakeholders involved.

Abstract

Indonesia's archipelagic regions face complex geographical challenges, including inter-island distances, limited infrastructure, and sluggish bureaucracy. However, the advancement of digital technology has created significant opportunities to overcome these obstacles, particularly in public service delivery. Digitalization serves as a key instrument to ensure equitable access to services, enhance efficiency, transparency, and accountability, and strengthen public participation in development. This article aims to analyze how the digital revolution provides fast and transparent solutions for public services in Indonesia's archipelagic areas. This study adopts a qualitative descriptive approach using secondary data and case studies from various island regions. The findings reveal that implementing digital technologies such as e-government platforms, mobile-based public service applications, and digital information systems has accelerated administrative processes, improved access to essential services, and fostered community involvement. According to data from Statistics Indonesia (BPS, 2021), approximately 70% of the population in island regions still face difficulties accessing basic public services, highlighting the urgency for an inclusive digital transformation. Although challenges remain—such as infrastructure limitations and cybersecurity risks—successful digital initiatives in several regions demonstrate a significant potential to improve service quality and public welfare. This study recommends collaboration between the government, private sector, and civil society to accelerate inclusive public service digitalization efforts.

Abstract

The rapid development of science and technology has led to globalization in various aspects of life. In the era of growing technological innovation, the phenomenon of social media influencers has emerged, which has a significant ability to influence public opinion. Influencers are individuals who have the ability to influence the behavior of their followers through the content they share on social media. This study aims to determine the level of student satisfaction with promotions carried out by influencers, find out how much influence influencers have on student decision making, and find out what social media platforms students use. This study uses a quantitative approach through distributing questionnaires to state administration students. The results of the study are expected to provide an overview of how State Administration students respond to the influencer phenomenon on various social media platforms. This research provides insight into consumer behavior, especially students who are active in using social media, and shows the importance of influencer-based marketing strategies in influencing purchasing decisions. Influencers have the power to shape opinions and preferences of young consumers, especially among university students. The results of this study can be utilized by industry players to design more effective and relevant marketing strategies in the digital era. However, there are some limitations in this study, such as the use of online questionnaires that limit direct interaction with respondents. This is in line with the findings of previous studies which state that limitations in online data collection methods can reduce the depth of information obtained and less reflect the overall psychological condition of respondents.

Abstract

This study aims to examine the participation of first-time voters in the regional head elections in Magelang City using a quantitative approach. The main objective is to explore the motivations, political awareness, role of political socialization, and the challenges faced by young voters in exercising their voting rights. Data were collected through questionnaire surveys and literature reviews of political socialization activities conducted by educational institutions, social media, and electoral bodies. The findings reveal that the majority of first-time voters possess a strong normative awareness of the importance of participating in elections. However, obstacles such as low political literacy, limited access to credible information, and skepticism toward political processes remain significant challenges. Political socialization, particularly through schools and social media, plays a vital role in shaping the perceptions and motivations of the younger generation. This study recommends the implementation of collaborative and continuous strategies that involve schools, electoral institutions, and community leaders to improve the quality of political participation among first-time voters. Strengthening this engagement is essential to building a more inclusive, empowered, and participatory local democracy.

Abstract

The political participation of first-time voters is a crucial element in the consolidation of democracy in Indonesia, especially in the context of the 2024 General Election. This study aims to analyze the level of participation of first-time voters in the presidential election at Universitas Tidar, identify the influencing factors, and explore effective strategies to enhance it. The research employs a quantitative method using a survey approach with 40 student respondents classified as first-time voters. The findings indicate that participation is influenced by internal factors such as understanding of political issues and political efficacy, as well as external factors like government-led socialization efforts and media influence. Most respondents reported understanding the election procedures and believed that participation in elections represents a civic responsibility. However, challenges remain in increasing participation, particularly in delivering accessible and engaging political information for the younger generation. Strategies to boost participation must consider digital media preferences, engagement with relevant social issues, and the need for continuous political education. The study also highlights the importance of synergy between the government, election organizers, political parties, and civil society organizations in designing innovative, inclusive, and youth-oriented voter engagement programs. These findings are expected to provide practical contributions to improving democratic quality in Indonesia by encouraging the political involvement of younger citizens.

Abstract

This study aims to assess visitor satisfaction with the sports facilities at GOR Samapta in Magelang City by examining four key aspects: facility adequacy, accessibility, comfort, and safety. Public sports facilities play a vital role in promoting healthy lifestyles and reflect the quality of public services provided by local governments. A descriptive quantitative approach was employed using a closed-ended questionnaire distributed to 85 randomly selected respondents. Data were analyzed using descriptive statistics with the help of SPSS software. The findings indicate a high level of visitor satisfaction with the services and facilities provided at GOR Samapta. Approximately 63.5% of respondents agreed that the available facilities met their needs, while 55.3% stated that the sports equipment was in good condition. Additionally, 68.2% rated the road access to the facility as good, and 57.6% agreed that it was easily accessible by public transportation. In terms of comfort, 69.4% of visitors found the environment pleasant, supported by good air circulation. Moreover, 65.9% of respondents felt safe while engaging in activities at the facility. This study recommends that local governments and facility managers maintain and enhance the quality of services and infrastructure to sustain and improve public satisfaction. Future research is suggested to adopt a longitudinal or qualitative approach to explore psychological and motivational factors influencing visitor satisfaction and engagement more deeply.

Abstract

The participation of senior and vocational high school (SMA/SMK) students in pursuing higher education in the Magelang region still shows disparities, despite the availability of various government assistance programs. This phenomenon indicates the presence of specific factors influencing students' decisions to continue their studies. This study aims to identify and analyze the factors that influence the interest of SMA/SMK students in Magelang in pursuing higher education. A descriptive quantitative approach with a correlational design was employed. The sample consisted of 50 twelfth-grade students from five randomly selected schools. The research instrument was a closed-ended questionnaire based on a Likert scale, covering four independent variables: parental support, intrinsic motivation, access to higher education information, and academic readiness. The data were analyzed using descriptive statistics and Pearson correlation tests. The findings reveal that all variables have a positive and significant correlation with students’ interest in pursuing higher education, with intrinsic motivation emerging as the most dominant factor. Parental support—both moral and financial—as well as access to digital information also contributed significantly to shaping students' interests. Academic readiness played an important role in enhancing students’ confidence to continue their studies. This study concludes that students’ interest in pursuing higher education is influenced by the interaction between internal and external factors. Therefore, synergy among schools, families, and the government is needed to strengthen career guidance services and ensure equitable access to information, as strategic efforts to increase higher education participation among SMA/SMK graduates in Magelang.

Abstract

Policy implementation is a critical process in realizing the objectives of public policy. This study examines the implementation of tourism village development policy in Cikolelet Village, which is based on Village Regulation No. 5 of 2017. Although the policy has been implemented optimally, the development of the tourism village has stagnated. Identified issues include declining tourist visits, limited accessibility and connectivity, and weak promotion and marketing of village-owned tourism assets. The research aims to explore the causes of stagnation using O. Jones’s policy implementation theory, which includes organizational, interpretive, and application dimensions. A qualitative descriptive method was used, involving key informants such as village government officials, leaders and secretaries of the tourism awareness group (Pokdarwis), BUMDes leaders, and local community members. The results indicate that the organizational aspect is functioning well, evidenced by the establishment of Pokdarwis and BUMDes institutions. However, major obstacles include lack of synergy among stakeholders and limited human resource capacity and capability. Moreover, local managers and residents are still unfamiliar with core tourism principles like Sapta Pesona and the tourism village concept. This study recommends the necessity of a pentahelix collaboration model (government, private sector, academia, community, and media) to overcome challenges and revitalize the development of Cikolelet Tourism Village as a leading destination in Serang Regency.
