Abstract

Preserving traditional culture is a major challenge in the era of globalization and digitalization. One of the cultural heritages whose sustainability is threatened is Gondolio art, a traditional musical art from Tambaknegara Village, Banyumas Regency. This art has significant historical value and social function, but faces various obstacles such as minimal youth regeneration, lack of infrastructure support, and the dominance of modern culture. This study aims to analyze the role of youth in the digitalization of Gondolio art as an effort to preserve traditional culture. The results of the study show that although the level of youth awareness of the importance of cultural preservation is quite high, their active participation in preserving Gondolio is still low. The use of digital technology, especially social media such as TikTok, Instagram, and YouTube, has been identified as an effective strategy to document, promote, and increase appreciation for Gondolio art. However, these digitalization efforts are still sporadic and require support from various stakeholders, including the government, arts communities, and youth. Key recommendations include cultural education for youth, optimizing the use of social media for promotion, and cross-sector collaboration to create sustainable digital-based preservation programs. With this approach, it is hoped that Gondolio art can remain alive and become an integral part of Indonesia's cultural identity in the modern era..

Abstract

Digital initiatives have great potential to enhance the quality of life in rural communities. However, for the benefits to be evenly distributed, this process must be inclusive. The West Java government has taken crucial steps through the “Rural Digitalization” program and supporting regulations in 2022. Moreover, barriers such as uneven internet infrastructure, low digital literacy, and minimal use of technology in key sectors such as agriculture, fisheries, and livestock are still major barriers. Coupled with weak coordination between levels of government and budget constraints, it also slows down realisation in the field. This study aims to identify gaps in the initiative of rural digitalisation and offer practical solutions. Through a descriptive qualitative approach and literature study, it was found that access to technology needs to be balanced with locally relevant skills, confidence, and innovation. This study offers a roadmap in the form of mobile-based digital training, a community internet model, and affordable technology solutions. Then, the success of digital initiatives in rural areas depends on long-term collaboration between the government, private sector, and community.

Abstract

Citizen participation in national policy formulation is important in maintaining democratic sustainability and government legitimacy. However, citizen participation in the policy-making process in Indonesia is still limited, which often leads to social discontent and public protests. Cases of large demonstrations that took place in February and March 2025, such as the #IndonesiaGelap action, show people's dissatisfaction with government policies that are deemed incompatible with their needs, such as the 12% VAT policy and the revision of the TNI Law. The public, who felt ignored by formal channels, began to shift their expression of protest through social media, which allowed them to participate directly in the policy process. This research explores the role of social media as a channel for citizen aspiration in fighting for public policy change in Indonesia by looking at how social media can increase citizen engagement and strengthen government transparency and accountability. Based on the analysis of real cases, social media proved to be an effective channel to accelerate policy change despite challenges related to population bias and information credibility. This research suggests that the government improve the accessibility of citizen participation channels and integrate social media as part of a more inclusive and transparent policy formulation strategy.

Therefore, the focus of this research question is how the implementation and effectiveness of the ‘economic powerhouse’ in the IA-CEPA. The concept of public policy guides this study to analyze the results of the implementation of the IA-CEPA cooperation between Indonesia and Australia. To answer the research question, this article uses a qualitative research method through a literature study to analyze the implementation of the IA-CEPA. The results of this study indicate that IA CEPA serves as a bridge of mutualism to advance the interests of both nations, especially in the economic sector for the welfare of the people. Through reciprocal skills exchange programs, on-the-job training, and regulations governing work and holiday visas, IA-CEPA has succeeded in improving the capabilities and knowledge of the Indonesian workforce in the field of human resource development.

Abstract

The high weakness of the Local Government Internal Control System (SPI) as identified in the 2023 Local Government Financial Report (LKPD), which shows 5,426 findings of structural, procedural and functional weaknesses. This research examines SPI normatively within the framework of the principles of state financial management, in order to assess the extent to which SPI is able to guarantee the principles of good governance which include legality, accountability, transparency, efficiency, and effectiveness. The research method is normative legal research with statutory and conceptual approaches, using qualitative analysis methods based on systematic, grammatical, and teleological interpretations as developed by Peter Mahmud Marzuki. The results show that SPI weaknesses not only have administrative impacts, but are also a form of violation of imperative legal norms governing public financial management. SPI that fails to perform the internal control function substantively has implications for systemic damage to fiscal governance and violations of constitutional principles. The novelty of this research lies in the meaning of SPI as a legal instrument guarding principles, not just an administrative tool, and its contribution in formulating a valuebased internal control model based on legal principles to build a legal, accountable and democratic regional financial system.

Abstract

This article explores the issue of poverty in Banyumas Regency within the framework of public administration, with a particular emphasis on the accuracy and consistency of poverty data as a foundation for formulating social policies. Employing a qualitative descriptive approach with purposive sampling techniques, the study uncovers discrepancies in poverty indicators and measurement approaches across local government units. These data inconsistencies significantly impact the accuracy of targeting social programs, thereby hindering the effectiveness of public policy implementation. Furthermore, the findings reveal that the problem is not merely technical but also indicative of weak data governance and poor inter-institution coordination. Therefore, the integration of data systems and harmonization of poverty indicators among institutions are crucial for supporting targeted, equitable, and data-driven policymaking.
