Abstract

The abuse of authority by police officers is a form of power deviation that can hinder the realization of good governance and reduce public trust in law enforcement institutions. The Ferdy Sambo case represents a clear example of abuse of authority within the police institution, involving not only criminal violations but also reflecting weaknesses in institutional governance and internal supervision. This study aims to analyze the forms of abuse of authority by police officers from a good governance perspective through the Ferdy Sambo case study. The research employs a qualitative method using a literature study approach by collecting data from academic journals, books, legal regulations, and other relevant sources, which are then analyzed using content analysis techniques. The findings reveal that the abuse of authority occurred in the forms of exceeding authority, misuse of authority, and arbitrary actions, influenced by weak internal supervision, a hierarchical bureaucratic culture, strong personal loyalty to superiors, and low accountability and transparency within the police organization. The impacts of such abuse include declining public trust in the Indonesian National Police, damage to the institution’s reputation, and disruption of fair law enforcement processes. This study concludes that strengthening good governance principles through improved supervision, integrity, professionalism, and accountability is essential to prevent the recurrence of abuse of authority within police institutions and to support the realization of a more transparent, accountable, and trustworthy law enforcement system in Indonesia.

Abstract

This study aims to analyze the influence of student behavior on interest in physical book literacy within the academic learning environment in the digital era. The development of information technology has changed students’ literacy patterns, causing digital media to become more dominant in academic activities. However, physical books still play an important role in helping students understand learning materials more deeply. This research employed a quantitative approach with an explanatory research design. The sampling technique used probability sampling through a simple random sampling method involving 75 active students of the Public Administration Study Program. Research data were collected through questionnaires using a four-point Likert scale and analyzed using descriptive statistics, validity tests, reliability tests, simple linear regression analysis, and hypothesis testing using IBM SPSS Statistics 27. The results showed that 72% of students predominantly used digital media because it is considered practical and easily accessible. However, physical books are still used to understand theoretical materials and improve learning concentration. In addition, 69% of respondents used a combination of digital media and physical books in the learning process. The regression test results indicated that student behavior significantly influences interest in physical book literacy within the academic environment. The findings show that digital media and physical books complement each other in supporting the quality of student learning and maintaining academic literacy culture in higher education institutions during the digitalization era.

Abstract

This study aims to analyze the effect of student involvement in organizations on self-confidence levels, using a quantitative approach with a causal survey design. The background of this research is based on the importance of developing students' character and potential not only through academic learning but also through real-life experiences in organizational environments, which serve as social laboratories for developing mature personalities. The study sample consisted of 100 students, determined using the Slovin formula with a 10% margin of error. They were selected through simple random sampling. The instrument was a Likert-scale questionnaire with proven validity and very high reliability (Cronbach's Alpha = 0.933). Data collection was carried out by distributing questionnaires directly, then analyzed using correlation tests and simple linear regression to determine the direction, strength of the relationship, and the magnitude of the influence between the variables. The analysis results showed a very strong positive relationship between the two variables (r = 0.732) and a significant effect with a contribution of 54%, formulated in the regression equation Y^=5.18+0.60X. This figure indicates that organizational involvement has a significant impact on building self-confidence, while the remaining variables are influenced by factors outside of this study. These results conclude that the more active and intense a student's involvement in an organization, the higher their self-confidence. This confirms that student organizations play a crucial role as a means of student self-development outside of classroom learning. Therefore, their existence needs to be optimized by educational institutions to produce graduates who are not only academically intelligent but also possess strong self-confidence and social skills.

Abstract

Abstract The Jakarta Elderly Card (Kartu Lansia Jakarta/KLJ) is one of the flagship social assistance programs of the Provincial Government of DKI Jakarta aimed at improving the welfare of neglected elderly people through the fulfillment of their basic needs. The program is regulated under Governor Regulation of DKI Jakarta Number 44 of 2022 and serves as part of the government's social protection efforts for vulnerable groups. Although the program has been implemented continuously, several challenges remain, including discrepancies between targeted and actual beneficiaries, changes in beneficiary application procedures, and reductions in the amount of assistance provided. This study aims to evaluate the sustainability of the KLJ Program in supporting the fulfillment of basic needs among neglected elderly citizens in DKI Jakarta. The study employed a descriptive qualitative approach. Data were collected through observation, in-depth interviews, and documentation. Research informants included local government officials as policy makers, village-level administrators as program mediators, social facilitators, and elderly beneficiaries. The findings indicate that the sustainability of the KLJ Program still faces challenges in the resource dimension, particularly the reduction in assistance funds, which may affect the program’s effectiveness in meeting the basic needs of elderly beneficiaries. However, from the regulatory perspective, the program has established clear standard operating procedures. Furthermore, the Social Affairs Office of DKI Jakarta Province regularly provides technical guidance to social facilitators to improve assistance services and ensure that information regarding social assistance is accurately delivered to beneficiaries.

Abstract

The purpose of this study is to assess the quality of services at the Magelang City Library from the perspective of the younger generation through the application of the LibQUAL+TM approach. The primary focus of this study is to determine how users aged 15 to 24 perceive the quality of library services, which includes aspects such as the Service Affect, the Library as Place, Personal Control, and Informaation Access. To determine respondents who met the study criteria, a descriptive quantitative method using simple random sampling was employed. To measure user satisfaction with library services, a questionnaire was distributed to 110 individuals out of a total of 20,074 users, with a margin of error of 10%. The Likert scale ranged from 1 to 5. The research results indicate that the overall quality of services at the Magelang City Library is considered satisfactory. Library as Place received the highest score because the library’s physical facilities were rated as comfortable, clean, and pleasant, and were able to support reading and learning activities for the younger generation. Additionally, the Service Affect aspect was also rated positively because librarians were perceived as friendly, responsive, communicative, and capable of effectively meeting visitors’ needs. However, the aspects of Personal Control and Information Access continued to show a significant neutral response. Therefore, in the future, libraries must focus on developing digital services, improving the quality of their information collections, providing more modern facilities, and optimizing their information retrieval systems.

Abstract

Visitor satisfaction is a key indicator in assessing the success of managing heritage tourism destinations with high historical and cultural value. The suboptimal accessibility and availability of information in the Mendut Temple area present issues that require in-depth analysis. This study aims to determine the influence of transportation accessibility, road infrastructure, and information availability on visitor satisfaction at Mendut Temple. The study employs a quantitative approach using a survey method involving 148 Mendut Temple visitors selected via purposive sampling and distributed through social media, followed by analysis using multiple linear regression with the assistance of SPSS software. The results indicate that, when considered individually, ease of transportation access does not significantly influence visitor satisfaction because the majority of visitors come from areas geographically close to the tourist site, so transportation is not a primary consideration in their travel experience. Meanwhile, road infrastructure and information availability each have a positive and significant effect on visitor satisfaction, with information availability being the most dominant variable. Simultaneously, the three variables together explain 67.7% of the variation in visitor satisfaction at Mendut Temple. This study reinforces the empirical basis that the availability of information is the most critical dimension of accessibility in shaping visitor satisfaction at cultural heritage-based tourist destinations. Practically, this study recommends that the managers of Mendut Temple and the Magelang Regency government prioritize the enhancement of digital tourism information, informative signage, and the continuous improvement of road infrastructure to create a more comfortable and satisfying visitor experience, thereby encouraging repeat visits to Mendut Temple.

Abstract

Creative economy development has become an important strategy for enhancing regional competitiveness and promoting sustainable economic growth. Its implementation requires multi-stakeholder collaboration involving government, academia, businesses, communities, and media, as conceptualized in the Pentahelix model. Banten Province possesses considerable creative economy potential; however, its development continues to face various challenges that require stronger stakeholder synergy. This study aims to examine the implementation of the Pentahelix model in creative economy development at the Tourism Office of Banten Province, identify the roles and contributions of each stakeholder, and analyze factors affecting the effectiveness of collaboration. The study employed a descriptive qualitative approach using a case study method. Data were collected through semi-structured interviews with 18 informants representing government institutions, academics, business actors, communities, and media organizations. The findings were further supported by participatory observation and document analysis. The results reveal that the Pentahelix collaboration in Banten Province remains at an emerging stage, characterized by program-oriented, short-term, and government-driven collaboration patterns. The Tourism Office serves as the dominant orchestrator in coordinating collaborative activities, while non-government stakeholders have not yet fully functioned as strategic partners. The effectiveness of collaboration is constrained by weak cross-sector coordination, the absence of a permanent collaborative forum, limited supporting infrastructure, and low digital literacy among creative economy entrepreneurs. Strengthening institutional collaboration and stakeholder engagement is therefore essential to achieving sustainable creative economy development in Banten Province.

Abstract

This research aims to analyze the role of the National Professional Certification Agency (BNSP) thru the Balawista certification program (Water Tourism Rescue Agency) in supporting the achievement of Sustainable Development Goals (SDGs) in the marine tourism sector of Banten Province. Banten Province has great potential for marine tourism with 82 beaches along a 509-kilometer coastline, but the high number of accidents in the waters highlights the urgency of strengthening a competency-based safety system. The research uses a descriptive qualitative approach with data collection techniques including in-depth interviews, direct observation, and documentation studies involving eight key informants from local government, BNSP, LSP, and tourism destination managers. Data analysis refers to George C. Edwards III's policy implementation theory, which includes the variables of communication, resources, disposition, and bureaucratic structure. The research results show that Balawista certification significantly contributes to four SDG goals, namely SDG 3 (Health and Well-being), SDG 8 (Decent Work and Economic Growth), SDG 11 (Sustainable Cities and Communities), and SDG 14 (Life Below Water). However, out of a total of around 450 Balawista members in Banten, only about 150 have official competency certificates. The implementation of certification is still hindered by budget constraints, limited access to LSP in the regions, low socialization, and a lack of economic incentives for certified personnel. Strengthening Balawista certification requires integrated collaboration between BNSP, local governments, LSP, and destination managers within the framework of collaborative governance to realize safe, professional, and sustainable marine tourism.
