The Law and Economics is an interdisciplinary Publication. It seeks to promote an understanding of many complex phenomena by examining such matters from a combined law, economics, and organization perspective (or a two-way combination thereof). In this connection, we use the term organization broadly - to include scholarship drawing on political science, psychology and sociology, among other fields. It also holds the study of institutions - especially economic, legal, and political institutions - to be specifically important and greatly in need of careful analytic study.

Abstract

This research was conducted to: (1) determine and analyze the influence of internal control systems on fraud prevention; (2) determine and analyze the influence of apparatus competence on fraud prevention; (3) determine and analyze the influence of morality on fraud prevention; (4) determine and analyze the influence of transparency on fraud prevention; and (5) determine and analyze the influence of accountability on fraud prevention in village financial management. The respondents of this study were village officials in Kotawaringin Barat Regency (Village Heads, Village Secretaries, Treasurers/Heads of Finance) and Chairs of the Village Consultative Body with a total of 252 respondents. This study is a quantitative research with a causal associative approach. Data were collected through questionnaires and analyzed using multiple linear regression analysis with the assistance of SPSS version 25 software. The results of the study indicate that the internal control system, apparatus competence, morality, transparency, and accountability have a positive and significant effect on fraud prevention in village financial management. These findings strengthen the Fraud Diamond Theory by demonstrating that strengthening internal controls, increasing the competence and morality of officials, and ensuring transparency and accountability can narrow opportunities, suppress rationalization, and weaken pressure factors and the capability for fraud to occur

Abstract

This study aims to analyze the influence of education level and work tenure on the performance of Civil Servants (ASN) at the Secretariat of the DPRD of Ogan Komering Ulu Regency. The research method uses a quantitative approach with a saturated sample of all 64 ASN employees. Data were collected through questionnaires and analyzed using multiple linear regression. The results indicate that education level and work tenure, both partially and simultaneously, have a positive and significant effect on employee performance. The independent variables explain 33.1% of the performance variation (R²=0.331), while the remaining 66.9% is influenced by other factors. The study concludes by emphasizing the importance of HR policies that integrate the improvement of educational qualifications with knowledge management from work experience.

Abstract

Micro, Small, and Medium Enterprises (MSMEs or UMKM) are a strategic sector that plays a crucial role in driving national economic growth, including in Bogor Regency. Increasing competition in the creative industry has caused sales of Global Accessories & Toys products to fluctuate quarterly compared to year-on-year from a marketing perspective, product quality and price are two main determinants that influence consumer behavior, especially in the purchasing decisions-making process. The research used a quantitative method using the Structural Equation Modeling (SEM) method, with a sample size of 150 respondents. The SEM analysis stages include: Normality Test, Validity Test, Reliability Test, Moderation Test, Hypothesis Test, and Goodness of Fit Test. Based on the results of the research conducted, it is known that Price has a significant influence on Purchasing Decisions, this can be seen from the p-value of 0.000 so that Ho1 is accepted, while Product Quality does not affect Purchasing Decisions, this can be seen from the p-value of 0.183 so that Ho2 is accepted. However, Product Quality weakens the influence of Price on Purchasing Decisions, this can be seen from the p-value of 0.888 so that Ho3 is accepted.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh kerjasama tim dan komunikasi terhadap kinerja pegawai Inspektorat Daerah Kabupaten Ogan Komering Ulu. Latar belakang penelitian didasarkan pada belum optimalnya kinerja pegawai yang diduga dipengaruhi oleh kurangnya sinergi tim dan komunikasi yang belum efektif. Penelitian ini menggunakan pendekatan kuantitatif dengan jenis penelitian eksplanatori. Populasi penelitian adalah seluruh Pegawai Negeri Sipil Inspektorat Daerah Kabupaten Ogan Komering Ulu sebanyak 57 orang, dengan teknik pengambilan sampel menggunakan metode sensus (total sampling). Data dikumpulkan melalui kuesioner berskala Likert dan dianalisis menggunakan regresi linear berganda dengan bantuan SPSS versi 22. Hasil penelitian menunjukkan bahwa secara parsial kerjasama tim berpengaruh positif dan signifikan terhadap kinerja pegawai. Komunikasi juga berpengaruh positif dan signifikan terhadap kinerja pegawai. Secara simultan, kerjasama tim dan komunikasi berpengaruh signifikan terhadap kinerja pegawai Inspektorat Daerah Kabupaten Ogan Komering Ulu. Koefisien determinasi menunjukkan bahwa kedua variabel independen memberikan kontribusi yang cukup kuat dalam menjelaskan variasi kinerja pegawai. Penelitian ini menyimpulkan bahwa peningkatan kerjasama tim yang ditandai dengan kekompakan, kepercayaan, tanggung jawab, dan kontribusi antar anggota, serta komunikasi yang efektif dan intensif, dapat meningkatkan kualitas, kuantitas, ketepatan waktu, efektivitas, dan kemandirian pegawai. Oleh karena itu, manajemen Inspektorat Daerah Kabupaten Ogan Komering Ulu perlu memperkuat budaya kerja kolaboratif dan sistem komunikasi internal guna meningkatkan kinerja organisasi secara berkelanjutan

Abstract

This study aims to analyze the influence of the work environment, workload, and communication on the performance of employees at the Baturaja Timur Subdistrict Office. The background of this study is based on the phenomenon of suboptimal employee performance, which is believed to be influenced by an unfavorable work environment, an uneven distribution of workload, and organizational communication that is not yet effective. This study employs a quantitative approach with an explanatory research design. The study population consists of all civil servants (ASN) and Volunteer Workers (TKS) at the Baturaja Timur Sub-District Office, totaling 45 individuals, with a sampling technique using the census method (total sampling). Data were collected via a questionnaire using a Likert scal and analyzed using multiple linear regression with the assistance of SPSS version 22. Testing was conducted through validity and reliability tests, classical assumption tests, t-tests (partial), and F-tests (simultaneous). The results of the study indicate that partially, the work environment, workload, and communication have a positive and significant effect on employee performance. Simultaneously, these three variables also have a significant effect on the performance of employees at the Baturaja Timur Subdistrict Office. The variable that has the most significant influence on employee performance is the work environment. This study makes a theoretical contribution to the development of research on public sector human resource management, as well as a practical contribution by providing guidance for leaders in formulating strategic policies to improve employee performance through improvements to the work environment, the management of a balanced workload, and enhanced organizational communication effectiveness

Abstract

This study aims to analyze the influence of Employee Income Allowance (TPP) and Work Effectiveness on Employee Performance among Civil Servants (ASN) within the OKU Regency Regional Secretariat. The research method used is quantitative descriptive with a statistical approach to describe the relationship between variables. The research population consisted of 141 employees, with a sample of 59 respondents determined using probability sampling through simple random sampling based on the Slovin formula with a 10% margin of error. Data collection was conducted via a questionnaire using a 1–5 Likert scale, supported by observation and documentation. Validity and reliability tests indicated that all research instruments were suitable for use. Data analysis was performed using multiple linear regression with the aid of SPSS version 26 software, following classical assumption tests that included tests for normality, multicollinearity, and heteroscedasticity. The results of the study indicate that, individually, TPP and Work Effectiveness have a significant effect on Employee Performance. Simultaneously, these two independent variables also have a significant influence on the dependent variable. The coefficient of determination indicates that TPP and Work Effectiveness can explain most of the variation in Employee Performance. Thus, improving welfare through TPP and optimizing work effectiveness can be important factors in enhancing civil servant performance

Abstract

This study aims to analyze the influence of competence, work motivation, and work environment on employee performance at the Ogan Komering Ulu Regency Youth and Sports Office. The research method used is a quantitative descriptive approach with a causal design. The population in this study consists of all 47 employees, who were selected as the sample using a census technique. Data collection was conducted through questionnaires and documentation, while data analysis utilized multiple linear regression with the aid of statistical software. The results indicate that, individually, competence, work motivation, and work environment each have a positive and significant effect on employee performance with a significance level of < 0.05. Collectively, these three variables also have a significant effect on employee performance. The coefficient of determination (R²) value of 0.413 indicates that 41.3% of the variation in employee performance can be explained by competence, work motivation, and the work environment, while the remainder is influenced by other variables outside the research model. These findings indicate that enhancing competencies through training, strengthening work motivation, and creating a conducive work environment are critical factors in improving employee performance, particularly in supporting the effectiveness of public services within government agencies

Abstract

This study aims to analyze the influence of the work environment and communication on the performance of sub-district office employees in West Baturaja Sub-district, Ogan Komering Ulu (OKU) Regency. The study was motivated by the ongoing issues regarding employee performance, which are influenced by suboptimal work conditions and ineffective organizational communication. The research method used is a quantitative approach with a descriptive-causal research design. The study population consists of all employees of the Baturaja Barat Subdistrict Office, with total sampling used as the sampling technique. Data collection was conducted through the distribution of questionnaires using a Likert scale and analyzed using multiple linear regression with the assistance of SPSS version 26. The results indicate that, individually, the work environment has a positive and significant effect on employee performance with a significance value of 0.001 < 0.05, while communication also has a positive and significant effect on employee performance with a significance value of 0.012 < 0.05. Simultaneously, the work environment and communication have a significant effect on employee performance with an F-test significance value of 0.000 < 0.05. The coefficient of determination (R²) value of 0.346 indicates that 34.6% of the variation in employee performance can be explained by the work environment and communication, while the remainder is influenced by other factors outside the scope of this study.

Abstract

This study aims to analyse the dynamics of the transformation of the role of human resources in modern organisations and to identify the key factors influencing the successful implementation of digital transformation from technological, human, and organisational perspectives. A qualitative approach was employed, utilising library research drawn from various scientific journals, academic books, and relevant publications from 2021 to 2025. Data analysis was conducted through the stages of data reduction, presentation, and drawing conclusions using thematic analysis techniques synthesised from various theoretical perspectives, such as strategic human resource management, human capital theory, and digital transformation. The findings indicate that digitalisation has transformed the role of HR into that of a strategic partner involved in data-driven decision-making processes. The implementation of technologies such as artificial intelligence, big data, and HRIS has proven capable of enhancing the effectiveness and efficiency of HR management, although it has also presented challenges in the form of a digital skills gap, resistance to change, and the risk of a diminished humanistic approach within organisations. Further findings indicate that an adaptive organisational culture and transformational leadership play a crucial role in supporting the success of digital transformation. The study’s conclusions emphasise that the success of HR transformation in the digital age is highly dependent on the synergy between technology, human resource readiness, and integrated, sustainable organisational strategies.

Abstract

The global energy transition has accelerated the adoption of Liquefied Natural Gas (LNG) as a transitional marine fuel, yet its expanding use in shipping increasingly conflicts with stricter decarbonisation requirements under the International Maritime Organization (IMO) regime, creating tension within existing contractual frameworks. This study employs a normative (doctrinal) legal research methodology, integrating statutory, conceptual, and comparative approaches to examine MARPOL Annex VI amendments, standard LNG charter party forms issued by BIMCO and GIIGNL, and relevant maritime law and engineering literature. The analysis evaluates the alignment of these instruments with the Energy Efficiency Existing Ship Index (EEXI) and Carbon Intensity Indicator (CII), both mandatory since January 2023. Findings reveal four key contractual gaps: lack of clear CII responsibility allocation, conflict between speed warranties and emission-driven reductions, absence of methane emission regulation for boil-off gas and engine slip, and resulting legal uncertainty and compliance risks. To address these issues, the study proposes four model clauses Emission Responsibility, CII Compliance, Speed-Emission Adjustment, and LNG Methane Emission based on control-based liability and causation-based cost allocation, positioning LNG charter parties as instruments of both commercial governance and environmental compliance.
