This study examines the role of the work environment in supporting employee productivity at the Kadolomoko Urban Village Office, Kokalukuna District, Baubau City. A qualitative approach was employed, with data collected through observation, interviews, and documentation. Three informants representing leadership and staff participated in the study. The findings indicate that the physical work environment is generally supportive, as reflected in the availability of office space, equipment, lighting, ventilation, air conditioning, Wi-Fi, prayer and rest rooms, and CCTV. The non-physical environment is also favorable, characterized by harmonious communication, teamwork, and supportive relationships between leaders and employees. These conditions contribute to work quality, timely task completion, employee morale, and discipline. However, the limited parking area remains a notable constraint. Therefore, improved parking management and continuous maintenance of workplace facilities are recommended to sustain employee comfort and productivity.

This study aims to identify the critical success factors of Total Quality Management (TQM) implementation and analyze its impact on organizational performance through a literature review approach. The study analyzed 33 articles published between 2008 and 2025 using descriptive qualitative analysis through literature classification, synthesis, and interpretation. The findings indicate that the main critical success factors of TQM implementation are leadership, customer focus, human resource management, continuous improvement, process management, and supplier management. TQM implementation positively affects organizational performance, operational performance, competitive advantage, innovation performance, and corporate sustainability. The review also reveals a shift in TQM research from a traditional quality management approach toward integration with knowledge management, innovation, and sustainability. The study concludes that TQM remains a relevant management approach for improving organizational performance and supporting long-term competitiveness.

Digital transformation has become a crucial factor in improving organizational performance in the public sector amid increasing demands for effective, efficient, and technology-driven public services. This study examines the influence of digital leadership and organizational commitment on employee performance through digital transformation at the Regional Civil Service and Human Resource Development Agency of Konawe Islands Regency. A quantitative survey was conducted, and the data were analyzed using SEM-PLS. The findings indicate that digital leadership and organizational commitment positively influence digital transformation, which significantly improves employee performance. However, the direct effects of digital leadership and organizational commitment on employee performance are not consistently significant. Moreover, digital transformation mediates the relationship between organizational commitment and employee performance but does not mediate the relationship between digital leadership and employee performance. These findings emphasize the strategic role of digital transformation in enhancing employee performance in public sector organizations.
