Abstract

In the early 2020s, the world was shocked by the coronavirus outbreak (Covid-19) which infected almost alcountries in the world. As the rapid spreading of the virus and its impact on respiratory disorders and itcomplications with other diseases causes the world health organization or WHO declared Covid-19 to be apandemic on March 11. The policies in many countries imposed lockdown or social distancing to preventransmission of this virus which results in limited human activities. However, policies that are not concurrent ineach country and even cities caused the reduction of pollutants will vary. The purpose of this research is to findout the differences density of air pollutants in the atmosphere before and after the Covid-19 in big cities inIndonesia using weather modeling data with Particulate Matter (PM) parameters of less than 10 µm. The resultshowed that the most significant decreased pollutant intensity in the Special Capital Region of Jakarta, the Cityof Bandung, and the City of Semarang. However, the reduction of pollutant density was less significant in the City of Surabaya.

Abstract

During 2018, forest and land fires that occurred in the Banjarbaru area were recorded to the tune of 98,637hectares. The incident caused in the occurrence of smog that could harm the environment and human health. Direct and continuous monitoring of haze is needed by the community and government in providing early warning information related to haze of forest and land fires. Detection of haze from forest and land fires can be done by one of the remote sensing system, called the weather radar. However, for the detection of smoke haze from forestand land fires using weather radar is necessary to pay attention to the quality of radar data and the range of observations. Therefore, to improve the quality of weather radar data, clutter correction is used. In addition, it also can be used dual doppler method to increase the range of detection when smoke haze happen. This research was conducted on 12, 17 and 27 September 2018 in the Banjarbaru area using weather radar data, ME48 data, and hotspot data. This study aims to determine the application of the dual doppler method as well as the spatial and temporal characteristics of land fire smoke distribution. The results showed that the minimum visibility reached 10 m at the time of the haze of forest and land fires. Observation of haze of forest and land fires usingweather radar indicates the presence of smoke echo with a reflectivity value of -6 - 13 dBZ with smoke height reaching 2 km with the direction of smoke distribution moving from southeast to northwest.

Abstract

Radon gas concentration anomalies before the occurrence of earthquakes have been detected in many majoearthquake cases in the world, so they can be considered as early signs or earthquake precursors. The BMKGhas installed a radon gas concentration measuring device equipped with gauges of air pressure, air temperatureand rainfallaround the Palukoro Fault, namely at the Tadulako Earthquake Precursor Station. This study aims todetermine the existence of earthquake precursors around the PaluKoro Fault recorded by the Tadulako PrecursorStation, by utilizing the radon and air pressure sensors installed at the station. The data used are radon data and air pressure data in 2016 as well as data on earthquake events that occurred around the Palukoro Fault in thesame year.The data analysis method was carried out in three stages. First, the selection of an earthquake with acertain distance from Tadulako, where the possibility of the radon precursor can still be detected. Second, analysiof radon data anomalies using statistical methods, namely outside the mean ± 2 standard deviations, and lookingat earthquake data that corresponds to the radon anomaly. Third, selecting radon anomalies which are consideredas earthquake precursors whose rate of change is inversely proportional to the rate of change in air pressureThe analysis results show 9 radon gas anomalies detected in the second step and 4 radon gas anomalies thatfulfill the third step. This method needs to be tested on radon and air pressure data from BMKG precursor stationselsewhere.

Abstract

The South Manokwari climatology station provides monthly rainfall forecast information in the form of deterministic and probabilistic rainfall distribution forecast information maps. Assessing the quality of forecast is verified the rainfall forecast information service can meet the standards and needs for the community. This research aims to compare the results of monthly rainfall forecast between ECMWF model and ARIMA statistical model with rainfall observation results to determine the performance of forecast results closer to observation. The data used in this research are observation rainfall data from 15 rain posts and 5 BMKG stations in West Papua and ECMWF reanalysis data. Observation data used as baseline is monthly rainfall data in 2019. The method used is ARIMA method as forecast method, then contingency table to calculate forecast suitability, PC to see accuracy and HSS for excellence. Furthermore, the results used rainfall criteria/classes consisting of 9 classes called quantitative rainfall forecasts and criteria consisting of 4 classes called qualitative rainfall forecasts. The results of monthly rainfall forecast in West Papua show that ECMWF data tends to overestimate the observation compared to ARIMA. PCH ARIMA quantitatively and qualitatively, the frequency of accuracy of forecasts to the appropriate observations is more than PCH ECMWF. PC value from PCH ARIMA is qualitatively more accurate and HSS value has advantages over PCH ECMWF. The performance of ECMWF and ARIMA in each rain post qualitatively has better accuracy, especially in southern part of West Papua. Meanwhile, quantitatively shows worse results almost all rain posts.

Abstract

Bencana hidrometeorologi melanda sebagian wilayah di Provinsi Maluku Utara pada tanggal 15-16 Januari 2021. Kabupaten Halmahera Utara dan Kota Ternate merupakan wilayah yang mengalami dampak signifikan pada saat kejadian tersebut. Sejumlah kecamatan di wilayah Halmahera Utara diterjang banjir bandang. Selain itu, hujan lebat yang disertai angin kencang juga melanda Kota Ternate. Oleh karena itu, sangat penting dilakukkan analisis kondisi atmosfer penyebab bencana hidrometeorologi tersebut. Analisis dilakukkan dengan menggunakan data suhu permukaan laut, indeks ENSO, streamline, citra satelit Himawari-8, radar cuaca Ternate, dan data pengamatan permukaan. Metode yang digunakan yaitu analisis deskriptif. Masing-masing parameter akan dianalisis sehingga dapat diketahui keadaan atmosfer yang menjadi penyebab bencana hidrometeorologi tersebut terjadi. Berdasarkan analisis dapat disimpulkan bahwa kejadian hujan lebat disertai angin kencang yang melanda wilayah Maluku Utara tanggal 15-16 Januari 2021 disebabkan oleh adanya belokan massa udara (shear) dan konvergensi sehingga menyebabkan awan-awan konvektif akan berkumpul di wilayah Maluku Utara. Selain itu, fenomena La Nina lemah dan suhu permukaan laut yang lebih hangat dari normalnya menyebabkan massa uap air terkonsentrasi di Samudera Pasifik bagian Barat (Wilayah Indonesia Timur).

Abstract

Employees of the Center for Education and Training of Agency for Meteorology Climatology and Geophysics have two roles: one of Agency for Meteorology Climatology and Geophysics and the community in general who are expected to have adequate knowledge and skill to anticipate an earthquake. But, whether their knowledge and skill possessed are sufficient or not in dealing with the earthquake disaster. This research aims to identify an individual preparedness level for earthquake disasters in the Center for Education and Training of the Agency for Meteorology Climatology and Geophysics. The research was based on four parameters, namely 1) knowledge and attitude; 2) emergency planning; 3) warning system; and 4) resource mobilization capacity. The research which was started from February until April 2021 used the descriptive research method with the quantitative approach. The questionnaire used was the standardized questionnaire which had been developed dealing with the disaster preparedness concept by the Indonesian Institute of Sciences was collaborated with United Nations Educational and Scientific Cooperation and International Strategy for Disaster Reduction. Collecting data was conducted by distributing the questionnaire to 18 employees of the Center for Education and Training who as respondents in this research. Afterward, data which had collected was analyzed by using the tabulation frequency and cross-tabulation, diagram, as well as indexes. The results of this research were the majority of the individual preparedness level in “Sangat Siap” category (44.40 percent), whereas the majority of the preparedness level was based on four parameters had similar levels were in “Sangat Siap” category.

Abstract

This study aims to determine changes in the components of wind direction and speed during tropical cyclones by utilizing the ECMWF Era-Interim Reanalysis model data analyzed in the form of a time series graph. In addition, to determine the effect of the Dahlia Tropical Cyclone on changes in sea level on the Lampung Coast, a study was conducted by simulating sea level changes using the Delft-3d hydrodynamic model during the tropical cyclone event. The method used is comparative by comparing the output of hydrodynamic models to tidal measurements at 2 research points, namely Krui and Kota Agung tides. The data used are FNL wind data with a grid resolution of 0.25⁰ x 0.25⁰ and bathymetry data from gebco with a resolution of 30 seconds. The results showed that the performance of the hydrodynamic model was able to represent sea level well where the RMSE value was 0.36 for Krui Pasut Station, 0.23 for Kota Agung Pasut Station. While the correlation coefficient for Krui Pasut Station is 0.87 and 0.82 for Kota Agung tide station.

Abstract

Impact Based Forecast (IBF) dikembangkan sebagai metode baru dalam meningkatkan kesadaran publik pada potensi dampak kejadian cuaca. Dengan penerapan IBF, prediksi cuaca menjadi lebih relevan terhadap kebutuhan masyarakat, sekaligus memberikan kesempatan bagi pengguna dan pemangku kepentingan untuk mengambil kebijakan dan memilih tindakan yang sesuai sebagai upaya menghindari kerusakan maupun korban jiwa. Prakiraan berbasis dampak terbangun dari kemampuan prakirawan cuaca berkolaborasi dengan stakeholder di bidang penanggulangan bencana, dalam memetakan dampak dan mengomunikasikan ke masyarakat. Pada pelatihan IBF Tahun 2020 yang ditujukan untuk membangun kompetensi teknis, dilakukan survei untuk mengetahui tingkat persepsi peserta pada kompetensi manajerial dan sosiokultural yang terkait IBF. Hasil kajian mengungkapkan bahwa kompetensi manajerial belum sepenuhnya memadai terutama aspek komunikasi. Sambil melakukan pengembangan kompetensi komunikasi, individu yang akan bertugas dalam operasional IBF dapat menyiasati dengan menggunakan kompetensi mengelola perubahan dan sosio kultural untuk menguatkan strategi komunikasi.

Abstract

Pandemic Covid-19 has occuure and spread to all the world in periode while more one year. It’s impact to some live sectors, include sector of human resources competence development. Majority of human resources competence development programe changing from classical to virtual. In Agency of meteorology, climatology and geophysics, one of some method for human resources competence development conduct by Center for training & education is online group discussion (OGD). But how far effectivity of this programe isn’t knew yet. So the goal of this study is to know effectivity of conline group discussion enforcement. Data generated from respondent that answer some question in evaluation instrument on level reaction Kirkpatrick evaluation method. Reaseach methode has used such as survey for data collect, statistic descriptive, snowball graph visualization, and classification of effectivity level. Result of this study show that effectivity from 5(five) variables, that is material content, capability of presenter, capacity of moderator to manage discussion, organizing committee, and infrastructure supporting, all of variables get assessment value in average 4.7, Its mean eoforcement of OGD is very effective. Base on calculate result for respondent proportion, shown that majority of respondent (almost >90%) from 323 respondent agree with effectivity category for OGD enforecement is very an effective. Abstract

ABSTRAK Sesuai Peraturan Pemerintah No. 17 tahun 2020, pengembangan kompetensi PNS dilaksanakan melalui pendekatan sistem pembelajaran terintegrasi (Corporate University). Kebijakan ini telah mengharuskan semua Lembaga Kediklatan untuk melakukan penyesuaian dengan pendekatan Corporate University. Salah satu pilar penting dalam Corporate University adalah Sistem Manajemen Pengetahuan atau lebih lazim disebut Knowledge Management System (KMS). Knowledge management merupakan suatu upaya organisasi dalam rangka mengelola pengetahuan untuk tujuan meningkatkan kinerja organisasi. Kajian ini dimasudkan untuk mempelajari model KMS yang sesuai dengan proses bisnis BMKG. Metode kajian analisis diskriptif, yaitu berdasarkan data yang ada hasil survey terhadap Staf Pusdiklat dan Tim BMKG Corporate University, kesimpulan dirumuskan berdasarkan analisis data dan sintesis dari hasil analisis beberapa kajian sebelumnya dengan topik sejenis. LMS Pusdiklat dapat dikembangan menjadi KMS BMKG yang dapat dimanfaat untuk mendukung pengembangan kompetensi pegawai BMKG, dengan pendekatan mengintegrasikan seluruh sumber daya dalam rangka memenuhi kebutuhan pengetahuan sesui proses bisnis BMKG
