Abstract

Competence development of civil servants can be achieved through trainings and this is among the ASN right that needs to be fulfilled as regulated by the Government Regulation number 11 of 2017. In the implementation of trainings, effectivity and efficiency are necessary to take into consideration. Based on that, the online training is a proper choice by optimazing information technology whenever budget limitation is the concerned matter. The main objective of this paper is to evaluate the effectivity of the Advanced PMG Online Training in increasing participant expertise based on both comprehensive test and assignment. To achieve the paper goal, this study uses some data from 140 participants, including age and gender, field of expertise, value of comprehensive test, and value of assignment. There are three methods used in this study, they are descriptive statistic, proportion analysis and analysis of variance (Anova). Tge results show some characteristics of the training participants , such as the age of the participants ranging between 25 – 29 years, they have equal gender proportion (61 male and 79 female). The effectivity of the training is shown by the percentage of participants who pass the comprehensive test and assignment, with the proportion of 79% participants for the comprehensive test and 100% for the assignment. Statistic test used to to analize the difference between the comprehensive test and assignment value show that the comprehensive test is significally different for the expertise field but not for gender. The highest and lowest average values of comprehensive test are obtained by Climatology field with average value 89.9 and by Meteorology field with average value 71.1, respectively. Meanwhile, the assignment value show significant different for both the expertise field and gender. The highest and lowest values are obatained by Instrumentation Calibration and Cumminication Network field with the average assignment value of 88.3 and by Climatology field with with the average assignment value of 86.1. According to gender,the average assignment value of 88.1 is obtained by female, higher than that of the male of 86.8. These results conclude that the online training is successful to improve the competence of the civil servant/human resources.

Abstract

On 29 December 2018, heavy rain and strong winds damaged around 100 houses and public facilities in the Pelempai Jaya village and Nanga ella, Melawi District, Ella Hilir Subdistrict. The incident happened at around 16.30 WIB, author do an analysis to find out the causes and the patterns. The research method used by the authors is utilizing dual-polarization weather radar data, satellite imagery of himawari satellites and weather phenomena using Madden Jullian Oscillation (MJO), the Streamline air pressure patterns. The results of the analysis showed that during the incident, Data MJO is at phase 5, there were low pressure patterns in the northern and southern regions of Indonesia. From the weather radar and satellite data, detected the presence of clouds Cumulunimbus moving towards the east with fast movement, wind speed data from the radar showed more than 20 m/s. The reflectivity value of the Cmax product showed the value of 50 – 60 dBz. Cloud peak temperature from weather, the value has decreased significantly when events from -220C to -650C. It can be concluded that, rain and strong winds are caused by the presence of clouds cumulunimbus whose formation can be described well by radar and weather satellites.

Abstract

The nominative list is mandatory for business trip of a civil servant and required by the State financial managers. So far, the nominative list was simply made using Microsoft Excel and manually submitted. This generate a problem since the data are not saved in one folder so that making difficulty whenever they are needed. This situation led to an initiative to make an information system application to enable financial officers get access to the nominative list anywhere at any time as long as the internet access is available. The current work was undertaken through literature review, interview and observation. Furthermore, the system analysis, design and implementation were made using HTML programming, PHP and MySQL database. At the end of the process, system testing was carried out using black box and alpha test. The study results indicate that this new nominative list information system run well and has been useful for BMKG Training and Education Center.

Abstract

Weather radar is one of the remote sensing techniques that is used to provide weather information so that it has a very important role to facilitate services and information. In addition, another benefit of weather radar is that it can estimate rainfall so it is important to know the effectiveness of the Bima weather radar and the best radar product for estimating rainfall based on rain cloud classification. The method used in this research is descriptive analytic and statistically processed. Separation of cloud types by combining two methods, namely the rainfall limit value of 10 mm / hour and 38 dBZ, for clouds with rainfall ≥ 10 mm / hour and the reflectivity value ≥ 38 dBZ are categorized as convective clouds while for values <10mm / hour and < 38 dBZ is categorized as a stratiform cloud.Thera are three methods to determine the best product of weather radar,namely Mean Error (ME), Mean Absolute Error (MAE) and Probability of Detection (PoD). The results of this study shown that the Bima weather radar is effective for coverage the entire scanning area at an elevation of 11.7 °, so to get maximum coverage result of observation area. But not effective to knowing the cloud structure that only detected by radar on loest elevation 0.5 0. For the best product of Bima weather radar to estimating rainfall based on cloud classification with error value consideration is Surface Rainfall Intensity (SRI)

Abstract

Bogor Regency is an area where landslides often occur. The factors that cause the landslides are meteorological factor likes rainfall and geological factors due to texture, rock structures surface lithology and slope. This studyaims to map area that has high potential to occur landslide based on indicator Ground Shear Strain (�G) valueand soil characteristics in Jalan Raya Puncak Bogor, Bogor Regency using Horizontal to Vertical Sprectral Rasio(HVSR) method by considering slope factor on the measurement points. The measurements were carried out usingAccelerometer sensor at 21 measurement points with a spacing of 700-1000 m and data recording for 30 minutes.The distribution of landslide potential locations are classified into high, medium, low and no potential. P15, P18 and P21 measurement points had values �G=3.35�10 to 1.10�10 with soft soil character and steep enough to steep slope were classified as areas that have high landslide potential whereas P1 measurement point hadvalue �G=2.04�10 with medium soil character and flat or almost flat soil slope was classified as a area with low landslide potential.

Abstract

Menerapkan cara penyajian materi atau metode pembelajaran yang baik dalam pelatihan menjadi tuntutan bagi Widyaiswara, beberapa metode sering diperbandingkan untuk mengetahui metode pembelajaran mana yang paling efektif untuk memberikan pemahaman yang mendalam sesuai dengan materi yang diberikan. Pemilihan metode pembelajaran pada mata pelatihan Wawasan Kebangsaan yang dianggap tidak menarik dan berisi nilai atau doktrin kebangsaan akan sangat menantang untuk dikaji, untuk itulah penelitian ini bertujuan untuk mengetahui pengaruh metode pembelajaran Diskusi, Jigsaw, dan Window Shopping terhadap pemahaman materi Wawasan Kebangsaan. Metode penelitian yang digunakan adalah eksperimen melalui penerapan tiga tipe metode pembelajaran pada tiga kelas Pelatihan Kepemimpinan Tingkat III di Pusdiklat BMKG. Penelitian ini menggunakan satu perangkat tes hasil belajar yang divalidasi pada angkatan sebelumnya. Pengambilan atau ukuran sampel dilakukan melalui teknik purposive sampling pada tiap kelas. Hipotesis penelitian diuji dengan analisis varian (ANAVA) satu jalan lalu uji Tukey sebagai Post Hoc Analysis. Hasil analisis data menunjukkan bahwa: (1) terdapat perbedaan nilai rerata antara ketiga metode pembelajaran, dan (2) selisih atau beda rerata antara metode Jigsaw dan Diskusi sebesar 0,833; dan antara Window Shopping dan Jigsaw sebesar 3,267; sedangkan antara Window Shopping dan Diskusi sebesar 4,100; dapat disimpulkan bahwa metode WindowShopping lebih efektif dibandingkan metode Jigsaw dan Diskusi.

Abstract

Jabatan Fungsional dalam rumpun bidang teknis Meteorologi, Klimatologi, Geofisika dan InstrumentasiMKG dibina Badan Meteorologi Kimatologi dan Geofisika (BMKG, dikenal dengan sebutan JF Pengamat Meteorologi dan Geofisika (PMG). Terdapat 4 (empat) Kepakaran dalam penyelenggaraan Diklat PMG Ahli, yaitu Meteorologi, Klimatologi, Geofisika dan Instrumentasi M/K/G/I dengan kurikulum dan evaluasi masing-masing. Evaluasi yang dilakukan untuk mengetahui capaian diklat melalui Ujian Komprehensif. Untuk mendapatkan informasi sejauh mana keberhasilan Diklat masing-masing kepakaran maka tujuan perlu dilakukan kajian ini guna mengetahui karakteristik hasil ujian komprehensifnya. Data yang digunakan pada kajian ini adalah data hasil ujian komprehensif online pada penyelenggaraan diklat PMG Ahli Tahun 2018 angkatan 27 - 34. Terdapat 8 (delapan) angkatan yang berasal dari 4 (empat) kepakaran yaitu Meteorologi, Klimatologi, Geofisika dan instrumentasi. Adapun metode penelitiannya yaitu dengan menggunakan Analisis runtun waktu melalui visualisasi grafis dan Statistik Deskiriptif. Dari hasil analisis terhadap data hasil ujian komprehensif 8(delapan) Angkatan Diklat PMG Ahli Tahun 2018, Visualisasi grafis data menunjukan bahwa variabilitas nilai untuk setiap jurusan dominan berada pada interval 70 – 80 dengan persentase 53%. Secara detail dari 53% data total peserta tersebut dapat diuraikan persentase terhadap jumlah peserta dalam interval nilai 70-80 untuk setiap kepakaran, 38% kepakaran Meteterologi, 9% kepakaran Klimatologi, 18% kepakaran Geofisika dan 35% kepakaran instrumentasi. Sebaran distribusi nilai ini pada interval dominan ini terlihat tidak seimbang karena data dasar jumlah peserta setiap jurusan berbeda, dimana untuk jurusan Meteorologi tercatat 141 peserta, Klimatologi 38 peserta, Geofisika 40 Peserta dan Instrumentasi 70 peserta. Untuk karakteristik nilai secara umum rata-rata nilai yang dapat dicapai oleh peserta adalah 72.9, dengan detail rata-rata untuk masing-masing kepakaran M/K/G/I secara berurutan adalah 71.9, 69.8, 76.2 dan 73.5. Namun hal terpenting yang dapat dilihat selainkarakteristik nilai melalui gambaran nilai rata-rata yaitu masih tingginya angka persentase capaian peserta dibawah nilai 70 (kurang memuaskan) sebesar 32%.

Abstract

Tujuan penelitian ini adalah untuk mengevaluasi penyelenggaraan Online Group Discussion (OGD) yang dilaksanakan oleh Pusat Pendidikan dan Pelatihan Badan Meteorologi Klimatologi dan Geofisika. Dengan evaluasi ini akan dapat diketahui kualitas penyelenggaraan Pembelajaran OGD tersebut sejauhmana efektifitas penyelenggaraannya. Penelitian ini menggunakan data-data pelaksanaan OGD di BMKG selama tahun 2017 yaitu sebanyak tujuh belas penyelenggaran OGD. Data-data dalam penelitian ini diperoleh melalui penyebaran kuisionerpenyelenggaran yang diupload melalui Learning Management System (LMS) Pusdiklat BMKG. Pertanyaan dalam kuisioner ini menggunakan pilihan jawaban dengan menggunakan sistem Likert menggunakan 5 pilihan jawaban. Berdasarkan jawaban yang tersimpan didalam LMS, seluruh data dari jawaban peserta dilakukan pengolahan datadengan cara merata-ratakan, menentukan jawaban terkecil dan terbesar. Selanjutnya dari data-data dari jawaban tersebut dilakukan rekapitulasi dan pengolahan data. Dengan jawaban tersebut kemudian ditarik kesimpulan berdasarkan model evaluasi CIPP yaitu berdasar context, input, process dan product. Jumlah pertanyaan kuisionercontext sebanyak 4 pertanyaan, untuk input sebanyak enam pertanyaan, untuk process sebanyak 10 pertanyaan dan untuk product sebanyak 17 pertanyaan, Performance pembelajaran pada Online Group Discussion melalui penilaian keempat aspek diatas menunjukkan nilai 3,7404 dalam kriteria Cukup Baik – Baik. Penilaian tertinggi yaitu pada aspek product, dan disusul secara berturut-turut untuk parameter context, process dan input. Hasil penilaiannya sebagai berikut context mendapat nilai 3,9017, input mendapat nilai 3,2828, process mendapat nilai 3,8517 dan untuk product mendapat nilai 3,9266. Berdasarkan dari hasil kajian ini, manfaat dari penelitian adalah untuk memberikanrekomendasi dari pelaksanaan OGD untuk penyelenggaraan yang akan datang agar dalam pelaksanaannya lebih baik dalam mendukung pelaksanaan pembelajaran online lainnya di Pusdiklat BMKG.

Abstract

West Java is a seismically active region with the largest population in the Indonesia region. The seismicity of West Java region due to the subduction of the Indo-Australian plate to the Eurasian plate-fault and local fault activity on the mainland. The more dense residential population even in seismic areas, damageand loss estimation of seismic hazard increasingly necessary in order mitigation and emergency response. Macroseismic study in West Java is also very important in revising the history of seismicity in the past and needed in the investigation of the potential seismic hazard. The regression approach has been carried out to determine the seismic intensity attenuation models and empirical relationships of seismic intensity with Peak Ground Velocity (PGV) and Peak Ground Acceleration (PGA) in West Java by using the Broadband signal recorded on the Libra-station network BMKG for earthquakes with M> 4 that occurred in the period 2009 to 2011. The differentiation techniques applied to the velocity seismogram to get the acceleration seismogram. From the calculations, obtained the empirical relationships seismic intensity with PGV and PGA as follows: IMM = 3,56 log(PGV) + 2,88 ± 0,57 (V≤ IMM ≤VIII)IMM = 3,69 log(PGA) – 1,12 ± 0,51 (V ≤IMM ≤VIII) The combination of seismic intensity attenuation models and empirical relationships of IMM – PGV andIMM – PGA are useful for prediction and fast estimation of the potential for earthquake damage and the intensity mapping (ShakeMap) in order to Earthquake Early Warning.

Abstract

This study focuses on investigating the effectiveness in enforcing Education and Training Program of Prepositioned First and Second Level Civil Servant Candidates (CPNS) in Education and Training Center of Meteorology, Climatology and Geophysics Department using the 4-level evaluation model developed by Kirkpatrick which includes reaction, learning, behavior and result. Instruments of data collection includes observation, questionnaires, interviews and documentation studies. Reaction evaluation measures the participants’ satisfaction towards implementation of the enforcement of Education and Training Program for The First and Second Level Civil Servant Candidates (CPNS) using ANEKA patterns, whereby high level of satisfaction can motivate the participants to complete the training. Learning evaluation assess the participants’ ability in truly understanding the given training materials and subsequently apply the knowledge in actualization activities. Behavior evaluation measures the positive behavioral changes among the participants in carrying out task given to their units while implementing the basic values of civil servant profession. Results evaluation determines the impact of the training in improving the performance and productivity of the participants upon training completion.
