The Hajj pilgrimage is the fifth pillar of Islam that is dreamed of by every Muslim throughout the world. In Indonesia, enthusiasm for performing the Hajj is very high, but it is accompanied by a long waiting list that can last for decades. This causes various problems and injustices for Hajj pilgrims. This policy paper aims to examine the problem of Hajj waiting lists in Indonesia and offer solutions for optimizing the registration system and managing waiting lists more efficiently and fairly. This study uses qualitative methods with literature studies, statistical data analysis, and interviews with relevant stakeholders. The result is that various factors cause long hajj waiting lists, such as limited hajj quotas from the Saudi Arabian government, a registration system that is not yet optimal, and a lack of transparency in managing the waiting list. Therefore, this policy paper offers several solutions for optimizing the registration system and waiting list management, including (1) Increasing the Hajj quota from the Saudi Arabian government through diplomacy and negotiation; (2) Implementation of an integrated and transparent online Hajj registration system; (3) Implementation of a fair and accountable priority system for Hajj pilgrims; and (4) Increasing education and information for Hajj pilgrims regarding waiting lists. The conclusion is that optimizing the registration system and management of the Hajj waiting list through the solutions proposed in this policy paper is expected to create a more efficient and fair Hajj pilgrimage for all Muslims in Indonesia.

This policy paper describes the problem of accreditation-based budget policy at IAIN Kendari, namely that universities are faced with pressure to improve quality and competitiveness, including through increasing the accreditation of study programs and institutions. Meanwhile, budget managementthat focuses on accreditation is an important strategy to support these efforts. By carefully allocating resources to support activities that support the achievement of accreditation standards, universities can ensure the efficient and effective use of their funds. This article uses a qualitative method with a literature study approach, where the author refers extensively to existing primary and secondary data and sources. The results show that the main challenge in accreditation-based budget management at IAIN Kendari is the lack of a regulatory framework that regulates the budget proposal process oriented towards increasing accreditation. Without clear guidance, the allocation of funds to support increased accreditation can be undirected and less effective. Thus, the author recommends that to ensure the success of an accreditation-based budget management policy, concrete steps are needed, such as synergy with the institution's main performance indicators, making clear regulations, active involvement of Quality Assurance Institutions, increasing awareness and training, as well as ongoing monitoring and evaluation.

This policy paper explains that the socialization of religious moderation villages in Oeleta, Kupang City has not yet functioned optimally, so it still requires additional regulations from the regional government in the form of Governor's Regulations (Pergub) or Mayor's Regulations which focus on regulating the development of religious moderation villages. The purpose of writing this policy paper is to find out the ideal socialization regarding the importance of religious moderation villages and law enforcement regulations related to tolerance in the religious moderation village area in Oeleta. The writing method used is qualitative with a descriptive approach to the results of data findings in the field through observation, interviews, and documentation. The results show that the pilot religious moderation village launched by the Ministry of Religious Affairs in Oeleta does not yet have regulations (Regional Regulations) that form a legal basis, either in the form of NTT Provincial Governor Regulations or Kupang Mayor Regulations. Thus, the author recommends that the Regional Office of the Ministry of Religious Affairs of East Nusa Tenggara Province and the Government of East Nusa Tenggara Province, especially the Governor, make policies to maintain harmony and tolerance between religious communities in NTT, especially in the City of Kupang by strengthening regulations aimed at providing a legal basis for efforts made. carried out to increase religious moderation and tolerance; creating a conducive environment for the development of religious moderation and tolerance; and preventing violations of the principles of religious moderation and tolerance.

This research aims to analyze what is the cause roots of the increasing divorced rate caused by economy problems. The method use in this research is Root Cause Analysis (RCA). RCA is structure step by step technique that focused on find the cause of the problems and the solution rather than overcome the symptoms. This method good enough to help government understand the problems to achieve permanent solution. Applied RCA in this research is to inform what is happen (sourced from Badilag data where divorce rate is increasing): why did it happen (root of problems investigation analysis displayed in diagrams fishbone) and what is to be done to prevent something like that happening again (in the form of action plan).

Absorption of the government's budget is one of the instruments for national economic recovery (PEN) during the COVID-19 pandemic. Proportionate budget absorption is able to increase consumption power and have an impact on people's welfare, this of course must be supported by quality planning and professional Human Resources. The budget absorption at the Ministry of Religion at the end of the year was included in the good category, but the lack of proportionate absorption every quarter was possible due to many factors including planning and human resources. The purpose of this study was to determine the effect of budget planning and human resources on budget absorption in the ministry of religion. Research method with quantitative multivariate correlation. Collecting data through a questionnaire by taking data on planning, human resources and budget absorption in 2020. The data was then analyzed using multiple linear regression analysis with the help of Partial Least Square (PLS). The results of the study show that the planning process and human resources at the Ministry of Religion are categorized as good. These two variables have an effect of 43.6% on budget absorption, while the other 56.4% are influenced by other factors not discussed in this study. This shows that planning and human resources are two inseparable variables and need attention in improving the quality of budget absorption during the pandemic.

Islamic boarding schools or pondok pesantren are non-formal educational institutions that have the characteristics of simplicity, obedience to the kyai, tenacity, independence and having social spirit. However, the independence of pondok pesantren is not only a way of life for students, but pondok pesantren must be able to empower the community with entrepreneurship so that economic independence can be realized. The Ministry of Religious Affair as an institution for fostering pondok pesantren has limitations in guiding and mentoring, especially to realize pondok pesantren independence. Thus the purpose of this paper is to provide a reference in the form of an implementable strategy to realize the independence of traditional pondok pesantren so that they can realize the transformation of people’s services. This research was conducted using a qualitative approach. Data analysis was carried out by SWOT analysis. The results of this study are 1) the independence of pondok pesantren can be realized by using a combination of strength and threat analysis strategies with a weight of 3.2; 2) priority activities are implementing entrepreneurship in tandem with learning, applying the principles of prudence, transparency and accountability as well as conducting risk analysis. Conclusion: The independence of pondok pesantren is not only to improve the quality of santri in terms of independence in carrying out the learning process, but also economic independence and community empowerment by improving the quality of life through improving the quality of the economy.

Management is a systematic science to understand why and how humans work together to produce something useful for other people and certain groups and society in general. The functions of management according to experts vary, but from all experts who argue about the function of management there are similarities. In this paper, the author describes the function of planning management in Islamic education. In the Qur’an there are lafad whose meaning is commensurate with management, namely lafad of which lafad (yudabbiru) in Surah Yunus/10:3 which means to regulate, that Allah is in control of everything that happens on this earth. The word planning is not found in qath’iyah (clear) lafad in the Qur’an, but many verses of the Qur’an that talk about lafad that are commensurate with the Qur’an, by definition educational planning is an effort that is systematically arranged in various ways to achieve future goals with pay attention to the economic, socio-cultural and overall fields of a country.

The distribution of the population in West Sumatra is almost over 80 percent of the Minangkabau indigenous people who are Muslim. The remaining 20 percent are non-Minangkabau people and have religions other than Islam, even if there are other ethnicities and religions, they can still live and live side by side. This ethnic and religious diversity needs to be managed to maintain diversity as the achievement of national goals. The purpose of this research is to examine more deeply the relationship model between Nias and Minangkabau ethnic groups in Padang City and Padang Pariaman Regency. The research method was carried out through a literature review through the search for secondary information. From the literature studied, it is known that malakok has been proven to be able to act as a model of local wisdom in relation to diversity, both ethnically and religiously based for social harmony, both internally Minangkabau and with non-Minangkabau who are Muslim and with non-Minangkabau who are not Muslim. Malakok, commonly referred to as the Minang kabaustyle assimilation. The existence of this malakok system means that the kinship system in Minangkabau proves that it is actually an open system.

This Policy Paper describes that public services at the Religious Affairs Office (KUA) have received a lot of corrections from the community in West Nusa Tenggara Province. About this, KUA services will be improved by using KUA revitalization. However, the implementation of KUA revitalization has many obstacles that cannot be resolved in a short time. The purpose of this analysis is to evaluate and develop the KUA revitalization program in West Nusa Tenggara Province. This analysis was carried out using a qualitative approach, and data analysis using a descriptive approach. The analysis results are: 1) The KUA revitalization program is not only an Islamic Guidance program but a comprehensive Ministry of Religious Affairs program. 2) KUA revitalization is not only a change in mindset and culture set but also an agent of change. 3) The main change in KUA revitalization is in changes in human resources. 4) Improvement of facilities and infrastructure is carried out based on the priority scale of KUA conditions. 5) It is necessary to make changes to the rules that are linear with the KUA revitalization program, especially the rules related to SBSN so that they can synergize to accelerate the progress of KUA revitalization. The conclusion is that the KUA revitalization program will be successful if there is cooperation between all work units within the Ministry of Religious Affairs.

This Policy Paper reviews that learning in remote, outermost, and underdeveloped villages (3T) is hampered by accessibility issues. Accessibility is not only in terms of regional reach, but also economic, health, and environmental. The existence of accessibility that is considered severe has an impact on the quality of education which is categorized as weak. This problem is followed up by providing additional internet facilities to support information and communication facilities, but internet utilization has not been maximized. The purpose of this analysis is 1) to describe and analyze the problem of weaknesses in the use of internet technology as a learning tool, and 2) to analyze appropriate educational planning for remote villages. This analysis was conducted using a descriptive qualitative approach. The results of this analysis are 1) the use of the internet to support the learning process is considered not optimal due to the human resources of teachers and madrasah leaders who do not understand online learning, 2) the educational planning process is carried out as a solution to the weaknesses of implementation, namely by using synoptic theory and improving teacher pedagogical competence. The conclusion is that educational planning needs to be done to improve the output and outcome of the planned program.
