Jurnal Keamanan Nasional is a scientific and open-access journal managed and published by Puskamnas, Universitas Bhayangkara Jakarta Raya. This journal is a peer-reviewed journal that aims and focuses to publish new work of the highest caliber across the full range of legal scholars, which includes but is not limited to works in security studies, terrorism, political killings, riots, mass riots, rebellions, security disturbances, maritime security, food security, economic security, and others. However, articles are not included in the area of security studies, national security, human security, or any dimension as long as it is in a security perspective, both traditional and non-traditional security.

Abstract

Radicalism and terrorism are becoming a global problem. The negative impact is often felt by Indonesia. Several terror acts also occur and cause any casualties. ISIS developments in the world attract people to join the majority of Indonesian people. But after the defeat of ISIS 2019 ISIS ex citizen has the desire to return to Indonesia. ISIS former citizens accepted into a dilemma, but the policy must still be taken by the government in order to maintain national security and stability. The present study used qualitative methods and review of the literature as well as the approach Stakeholders Analysis. ISIS's former citizen admission policy has been set, but the human side must also be considered. Then more synchronous data updates the main requirements and terms of absolute acceptance of ex-Asian citizen who mostly are children and women.

Abstract

Prevention and overcoming separatism is an important part of the government’s agenda in realizing a safe and peaceful Indonesia. The implementation of development in all regions of the country within the framework of the Unitary State of the Republic of Indonesia is always accompanied by comprehensive efforts to prevent and overcome separatism. One of the complicated problems that still seizes a lot of attention from the nation and state of the Republic of Indonesia until now is undeniable is the separatist movement that developed in several regions of the Republic of Indonesia (NKRI). The separatist movement in Papua has now become an issue that has not yet found a solution based on a comprehensive and dynamic strategy in the context of adjusting to developments in Papua. Various police efforts have been and continue to be carried out in order to overcome the separatism of armed criminal groups (KKB) in Papua. This study aims to examine the extent of the role of the Police in efforts to combat separatism in Papua and measures to optimize that role.

Abstract

The South China Sea Conflict has yet to be resolved, this conflict involves 4 ASEAN countries (the Philippines, Vietnam, Malaysia and Brunei Darussalam) as well as Taiwan and China. The South China Sea Conflict continues to escalate and can pose threats in the region. What’s more, the United States wants freedom of navigation in the South China Sea. The South China Sea Conflict entered a new phase in which the Philippines won a lawsuit in 2016 at the International Arbitration Court, which in essence did not recognizing the claims of the Chinese territory and the traditional fishing ground that China has always used as a proposition. This research is a qualitative descriptive study with the aim to formulate the role that can be taken by Indonesia in resolving the South China Sea conflict. The data collection technique is in-depth interviews with experts or observers of international relations. The results of the study are in the form of policy recommendations on the steps that must be taken in resolving the South China Sea conflict.

Abstract

This article discusses the analysis of security governance about three important laws, namely (1) Law no. 34/2004 on the Indonesian National Army (TNI), (2) Law no. 2/2002 on the Indonesian National Police (POLRI), and (3) Law. No. 7/2012 on Social Conflict Management. This discussion is imperative to understand the main duties, roles, and functions of the TNI / POLRI as the front guard in maintaining national security. This article argues that there is a positive relationship between the ineffectiveness of regulations on Indonesia’s national security and the approach that Indonesia has chosen in managing national security. In addition, the type of approach chosen in defining security issues will be directly proportional to the adopted security policy. Therefore, the discussion of this paper is divided into three sections, namely the analysis of Law no. 34/2004 on TNI, analysis of Law no. 2/2002 on POLRI, Law no. 7/2012 on handling social conflict, and conclusions.

Abstract

Along with the development of technology, cyber threats that occur in modern countries has been switched from traditional to non-traditional. That development of technology bears the advancement of science and bring a variety of the interstate. Currently, the country prioritizes in social, economic, law, security, defense and other aspect to Information and Communication Technology. Increasing the cyber threat of Qatar, the governance draws up National Cyber Security Strategy (NCSS) with the aim of building andmaintaining a safe cyberspace for protecting national interest and preserves fundamental rights and Qatar’s community value. Collectively this aim gives protection and preparing cyber threats with proactive approach. This paper aims to deeply understand Qatar National Cyber Security Strategic by conducting a qualitative analysis of the context of document through the concept ofsovereignty approach, nation and contained aspects. The description of aspects that can be seen from the data security relationship, technology development, policies, capabilities, strategic approaches, cyber threats and challenges. Qatar pays special attention to cybersecurity and protection of its vital national information infrastructure as dependence on Information and Communication Technology (ICT) and the internet grows in the country.

Abstract

Major cities in West Java like Bandung, Depok, and Bogor are often in the spotlight regarding the issue of tolerance for harmony among religious communities. In the Tolerant City Index issued by the Setara Institute in 2017 and 2018, although Bandung has moved from position 83 (2017) to 69 (2018), is yet unincluded in the top 50 tolerant cities. Meanwhile, Depok and Bogor moved from positions 90 and 92 (2017) to 88 and 89 (2018). Depok and Bogor are still in the top ten intolerant city in Indonesia. Therefore, further research is needed, especially on youth groups in these cities, since youth are the future generation of the nation. This study will describe the understanding and attitudes of youth in big cities in West Java in religion moderation and its correlation with intolerant behavior. This research was conducted using quantitative methods. First, the calculation of the population of senior high school students in 3 cities, namely Bandung, Bogor, and Depok was made. Then the population sample is determined using probability sampling. The data collection technique is done by giving questionnaires to respondents; the data obtained are tested for validity using the Pearson Product Moment correlation coefficient formula. The research results were obtained through multiple logistic regression analysis. The purpose of the results of this study was to determine the understanding and attitudes of senior high school students in religious moderation, the influence of religious education, and their correlation to student attitudes and interactions in inter-religious tolerance in 3 major cities in West Java.

Abstract

Currently, international issues have shifted from traditional issues to nontraditional issues (contemporary). In the past, in the era of World War 1 and 2, physical warfare became a major issue in the international world. However, now that the world has experienced a digital era, the main issue in the international world has shifted from physical warfare to digital warfare or commonly known as Cyber War. Cyber War is a digital war which can be in the form of data robbery or important sector information sectors such as intelligence, national code, foreign policy strategy, national defense, military, etc. So that later the data will be used for the benefit of data thieves. This research will focus on Cyber War Threats on an international scale and the impact that will result from the existence of Cyber War. By using qualitative and quantitative methods, the data presented in this study can be justified. So that this research is considered important enough to add insight and knowledge related to international conditions and threats in the future.

Abstract

The policy of involving and taking steps by the State Intelligence Agency (BIN) as a secret agency in handling COVID-19 is deemed incompatible with its main duties and functions. The polemic arose when it was feared that this involvement could potentially lead to abuse of authority and the practice of reducing BIN to the role of other, more credible institutions in handling COVID-19. Through the analysis of the Narrative Policy Framework (NPF) on the existing literature review, this study will confront the policy counter-narrative with the dominant narrative used, namely that COVID-19 is a national security threat which is the responsibility of BIN as the first line of national defense. The metanarrative results in this study explain that the difference in perceptions between the two narratives originates from the trauma of intelligence practices in the past, which is faced with the dynamics of national security threats today and in the future.

Abstract

Threats to national defense basically not only come from the military or physically, but threats also come from non-military and non-physical aspects and even in plain sight. The threat that is currently happening in Indonesia and even in the world today is in the form of an epidemic caused by a virus called Covid-19. The COVID-19 disease outbreak can be classified as a nonmilitary threat in the form of a real threat at present and in the future. Overcoming this threat places government agencies outside the field of defense as the main element supported by other elements of the nation’s power. This article discusses COVID-19 in the framework of non-conventional warfare or irregular warfare in the future. A different national defense strategy is needed if Covid-19 is used by non-state actors within the framework of irregular warfare which has threatened the nation’s sovereignty, integrity, and safety. The strategy is a universal defense strategy involving all components of the nation which is organized by placing the defense element as the main component supported by all other components of the nation. This requires a legal foundation as the basis for its implementation. Indonesia needs to prepare itself to face this irregular warfare in the future.

Abstract

Financial technology gives easy and fast access to society in financial services, especially the fintech lending sector. Unfortunately, some problems appear in the field. For instance, the lack of financial literacy which cases the difficulty of society to fulfill their right and duty. The absence of financial literacy has also caused the phenomenon of ‘making hole, closing hole,’ in which the pandemic situation this phenomena is getting bigger. Meanwhile the existence of illegal fintech which conducted to crawl data privacy, extortion, and terror. From a law and security theory perspective, this case can become an object for further study. By using normative and socio-legal approach, this research tries to analyze the implementation of fintech lending regulation. The main stakeholder, such as the Financial Service Authority (OJK) makes some efforts to amend the new regulation to improve the current regulation. The industry association also works out to establish the Fintech Data Center (FDC) to minimize the problems.
