Increased demand and population growth have resulted in land use competition. Rice fields play a major role in food security because they produce the staple food of rice, which is the most important food crop in Kuantan Singingi Regency. In the last four years, the rice needs of the people of Kuantan Singingi Regency can only be met by ±50% of the local land production. It is feared that in the long term it will become food insecurity. One of the factors feared to affect the instability of food productivity in Kuantan Singingi Regency is the area of food production land or paddy fields. The amount of land area for food production or paddy fields is influenced by the establishment and conversion of land functions that occur. The number of land assignments with land conversion that is not commensurate causes a large enough imbalance. Based on this, this study aims to determine the implementation of Government Regulation No. 1/2011 on the Determination and Transfer of Sustainable Food Agricultural Land in Kuantan Singingi Regency. This research uses a theory based on the variables that influence policy implementation according to Smith's theory, namely idealized policies, target groups, policy implementers, environmental factors. Data were obtained through interviews, observation, and documentation and used data analysis techniques. The results showed that the implementation of the determination and transfer of the function of sustainable food agricultural land still has several obstacles, namely the absence of legal sanctions, lack of communication, customary habits, the ability of the government as an implementor is less than optimal in implementing the rules of determination and transfer of land functions to the people of Kuantan Singingi Regency.

The needs and demands of society for improving the quality of service have shown that it is increasingly important for the government bureaucracy to respond, especially in the current era of globalization. To be able to respond to these changes, officials must truly have professional skills and have high discipline in facing various challenges towards improving service quality. The implication is that in entering an era of change, all functions and duties of the government as a public service can be carried out optimally, especially in providing services to the community, including government officials in Bina Widya District, Pekanbaru. Government organizations, service to the community is the main goal that cannot possibly be avoided because it is an obligation to provide services by creating the best service to the community, because it has become an obligation, the government should look for the best solutions to problems that are often faced, including obstacles to internships. namely originating from within the agency itself as well as external constraints that come from the community.

The performance of the Tirta Sago Regional Drinking Water Company in providing clean water in Payakumbuh City is still not optimal. This Research aims to determine the performance of the regional pub;ic company for drinking water tirta sago and what inhibiting factors influence its performance both technically and in administrative services. This research uses agus dwiyanto”s (2021) permormance theory wich provides 5 assessment indicators, namely : Productivity, service quality, responsiveness, responsibility, and accountability. The method used in this research is a qualitative approach with data colelection techniques in the form of observation and interviews. The results of this distribution targets is decreasing accompanied by the level of water loss which is still at 35 %, in terms of quality of service there are still employes who provide services that do not comply with regulation, then in terms of responsiveness indicators there is a new innovation in the form of Smart Water Company but the level of urgency of costumer complaints regarding water distribution that does not meet costumer needs there is no respons from company, then based on responsibility indicators there are still errors is manually checking water meters which have an impact on costumer water billing so that the administration procces not going well, then in terms of accountability it is still not optimal because the regional public company for drinking water tirta sago received a warning from the DPRD through mayor to the evaluate the profits obtained. The problems that occur are caused by factors, namely infrasturctur that is not yet adequate and utilized optimally, poor coordination between employes and management, the system for checking water meters is still done manually, and revruitment regulation that are not strict in preventing fraud.

Poverty in Indonesia persists to this day, and it is the government's responsibility to at least reduce the poverty rate. Surabaya, as the second largest city after Jakarta with a population of 2,887,223 people, is poised to experience growth in the coming years. High levels of urbanization bring new challenges to Surabaya, such as urban-rural disparities with the existence of slum areas. The aim of this research is to deeply analyze the level of community involvement and contribution in implementing the New Breakthrough Program of Kampung Madani in Surabaya, as well as to identify the social, economic, cultural, and political factors that influence the level of community participation in the program. This research employs a qualitative approach, particularly in the form of descriptive research. The descriptive analysis aims to provide a clear, objective, systematic, analytical, and critical overview of community participation in the New Breakthrough Program of Kampung Madani as an effort to reduce poverty in Surabaya. The theory of community participation according to Yadaf (2012) is used in this research. The results of the research show that community participation in the New Breakthrough Program of Kampung Madani is quite significant, as evidenced by the enthusiasm of village officials and philanthropic individuals who willingly and sincerely help those in need.

In recent years, the Surabaya City Government has revised the nomenclature of executive positions in various government agencies. Implementation of policies on changes in position nomenclature is not always easy. Decree of the Minister of Administrative Reform and Bureaucratic Reform Number 11 of 2024 concerning Executive Positions for State Civil Apparatus within Government Agencies as the latest legal basis for the use of nomenclature and job classes for agency employees. This research is a descriptive qualitative approach that will provide in-depth insight into how the implementation of policies on changes in the nomenclature of executive positions occurs in the Organization Section of the Surabaya City Regional Secretariat, as well as the factors that influence it. The Organization Section has four variables as factors for successful policy implementation, namely communication, resources, disposition, and bureaucratic structure. The variables have been realized very well, but it is gradual and takes time. Recommendations from this study emphasize the importance of maintaining the synergy of leaders and staff to implement all bureaucratic reform activities. Thus, this research provides valuable insights for other agencies in improving the effectiveness of policy implementation related to changes in the nomenclature of executive positions within the Surabaya City government.

Road is a land transportation insfrastucture that covers all part of the road, including traffic facilities. One of the most common road equipment facilities is speed limiters which function to limit the speed of vehicle users. The regulation that governing about these speed limiters are Regulation of Minister of Transportation Number 14 of 2021. This policy was made as a guideline for the implementation of road equipment facilities, including speed limiters. However, in its implementation in Binawidya District, this regulation is rarely known by the public. In the end, many road that require this tool were built independently, without knowing the actual shape and size. The organizer of this regulation for city road is the Mayor, who is assisted by the City Transportation Agency. This research uses a qualitative method and using Malcolm L.Goggin, et al. theory of policy implementation as a reference. The result show that the implementation of these policies is still not optimalized. There are three factors that hinder it, and that is 1) there no separate Regional Regulation regarding speed limiting device, 2) the lack of communication and socialization through social media that are ineffective, and 3) the human resource who understand the technical work of speed limiting device are still lacking..

E-Government and Digital Governance serve as crucial foundations in the transformation of public services, leveraging information and communication technology. The primary focus is to provide easy and efficient access for the community. Through innovations such as the "Jemput Bola Administrasi Kependudukan" (Administration Retrieval Initiative) within the Kalimasada program, the Surabaya city government expedites administrative processes by utilizing the Klampid New Generation (KNG) website. This research aims to optimize this innovation in the Wonorejo Rungkut sub-district of Surabaya. Standards of public service regulated by laws serve as benchmarks for enhancing service quality, covering procedures, processing time, costs, service offerings, infrastructure, and staff competencies. The research findings indicate that service procedures run smoothly, processing times are relatively fast, services are provided free of charge, service offerings include various citizenship documents, and infrastructure is adequate. This innovation reflects the integration of technology into governance, accelerating and streamlining public administration processes.

This research is intended to obtain a real picture of the implementation of non-optimal performance which is driven by an overflow of tasks carried out, thus making work that should be work done wholeheartedly, thereby giving rise to a feeling of workload on the Surabaya City Civil Service Police Unit in order to create an effective and effective organization. efficient. This research uses a qualitative approach with a descriptive research method which aims to describe the problem and focus on the research. The research results showed that: (1) Implementation in accordance with the name of the implementing position in KEPMENPAN No. 11 of 2024 in the civil service police unit through the ABK website platform is still not fully running optimally because its performance is still not optimal, (2) Factors inhibiting the implementation of the implementation according to the name of the implementing position in KEPMENPAN No. 11 of 2024 in the civil service police unit through the ABK website platform are indicators that are considered still low in the policy dimension according to Grindle's theory, including: Program implementation is still not optimal because policy implementation does not have a legal basis such as KEPMENPAN No. 11 of 2024. Apart from that, the civil service police unit does not yet have an SOP regarding managing the crew website in its assignment.

The Government Agency Performance Accountability System (SAKIP) is a tool used by the government to fulfill its obligations to account for what has been done while carrying out organizational duties, which consists of several parts, namely strategic planning, performance planning, performance measurement, and performance reporting. As stated in Permen PAN-RB No.12 of 2015, these components include: 1) Planning; 2) Performance Measurement; 3) Performance Reporting; 4) Performance Evaluation. This research is descriptive research with a qualitative approach that has a research focus, namely: how the influence of the Government Agency Performance Accountability System and inhibiting factors in realizing Good Governance on the implementation of performance measurement. Data obtained from the results of observation, interviews and documentation at the research location. The results showed that the influence of the Government Agency Performance Accountability System (SAKIP) in realizing Good Governance on performance measurement in Genteng District can increase accountability in the management of public resources, with a clear system for measuring and reporting performance, government agencies become more open and responsible for the use of public funds. Information that is openly available can allow the public to monitor and evaluate government performance which in turn can increase public trust.

The expansion of the East Java Trans Bus service to Lamongan and Bangkalan is a process of forming and setting a strategy for developing public transportation services that are safe, comfortable and affordable for the people of East Java. It is hoped that this expansion will make it easier for workers to obtain adequate transportation facilities and help the community to reach the economic and government center of Surabaya. Trans Jatim has been a mainstay of the community since its launch and is always in demand. With the expansion of the route to Lamongan and Bangkalan, it is hoped that it can provide much better public transportation services to meet the community's needs. The expansion of the East Java Trans Bus service to Lamongan and Bangkalan aims to determine the increase in public transportation services and also to determine the increase in Regional Original Income (PAD). This research uses the literature study method with the process of collecting data, journals, articles and information related to the topic under study. The presence of this service is expected to reduce road congestion, reduce pollution, reduce the number of accidents and reduce exhaust emissions. With the expansion of this service, it is hoped that it can become a milestone for efficient and sustainable transportation in East Java Province.
