Abstract

The Unemployment Rate in Ngawi Regency remains relatively high compared to other regions in East Java, due to low workforce readiness and limited access to job information. To address this, the Ngawi Regency Trade, Industry, and Manpower Office implemented an internship program for job seekers at PT Dwi Prima Sentosa. This study, titled “Effectiveness of Internship Programs in Empowering Job Seekers in Ngawi Regency, East Java,” aims to examine and describe the program’s effectiveness in empowering job seekers and increasing labor absorption. A qualitative descriptive method was used, with data collected through semi-structured interviews using purposive sampling, supported by observation and documentation. The results indicate that the internship program is effective. Planning and implementation by stakeholders align with initial objectives, and the outputs and outcomes meet the expectations of both the government and participants. The program successfully empowers job seekers and improves employment absorption, suggesting its potential to reduce the Open Unemployment Rate in Ngawi Regency in the future.

Abstract

This research examines the Indonesian government's role in implementing quasi-fiscal policies through Government Financing Programs and liquidity management, as well as macroeconomic constraints that affect public purchasing power. The data used in this study is a distribution of data from 34 Indonesian provinces between 2017 and 2024. The results indicate that the implementation of Program pembiayaan pemerintahs and additional liquidity can increase public purchasing power. Meanwhile, macroeconomic challenges, in this case, the poverty rate in a region, can hinder the growth of public purchasing power.

Abstract

This study aims to analyze the influence of budget planning on budget performance and organizational culture, the influence of internal control on budget performance, the influence of organizational culture on budget performance, as well as the role of organizational culture in mediating the effect of budget planning and internal control on budget performance at the Regional Office of the Directorate General of Treasury in South Sulawesi Province. The background of this study is based on the importance of effective budget planning and internal control in supporting the achievement of optimal budget performance, while taking into account the role of organizational culture as a determinant of the successful implementation of policies. This research employs a quantitative approach using the Structural Equation Modeling-Partial Least Squares (SEM-PLS) method. The research sample consists of 57 employees, including structural officials, functional officials, and staff members. Data were collected through questionnaires designed based on the indicators of each variable, then analyzed to test validity, reliability, and the relationships among variables in the model. The results indicate that budget planning has a positive but insignificant effect on budget performance, while internal control has a significant effect on budget performance. In addition, organizational culture significantly influences budget performance and mediates the effect of budget planning and internal control on budget performance. Thus, it can be concluded that enhancing the quality of organizational culture strengthens the effectiveness of budget planning and internal control, thereby contributing to the achievement of better budget performance.

Abstract

Regional expansion is a decentralization strategy to improve government effectiveness and equitable development. This article analyzes the implications of the formation of Greater Luwu Province for the future of South Sulawesi Province through an empirical approach, fiscal capacity analysis, and a contemporary socio-spatial theoretical framework. Data indicate that South Sulawesi will experience stable economic growth of 5.43% in 2025, with a GRDP reaching IDR 753 trillion, but with high spatial concentration in the Mamminasata Region. The Greater Luwu Region, comprising Luwu Regency, North Luwu, East Luwu, and Palopo City, exhibits promising fiscal potential, with an estimated total integrated regional budget (APBD) of IDR 6.1–7.9 trillion and total regional revenue (PAD) of IDR 1.25–1.6 trillion, supported by nickel mining, palm oil and cocoa plantations, and agriculture. The analysis indicates that the capacity of the regional budget, PAD, and Revenue Sharing Fund (DBH) in this region is sufficient to support the establishment of a new autonomous region if managed optimally. Through the lens of resource curse theory, spatial justice, contemporary growth poles, and new regionalism, this article argues that regional expansion not only has the potential to improve governance efficiency and accelerate development, but also serves as an instrument for correcting spatial injustice and transforming resource-based growth poles into inclusive and sustainable regional development. Furthermore, a fiscal gap analysis reveals a significant gap between Luwu Raya's economic contribution and the development budget allocation from its parent province, reinforcing the need for greater fiscal authority through the formation of a new province. The success of regional expansion depends heavily on the quality of institutions, the human resource capacity of the apparatus, and transparent and accountable fiscal governance.

Abstract

The rapid development of digital technology requires public sector organizations to transform their services to become more efficient, transparent, and citizen-oriented. This study aims to analyze the role of digital leadership in driving service transformation within public sector organizations in Indonesia. The research employs a qualitative descriptive approach, with data collected through in-depth interviews, observations, and document analysis involving selected informants using purposive sampling. The findings reveal that digital leadership significantly influences service transformation through the development of a clear digital vision, the strengthening of organizational culture and human resource capabilities, and the promotion of innovation in service delivery, leading to improved efficiency, accessibility, and transparency of public services. However, this study is limited by its qualitative design with a relatively small number of informants, its focus on leadership perspectives, and the lack of in-depth analysis of regional disparities in infrastructure. Future research is recommended to use quantitative or mixed methods, incorporate citizen perspectives, and explore the role of emerging technologies such as artificial intelligence and big data in enhancing digital leadership and public service innovation.

Abstract

This study aims to analyze the development strategies of Micro, Small, and Medium Enterprises in supporting community economic empowerment. MSMEs play a strategic role in the economy, particularly in employment generation and income improvement. However, their development still faces various challenges, including limited access to capital, low managerial capacity, and limited utilization of digital technology. This study employs a qualitative approach with a descriptive method, using data collection techniques such as interviews, observations, and documentation. The results show that MSME development strategies, including product quality improvement, business diversification, digital technology utilization, and strengthening of business management, are able to enhance business capacity and competitiveness. These improvements have a positive impact on increasing income, creating job opportunities, and strengthening the local economy. Nevertheless, the implementation of these strategies still encounters several constraints that require external support from the government, financial institutions, and business support organizations. Therefore, a comprehensive and integrated MSME development strategy is essential to promote sustainable community economic empowerment.

Abstract

Digital transformation has become a strategic agenda in public sector reform; however, its success largely depends on the organization’s ability to adapt to change. This study aims to analyze organizational resilience in the context of digital transformation and to identify the factors influencing it. A qualitative approach with a case study design was employed, with data collected through in-depth interviews, document analysis, and observation. The findings reveal that organizational resilience is shaped by the interaction of adaptive leadership, innovation-oriented organizational culture, digital capability, and institutional support. Leadership plays a critical role in guiding transformation and reducing resistance, while a flexible organizational culture promotes continuous learning and adaptation. Furthermore, digital competencies and technological infrastructure are essential in supporting the implementation of digital transformation, reinforced by adequate policies and resources. This study highlights that digital transformation is not merely about technology adoption but also requires strengthening organizational resilience, particularly in developing countries facing resource constraints and digital divides.
